1. INTRODUCTION:
Public Health Department has initiated CPS Diploma Courses at various
district level institutes under its jurisdiction in affiliation with College of Physicians
and Surgeons of Mumbai from the year 2015-16 wide notification dated 17th July
2015 and 30th September 2015. For the current year total 9 courses shall start
through institutes recognised by CPS for this purpose. Admission and Counselling
process for the enrolment will be conducted by the Directorate of Health Services
(DHS).
2. DEFINITIONS of important terms are given in Annexure “A”.
3. COMPETENT AUTHORITY:
The Director of Health Services, Mumbai has been declared as the
Competent Authority by The Government of Maharashtra vide Government
Resolution No. eoSv&2015$iz-dz-1070$lsok&3 fn- 7 uksOgsacj] 2015 for selection and
admission to DHS-CPS Courses 2015, The Competent Authority shall supervise and
control the selection process by implementing these procedures through the CPS
Cell /Designated Authorities.
The Competent Authority shall issue necessary executive instructions for
implementation of these procedures and provide relevant information to be
published or communicated. The Competent Authority will declare time-table,
details of the dates of various processes relating to selection procedure, e.g.
Receipt of Forms, Date of Counselling, Conduct of Selection Process, etc.
4. DESIGNATED AUTHORITY:
For the purpose of implementation of these procedures, for DHS Institutes
Deputy Director of Health Services (Thane, Pune, Kolhapur, Nashik, Aurangabad,
Latur, Akola and Nagpur) and Assistant Director (CPS) / any other Officer appointed
by competent authority, will act as a Designated Authority and for ESIS Institutes
Director, Administration (ESIS) will act as a Designated Authority.
The Designated Authority will be responsible to carry out the instructions
given by the Competent Authority in respect of the selection and admission process
for postgraduate medical courses. The Designated Authorities may associate other
officials to assist them in the selection and admission process.
5. APPELLATE COMMITTEE:
Appellate committee will consist of following members:
i) Competent Authority – Chairperson.
ii) Joint Director (Hospitals), DHS, Mumbai.
iii) Joint Director (Establishment), DHS, Mumbai.
iv) Joint Director, DMER, Mumbai.
v) President, CPS, Mumbai.
The appeal in ordinary course shall lie against allegedly arbitrary decision or
violation of prescribed rules by Designated Authority or their representatives.
The appeal/representation should be submitted through Designated
Authority with one advance copy to Competent Authority, within 48 hours of cause
of action, by aggrieved party.

6. LIST OF MEDICAL POSTGRADUATE COURSES:
The list of medical postgraduate Degree/Diploma courses is given in
Annexure-“B”.
7. PG SEAT DISTRIBUTION:
7.1 The seats available for admission to Medical Postgraduate CPS diploma
courses will be distributed as 40 %: In-Service Quota & remaining 60 %: to
the General Quota.
7.2 In-Service seats distribution for In-service DHS Candidates and In-Service
ESIS Candidates will be as per the policy of Government.
7.3 The institute wise availability of the seats will be as per Postgraduate
Regulation of CPS.
7.4 Postgraduate seats left unfilled in an academic year, shall not be carried
forward to the next or subsequent academic year. The last date of joining
for PG Diploma Courses is 30th November 2015. The academic year will
start from 1st December 2015.
8. ELIGIBILITY CRITERIA FOR MEDICAL POST-GRADUATE COURSES:
All PGM CET 2015 candidates who have been declared successful and who
have filled the application form and to whom a seat has not been allotted in the
round(s) of admission through DMER PGM CET 2015 are eligible.
8.1 Candidate must be an Indian National. Nationality Certificate issued by
District Magistrate or Additional District Magistrate or Chief Metropolitan
Magistrate or valid passport or School Leaving (SSC) / Jr. College Leaving
Certificate of HSC/12th Std. indicating the nationality of the candidate as
“Indian” shall constitute the proof of nationality.
8.2 All candidates, who have passed final M.B.B.S. examination and
completed/completing one year internship training by 31st March, 2015
from a recognized Medical College included in the Schedule of the Indian
Medical Council Act, 1956 are eligible with registration either from the
Medical Council of India or Maharashtra Medical Council (MMC).
(Maharashtra Medical Council (MMC) registration has to be done within first
six months after admission for outstation students.)
8.3 IN-SERVICE CANDIDATES
8.3.1 Eligibility criteria for In-Service Candidates will be as per criteria
laid down by the Government for Maharashtra for DHS Candidates
i.e. Medical & Health Services (M.M & H.S) Medical Officer
Candidates belonging to Group-A, Pay Scale-15,600-39,100 Grade
Pay-5,400 and for E.S.I.S candidates as per E.S.I.S criteria.
8.3.2 For admission in December 2015 score obtained in PGM CET 2015
will be considered and application made for PGM CET 2015 will
only be considered valid.
8.4 The candidate belonging to Backward Class Category should produce the
Caste Certificate, Caste Validity Certificate and Non-Creamy Layer
Certificate (wherever applicable) at the time of Document Verification and
counselling / admission process.
8.5 A Candidate belonging to ‘Creamy Layer’ amongst the categories (VJ) DT
-A, (NT-1) NT-B, (NT-2) NT-C, (NT-3) NT-D, OBC and SBC must note that
the provision of reservation is NOT applicable to him/her. A candidate
claiming benefit of reservation under these categories will be required to

