MINUTES OF 430th MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 14TH DECEMBER 2011 AT
WRPC, MUMBAI The 430th meeting of Operation & Co-ordination Sub-Committee of WRPC was held
on 14th December 2011 at WRPC, Mumbai. The list of participants is enclosed at Annex-I.
Shri Manjit Singh, Member Secretary, WRPC chaired the meeting and welcomed the members and participants to the 430th OCCM. He stated that frequency was better compared to that in last month. He intimated that demand is increased due to winter season started and requested regional constituents and the utilities to strive towards maximizing the availability of power in the region by making necessary arrangements for additional power availability in advance and ensuring availability of critical transmission elements during the course of expected high demand periods to avoid constraints in the intra-regional/inter-regional transmission system.
Regarding system position during the review month he said that the system frequency remained between 49.5 to 50.2 Hz for 88.70 % of the time during November 2011 compared with 75.65 % in the last month & remained below 49.2 & 49.5 Hz for 0.39 % & 10.75 % respectively. There was no single occasion for which frequency touched 48.8 Hz during the month.
Highlighting power situation in Western Region during November 2011, he stated that peak demand met got reduced by 735 MW as compared to the month of October 2011 and unrestricted peak demand which increased by 430 MW resulting rise in regional shortfall by 1165 MW over last month. Western Regional Grid registered maximum demand of 36639 MW during November 2011, which was about 8.91 % more than the registered demand of 33643 MW met during the same month last year. (In October 2011, it was 37374 MW). The unrestricted demand was 43409 MW as compared to 39589 MW during the last year. The increase in unrestricted demand is of the order of 10.74 %. (In October 2011, it was 43409 MW). The capacity shortage in the region was about 7200 MW (In October 2011 it was 6035 MW). Capacity shortage in GETCO was 158 MW, in MPPTCL 1317 MW, in CSPTCL NIL, in MSETCL 5078 MW & in Goa, it was 23 MW.
Referring to energy requirement and availability he stated that as against the
unrestricted requirement of 27631 MUs in the month of November 2011 availability was 23505 MUs. There was energy shortfall of 4126 MUs. Maximum Energy availability per day was 831.70 MUs during the month of November 2011.The net import by Western Region to the neighboring regions was of the order of 132.66 MUs against net scheduled import energy of 45.271MUs.
Thereafter the agenda items were taken up for discussion.
ITEM No. 1: CONFIRMATION OF THE MINUTES
Minutes of 429TH meeting of Operation & Coordination Sub-Committee of WRPC held on 16th November 2011 at Adani Power Limited, Mundra were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2011-12/ 10578 dated 23.11.2011. DGM(GM), WRLDC, forwarded vide No. WRLDC/GrMgt.4/ dated 05.12.2011 and requested for addition of some points in 429th OCC Minutes, which is enclosed at Annexure-I.
No other comments have been received.

With the addition of above points Minutes of 429th OCCM were confirmed by the Committee. ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF
NOVEMBER 2011 2.1 Frequency Particulars
SE (Opn.), WRPC stated that during November 2011 the system frequency was below 49.5 Hz for 10.75 % of time against 23.55 % of time during October 2011.The system frequency was within the permissible range of 49.5-50.2 Hz for 88.70 % of the time against 75.65 % of time during October 2011. The average monthly frequency was 49.73 Hz during November 2011 and in October 2011 it was 49.65 Hz. Regarding operation in high frequency range, the system operation, frequency during the month of November 2011 was above 50.20 Hz for 0.55 % of time against 0.80 % of time during October 2011.
The detailed frequency particulars are enclosed at Annex- 2.1. The Sub-Committee noted the detailed frequency particulars.
2.2 Operational Discipline
SE (Opn), WRPC stated that from data available with WRPC it is observed that the average deviation in drawal per day from WR grid was 6.642 MUs (Underdrawl) and 3.429 MUs (Overdrawl) by NR, ER respectively and Max. Average exchange was 0.48 MUs by SR. The maximum overdrawal by NR and ER was 4.145 MUs on 24th November and 9.186 MUs on 27th November respectively and the maximum exchange on SR was 5.777 MUs on 24th November. There was a net inter-regional import of 132.658 MUs by WR against net import schedule of 45.2 MUs.
The details of recommended load shedding Vs actual load shedding carried out by WR
constituents during November 2011 as furnished by WRLDC are enclosed at Annex-2.2 (B). Presentation submitted by WRLDC indicated broadly the performance of the grid.

