GENEVA – For nearly halfa century – 47 years – TriCityFamily Services has been pro-viding counseling services forthousands of individuals andhundreds of families and cou-ples in Batavia, Geneva andSt. Charles.
The nonprofit organiza-tion’s counselors, who nowtotal 38 in full- and part-timeroles, have guided troubledmarriages and troubled teensand helped guide familiesthrough crises. Its websitelists various services, fromanger management to work-shops for children whose par-ents are getting divorced.
Batavia resident Jim Otep-ka has been at the helm for 25years. As the agency’s thirddirector, Otepka spoke aboutthe impact the agency has hadon local families.
Starting in 1967 as theTriCity Family Project, it tru-ly was a cutting-edge modelof how to deliver affordable,quality family therapy to thelocal community, he said.
“It’s a great privilege to bepart of this agency because itbelongs to the community,”Otekpa said. “We were found-ed at a very grassroots level bywonderful community volun-teers, and we have been sup-ported incredibly by the com-munity through the years.”
One of the agency’s roles isto create community, partic-ularly for families who mightfeel disconnected, he said.
“We hope we are a link or away of connecting them to thiscommunity,” Otepka said.
One measure of the successin its work is in updates frompast clients, he said.
“I often hear of their chil-dren and sometimes eventheir grandchildren,” Otepkasaid.
• • •As Otepka begins his 26th
year leading the agency thisyear, 2014 also marks the 25thyear of its Wilderness Chal-
lenge program.The program takes a group
of 30 teens – originally thoseat risk of a difficult transitionfrom middle school to highschool – who take a six-day,five-night canoeing and camp-ing trip to the Boundary Wa-ters Canoe Area Wilderness,1.4 million acres of forestsinterconnected lakes and wa-terways.
The trip was expanded toinclude students making thetransition from ninth grade to10th grade. Participants leftthis past week. With bus trav-el, the trip is a total of eightdays.
The Wilderness Challengeis modeled after the OutwardBound program, founded in1962 based on the principlesof hands-on learning throughoutdoor adventure, Otepkasaid.
“We are away from all theamenities of life,” Otepkasaid. “No cellphones, no elec-tronic devices. ... Everythingwe need to live on, we carrywith us in our canoes, across
ancient portage trails that
were probably first used by
Native Americans and French
fur traders. It’s primitive, and
these areas have been pre-
served as wilderness areas,
undeveloped.”
The trip is free to all teens
– from food to equipment and
clothing, if necessary – be-
cause of the community’s
generosity in supporting the
program, Otepka said.
The challenges are provid-
ed by the primitive nature of
the route, he said.
“The founder of Outward
Bound used to refer to this
as ‘forced interdependence,’”
Otepka said. “They get a list to
bring and orientation to show
them how to paddle.”

“We can’t get enough of
it,” Watson said. “It’s wherewe find peace. We wanted tobring it to the lives of the kidsin the community, too.”
Watson and Otepka saidthey have heard from teenswho went on the trip and, asadults, acknowledge how theywere changed by it.
“One had been to a collegeinterview for a graduate pro-gram she was applying for,”Watson said. “She said theyasked her a whole bunch ofquestions, and they got to thisone and they said, ‘Tell usabout pivotal experiences inyour life,’ and she said ‘I foundmyself talking for 20 minutesstraight about the WildernessChallenge program.’
“There was so much thathappened as a result of com-ing on an experience like that,in terms of how she got toknow herself, personally in away she couldn’t have knownotherwise. We tell kids all thetime that this is a new way toknow yourself.”
The wilderness experienceis separate from what he calls“screen world.”
“There is a screen in frontof them all the time,” Watsonsaid. “When your mind is con-stantly in front of screens andactivity at the incredible ratethat culture puts in front of uswith technology, you get insort of a mindless way of liv-ing. ... This quiets everythingdown, including the interiorof your mind.”

bard and moved to Batavia in1972 when he got married. Hehas four adult children, threegrandsons and a fourth grand-son on the way.
At 65, Otepka said he is notready to retire – not yet any-way.
“There will be a pointdown the road where I’ll behanding the reins over tosomeone else,” Otepka said,“but hoping to continue in an-other fashion my life’s work,serving families in the com-munity.”

