RWF MINUTES
MINUTES OF THE QUARTERLY WTA MEETING HELD WITH REPRESENTATIVES OF RWF ON 27.09.10 IN RAIL BHAWAN, NEW DELHI FOR PLANNING THE REQUIREMENT OF WTA ITEMS FOR THE QUARTER OCTOBER-DECEMBER, 2010.
On behalf of all the participants EDRS(P) Railway Board extended a warm welcome to AM(PU), Adv(RS), COSs of all Indian Railways and Production Units, CME/RWF, COS/RWF, GM(SAIL/DSP) and other officials from Railway Board & Railways to the 3rd quarterly WTA Meeting. Though requested, no representative from WPO/Patna attended the meeting.
He stated that the general performance of RWF and SAIL/DSP was satisfactory. EDRS(P) focused on 3 issues namely (a) Supply of loose axles from RWF (b) Supply of MG coaching wheels and (c) Development and Trial of EMU wheels. As far as M/s SAIL/DSP was concerned he desired that M/s SAIL/DSP supply EMU wheels against the development orders placed as per the P.O. price while Board was processing their case for revision in price. M/s SAIL/DSP should also supply ‘S’ shaped Loco wheels on top priority. They have supplied 500 nos. to DLW and the balance 1000 nos. should also be supplied early.
Adv(RS) – Stated that since wagon orders have recently been placed, RWF would have to step up production of wagon wheelsets. Presently the wagon builders are likely to manage with the stock of about19,000 wheelsets available with them.
Adv(RS) desired that supply of loose axles especially coaching axles should be stepped up to meet the requirement of Railways. He desired that logistics for making scrap available for the upcoming plant at Chhapra also needed to be worked out. As the scrap target for this year of Rs 3750 crores which is higher than last year’s target Railways would have to work harder to attain the target. A step in this direction would be to make more scrap available to RWF.
AM(PU) – AM(PU) expressed concern at the drop in production of loose wheels and BG Loco wheels from RWF. He desired CME/RWF to address this on top priority. Regarding Loco wheels out of an order for 4000 nos. only 300 nos. had been supplied. He desired to know as to how many Loco wheels would be supplied by RWF in the remaining 6 months of the year.
He also showed concern on the shortage of axles at RWF as there was a shortfall of about 6000 axles in the first six months. He desired CME/RWF to place regular orders on the indigenous sources i.e. MSF/Ischapore, SAIL/Bhadrawati and DSP. He indicated that regular orders on SAIL/Bhadrawati could result in about 12,000 axles from that source.
The wheel supply by DSP was also far from satisfactory. He desired for supply of forged wheels for hybrid coaches to RCF on top priority so that coach production is not hampered.
He urged CME/RWF to quickly finalise the specification for the axle forging machine since Board had obtained the sanction for the same in the Supplementary Demand for grant. He also said that rate of scrap supplied to RWF should be uniform to ensure uniformity in the costing of WTA items supplied by RWF. He also wanted RWF to expeditiously send wheels to facilitate reverse commissioning of machines at Chhapra plant before the warranty of the machines expires.
CME /RWF – Requested for modification in Board’s production programme as the production of more BG coaching axles was hampering the production of other axles. He informed that the loss of production during Jan-May’10 when the axle forging machine was down was made good to a large extent by outsourcing some of the axles from MSF/Ischapore and SAIL/Bhadrawati. He informed that RWF was sourcing Loco axles from MSF and was contemplating placing an order on SAIL/Bhadrawati for forgings. However as the machining would have to be done at RWF, that would result in serious loss of productivity of other items. However he assured all Railways that RWF would do all it can to meet the shortage of axles being faced by them by changing the product mix locally.
Regarding RWF’s actual performance, CME informed that RWF produced 1604 coaching axles against planned quantity of 3400 nos. and with 1000 forgings still left with it , RWF could meet some more requirement of the Railways. He expressed confidence at meeting the BOX’N axle target. RWF had supplied 1080 EMU wheels against an allotment of 1500 nos. and about 300 nos. were still left with it. However supply of EMU wheels to Eastern Railway was a problem due to a shift in the replacement pattern on that Railway.
CME/RWF stated that manufacture of Loco wheels was a problem since it involved stopping all other products and changing the line completely causing loss of productivity. Manufacture of MG wheels was also difficult for they tend to derail the production line. He requested Board to critically review the requirement of MG wheels on the railways and scale down the target from 2000 nos. to 1000 nos. to mitigate the problem being faced by RWF.
CME/RWF thanked Board for having sanctioned a new axle forging machine since the previous machine was 25 years old. As Chhapra plant was not ready logistically and security-wise, the dispatch of wheels from RWF to Chhapra was being delayed. CME/RWF requested Board to reduce the annual target of wheels to 1,80,000 nos. from 1,90,000 nos in view of the diverse product-mix RWF is expected to produce.
Reacting to this EDRS(P) made it clear that Board was not contemplating any change in the production programme presently. He requested CME/RWF to expedite the supply of balance quantity of BG coaching axles. EDRS(P) wanted that the spare capacity released from short fall in the requirement of 2500 nos. wagon wheelsets for WIS and 840 mm dia should be diverted towards manufacture of axles & other wheels. Regarding RWF’s request for reduction in the MG wheels target EDRS(P) sought a written request from CME/RWF in this regard as the initial target of 1000 nos. was enhanced to 2000 nos. at RWF’s own request.
EDRS(P) requested ER, NR and SR to critically review their requirement of BG coaching axles since their demand was at variance with the consumption pattern of last quarter.
About the EMU wheel trial at Eastern Railway DME(PU) informed that RWF had supplied the allotted quantity and due to reluctance of CWM/KPA to accommodate the wheels for trial a clarification was issued from RDSO on 21-09-10 that the EMU cast wheels of RWF were clear from all angles for use on 16.25 T axle load bogies of EMUs. So he requested E.Rly & other Railways to utilize these wheels once the allotment is done at the WTA meeting.
COS /RWF – Giving an overview of scrap management, COS, RWF stated that RWF required about 100,000 tonnes of scrap annually. The ratio of HMS and LMS in the furnace is in the ratio of 1:4. As far as availability is concerned LMS is available in plenty but only 10 day’s requirement of HMS is available in RWF. COS/ RWF informed that some Railways especially NCR was really lagging behind in the dispatch of scrap and it was only due to excess supply by some Railways that the plant was running.
Regarding availability of HMS at RWF, Railways were requested by Adv(RS) to expedite dispatches. CME & COS, RWF were advised maximize use of LMS & other available scrap with the Railways. RWF has given no feed back on the directives issued by MM on this subject during the WTA meeting held on 08/04/2010.
GM/DSP – GM/DSP informed that DSP has successfully developed EMU wheels and dispatched the same. DSP is not able to meet the required production capacity of BG coaching wheels due to emphasis of Indian Railway on Loco wheels. He urged that in
this quarter allotment of BG coaching wheels may be increased from last quarter allotment of 4500 nos. This was accepted by EDRS(P) who assured that in this quarter 2000 more BG coaching wheels will be allotted to DSP.
The position regarding supplies made by RWF during the previous quarter i.e. July - September, 2010 was discussed. The same is tabulated as under:-