The Sub-Committee noted as above. 2.3 Voltage Profile
SE (Opn), WRPC stated that as per the data received from WRLDC, Voltage profile at some of 765/400 kV sub-stations during the month of November, 2011 as furnished by WRLDC is enclosed at Annex-2.3. He stated that voltages beyond the stipulated limits in IEGC were observed at certain S/S, the deviations of voltages from the accepted limit on either side were recorded at the following locations in WR grid which were noted by Committee:-

2.4 U/F Relay Operations
S.E. (Opn), WRPC stated that system frequency touched 48.8 Hz at Nil occasions during November, 2011; AUFLS relay operations at 48.8 Hz had taken place as per details placed at Annex-2.4.
The Committee noted the UFLS operations in November, 2011 as indicated in Annexure-2.4 2.5 Power Cuts / Load Restrictions
The committee noted the details of Power Cuts and Regulatory Measures during November, 2011 as furnished by the state utilities as per the enclosed Annex.2.5. 2.6 Details of Generating Units under Forced outages
Details of generating units under forced outages during November, 2011 were
discussed. ESSAR-1 & Bhusawal-4 are only test synchronized. Hence they are deleted from Annexure 2.6. The modified details of force outages programme of Generating units are given in Annex-2.6.

The details of generating units under Planned Outages during November, 2011 are given in Annex-2.7.
The Sub-Committee discussed and finalized the planned outages.
ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units The maintenance programme of generating units for December 2011 & January 2012 was discussed. GECTO representative intimated that Gandhinagar -3 is deferred. He further intimated for correction in Sugen unit no. 20(382.5 MW) 05.01.12 to 10.02.12 instead of 19.01.12 to 25.02.12. he added the two other units AE(E) and Ukai-4 planning from 14.12.11 to 02.01.12 & 22.12.11 to 11.01.12 respectively. MSPGCL representative informed that Koradi-5 (200 MW), Bhusawal Unit - 3(210 MW), Chandrapur Unit -3 (210 MW) and Parli- 7 (250 MW) were deferred where as KaparKheda-1(200 MW) & JSW-2 (300 MW) are planned for 31.12.11 to 25.01.12 & 10.12.11 to 27.12.11 respectively. CSPTCL representative intimated that Korba (E ) unit no -5 is planned for 25.12.11 to 20.01.12 instead of 15.12.11 to 10.01.12. The Committee approved maintenance programme of the generating units for December 2011 & January 2012 as given in Annex 3.1.
The Sub-Committee finalized the outage schedule of generating units for the
above period and the modified outages plan is placed at Annex 3.1.
3.2 Outage Programme of Transmission Lines/elements The Committee discussed the maintenance Programme for transmission
lines/elements for the months of December 2011 & January 2012.
(1) CM, WRLDC informed that there was a planned bi-polar outage of Talcher-Kolar HVDC (ER-SR) on 18.12.2011 and single pole outage of the same on 17th and 19th December 2011. As such 18.12.2011 WR shall not plan any major line outage from security point of view.
(2) SE, SLDC,MSETCL had planned 220 kV TAPS-Borivali presently D/c outage for two hours on 27.12.2011 to attend to work at Borivali in the early morning hours (0400 – 0600). OS, TAPS 1 & 2 requested to take this outage subsequent to the restoration of 220 kV TAPS-Boisar, otherwise both circuits from TAPS towards Maharashtra would be out and this would cause an avoidable alert in plant operation at TAPS. MSETCL stated that the restoration of 220 kV TAPS-Boisar was expected around 25th December 2011 and agreed to plan the outage of TAPS-Borivali afterwards.
(3) SE(WRPC) stated that the line maintenance plan from some of the utilities is received late and sometimes change in the plan arising due to some constraints requires some time to properly work out the suitability for outage, which can be avoided if the plan is received by WRPC early. Further certain utilities propose outages more than one month in advance but in the next month most of these outages are deferred or even cancelled. CM, WRLDC stated that some utilities' requests for line outages in real time which are not of emergency nature but routine in nature or even crossing related work ( but not proposed in OCC). Member Secretary, WRPC stated that as per IEGC Transmission Line Outages must planned Annually and reviewed during the year on