GENEVA – The 65th annu-al Swedish Days opened June17 in Geneva to throngs offestival-goers for the six-dayfestival featuring food, music,shopping and activities.
The festival opened withhot and sunny conditions.With temperatures near 90degrees, crowds jammed thesidewalks on Third Street,shopping, listening to musicand eating.
Batavia resident Jerry Ra-schke was at the Knights ofColumbus food booth, and hesaid business was great. TheKnights sell corn on the cob,smoked turkey legs and brats,among other items.
“Up until 3 p.m., we had 10to 12 people in the booth help-ing – couldn’t get it out fastenough,” Raschke said. “Theweather is cooperating, andeverybody is coming out to
the festival.”Food vendors are offering
a variety – from pizza to sand-wiches, hot dogs to pulledpork, burgers and other sand-wiches.
Some offer a bit of an up-scale choice, such as Chianti’sgarlic crab pasta and chickenCaesar salad. Others, suchas Fox Valley Jewish Neigh-bors, offered vegan and veg-
gie burgers and frozen sourpickle pops. The Geneva His-tory Museum again is sellingwalking tacos – taco meat withall the extras in a small bag ofcrushed Doritos – which canbe eaten with a spoon whilewalking.

“All the arts and thecrafts that are along ThirdStreet, many of them are sounique,” Manke said, holdingup two bags of goods. “I am sup-porting Geneva and the [Gene-va] Chamber of Commerce, andI hope they continue doing this.... I’ve lived here since 1973, andI think I only missed a coupletimes. It keeps getting better.They do a good job runningthis. A very good job.”
June 17 was Chris Noll’sfirst Swedish Days experience.
“I’m pretty impressed,”Noll said. “I’ve never seen
things like this. Sure don’thave it in Vegas.”

Marklund provides housingand services for developmen-tally disabled infants, childrenand adults. Its Geneva campusis for adults. Marklund does
not provide last names for itsclients.
Vest, a special-educationstudent and her brother, J.R.Vest, 18, were among 300 vol-unteers who helped out in the
Marklund version of the Spe-cial Olympics.
Spokeswoman Dawn Las-siter-Brueske said 100 clients,including 96 residents and fourday clients, participated in thevarious adaptive games, allwith the help of family, staffand volunteers.
“Our clients have such pro-found developmental disabili-ties that they cannot partici-pate in Special Olympics, theyhave to be assisted – so we basi-cally created our own,” Lassit-er-Brueske said.
“We had a baseball game,games and activities on everyone of our patios of the residen-tial homes as well as indoors,”Lassiter-Brueske said. “Wehad some walking races andwheelchair races. Everythingis assisted with the help of vol-unteers.”
Other than staff, most vol-unteers who participated
were from Christ CommunityChurch in St. Charles, LassiterBrueske said.
Amy Nelson of Batavia coor-dinated the 120 Christ Commu-nity Church volunteers for theMarklund event.
“It’s very important be-cause it brings all the familiesand volunteers together in oneplace annually,” Nelson said.“It’s a fun event for the clientshere at Marklund. And it givesthe opportunity of sharing andbeing together as families.”
After the games, clients,volunteers, guests and familiesjoined in a cookout, includingJim and Diane Jacobsen of Chi-cago, who were visiting theirdaughter Kristen, 20, who livesat Marklund.
“Kristen’s only lived here ayear, so this is our first time,”Diane Jacobsen said. “It’s greatgetting to see her and gettinginvolved with the different
events. ... It’s a great time tocome out and have family andfriends.”
Jim Jacobsen said activitieslike this are important for hisdaughter.
“So she can get out and seeother people and interact witha lot of different environmentsand different things that theyhave,” he said.
The family of Felicia Goreof Joliet agreed with the Jacob-sen’s assessment.
Gore’s son Randy, 24, who isdevelopmentally disabled, stilllives at home with her, she said.
But her sister, TamishaMorris, 34, lives at Marklund.Gore’s daughter, Amber, 18,and Tamisha’s mother, CorinePitchford, also of Joliet, cameto the event.
And although he did not par-ticipate in the games, Randy en-joyed watching them.
“I’m having fun,” Randy said.
“It’s a fun event for the
clients here at Marklund.
And it gives the
opportunity of sharing
and being together as
families.”

