ALFRED MUTUA’S MANIFESTO 2017 - 2022Propelling Machakos from the third world to the first world
This is a Manifesto with the common Mwananchi at heart. It is a Manifesto of the present and the future. It is a positive and optimistic Manifesto.We have embarked on 90% of the pledges we made and so far completed over 70%. No one can finish everything at once. Even the Almighty God did not create the world in one day. I need more time to complete the remaining works and together with this new Manifesto, transform Machakos County from the Third World to a First World region. With your support, Inawezekana na Itawezekana.

PROPELLING MACHAKOS FROM THE THIRD WORLD TO THE FIRST WORLD 1. EducationPhilosophy: An educated Society is a rich Society.
A. Higher Education Scholarship Fund• Every Machakos County Form four leaver regardless of the grade,
who is admitted for a CERTIFICATE, DIPLOMA, HIGHER DIPLOMA, DEGREE COURSE, MASTERS or PHD, my Government will pay the student’s 100% fees until completion.
• Starting August 15th, 2017
B. Bursary• Increase of bursary from 80 Million to 200 million Kenya Shillings • (5 Million per Ward).• To be administered by Schools. Money to be given directly to
Schools.
C. Forty (40) Youth Polytechnics and Technical Skill Training Schools: One in every Ward.
• To train Electricians, Mechanics, Masons, Drivers, Salonists, Tailors, Carpenters, Welders, etc.

11. Employment – creating 250,000 jobs by 2020New city projectNew City Project had been put on hold due to Court Case JR No. 404/2013 filed by opponents of development. This was dismissed by the high court recently. Now New City Program to continue from July, 2017.• Already signed MoU’s worth 2.8 Trillion Kenya Shillings with
investors.• Construction of 300 factories, Shopping Malls, Hotels, Real Estates,
Skycrappers, to start August, 2017.• Tallest building in Africa to start November 2017 in Machakos (77-80
storeys high).• Five (5) international hospitals (medical tourism) – no more going to
India or South Africa. Other Africa citizens to come to Machakos for specialised treatment.
12. International partnerships• Continue the good relations with UN bodies, foreign embassies,
World Bank, IMF, other development partners and donors to attract more MONEY to Machakos.
• Encourage them to set-up offices in Machakos.
13. Environment - 3.5 million trees• Continuously need to plant trees to increase forest cover; rehabilitate
rivers and regulate sand harvesting to ensure environmental sustainability especially during this era of climate change.
• Youth and women groups and other vulnerable members of the society to be organised to take part in environmental programs as a source of income.

• Equipment already sourced.• Staffing and Medicines – already employed additional 730 Nurses,
96 Clinical Officers and Medical Officers – highest number of new health professionals in Kenya. Machakos now has over 1,500 Nurses, 190 Doctors etc.
• To employ an additional 400 nurses, 108 Clinical Officers, 80 Lab Technicians, 50 Doctors, and Specialists Cardiologists, Neurologists, Psychiatrist, kidney Specialists among other consultants.
• Every dispensary to have a Clinical Officer and Nurse on duty always.
• Signed Agreement with KEMSA and other reputable agencies for regular provision of medicine and other non-pharmaceutical products.
• Currently: Machakos ranked Number One in Healthcare – ambulances, best Level 5 Hospital with no sharing of beds.
• Establishment of new health centers in far flung areas and to high population areas such as Joska/Guthunguri area.
• Best Health Centres – continues upgrading and equipping to international standards.
• Available and efficient laboratory services.
15. Construction of new mortuaries in each Ward
16. Free healthcare to all children under 6 years, pregnant mothersand elderly over 65 years old in all Machakos County hospitals for all services – admission, lab, treatment, x-ray, medicines etc.• Free treatment and medicines in all dispensaries and Health Centres

• Machakos has 12 million chickens – to double the number by 2020.• Free vaccination Program for chickens.• New abattoir/slaughter houses/vichinjio for every sub-county.• Goat Farming Program – market of goat meat and milk ready in
Saudi Arabia, UAE, Britain, Europe and locally.• Farmers training and extension services Program in all villages.• Revamp Coffee Farming as the main cash crop for farmers in coffee
growing areas of Kathiani, Machakos, Kangundo, Matungulu etc.• Fruit farming and processing.
23. Housing project• Elimination of grass thatched houses as was done in Singapore and
Rwanda.• Free mabatis for roofing for existing grass thatched homes.• Every home in Machakos to have good roofs for improved quality of
life and water harvesting.
24. Additional 1,200 ECD teachers to be employed• Employed 1,080 teachers after 3 months of interviews. To bring the
total to 2,160 ECD teachers by June, 2018.• Interviews to start September 1st, 2017.
25. School feeding programsI am finalising negotiations for free support from donors and agencies for free school feeding program for all schools in Machakos County.
26. Unemployment benefitTogether with relevant donors, I will provide food vouchers to all homes operating at below poverty level where father/mother are unemployed or homes of widows etc to get food from shops. No child will ever sleep hungry in Machakos County. I will also set up feeding centers in partnership with donors and people of good will to provide a hot meal for the homeless and destitute.
27. Bridging facility fund for men and other heads of families – 380m
A lot of men and single parents suffer in silence due to delayed employment payments, temporary halt to their resources while in the middle of the project or sudden misfortune or unforeseen circumstances that disrupt their budget.This interest free bridging facility will provide monies for short term bridging undertakings to ensure that a man or single parent is able to provide for his or her family with pride and self-esteem.
28. Establishment of the “Bank of Machakos”• To provide easy-to-get affordable loans and financing to the people
of Machakos without the heavy demands of collateral/security. To grow wealth for our people.
• To commence immediately and to be up and running by August, 2018.

