Project Objective

Public Health Department (PHD), Directorate of Medical Education and Research (DMER) and

Social Justice & Special Assistance Department has conceptualized and implemented a citizen

centric software application for providing citizens with an option to get online ‘Disability

Certificate’. The application aims to make the Disability Certificate disbursement process more

systematic, transparent and easy process for citizens.

Disability certificates are necessary for different purposes such as availing benefits related to

education, employment or various Government scheme applicable for disable persons.

Government is updating its functionality and accuracy in every field; on these lines Government

expects that the benefits and rights available for disables should be provisioned to real disables.

For this purpose Government has launched this certification system and is expected that

malpractices will be eliminated by the use of this system.

The Disability Certificate is a document that acts as a proof of disability of an individual and an

important tool for availing the benefits / facilities / rights that he/she is entitled to, from the

Central as well as State Government under various appropriate enabling legislations.

In a District Hospital/Medical College, Medical Board of three doctors including one specialist

from Medical Department examines the disabled person and issues the disability certificate in

case of 40% disability.

The Medical Board after due examination give a permanent disability certificate in cases of such

permanent disabilities where there are no chances of variation in the degree of disability.

The software developed in Maharashtra categorizes the Disabilities into 5 types as:

(i) Visual impairment

(ii) Hearing impairment

(iii) Loco motor/Physical disability

(iv) Mental retardation

(v) Mental illness

The Medical Board indicates the period of validity in the certificate, in cases where there is any

chance of variation in the degree of disability. Days are fixed for issuing certificates through

district hospitals.