Barely two months afterit filed a class-action lawsuitApril 17 against Kane Coun-ty and 12 of its municipalitiesalleging inadequate floodcontrol, Farmers InsuranceCompany dropped its claim,records show.
Similar class action law-suits were filed in Cook, Will,DuPage, Lake and McHenrycounties and all – or nearly all– of their municipalities, andall of those also were dropped,records show.
In Kane County, courtrecords show the claim wasdropped June 5, a month be-fore the first court date wasscheduled.
The Kane lawsuit was filedon behalf of the insurancecompany, those insured withthe company and propertyowners who sustained exten-sive flood damage April 17 and18, 2013. It alleged the countyand local governments had“adequate time and opportu-nity” to take action before theflooding that took place.
The suit claimed local gov-ernments ignored the effects
of climate change on rainfalland took no steps – or inad-equate ones – to address theproblem.
Sugar Grove Village Presi-dent Sean Michels said he wasglad the suit was dropped.
“We’re just happy the tax-payers don’t have to pay fora frivolous lawsuit on an in-surance company we all use,”Michels said. “I’m glad theydropped it, and we can moveon.”
An attorney who filed thesuit on behalf of Farmers Insur-ance did not return a voice mailmessage seeking comment.

CHARLES – If there isany one menu item that drawsa diner in and keeps him orher coming back, it’s Rox CityGrill’s Beef Tenderloin Sliders– a melt-in-your-mouth piece ofbeef tenderloin set atop a light-ly crisped sesame brioche bunwith a generous smatteringof roasted shallot aioli. OnceI sampled this little beacon ofbeefy bliss, I became a repeatcustomer.
Rox City Grill is nestledwithin the historic walls ofHotel Baker but exudes a morecontemporary feel than thebuilding that surrounds it. Col-orful paintings of jazz musi-cians add a pop of color to thedining room, which is situatednext to the hotel’s lounge.
The lounge serves a limitedmenu, with items that ap-pear on the lunch and dinnermenus. At night, it transformsinto a piano bar around 8:30p.m. Thursdays through Satur-days, and popular piano-cen-tric songs from musicianslike Billy Joel, the Beatles andElton John fill the room. WhenI visited last for a Thursday“Girls’ Night Out” ($6 marti-nis), the piano player took re-quests, and humored mine forQueen’s “Bohemian Rhapso-dy;” no easy feat, but he pulledit off with a little help from“his friends” – loungers whosang along. It proved to bea memorable night that youdon’t necessarily expect toexperience in suburbia.
Having dined in the loungeon many occasions, I wantedto sample the fare that couldn’tbe ordered from the loungemenu during the Mystery Din-er visit. So, my dining compan-ion and I visited on a Fridayfor lunch. We selected a cozybooth and were greeted by agenuinely friendly waitress.
The lunch menu offerssmall plates of items – suchas Avocado Spring Rolls ($9)and Gulf Shrimp Cocktail ($13)with horseradish-chili sauce– salads and sandwiches. Thedinner menu includes items,such as a USDA 8-ounce,center-cut filet mignon with achoice of bordelaise or maître
d’butter; scallops with belugalentils, bacon, brined onionand butter; and grilled lollipopchops of lamb with eggplantravioli, chevre, pipparas andlemon broth; to name a few.
The restaurant and loungealso boast a lengthy wine listthat is worth sampling, as wellas beer and cocktails.
To start, my dining com-panion and I shared an orderof sliders (at $4 apiece) and the
Pommes Frites with truffle oiland salt.
On a recommendation byour waitress, I opted for theBbq Sandwich with pulledpork shoulder and straw on-ions layered between two slic-es of thick, grilled white bread.My dining companion orderedthe Crab Sandwich with warmChesapeake crab salad, provo-lone cheese and tomatoes on abrioche Pullman.
The Bbq Sandwich hada healthy amount of sweetbarbecue sauce and savorypork shoulder and seemed tobe no match for the bread thatheld it all together. On thecontrary, the crab salad withinthe sandwich tasted fresh andflavorful, but showed difficultyshining through the bread’sgirth, which diluted the fla-vors slightly.
The sliders tasted perfect,
as always, and the crunchy,
packed-full-of-flavor Pomme
Frites teamed nicely with the
savory succulence of the beef.
In small print at the bottom
of the menu, it said, “bread
and butter available upon
request,” so we requested.
Freshly baked, sliced bread
in a basket with a plate of
room-temperature butter
(made for easy spreading)
arrived at our table, and I was
instantly reminded of why
bread and butter, to me, is one
of life’s most simple pleasures
– to be indulged, especially
when fresh out of the oven.

