RWF MINUTES
MINUTES OF THE QUARTERLY WTA MEETING HELD WITH REPRESENTATIVES OF RWF ON 29.03.2011 IN RAIL BHAWAN, NEW DELHI FOR PLANNING THE REQUIREMENT OF WTA ITEMS FOR THE QUARTER APRIL-JUNE, 2011. EDRS(P) Railway Board extended a warm welcome to COSs of all Indian Railways and Production Units, CWE’s of various Railways, CME/RWF, COS/RWF, GM(Mills) SAIL/DSP and other officials from Railway Board to the first quarterly WTA Meeting of 2011-12. EDRS(P) indicated that as wagon production had increased during last 3 months the available inventory of wheelsets with wagon builders has depleted. To cater to this increased demand, RWF would focus more on the production of BOXN wagon wheelsets. Railways requirement of loose BOX “N” axles should be met from the wheelsets released from condemned wagons. He requested all the Railways & CWEs to check up the availability of useable wheels and axles and intimate the position to Railway Board to enable further allotment to the needy Railways. S.E. Rly. has already submitted their position.
EDRS(P) stated that SAIL had projected a commitment of supply of 67000 (35000 Loco , 10000 EMU and 22000 Coaching) wheels and 12000 axles during 2011-12. He advised SAIL to step up the production of axles to meet the requirement of Railways fully. DSP has supplied 30108 nos. of loco wheels including MG & “S” profile wheels which is an alltime highest. Previous highest was 22974 nos. in the year 2006-07. He informed that apart from M/s SAIL/DSP, IR was dependent on MSF / Ischapore and VISL / Bhadrawati from whom about 12,000 axle forgings each was being received. MSF/Ischapur earlier had indicated their willingness to supply 20000 axle forgings. RWF was accordingly advised to contact MSF/Ischapur and ensure utilization of their full capacity. Out of the 12000 nos. axles forgings from MSF/Ischapur, atleast 9000 forgings/axles should be of BOX ‘N’ axles. AM(PU) - welcomed all the COSs /CWEs to the meeting. He stated that due to increase in wagon production RWF should concentrate on production of wagon wheelsets and no planning of loose BOX “N” axles for maintenance shall be made on RWF. He stated that due to increased demand of BOXN wheelsets for wagon production, RWF will not supply WTA items on sale basis to any organization unless authorized by Railway Board. He also emphasized that Railways should retrieve the axles from condemned BOX’N wagons. Every effort should be made to retrieve the axles from these condemned wagons. He advised CWEs to utilize the Pressing and Machining facilities available in their workshops for pressing of wheelsets. He stated that atleast one wheelset should be pressed and one axle should be machined everyday in their workshops. At this rate they would be able to press at least 300 wheelsets and machine 300 axles in a year. RCF should arrange pressing of BG Coaching wheelsets on their own for which loose axles and wheels will be supplied, DSP/SAIL will however supply 300 BG Coaching wheelsets per quarter to RCF/Kapurthala. AM(PU) advised SAIL/DSP to step up their axle production capacity from 12,000 to atleast 14,000. He also expressed concern at the increase in coaching wheel demand of the Railways and desired that Railways should identify the reasons for the same.
-2- Adv(RS) – Adv(RS) informed that as wagon production activity had picked up. 24,000 wagons were likely to be produced during 2011-12. To meet the shortfall of axles he advised RWF to place regular orders for axle forgings on MSF/Ischapore & VISL/ Bhadrawati. These sources should now be tapped on regular basis and given due technical & other support to improve their productivity. Adv(RS) also stressed on the retrieval of axles from condemned wagons and stated that Board expected about 8-10,000 axles from the Railway workshops out of condemned wagons & coaches. He directed the Railways to refrain from sending complete BG Coaching and BOX ‘N’ wheelsets as scrap to RWF. Wheels and axles needed to be dismantled from the wheelsets and the non-usability of wheels & axles to be seen before same are dispatched to RWF as scrap. Adv.(RS) advised that scrap target of Rs.4000 crores for the year 2010-11 will be surpassed. EDRS(C) – Requested Railways to update their scrap dispatch particulars by 31st March, 2011 so that the consolidated position could be put up for deciding the winner of the Shield for Scrap disposal. GM(Mills), SAIL/DSP – GM(Mills) assured that SAIL/DSP will produce atleast 12000 axles during 2011-12. This is against 7000-8000 axles produced per year in previous years. Summary of Important decisions taken during this meeting are as follows:
1. No wheelsets will be supplied to RCF & ICF by RWF. RCF will however continue to get 300 BG Chg wheelsets per quarter from SAIL/DSP.
2. RWF will not supply WTA Items on Sale Basis to any organization unless authorized by
Railway Board. 3. BEML will continue to get BG Chg wheelsets from RWF. Mechanical Directorate will
explore the possibility of getting same requirement these wheelsets pressed at Mysore/Hubli workshops, so that pressing capacity of RWF may be released for Box-N wheelsets to that extant.
4. MSF/Ischapore is supplying 12000 axle forgings per year at present out of which 9000
nos. should be Box-N axle. MSF had earlier indicated their willingness to supply 20000 axle forgings. RWF was accordingly advised to contact MSF/Ischapore and ensure full utilization of their capacity.
5. Production plan of RWF should be modified to increase Box-N wheelsets accordingly. 6. Requirement of Zonal Railways for loose Box-N axles should be met from the wheelsets
released from condemned wagons. 7. Zonal Railways should refrain from sending complete BG chg. & Box’N’ wheelsets as
scrap to RWF. Wheels and axles needed to be dismantled from the wheelsets and the non-usability of wheels & axles to be seen before it was disputed to RWF as scrap.
8. Zonal Railway should utilize the pressing and machining facilities available in their
workshops for pressing of wheelsets. List of such workshops will be provided by Mechanical Directorate for supplying loose wheels & axles to the workshop.
-3- 9. Maintenance shutdown at RWF will be taken in consultation with Railway Board. 10. As there has been variation in actual production vis-à-vis production plan of locos,
coaches & EMUs, Production units may take a critical review of their requirement of wheels and axles and submit the same to Railway Board.
11. COS Eastern Railway should keep a close monitoring of inventory and supply of Box ‘N’
wheelsets to wagon builders keeping in view the actual production of wagons by them. Other Issues
(a) DRS(M) – gave a Power Point Presentation on the Online PCDOs and also gave a real
time demonstration of the software developed for this purpose. (b) EDRS(G) made an presentation and sought views of Railways on performance
parameters to be adopted for “awarding the overall Stores Shield.”
(c) Ferro Scrap Nigam Ltd. has expressed their interest in handling and processing of Railway Scrap. They have contacted RWF for the same. RWF was advised to give feedback on action taken on their proposal.
(d) No representative from WPO, Patna attended the meeting.
The position regarding supplies made by RWF during the previous quarter i.e. January –
March, 2011 was discussed. The same is tabulated as under:-