quarterly and monthly basis. All concerned utilities are aware of the plans and should attempt to follow the same so that the grid operates in a secure manner. CM, WRLDC stated that with the expansion the grid, emergence of Power Exchanges, Inter Regional Transfer Capacity etc must be planned and stated in advance which cannot be unilaterally cancelled by any utility. If any deviation in the same is required the same shall be with prior permission of RPC and RLDC. As such the OCC members after discussion decided and agreed to the following:
(a) Considering that the OCC meeting is called in the second week of a month the Planning of outages pertaining to Transmission elements (lines/ICT) in the OCC shall be done from 20th of the current month to the 19th of the next month.
(b) The utilities proposing to avail line maintenance shall submit their plans to WRPC by the 4th of every month and outages received later need not ordinarily be considered by WRPC for planning in that month.
(c) WRPC in consultation with WRLDC shall prepare a tentative plan for the outages which shall be discussed and finalized in the OCC.
(d) The Utilities were requested to send the plans for outages for the period January 20th to February 19th by the 4th of January 2012 to WRPC and continue the practice, henceforth.
With respect to agenda notes following changes were made in the outage schedule
after discussion. 400 kV Koradi-Akola-1(Sr No.3 of 400kV list), 400 kV V’chal –Korba- 1(Sr. No. 14 of 400kV list), 400 kV Karad –Kolhapur-2(Sr. No. 18 of 400kV list), 400 kV Dhule-SSP-I(Sr. No. 19 of 400kV list), 400 kV Akola-Aurangabad 1 & 2 (SR NO 22 of 400 kV list), 400 kV Bhusawal-Koradi (SR NO 23 of 400 kV list), 400 kV Dhule-Bableshwar-1 (SR NO 24 of 400 kV list), 400 kV Koradi-Satpura (SR NO 29 of 400 kV list) & 400 kV Bhusawal-Aurangabad (SR NO 38 of 400 kV list) were deferred. The outage for 220 kV TAPS-Borivali-I & II were proposed from 26.12.11 & 27.12.11 respectively. WRTS-I proposed for line Sipat-Seoni-II line from 17.01.11 to 18.01.11 respectively. Representative from MPPTCL gave a list of line outages which were included in Annexure 3.2. Also representatives from WRTS-II submitted a list of line outages, were agreed by sub- committee.
The sub- Committee agreed to the above mentioned amendments to the maintenance
plan for the network concerning the subject period. The Sub-Committee accordingly finalised the maintenance programme as given at
Annex 3.2.
3.3 Anticipated Power Supply Position for the months – December 2011 & January
2012
Anticipated Power Supply Position for the months of December 2011 & January 2012 were discussed. The details of anticipated regional deficit are given below: (All figures in MW)

ITEM No. 5: SYSTEM DISTURBANCE IN WESTERN REGION WRLDC intimated that there was no major grid disturbance (GD-4 & above) in the Western Region during the month. The consolidated list of other grid disturbances (GD -3 & below)as finalized by WRLDC is attached at Annexure- 5.