Eric Schelkopf: I imagine that
you have toured with Michaels and
Snider a lot over the years.
Tom Keifer: Yeah, yeah,
they’re good friends, and I amlooking forward to that show.It’s going to be a lot of fun.
Schelkopf: What do you think
separated Cinderella from other
hard rock bands of the ’80s and
’90s? What was it that distinguished
Cinderella from other bands?
Keifer: I think that every-one from that period hadtheir own vibe and their ownsound. I think we were knownfor having a lot of roots inour music, and the lyricswere very real and relatable,in terms of everyday life andstruggles.
And that’s probably acomponent of the influences ofthe blues and that kind of stuffin the music. Because that’swhat those lyrics are about.
Schelkopf: It seemed like as the
band progressed through its career,
you guys incorporated the blues
more in your music.
Keifer: I think it was alwaysthere. I think the productiongrew, where sonically, thatwas a little more evident. Butfrom the first record, it was al-ways about that blues melodyand those kinds of lyrics.
Schelkopf: Last year, you
released your first solo album, “The
Way Life Goes.” Was it a long time
coming?
Keifer: It kind of just hap-pened. There was no majorplan. I started thinking aboutdoing one in the mid ’90s,when the whole music scenewas changing for us, andnever got around to it, for onereason or another.
It was more like a laborof love over a 10-year period,really.
Schelkopf: It seems like you
really gave your vocals a workout
on the album, especially given the
problems you’ve had with your vocal
cords and all the surgeries you’ve
had. How is your voice holding up
these days?
Keifer: It’s really good. It’sbeen a long battle, a long jour-ney with getting it back fromwhen I was told that I wouldnever sing again in the early’90s because of the paralyzedvocal cord.
I had to retrain it. I trainevery day to keep it in shape.
It’s strong as ever, as longas I do my homework everyday.

Eric Schelkopf: You guys are going to be
at The Two Brothers Summer Festival. Do
you like festivals as opposed to playing on
your own?
Pat Sansone: Festivals are just likeany other performance situation.We’ve definitely had some great
festival experiences, and some not sogreat festival experiences.
The Autumn Defense hasn’t donea ton of festivals. We have a handfulof festivals that we are doing thissummer, and that’s kind of a first forus, so we’re looking forward to it.
Schelkopf: Of course, you are touring
with your latest album, the aptly-named
“Fifth.” What were your goals for the album,
and do you think you accomplished them?
Sansone: Well, the goals for the
album were basically the same asthey have been for all our records,to make a record that we are proudof and that it would sound like arecord that we would want to listento ourselves.
And I think we did it. I’m veryproud of the album. I’m very happywith how it turned out.
Schelkopf: As far as a project like The
Autumn Defense, what does this project
give you as opposed to Wilco? Do these
songs not fit on a Wilco album?
Sansone: The music of The AutumnDefense is John and I singing ourown songs. In Wilco, John and I arethere to perform a supporting roleand help bring forth the songwritingof Jeff Tweedy.
It’s a great environment to be amusician in, but there’s also a partof John and I that want to sing oursongs and do something that is moredirectly connected to our own cre-ative impulses.
So, that is what The Autumn De-fense is for us. I love to write songs,and I love to sing.
Schelkopf: One of the songs that I reallyenjoy from your last album is “Back of My
Mind.” But for some reason, it didn’t get
much radio support. Is that frustrating for
you?
Sansone: Yes. I would love for ourmusic to be on the radio more andto have a bigger audience. We makethis music, and our hope is that asmany people as possible will hear itand enjoy it.
We don’t make the music with theintention of keeping it secret. Thereare some stations around the countrythat got into it, and have gotten intothe new album.
But it would be great if there waseven more exposure for the music.That is the goal, to have the music beheard.
Schelkopf: It seems like you are always
busy. You toured with The Zombies in April.
What made you want to do that?
Sansone: Well, I’m a huge fan. BothJohn and I are big Zombies fans.
Their 1967 album, “Odessey &Oracle,” was a big influence onJohn and I, and one of the sort ofinspirations for us to even start TheAutumn Defense. We actually openedfor them back in 2003 when theywere beginning to tour again.
To be able to share the stage withsome of my musical heroes is a realthrill.