29. Efficiency of delivery of Government projects, services and project management unit
• To ensure proper Planning, Public consultation, timely completion of Projects.
First term of devolution was a learning period. I have set up structures and systems. Now, I have enough experience to ensure even faster development.
• Result oriented governance.
30. Public service and labour reforms• Full medical insurance for all County staff.• Continuous training including scholarship for further education.• Housing project for staff.• Machakos Staff Sacco.• Public Service Club.• Regular promotion and Year* Scheme of Service.• Polite and courteous to members of the public.• Wananchi first.• No asking for bribes to provide services.• Employment based on meritocracy and inclusivity of all Machakos
villages.
31. Machakos youth fund: 250 million Kenya shillings• Kenya Shillings 250 million fund for youth, men and women aged
between 18-35 who want to start a business or finance and existing business.
• The revolving fund will be at an interest rate of 1.5% (one point five) - the lowest in Africa - so as to enable the youth to grow and develop.
This applies to an individual or group.• To loan from Kshs. 25,000 – 2 million.• The fund’s bill - 1st bill to be tabled in the Assembly on September
15th, 2017.• Fund operation October 1st, 2017.
32. Talent academies • Expand Machahood free recording studios to support local artists,
bands and choirs in recording their music and shooting movies.• 4 new talent centres to be constructed and equipped.
33. Sports academy• For youth talented in football, athletics, volleyball and other games
with boarding facilities to train and be exposed to international scouts.
• Sports is a major source of employment.
34. Persons with disabilities• To get employment and business share of the Government.• A 20 million fund to take care of their special needs to be set aside.• To be managed by a Board comprising of persons with disabilities
and Government officials. 35. Slum upgradingUse local youth to undertake slum road construction, installation of Mulika Mwizis, CCTV and to provide piped water and construct huge septic tanks. This will be done in the following areas:

37. Revamping the Co-operative Sector• Create Co-operative Development and Marketing Fund.• The Co-operative Sector to be mainstreamed in the county executive • Co-operative members to be trained on best practices and assisted
with inputs. Sand to be managed for environmental sustainability and best interest of local Wananchi.
• Regular consultations with Co-operative leaders.• Funds to be managed.
38. Title deed program• To partner with National Land Commission to ensure speedy
issuance of title deeds through Government of Machakos. All Machakos residents to get title deeds by 2020.
• County to pay all processing fees.
39. Revenue policyStopped collection of the following revenue from June 28th, 2017. • Hawkers fees;• Small scale vegetable retailers (Mama Mboga);• Small scale cereal vendors;• Market cess for livestock;• Bus park fees for Matatus, Nissans, Tuk Tuk, Maruti and Boda Boda;• Fees charged to Mitumba Traders.This policy to remain in force for as long as I am the Governor.This is in order to protect the vulnerable members of our business community and to grow our local economy. • No penalties for Single Business Permits rates charged to salons,
shops, barber shops, shoe shiners, kiosks, Mpesa shops.• No increase of any fees on Single Business Permits. Any Officer
charging • increased fees and or harassing traders should be reported for
immediate disciplinary action.
40. Accountability and integrity policy• Corruption will not be finished by talking but action. Neither can it
be finished by propaganda and mudslinging.

Action• To Set maximum Price Ceiling above which Machakos government
won’t buy goods, services and works. If a Supplier is not over-pricing, they won’t have money to bribe etc.
• Annual compulsory Life Style Audit and Vetting for all staff.• Enhance the already created Machakos Ethics and Integrity office in
conjunction with EACC. • Continue structured Public Participation for Wananchi to prioritise
development and hold their Government accountable.• Quarterly Governors Round Table with different Sectors to listen to
their views and inform budgeting.• Form Sector Specific Caucuses to advise the Governor from time to
time.
41. Jobs for Machakos professionals• Start a data bank for all Machakos Professionals (please prepare your
CVs).• To lobby for their appointment in National Government as Cabinet
Secretaries, Principal Secretaries, Ambassadors, CEOs & Chair, Directors of Parastatals etc, also in UN Regional and Continental bodies etc.
• Create a special office to identify opportunities locally and internationally.
• If we have 50,000 Professionals working abroad, each sending at least Kshs. 10,000 home every month, this translates to 500 million new income per month. Kumaliza umaskini na mpango.
• I have contacts in Middle East, Europe and America ready to assist. Piloted with Dubai jobs already.
42. Bring Government closer to the people• New Governors Lodge under construction in Matuu. To be serving
Wananchi in a rotational way for geographical inclusivity.• Governor’s office in Kangundo and Mavoko offices to be revamped
and for me to spend several days in a month working from there.• Ward Offices for Project Co-ordinators and Administrators.• Village Councils.

ConclusionThis is a manifesto that ushers Machakos to the future. What I have set out here is based on what we have already done with the aim of propelling us to improved lives and wealth creation.
I have gained a lot of experience as the first Governor of Machakos. I will use this experience and skills to implement, in a Chap Chap manner, what is covered here and much much more.
Nienda andu maitu makwate ndaiya – I want our people to be given more respect.
A new Governor would spend 3 years learning how to get things done and the new system of devolution. This would slow down the development of
Machakos and drop our ranking from Number 1 to nearly over 40. With me, you will be assured that Machakos will remain the Number 1 County in Kenya.
