The Slovenian Competency Center for Biomedical Engineering is a public-private initiative, supported by the European Regional Development Fund and Slovenia’s Ministry of Higher Education, Science and Technology. The consortium’s partners include institutions of higher education, industrial representatives and experts of biomedical engineering and medicine, collaborating since 2010.

CC BME cooperates mostly on biomedical engineering industry. It’s dedicated on the R&D of products and applications that reduce medical invasive treatments and increase the diagnostics precision. Hospitals and institutes are involved in the research, testing and evaluation of the products. The goal of the SAMinZDRAV project is to create a concept of independent living for elderly, handicapped or disabled people after being released from the hospital.

Key Messages

1) The project SAMinZDRAV aims to reduce the cost for health system, increase supervision of elderly’s health and encourage them using technology at home to measure health indicators in the way to keep them independent.

2) The private companies, research institutes and hospitals are very involved in the project. They are working hard to achieve valuable results. They create idea of a product and testing for the end-users.

3) The system of fi nancing instruments and processes for developing the new products in the biomedical engineering is innovative and can be easily transferred to other EU countries.

eVia is a scientifi c and technological cooperation network. This platform born in 2007 covers health, welfare and social cohesion areas. Leaded by the industry, it mobilizes an important critical mass of research, development and innovative eff ort.

The aims of this technological platform is to include the use of the technology in health, facilitates independent living for disabled people, improves the autonomy of the elderly, supports the integration of minorities and immigrants, and assists the new models of rural development and the non-exclusion by technology.

eVia off ers a view of the Spanish position on the application of R&D&i for all society topics. This cluster promote the innovation focused on people in risk of exclusion and pay attention to the transformation of the social and health system.

Key Messages

1) eVIA has awarded so far 73 quality labels to national and international projects and proposals.

2) Since 2007, eVia has organized and collaborated on the promotion of plenty of initiatives in order to support eff ective Spanish participation on research, development and innovation programs.

3) eVIA increases the visibility of existing health solutions at national and international level.

Support Health services for daily care in a smart home in a period after operation

Geroksipou Adult Care Center is a day-care service for adult people in Geroskipou Area. The Center currently takes care of about 180 people in daily basis providing mainly medical, homecare and social inclusion services. It was created as a mean to support older population to cope with their daily needs. The institution started its operation in 2002.

The main objective of this project is to study the needs and requirements of elder people facing health problems in a smart home, and mainly after undergoing an operation. It is also important to point out that, in the framework of the project, Geroskipou Municipality aspires to create the basis for further R&D development on this issue and to infl uence strategic policy by suggesting specifi c measures.

Key Messages

1) The suggestions that will be developed after the in-depth examination of the current requirements and needs in an after-operation period in smart homes, is expected to form the basis for changes and improvements in the provision of services.

2) To this end, a strong consortium of participants, especially from the research sector is of a particular importance, as well the contribution of private sector in terms of end users’ requirements satisfaction.

3) Geroskipou Municipality along with Paphos Chamber of Commerce and Industry and the Liaison Offi ce of the Cyprus University of Technology are in contact with a number of companies, which are to contribute identify solutions.

It is one of the most highly regarded Consortia in Europe for eco-innovation and environmental sustainability. Since 2007, its fi elds of action are energy, mobility and sustainable building.

The core business of HABITECH is to mainstream international green buildings quality standards and to provide guidance for realizing greener buildings. Habitech lead the innovation players toward common goals in a cooperative way of working. It’s a facilitator of knowledge transfer and best practice sharing. The objective of the practice is to translate the HABITEC success factors into practical guidelines for decision-makers and cluster managers of other countries.

Key Messages

1) Eco-Innovation facilitator: In just 5 years HABITECH bridge the gap between off er and demand of Innovation, by matching market needs with companies and research potentials.

2) Right market choices: the promotion of quality standards in sustainable buildings is a key factor to gain market niches.

3) Public initiative is fundamental to start up a cluster. But then a durable business plan should be create to grow, gain freedom of action, gather stakeholders and brought in innovative projects.

4) The PA-Cluster ideal relationship is made of: mutual trust, common goals and coordinated work, with separated governances.

The Piemonte ICT cluster is widely regarded as an excellence at European level for what concern organized multi-player ecosystems that stimulate innovation and economic development for a given sector (ICT) in a given territory (Piemonte region).