ST. CHARLES – Learn-ing the intricacies of beinga caddie caused informationoverload for Matt Samuelsonwhen he started his summerjob six years ago.
Lugging golfers’ bags allover St. Charles CountryClub wasn’t exactly a picnic,either. Back then, Samuelsonwas a foot shorter than he isnow, and he only weighedabout 100 pounds.
Samuelson, a recent St.Charles North graduate, isup to 5-foot-11 these days andbetter able to withstand thephysical rigors, but it’s hisadvanced command of caddy-ing’s nuances which have al-lowed him to climb the ranksas one of the club’s most pol-ished caddies.
It starts with a simple phi-losophy.
“Your goal as a caddie isto make the player do as lit-tle work as possible, so youdo everything,” Samuelsonsaid. “It was a little harderto get used to, like the littlethings, keeping his clubsclean, getting the flags on thegreen. Once you get used tothings, it’s not really a hardjob, but you need to get a rou-tine down.”
Just as golfers’ successcan vary greatly from roundto round, caddies encounterdrastically different experi-ences based on an array ofvariables – most notably, theweather, the golfer’s moodand, let’s cut to the chase, thegolfer’s tipping habits.

“You always get some[difficult] people, but forthe most part, the membersout here are fantastic. I’veknown them for my wholeentire life pretty much, soit’s really cool to caddie forthem and just be a part of thegroups,” Samuelson said.
“But every once in a whileyou get those guys, andyou’re like ‘I should proba-bly talk less this round’ orjust got to make sure every-thing is done well.”
Samuelson typically cad-dies three or four days aweek and works from Aprilthrough Labor Day weekend.He’ll be off to Oxford, Ohio,in the fall to begin college atMiami University.
A recent Friday was anespecially bustling day atthe country club as a specialevent with a noon shotgunstart kept the caddies scurry-ing. Keeping busy is goldenfor a caddie, as is mild weath-er, like it was Friday.
“Today’s a beautiful day,but there are some days outthere where you get 90 and
humid and you might lose apound or two,” Samuelsonsaid. “The member who I wascaddying for last week, shehad a pedometer on, and itwas about six miles for herto walk. And the bag is any-where from 15 to 30 pounds,usually more on the light-er side, but every once in awhile you get those bricks.”
Samuelson has been an“honor caddie” for more thanfour years. Honor caddies arethe most advanced after be-ing promoted from ‘B caddie’and ‘A caddie’ status. Honorcaddies receive a flat rate of$36 per round but caddies areoften tipped 100 percent ormore, especially at upscalecourses such as St. CharlesCountry Club.
Samuelson said some of
his friends express jealou-sy at how much he’s able tomake.
“They looked at me andthey asked so how much doyou make a day and I said‘Usually about $70,’ and theysaid ‘You work about sixhours a day?’ and I said ‘Yup,and no taxes.’ [One of them]was just like ‘That’s what Imake in a week in like triplethe hours.’ It’s nice.”
While Samuelson usuallycaters to individual golfers,he occasionally serves as aforecaddie, with responsi-bilities including trackingballs for the entire group.Other duties during a reg-ular round include readinggreens, estimating yardageto the pin and fielding mis-cellaneous questions; he re-called one golfer asking if itwas OK to remove his shoesand try to hit the ball out ofthe water.
S a m u e l s o n o f t e n i smatched up with the sameplayers multiple times, someof whom request him specifi-cally. Samuelson was a solidgolfer for the North Stars andsaid he clicks well with someof the club’s more proficientplayers.
Caddies often feel a senseof ownership in their play-ers’ rounds, Samuelson said.
“I like caddying for goodplayers,” Samuelson said. “Iwas a 5 handicap myself lastyear, so it’s easier for meto relate to the better play-ers, like ‘OK, this is what Imight do.’ … If a 20 handi-cap’s going to ask me [aboutclub selection], the ballcould still go anywhere. Butif they hit the shot well andit ends up over the green orsomething, yeah, I feel bad.But that doesn’t happen toooften.”

