GENERAL GRANT PROGRAM INFORMATION

CESF Grant Program Purpose

• …Iowa’s criminal/juvenile justice system to support prioritized activities to prevent, prepare for, and/or respond to the coronavirus.

• Focus on needs not supported through other resource– FEMA– Corornavirus Aid Relief, and Economic Security Act (CARES)– Other resources

• Flexibility given the unpredictability of the novel coronavirus.

• Promoting social distancing to prevent the spread of Coronavirus through practice, equipment, or supplies.

• Remote or tele-services and equipment (including but not limited to - mobile communications, computing, employment, supervision, surveillance, service provision, etc.).

• Production of personal protection equipment and supplies (including but not limited to - prison industries & other work programs).

• Personal protection equipment not covered by other sources (Note: most PPE directly involved in the coronavirus response is covered by other funding sources).

• Addressing coronavirus related medical needs of residents in prisons, jails, and detention facilities not covered by other funding sources.

• Relocation costs for residents of prisons, jails or detention facilities impacted by a coronavirus outbreak.

• Housing costs for clients displaced in facilities impacted by coronavirus outbreak.

• Technology solutions that address Coronavirus related needs (including but not limited to - equipment to increase security and electronic monitoring).

• Data systems that improve the exchange of information and improve the justice system’s response to Coronavirus.

• Personnel essential to prevent, prepare for, and/or respond to the coronavirus pandemic.

• Overtime for staff to support Coronavirus response. • Other eligible and emerging needs justified in the application.

GRANT APPLICATION INSTRUCTIONS

ELIGIBLE APPLICANTSState and local units of government, Indian tribes, faith based organizations and nonprofit entities.

Iowa faith based and non-profit organizations are eligible to receive grant funding, but applicationmust be made through a state or local unit of government.

APPLICATION DEADLINEApplications for state fiscal year 2021 funding must be received by ODCP through the grant

management system (www.iowagrants.gov) by 4:30 p.m. June 1, 2020.

APPLICATION PROCESSApplications will be accepted through www.iowagrants.gov which is an online grant management

tool. Instruction on the use of www.iowagrants.gov can be arranged by contacting Dennis Wiggins at

CASH MATCH Match funding is not required for this solicitation.

NON SUPPLANTINGFederal funds can not be used to supplant any other funding source. Grant funding

must be in addition to funds that would otherwise be made available for project related activities.

GRANT PERIODThe grant performance period will be twelve months. Start and end dates will be

determined by the timing of the application/award process. Grantees requiring a specific start date (no earlier than January 20, 2020) should specify that need in their budget narrative. Once awarded, grant extensions will be considered on a case by case basis.

ALLOWABLE/UNALLOWABLE EXPENSES (provided as a guide, not a complete listing):

Unallowable Expenses Include:• Land acquisition• Bonuses or commissions• Travel or compensation for federal employees• Military type equipment• Lobbying • Fundraising• Expenses supported through other Coronavirus funding, including but not limited to: the

Federal Emergency Management Agency (FEMA); the Coronavirus Aid, Relief, and Economic Security Act (CARES); other emergency funding sources; and separate CESF local-directgrants

GRANT COMPONENTS/REVIEW

Budget (30 Points):• Appropriateness/eligibility of budgeted expenditures and justification. • The budget is appropriate and adequate for the project. • The budget is clear and precise--there are no miscellaneous or unexplained expense. • Proposed budget supplements - does not supplant existing efforts/budgets, including other

coronavirus emergency response funding. • Budgeted items are available and can be reasonably expected to be delivered. • The budget line items have been prioritized.

Needs Assessment (25 Points):• Demonstrated and prioritized needs (if multiple needs, list in order of priority). • The particular problem is described and supported with adequate data.• The need for this particular project is described.

Expected Impacts (30 Points):• Projected outcomes and/or impacts of your proposal on addressing Coronavirus related

needs.• The proposed activities/budget relate to the defined problem and will positively impact the

stated problem. • Stated outcomes/impacts are reasonable and attainable. • The prosed activities/expenditures prevent, prepare for, and/or respond to the coronavirus. • The project as described in the application is consistent with focus areas described in the

application instructions.

Reviewer Assessment and Recommendations (15 Points):• Overall impressions and recommendations of reviewers. • The proposal is a good presentation of the project.• The project has a high potential for success. • The project represents a good financial investment.

APPEALS• Grant awards will be made on or about July 1, 2020.

Preliminary notices will be sent to those individuals identified as project directors in the applications. Any applicant whose proposal has been filed according to instructions contained herein, and who is aggrieved by the awards made, may request an appeal based o n a showing that the instructions governing the grant selection process have not been properly applied.

• Appeals must be filed with the Director, within ten working days of the date of the notification of preliminary awards.
