4% County Council Administrative Funds

County Eligibility: $20,000 or more in annual allocation up to 4% of the county’s annual

allocation, maximum of $15,000.Eligible uses of Council administrative

funds: Only for costs incurred in the administration of the Council.– Office supplies, postage for Council

correspondence– Travel, registration fees to attend

workshops, KADF conference, etc.– Costs incurred in seeking out innovative

projects– Costs for holding public forums for

revision of county planThese funds are not for the administration of county programs or other non-

KADF related activities.

Helpful Reminders

CAIP Producer Education Requirement:The producer is responsible for finding,

attending and attaining verification that this requirement has been met.

Minimum one education session within last 6-months

Related to farm management, production, best management practices or marketing

Includes field days, seminars, workshops, on-line courses, webinars, etc.

Extension’s Role: Provide feedback to program administrator

upon request on eligibility of educational events

Assist with producer “proof of attendance” for extension sponsored events

Helpful RemindersWhen the County Council Meets:

Public Notice As a local council created by statute where the majority of the members are appointed by public agencies, each County Council is obligated to follow the Open Meetings Act.

– Provide public a schedule of regular meetings beginning of the year is a good time to do this

– Special called meetings (not on the regular schedule) - require written notice of meeting date, time, location and agenda and must be

• Sent to media and others requesting such notification

• Received a minimum of 24-hours in advance of meeting 72-hours is suggested, out of courtesy

• Only agenda items may be discussed at special meetings

– Minutes of meeting action must be kept and made available to the public upon request

When the County Council Meets (cont.):

60-Day Rule – When an application for county funds is received, the council…

– Must meet and assign a priority to the application w/in 60-days of receiving the application

– Must forward the application and signed priority sheet to GOAP

Area Contact Notification – please provide your Area contact

– A list of regular scheduled meetings of the council

– Notice of any specially called meetings one week out, if possible