ITEM NO. 6: IMPLEMENTATION OF RECOMMENDATIONS OF VARIOUS ENQUIRY COMMITTEES ON GRID DISTURBANCES IN WR
The updated status of implementation of recommendations of the Enquiry
Committees on grid disturbances in WR is enclosed at Annex- 6. The Sub-Committee noted as above.
6.1 Confirmation of Healthiness status of SERs/DRs equipment in the system.

Constituents of WR were requested to continue sending the information as per the

ITEM No. 7: STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS, TRANSMISSION LINES AND GENERATING UNITS IN WR.
7.1 Status of completion of ongoing Schemes for Commissioning of reactors.
As discussed in 430th OCCM and as per the present status available on the work for
providing additional reactors at the various locations in WR. Accordingly the information regarding the commissioning schedule is as below:

8.1 Planned Maintenance Outages of generating units
As discussed in last OCC, and as requirement vide IEGC (clause 5.7.4) the details of planned maintenance of thermal generating units available in this office during the Second quarter (July 2011 to September 2011) for the year 2011-12 is enclosed at Annex- 8.1. The deviation report for the said period has been submitted by GETCO & NTPC. Other utilities/constituents are requested to furnish the data so that the final deviation report shall be submitted to Hon’ble CERC.
SE(Opn), WRPC informed the members that WRPC shall file the above report with the
CERC as per available data with WRPC by 31st December 2011 The Sub-Committee noted as above.
8.2 Quarterly Review of Crisis Management Plan
As requested in last OCC, the necessary information on CMP have been received from NTPC, GSECL, MSPGCL NCA, MP, GETCO & GPEC however the reports from other constituents are still awaited.
SE(Opn), WRPC requested that the quarterly information may be furnished during the OCC meeting.

8.3 Status of Physical & Cyber Security in Power Sector regarding

8.4 Demand Disconnection & Load Curtailment Planning
With reference to Item 8.7.1(A) & 8.7.1(B) regarding demand disconnection / load curtailment planning of 429th OCC minutes WRLDC informed that CERC in suo-motto petition have directed the utilities to respond. The constituent members stated that they shall be filing their replies with the CERC. GM, WRLDC stated that the WR Utilities and Load Dispatchers already have contingency action plans when system is stressed like outage of one pole of HVDC or loss of/ maintenance of heavily loaded line and other similar events and as such requested utilities to list out such contingency plans also in their replies.
SE(Opn), WRPC stated that all constituent systems have their own ways of demand
management and as such a discussion of the same in the OCC shall be useful to all the other members. He requested the constituents to give a presentation of their demand management and load curtailment planning in the next OCC meeting.

8.5 Automatic Under frequency relay operation:
In the 429th OCC the operation of AULFS on 10.10.2011 when frequency touched 48.6 Hz was discussed. It was decided that the constituents would ensure that load relief

earmarked to them in different stages of under frequency conditions for Western regional part takes place in the full quantum. Also the SLDCs were requested to look into the instances whenever full quantum of relief ear-marked for their system could not take place. They would analyze the reasons and take immediate corrective measures to achieve expected load relief through AUFLS at any instance of time and would revert back in the next meeting to share with forum the corrective steps taken by them in this regard. Feedback of the same may be taken up for discussion.

second stage of AUFLS may be discussed in detail and requested utilities to give necessary data so that the outcome can be discussed in the next meeting.