The main aim is to gain a full understanding on the strategic and operative dynamics, the applied working methods, the governance structure and all other elements that make the Piemonte ICT Cluster and TW successful cases within the Italian panorama of R&IDCs.

It is also important to highlight that to date, 60 research projects generating a value of 25,2 million € in the region received funding through ICT Cluster, and this places TW among the top regional clusters in terms of capacity to attract investments. The projects involve 2016 partners in all. Moreover, since the 2003, the TW Foundation set up contacts with over 900 companies and supplied more than 1250 services supporting SMEs to boost their development from technological and management point of view. All the services provided by the Foundation were activated together with public and private partners.

The International Centre of Excellence in Telecare (ICE-T) is an English grant-funding, mission-oriented model designed by SEHTA. It was created to accelerate innovative near-market product and service development in the telecare sector.

In 2008, SEHTA took an alternative strategic approach looking at the priority areas for healthcare over the next decade. One of those identifi ed was the delivery of care at home to support people to live independently. SEHTA focused its eff orts around the development of new products and services in assisted living. The fi rst objective is to help companies to bring to market new assisted living products and services that address an identifi ed need about assisted living.

Key Messages

1) The Mission Oriented cluster approach of the ICE-T model enables funding to be targeted more precisely at those SMES with near-market solutions who are willing to match-fund their further development.2) The ICE-T model is a functional model for project specifi cation, funding, evaluation and commercialisation. It’s enables more rapid introduction into the products and services market. It is transferable and adaptable to diff erent regions and countries. As well it could be deployable in its entirety or in modular form. 3) The success of the ICE-T model has meant that it can be proposed as an example of Good Practice because it engages the stakeholders/member of the cluster, it is focused on an outcome, it is quick, effi cient, and it increases the level of cluster activity.

The Grenoble – Isere Health Cluster

Medic@lps is a French association created in 2000 to support the economic development of the Grenoble –Isère health sector. Actually it is a major player of the international economic development of the health industry: biotechs, medical technology and services for healthcare, well-being and autonomy.

Since the beginning of its development, Medic@lps shows its enthusiasm to enter into an internationalization process by increasing collaborations and connections. Medic@lps now involved in several European projects, but also signs interclustering agreements with other clusters.

The main goal of the practice is to provide added value for economic development of companies by supporting their access to the market, through 3 axes : promote the common international label for an unique site (potential for research & innovation, technological, industrial & clinical environment), assist companies to develop on international markets, support the participation of companies in multi-partner close to market projects at EU level.

MONAK2 ClusterMONAK2 Cluster: Smart Homes for elderly

In a small town in Alytus, a group of wooden house construction companies started to collaborate to design together new products. After some time a cluster emerged with collaboration with an ICT company, and diff erent faculties within the technological university of Kaunas. A new legal entity was created MONAK2 that represents the cluster and now the cluster collaborates with other clusters in the Baltic Sea Region and develops new smart wooden houses for both the Lithuanian and foreign markets.

Recently, the cluster also starting thinking about the development of smart home solutions for the independent living of the elderly. In international context they are working together with partners to develop smart kitchens specifi cally designed with and for elderly. The cluster is unique in combining an international cluster collaboration approach, collaboration between normally competing construction companies, a strong focus on innovative collaboration with universities and ICT companies and fi nally the inclusion of end-users in their product development

Key Messages

1) Building trust between partners is important and takes time. This can be best done by doing things together

2) Smart home solutions for the elderly as a new emerging market in Lithuania and abroad.

3) This new market can better be addressed with international partners

Senior well living is a project of the Swedish Blekinge Institute of Technology (BTH), focusing on understanding the elderly needs and possibilities for eco-sustainable living. BTH wants to bring together and represent relevant players, both public and private, but also to understand needs and interests from elderly by educate old people, politicians, relatives and staff about technological solutions and approaches to well-being and independence.

Senior well living provides services, knowledge, technologies and tools to its members by lectures with elderly, staff , relatives, politicians. Exhibitions of technologies, innovation discussions with staff , elderly and relative organizations, and gathering of selected technologies with focus groups.

Key Messages

1) Cooperation with stakeholders holding diff erent competences.

2) A lot of work, and diff erent perspectives and understanding.

3) Training, maintenance and maturity of technology takes time.

