Department for Education Priority: 3. Reduce bureaucracy and
improve accountability
• Reduce regulatory and other burdens on schools and sixth form colleges
– Implement changes to school health and safety arrangements (following Lord Young’s review) by January 2011
– Review the Vetting and Barring Scheme by December 2010
• Support teachers in securing good behaviour in schools
– Introduce a new discipline strategy by December 2010 – Introduce legislation to support teachers to improve behaviour within schools by January
2011
• Reform the number of Arm’s Length Bodies and Quango’s
– Abolish several Quango’s including the Qualifications and Curriculum Development Agency (QCDA), the General Teaching Council for England (GTCE), and the School Support Staff Negotiating Body (SSSNB) from July 2011
– Reform Ofsted and Ofqual from January 2011
• Reform the inspection regime for schools and local authorities
– Implement a streamlined and proportionate inspection regime for schools by December 2011
– Implement a streamlined and proportionate inspection regime of local authority children’s services from May 2012
• Improve the effectiveness of commissioning and resource allocation
– Establish NHS Commissioning Board in shadow form from April 2011 and fully establish by April 2012
- NHS Commissioning Board makes allocations to GP consortia for 2013/14 from November 2012
– Complete the abolition of strategic health authorities by April 2012 and primary care trusts by April 2013
– Begin to establish GP consortia in shadow form from April 2011 and fully establish by April 2012
- Give full responsibility for commissioning to GP consortia from April 2013
– Begin working with local government to shape proposals for strengthening local democratic legitimacy, including identifying pathfinder councils to refine proposals from December 2010
- Introduce enhanced role for local authorities to promote integration across health and care and to influence NHS commissioning from April 2012

• Establish Public Health Service by April 2012
• Establish local public health allocations in shadow form by April 2012
– Including introduction of “health premium” for local authorities that tackle public health challenges among disadvantaged communities and target public health resources on those with poorest health
– Allocate local public health budget to local authorities from April 2013
• Public Health Responsibility Deal launched by March 2011
• Recruit 4,200 extra Sure Start health visitors from February 2011
– Including working with the Department for Education to ensure appropriate local joint working between health visitors and Sure Start Children’s Centres

• Publish an update of the carers strategy, including the intention to increase spending each year to increase the number of breaks for carers by November 2010
• White Paper on social care to be published by December 2011
Department for Work and Pensions priority:1. Reform the welfare system
• Publish a White Paper on plans to introduce the Universal Credit in November 2010
- Begin national implementation from October 2013
• Publish the Welfare Reform Bill in January 2011
• Prepare local authorities for implementation of housing benefit policy changes by April 2011
• Develop implementation plan for household cap so that no workless family can receive more in welfare than median after tax earnings for working households by December 2011
• Work with the Department for Communities and Local Government to develop implementation plan for localising Council Tax Benefit by April 2011
Department for Work and Pensions priority:2. Get Britain working
• Employers and voluntary organisations begin to offer work experience placements to young unemployed people by March 2011
• Work with the Department for Business, Innovation and Skills to ensure that Jobcentre Plus, Work Programme providers, further education colleges and other training providers collaborate so that people on active benefits have access to training to find and keep work, and progress once in work
• Develop options, working with the Ministry of Justice, to reduce reoffending giving employment support to offenders and ex-offenders
Department for Work and Pensions priority:3. Help tackle the causes of poverty
• Support more lone parents into work:
– Move lone parents who are capable of work whose youngest child is 7 or over onto Jobseeker’s Allowance by April 2011, and to extend to those lone parents whose youngest child is 5 or over by July 2012
• Develop a new child poverty strategy, taking account of the conclusions of the Field Review, working with HM Treasury and the Department for Education by March 2011
• Implement revised strategy to continue amendments to the child maintenance system from July 2012
• Ensure carers receive the right employment support, working with the Department for Business, Innovation and Skills to extend flexible working opportunities, and support into work those who wish to seek paid employment by April 2011
• Reform Disability Living Allowance (DLA)
– Introduce the Welfare Reform Bill to reform DLA by January 2011
– Draft secondary legislation to reform DLA and lay it before Parliament from January 2012

• Publish plans in the Public Service Reform White Paper to expand employee ownership of public services by January 2011
• Implement a new cross-Government digital engagement strategy, including channel shift and website decommissioning, by June 2011
• Abolishing or merge all public bodies except those that pass one of three (demonstrating that they are necessary for transparency, impartiality or because they undertake a technical function) by January 2012
Cabinet Office priority:1. Drive efficiency and effectiveness in
