A.1. Confirmation of minutes of 42nd meeting of protection sub-committee
Minutes of 42nd meeting of Protection Sub-committee were issued vide
letter of even no. dated 09.09.2020. The Minutes are available on NRPC’s
website at https://www.nrpc.gov.in. No comment has been received.
Sub-Committee may confirm the Minutes.
A.2. Implementation of Recommendations of Task Force
As a follow up of one of the recommendations of Enquiry Committee headed
by the Chairperson, CEA on grid disturbances that took place on 30th and 31st
July 2012, Ministry of Power had constituted a ‘Task Force on Power System
Analysis under Contingencies’ in December 2012. The Task Force had submitted
its report in August 2013. In a meeting taken by Union Power Secretary on
11.03.2014, it was decided that the report be given wide circulation and its
recommendations be implemented in a time bound manner. Issue arising out of
the recommendations of the Task Force is as under:
A.2.1. Database of protection settings
In 39th and 40th PSC meetings, it was decided to start data collection in phased
manner by initially collecting protection setting data for 400 kV & above lines as
well as ICTs including nomination of Nodal officer was requested from each
utility/state who will co-ordinate for submitting new as well as updating the
settings. The updated status of protection setting data submission and Nodal
Officer details are attached as Annexure–I and II respectively.
The format for protection setting database of ICT and Reactor is available at:
https://nrpc.gov.in/data-formats which was also shared by e-mail to the
respective utilities.
In 42nd PSC meeting, NTPC, POWERGRID, UPPTCL, HVPNL, RRVPNL and
other utilities were requested to submit the protection setting data for lines, ICTs
and Reactors by 15.08.2020. Those utilities which have not yet submitted the
data are again requested to share Protection setting details for 400 kV and above
Transmission lines, ICTs and Reactors in the formats available at above
mentioned link at the earliest. Further, all SLDCs were requested to share the
protection setting data for IPPs and other generators in their control area by
Agenda of 43rdProtection Sub-Committee meeting (30th September, 2020)
Further, in 42nd PSC meeting, it was also decided that HP, PTCUL and JKPTCL
will submit protection setting data for the network at 132 kV and above and the
respective SLDC was requested to share the same by 15.8.2020.
Members may kindly update the status.
A.3. Increased fault level at Bawana
In 40th PSC meeting PPCL highlighted the issue of increased fault level at
Bawana. It was informed that fault level as high as 62 kA observed during fault
on 11.02.2020 for bus fault (CT failure); while a fault occurred on 28.12.2019
when 40 kA fault level was observed for L-G fault when generation was around
200 MW.
In 41st PSC meeting, PPCL informed that after tripping on 21.03.2020
interconnector has been kept open due to which significantly less fault level was
experienced in the tripping on 01.05.2020 when bus bar differential operated.
However, it was highlighted that it may be considered as interim measure and
final solution such as series reactor needs to be explored as in case of Dadri,
Mandola and Ballabhagarh as well as configuration of Interconnector in case of
Delhi Islanding scheme also needs to considered.
In 42nd PSC meeting, NRLDC informed that CTU may also be involved in study
as it is a type of planning study. Accordingly, it was decided that NRLDC in
coordination with CTU will carry out simulation study for reactor requirement
highlighting the rating and decrease in fault level and any data required may be
submitted by PPCL as well as DTL as requested by NRLDC and CTU. Further,
NRLDC will co-ordinate with CTU for all necessary actions in this regard.
NRLDC may kindly update.
A.4. Protection Philosophy of NR
Task Force on Power System Analysis under Contingencies’ was constituted by
Ministry of Power in December 2012 as a follow up of one of the
recommendations of Enquiry Committee headed by Chairperson, CEA on grid
disturbances that took place on 30th and 31st July 2012.
The report of the Task Force on Power System Analysis made various
recommendations including protection system audit, protection relay setting etc.
Considering the same and Grid conditions at that time NRPC Protection
Philosophy was agreed for implementation in Northern Region.
In 42nd PSC meeting, NRPC Secretariat informed the members that Protection
philosophy needs to be reviewed which were finalized in 11th PSC meeting; however,
various recommendations regarding protection setting were made thereafter by Sub-
Committees/Task Forces/Expert Group etc. from time to time, which needs to be

incorporated to make comprehensive protection philosophy for NR. It was also informed
that various protection related settings viz. Power Swing Block, review of zone-3 setting,
Out of Step function etc. have been discussed earlier at many times which may also be
looked into by the expert group.
In view of the above, it was decided to constitute an expert group comprising
members from NRPC Sectt, NRLDC, POWERGRID, STUs, APL, NTPC, NHPC,
RE Generator and other experts such as CBIP, expert from other RPCs. The
expert group may study and analyse the various recommendations related to
Protection setting as well as adopted philosophy in other regions/utilities for
bringing uniformity across the regions and recommend the revised NRPC
Protection Philosophy in a time bound manner.
In compliance to the above, letter (Enclosed as Annexure–III) has been
communicated to the organisations for nomination of one expert in Power
System Protection from the respective organization.
Members may submit nominations for the expert group.

All the utilities are requested to submit DR/EL and other tripping related data to
NRPC/NRLDC and submit the same before the 43rd PSC meeting scheduled to
be held on 30th September, 2020.
All the utilities are requested to make presentation highlighting cause of
the event, actions taken and remedial measure to be taken in future for
avoidance of similar instances and share the same with NRPC/NRLDC at
mail ID: [email protected] , [email protected] & [email protected].
A.6. Tripping other than to be discussed in 43rd PSC meeting
Total 45 multiple element tripping events were reported by NRLDC for the
months of July and August, 2020. Preliminary reports of all these trippings are
available at NRLDC website/tripping portal and already sent to concerned utilities
within 24hrs of the incident.
Out of 45 events, around 23 events are to be discussed in 43rd PSC meeting.
For remaining events, utilities are requested to submit the details (DR/EL and
detailed report along with remedial measures) to NRLDC and NRPC at mail ID:
[email protected], [email protected] & [email protected].

As per the List attached,
Sub: Nomination for expert group to study and recommend suggestion in
existing NRPC Protection Philosophy - reg.
The issue of review of Uniform Protection Philosophy of Northern Region was
deliberated in 42nd Protection Sub-committee meeting of NR held on 31.07.2020
wherein it was discussed that Protection Philosophy of NR needs to be reviewed
which were finalized in 11th PSC meeting and hence, various recommendations
regarding protection setting which were made thereafter by Sub-Committees/Task
Forces/Expert Group etc. from time to time, needs to be incorporated to make
comprehensive protection philosophy for NR. It was also highlighted that various
protection related settings viz. Power Swing Block, review of zone-3 setting, Out of
Step function etc. had been deliberated in past which may also be looked into by the
expert group.
Accordingly, it was decided in 42nd Protection Sub-committee of Northern
Region meeting to constitute an expert group which may study and analyze the
various recommendations related to Protection setting as well as adopted philosophy
in other regions/utilities for bringing uniformity across the regions and recommend
suggestion in existing NRPC Protection Philosophy in a time bound manner.
In view of the above, nomination of one officer (expert in Power System
Protection) from each organization is solicited for the aforesaid expert group.