8.6 RE Generating stations details: RRF is being implemented for wind and solar generators w.e.f 1.1.2012. in 429th
OCC meeting the sub-Committee discussed the issue and opined that it was essential to discuss the matter of implementation of RRF mechanism as per the procedure directed vide CERC order with solar and wind generators and proceed with region as a whole. It was further discussed and agreed that the SLDCs shall collect necessary details and forward the same to WRLDC/WRPC as sought vide the format sent by WRLDC mentioned above. On the basis of information received and to address the queries, if any, by the above generators on matters concerning implementation of the mechanism, the meeting may be arranged by WRLDC/WRPC with the concerned solar and wind generators for implementing RRF by the stipulated time limit. SLDCs shall revert back with the necessary information required for the above purpose. Feedback of the same may be taken up for discussion.
MSETCL & GETCO submitted a file containing the information available with them to WRLDC. Other data was awaited. The sub-committee noted as above

8.8 Annual Load Generation Balance for the year 2012-13
SE(opn), WRPC informed that a meeting of LGBR group was held on 30th November,
2011 at WRPC, Mumbai. The group finalized the tentative outage Programme of major thermal units for the Year 2012-13 which is enclosed at Annexure 8.8. The same shall be sent to CEA for finalizing annual generating target for the Year 2012-13 & uploaded at WRPC website.
Regarding the Annual LGBR for 2012-13 SE(Opn), WRPC informed that based on data
received so far WRP shall prepare draft Annual LGBR and discuss the same in the next OCC meeting.

8.9.2 Status of real time telemetry GM, WRLDC stated that in the last OCC meeting the non availability of telemetered data was discussed and the problems faced by WRLDC/ SLDC with respect to monitoring the grid, state estimation were enumerated. He requested utilities to resolve the problems and ensure availability of telemetered data to WRLDC which is a mandatory requirement as well.

The sub-committee noted as above 8.10 Bifurcation of Declared Capacity on gas at Kawas & Gandhar DGM (GM), WRLDC intimated vide letter No.WRLDC/Gr.Mgt.4 Dated:08.12.2011 and NTPC vide letter No. 01:CD:203 dated 8.12.2011 on the subject of bifurcation of declared capacity of gas at Kawas and Gandhar stations of NTPC (copies enclosed at Annexure 8.10.1 and 8.10.2) intimating allocation of 0.82 MMSCMD additional domestic gas (non- APM) to NTPC for utilization of existing gas based stations at Kawas and Gandhar in WR. The issue was discussed. It was observed by members that supply of gas included inter-alia take or pay condition. Thus it would need consent of beneficiaries. During the meeting, NTPC intimated that consent from Madhya Pradesh & Maharashtra has been received and from Gujarat it is under communication/discussion. The committee expressed that the declaration of capacity and scheduling of power on different fuels is to be done. However agreeing to take or pay condition could not be confirmed by all beneficiaries.

The sub-Committee discussed and suggested that same may be discussed by NTPC with constituents in commercial committee meeting scheduled to be held in 23rd December 2011 at WRPC.
• ADDITIONAL ITEMS PROPOSED BY WRLDC
1. Workshops using REC charges GM, WRLDC stated that there is a need to provide awareness in the subjects of timely importance to engineers and the funding of the same can be availed from Reactive pool fund. It was proposed to conduct workshops in the following fashion:
a) There will be four workshops in constituent States + one at Mumbai each costing around 5 lakhs. The total cost will be around 25 lakhs. The subjects identified coverage in all the workshops: i) FGMO ii) Connectivity & other regulations iii) POC iv) Security & reliability v) Renewable vi) Interregional TTC/ATC & congestion management vii) Smart Grid viii) Demand side management ix) Workshop on reliability coordination at Mumbai x) System Studies xi) Protection Aspects xii) WAMS
b) Black start workshops in the constituent states plus one each at NTPC, ISP, SSP &
NPC totaling 8 Nos.workshops. Each work shop will cost about 1.5 lakhs. The estimates for above workshop were based on similar workshops conducted in ER & other regions. The committee discussed and recommended that the above workshops can be conducted for the benefit of the system engineers and the same can be put up for WRPC for its approval.