The most important assumptions of Subcarpathian Renewable Energy Cluster are: (1) Creating networks of cooperation between universities, business support institutions, administration and entrepreneurs of renewable energy sector; RD; (2) Stimulating the development of new technologies together with analytical and scientifi c support in innovative products and solutions; (3) Supporting actions related to sustainable use of renewable energy sources using of the Subcarpathian Voivodeship potential.

Project Intelligent Eco Housing 2020 will help people in eco independent live. The use of an interdisciplinary approach encompassing the technological, economic and social aims to encourage the creation of an innovative model of providing housing to improve the quality of life of Podkarpackie and support the sustainable transition to a low carbon economy. The idea and initial assumptions were made based on the experience gained during many visits in Australia, China, Belgium, Austria, Italy, the Netherlands and Germany.

Key Messages

1) The project Intelligent Eco Housing 2020 will act as a catalyst for new attitudes / ways of thinking people Podkarpacie region.

2) It will create a new quality of the implementation of local and regional economic and social tasks, create the conditions for sustainable development and reducing Podkarpacie identifi ed social and economic inequalities.

3) The main lessons to be learnt are the cooperation between diff erent sectors, exchange of knowledge and experience has huge signifi cation to build better tomorrow.

The TNO SBIR programme has been developed to address the gap between invention and innovation. Original ideas developed by TNO now get a chance to be transferred to the SME through a network event in which, when a successful match is made the invention can be developed into a commercial entity.

From an R&IDC this practice is worth mentioning as it bridges gaps between development and application meanwhile supporting local SME’s. The main objective is to transfer and develop ideas/inventions into products in an event that matches SME companies with TNO-researchers.

1) In recent years 51 feasibility studies (phase 1) have been successfully completed. 19 development studies have been started of which 11 have been completed (phase 2).

ROBO M.D. is the result of an international cooperation project Innovation for Welfare, which was supported from the fi rst call of INTERREG IVC Programme .

A home-care robot for monitoring and detection of critical situations was developed to improve quality of life of risk patients like elderly people, and also to reduce costs of home-care systems.

In a critical situation (for instance fall of user) the robot will fi nd a way to the user and will start a simple conversation. By a few questions the robot will fi nd out if an emergency case happened or if a false alarm was trigged off throughout the data analysis.

To communicate with the user or to fi nd the way to the patient, the robot is equipped with diff erent type of sensors and actuators. For instance video camera, speakers and microphone. During daily life the sensors could be turned off , which gives the user the feeling not to be observed, so it can increase the user’s acceptance of the robot.

Key Messages

1) Innovation can improve welfare by using interregional cooperation and multistakeholder approach. Good Practice means interregional cooperation on a specific research project in the form of mini-program.2) Combination of exchanging experiences, development of innovative subprojects and providing policy recommendations are useful in the field of innovation and social welfare.3) Interregional projects have stimulated the creation of new solutions in the field of health related issues: demand particularly focused on rehabilitation new techniques and remote control assistance.

1) The social services provided by the Municipal company “Social Patronage” aims to improve the quality of life of the citizens of the Sofi a Municipality. At the moment, the established organization providing a variety of social services meets the needs of the local people.

2) The social services are provided in the normal home environment of the people in a way which is respectful of their privacy and also complying with their lifestyle.

3) The services are being provided to encourage users involvement in the decision process and not to put him/her feeling dependant on the services.

T-Seniority is a SaaS (Software as a Service) accessible in dedicated European areas via digital TV as the most widely used and in many cases the preferred electronic channel, needing little introduction or maintenance.

The main objective is to signifi cantly improve quality of life and ensure effi cient health and social care for the ageing population by specifying and demonstrating innovative ICT enabled products and services.

It is a new service provision model that uses digital TV as the most widely available and preferred channel for info-marginated sectors, helping to reach diffi cult-to-reach audiences, such as “disabled people getting older”, who may have less access to other forms of digital technology, improving current situation and aff ording the demands of a growing elderly population.

Key Messages

1) Higher quality of services and saving public healthcare money: Reinforced Homecare. Reduced primary hospitalization.

2) Keeping the elderly independently longer at home: Independent living was the main objective.

3) High level of acceptance of technology by the elderly.

4) Personal services are useful when the users have not the ability to move autonomously.