produce Non-Creamy Layer Certificate as specified in the Govt. Resolution
No.CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013. The
certificate in prescribed Proforma stating that it is valid upto 31/3/2015,
should be submitted at the time of Document Verification process.
8.6 The candidate admitted for MBBS course in reserve category on the basis
of Court order for Caste claim is required to submit Caste Validity
Certificate given by the Caste Scrutiny Committee. If the matter is still
pending with Hon'ble Court, candidate should submit a fresh Court order
for DHS CPS Admission 2015, failing which the claim will not be granted
and the candidate will be considered as Open category candidate subject
to fulfilment of eligibility criteria of Open Category.
8.7 Candidates who have been allotted seat through PGM CET 2015 and
who have taken admission will not be eligible for CPS DHS
Counselling Round.
8.8 All the candidates to whom the seats will be allotted in accordance with
the choice and available seats at his/her merit position at the time of
personal counselling, during the course of this round will be required to
join the concerned institute and complete all necessary formalities
requisite for taking admission accordingly within the prescribed time.
8.9 Allotment of seat once made in this personal counselling round,
shall not be changed and/or cancelled at any count whatsoever.
Therefore, while giving the choice on the spot at the time of this
personal counselling round, the candidates must consider the
available seats thoroughly and opt for a seat which they must join
once allotted.
It is made hereby clear that in case such a candidate does not
join the concerned Institute and/or fails to comply with the
necessary formalities of the admission within the prescribed time,
such a candidate shall not be eligible for appearing at immediately
next two succeeding DHS CPS Examinations conducted for grant of
admissions to post-graduate courses in the State of Maharashtra
i.e. DHS CPS 2016 & 17 and will have to pay Rs.10,00,000/- as
penalty for lapse of post-graduation medical seat.
9. APPLICATION FORM AND FEES FOR COUNSELLING AND ADMISSION
PROCESS:
9.1 The Competent Authority shall issue Notification regarding admission
process. The information Brochure containing procedures for
admission to postgraduate courses will be made available on website
of DHS arogya.maharashtra.gov.in
An applicant seeking admission to the DHS CPS Courses 2015
will be required to submit application form. (In-Service candidates
shall not submit the Application Form their previous Form submitted
at the time of DMER PGM CET 2015 will be considered for the
admission process).
9.2 The completely filled Application Form along with document as
mentioned in the Information Brochure should be submitted at CPS
Cell, 8th Floor, Arogya Bhavan, St. George Hospital Compound, CST,
Mumbai-01 along with a Demand Draft/Pay Order of Rs 2000/-

drawn on any nationalized / scheduled commercial bank in favour of
the “Director of Health Services, Mumbai” payable at Mumbai
(Not Applicable for In-Service Candidates). This amount is not
refundable for all applicants.
10. APPLICATION PROCEDURE:
10.1 60% of seats in DHS CPS PG Seats will be filled from DMER PGM CET-
2015 qualified candidates and 40% seats will be from In-Service
candidates qualified in PGM CET 2015.
10.2 Availability of forms – Forms will be available on the website
arogya.maharashtra.gov.in

11. CONSTITUTIONAL RESERVATION:
The candidates recognized by the State of Maharashtra as belonging to the
following Backward Classes, shall alone be eligible to claim admissions as against
the seats reserved for such backward class categories. These Backward Class
categories are as follows:-
A Scheduled Castes and Scheduled Caste
converts to Buddhism (SC) 13.0 percent
B Scheduled Tribes (ST) 7.0 Percent
C Vimukta Jati (VJ) DT-A 3.0 percent
D Nomadic Tribes (NT-1) NT-B 2.5 percent
E Nomadic Tribes (NT-2) NT-C 3.5 percent
F Nomadic Tribes (NT-3) NT-D 2.0 percent
G Other Backward Classes (OBC) including SBC 19.0 percent
Total 50.0 percent
11.1 Candidates belonging to aforesaid Backward Class categories will be
required to submit the Caste Certificate and the Caste/Tribe Validity
Certificate.
11.2 Caste certificate issuing authority: - Caste certificate stating that the caste
is recognized under a particular backward class category in Maharashtra
state is issued by Sub-Divisional Magistrate/Executive
Magistrate/Metropolitan Magistrate in Maharashtra state.