Reactive capability testing of generators GM, WRLDC stated that as discussed during 429th OCC constituents may like to furnish reactive capability testing programme for their units. All generators connected to 400 KV grid are encouraged to carry out reactive capability testing – at least three in a month based on the schedule approved by OCM. In this regard, following points may be noted:
a) Gross Reactive Power Capability (of a generator or generating facility)- The maximum lagging and leading reactive capability at the generator terminals and at a specified gross Real Power output for a specific seasons capability period.
b) Net Reactive Power Capability (of a generator or generating facility) – the Gross Reactive Power Capability adjusted for any applicable losses and auxiliary loads

incurred up to the point of interconnection ad at a specified Gross Real Power output for a specific seasonal capability period.
c) Lagging (over excited) reactive power test should be conducted for a minimum of two hours and leading (under excited) reactive power test for at least one hour.
d) Testing should be conducted while maintaining close to scheduled voltage on the system bus and coordination with other units may be necessary to maintain schedule voltage
e) All protective relays should be in service along with limiters (OEL & UEL) and AVR in automatic voltage regulator mode.
f) Reactive capabilities of generators are often limited by tap position o generator transformer, station transformer and unit auxiliary transformer. These tap settings need optimization and WRLDC would carry out system studies for tap optimization for the generators.
g) All generating stations connected to 400 KV grid may furnish tap position data, loads on station transformer and unit auxiliary transformer and capability cures to WRLDC.
A write up on Reactive capability testing of generators is enclosed at Annexure-III. WRLDC would furnish detailed formats to those generators slated for testing. During the OCC the members discussed and initially the following generators (preferably connected to 400 kV or catering to reactive power loads) were proposed for Reactive Capability Testing NTPC: One 210 MW and /or one 500 MW unit at VSTPS MPPTCL: SGTPC 500 MW unit MSPGCL: SE(LD) stated that they shall furnish one location in discussion with MSPGCL CSPGCL: Korba(W) one unit GETCO: Shall discuss the issue and inform WRPC. 3. Low Frequency Oscillations in NEW grid GM WRLDC stated low frequency oscillations in NEW grid were noticed on 30 Nov, 2011. NLDC is analyzing the same and had requested SLDCs for data regarding system conditions at that time. Constituents were requested to furnish the same. GM, WRLDC stated that there were certain incidents like a fault and unit tripping in Northern region antecedent to the disturbance that resulted in low frequency wide area oscillation of about 0.3Hz involving WR versus NR and ER. The oscillations lasted for about 6-7 minutes and damped out. He stated that frequency jerks should be avoided as far as possible to avoid such condition. SE (Opn), WRPC informed that oscillations are noticed in power systems whenever the damping at certain modes is inadequate. The damping can be improved by tuning the PSS on generators in the vicinity so as to enhance damping component of the Torque of the generator without destabilizing synchronising torque. This would enhance damping available for inter area modes which is the principle behind PSS Tuning exercise was carried out in WR in consultation with IIT-B. The GEP ( Generator-Excitation-Power System) Transfer functions contributes to deciding the eigen values and as such a practical and economical way to avoid the oscillations is to carry out exercise of PSS Tuning in other regions similar to the way it has been carried out in

WR. So far in WR 24 units of (200 or 500 MW capacity) have PSS Tuned and in ER about 8 under the exercise. Further there could be more units with DVR which might have PSS Tuned on it. It was suggested to WRLDC that similar exercise in other regions could be helpful in damping out the occasional low frequency oscillation problem observed in the NEW grid as above.
8.11 RGMO Analysis:
WRLDC representative informed that they are regularly reporting the performance of
RGMO response in the OCC forum. Further he recalled the CERC order on RGMO as quoted below:

“4: All the respondents are directed to explain by 10.10.2011 the reasons for not switching over to the restricted governor mode of operation and to show cause as to why appropriate action under the Electricity Act, 2003 should not be initiated against the respondents for non-compliance of the provisions of the Grid Code”. The generators in WR are requested to go through the order and act accordingly. Out of 77 eligible units (15,956 MW), there are 35 hydro units (2,786MW) and 42 are thermal units (13,170MW). The table shows the break up of analysis of 77 units, carried out during November-2011.