11.3 The Caste/Tribe validity Certificate issuing Authorities are as follows:-
a) For Candidates belonging to Scheduled Caste, Scheduled Caste
converts to Buddhism, Vimukta Jati, Nomadic Tribes1,2&3 and Other
Backward Class, Caste Validity Certificate is issued by Divisional
Caste Certificate Scrutiny Committee of respective Divisional
Social Welfare Office (Konkan, Pune, Nashik, Aurangabad,
Amravati and Nagpur).
b) For Candidates belonging to Scheduled Tribe the Tribe Validity
Certificate is issued by Director/Deputy Director, Tribe Certificate
Scrutiny Committee of respective Region (Konkan, Pune,
Nashik, Aurangabad, Amravati and Nagpur).
11.4 The candidate should have claimed the constitutional reservation in
the original application form. The candidate claiming constitutional
reservation must submit original caste validity certificate at the time of
counseling for filling preference form, failing which the category claim
will not be granted.
11.5 NON-CREAMY LAYER
A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G)
must note that the provision of reservation is NOT applicable to him/her. A
candidate claiming benefit of reservation under the categories (C) to (G) above
will be required to produce Non-Creamy layer certificate as specified in the
Government resolution CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013.
The certificate should have valid upto 31/03/2015. The Non-Creamy Layer
Certificate is issued by Sub-Divisional Officer/Deputy Collector/Collector of the
district.
However, such a Non-Creamy Layer Certificate shall be produced in any
case at the time of filling up of Preference Form, failing which the category
claimed will not be granted.
11.6 Applicants belonging to Special Backward Class
N.B.: Hon’ble High Court Mumbai had stayed admission to SBC category as a
separate quota and therefore, vide Government Circular from Social Welfare,
Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated
24th October 1995, the persons belonging to Special Backward Class (SBC) are
to be considered as OBC candidates.
11.7 Inter-se amongst the reserved categories will be operated at the end of each
admission process against the unfilled reserved categories seats as per merit
and choice of the reserved categories candidates.
The seats remaining vacant from various categories will be filled in during
inter-se admission process as follows:
a) From among the candidates of their respective group from the Interse
State Merit List of that particular group where the vacancies exist.
The groups are as follows –
GROUP - I
(i) Scheduled Castes and Schedule Caste converted to
Buddhism (S.C.) 13%
(ii) Scheduled Tribes including those living out-side
specified area (S.T.) 7%

GROUP - II
(i) Vimukta Jati (DT) (A) 3%
(ii) Nomadic Tribes (NT1(B)) 2.5%
GROUP - III
(i) Nomadic Tribes (NT2 (C)) 3.5%
(ii) Nomadic Tribes(NT3 (D)) 2%
(iii) Other Backward Classes (OBC) including SBC 19%
b) If the seats still remain vacant, then the seats will be filled, from
among the candidates of all the categories mentioned above from
the all categories combined merit list.
c) If the seats still remain vacant then the seats will be filled from
among the candidates of the common merit list.
11.8 Ear-Marking : Reserved category candidate entitled to admission on the basis
of merit in an open category seat will have the option of taking admission
either against his/her respective category seat or on an open category seat. If
he/she opts for the reserved category he/she will be deemed to have been
admitted as an open category candidate and not as reserved category
candidate. One seat in the Institute where he/she was eligible for admission
against open seat shall be earmarked for a candidate belonging to the
respective reserved category. Such earmarked seat will be made available
immediately to the successive reserved category candidate from the same
category merit.
Admission under constitutional reservation seat will be governed by
the Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes
(Vimukta Jatis), Nomadic Tribes, Other Backward Classes and Special
Backward Category (Regulation of Issuance and Verification of) Caste
Certificate Act, 2000 (Mah. Act No. XXIII of 2001).
12. COUNSELLING AND SELECTION PROCESS:
At the time of Counselling and admission the candidate should
bring all original documents and a set of attested copies of the same in
support of claim made in application form i.e. Caste Certificate, Caste
Validity Certificate, and non-creamy layer certificate. If the matter is
still pending with Hon'ble Court, candidate should submit a fresh Court
order for DHS CPS Courses 2015, failing which claim will not be granted
and the candidate will be considered as General Category candidate.

iii. Copy of downloaded PGM-CET-2015 Statement of Marks.
iv. Nationality certificate/valid passport or School Leaving Certificate of
HSC/12th Std. indicating the nationality of the candidate as “Indian”
v. Certificate of Age (SSC passing Certificate/Valid Passport)
vi. First M.B.B.S, Statement of Marks
vii. Second M.B.B.S. Statement of Marks.
viii. Final M.B.B.S. Statement of Marks (Part- I & Part - II)
ix. M.B.B.S. Degree/Passing Certificate
x. Attempt Certificates of All MBBS examinations from the head of the
institution. (First, Second, Third [Part-I, Part-II] MBBS)

xi. Internship Completion Certificate from university or the head of the
institution/Certificate indicating likely date of completion of Internship
from the head of the institution.
xii. Registration Certificate (MMC / Any State Council / MCI)
xiii. Certificate from Head of Institute showing that the Medical College/
Institute from which the candidate has passed MBBS examination is
recognized by Medical Council of India.
xiv. Medical Fitness Certificate (as per Annexure – C).