Northwestern Memorial HealthCare will become the sole corporate member of CDH-Delnor Health System d/b/a Cadence Health(Cadence). As such, Northwestern Memorial Healthcare will have the power to direct the management and policies of allCadence entities. The transaction will constitute an indirect change of control of Cadence's existing health care facilities, andtherefore a change of ownership of the licensees. Cadence Health and Northwestern Memorial HealthCare also anticipate that50% or more of the Boards of Directors of Cadence Health, Central DuPage Hospital, and Delnor Community Hospital willchange as a result of the proposed transaction.
Tri Cities Surgery Center, LLC is a multi specialty ambulatory surgical treatment center providing General Surgery, OB/Gynecology,Ophthalmology, Urology, and Gastro-Intestinal. All services currently provided at the Surgery Center will not substantially changefor at least 12 months following the completion of the proposed transaction, and there will be no change resulting in therestriction of patient admissions or reductions in access to care. The applicants have certified that no adverse actions have beentaken against them by the federal government, licensing or certifying bodies of the State of Illinois. The applicants have alsocertified that the facility will not adopt a more restrictive charity care policy than the policy that was in effect one year prior to thetransaction. The applicants have provided certification that the compliant charity care policy will remain in effect for a two-yearperiod, following the change of ownership transaction. The applicants also certify that they intend to maintain ownership andcontrol of the facility for a minimum of three years. The proposed transaction is contingent on the approval of the Illinois HealthFacilities and Services Review Board.

In accordance with the requirements of the Illinois Health Facilities Planning Act, Notice is given of receipt of a change ofownership exemption application (E-012-14 - Delnor Community Hospital, 300 Randall Road, Geneva, Illinois) fromNorthwestern Memorial HealthCare, 251 East Huron, Chicago, Illinois and CDH-Delnor Health System d/b/a Cadence Health, 25North Winfield Road, Winfield, Illinois.
Northwestern Memorial HealthCare will become the sole corporate member of CDH-Delnor Health System d/b/a Cadence Health(Cadence). As such, Northwestern Memorial Healthcare will have the power to direct the management and policies of allCadence entities. The transaction will constitute an indirect change of control of Cadence's existing health care facilities, andtherefore a change of ownership of the licensees. Cadence Health and Northwestern Memorial HealthCare also anticipate that50% or more of the Boards of Directors of Cadence Health, Central DuPage Hospital, and Delnor Community Hospital willchange as a result of the proposed transaction.
Delnor Community Hospital is a 159-bed acute care hospital providing medical/surgical, obstetrics, and intensive care services.In addition cardiac catheterization is also provided. All services currently provided at the Hospital will not substantially change forat least 12 months following the completion of the proposed transaction, and there will be no change resulting in therestriction of patient admissions or reductions in access to care. The applicants have certified that no adverse actions have beentaken against them by the federal government, licensing or certifying bodies of the State of Illinois. The applicants have alsocertified that the facility will not adopt a more restrictive charity care policy than the policy that was in effect one year prior to thetransaction. The applicants have provided certification that the compliant charity care policy will remain in effect for a two-yearperiod, following the change of ownership transaction. The applicants also certify that they intend to maintain ownership andcontrol of the facility for a minimum of three years. The proposed transaction is contingent on the approval of the Illinois HealthFacilities and Services Review Board.
The Applicants have prepared a written response addressing the review criteria contained in 77 Ill. Adm. Code 1110.240,1130.500, and 1130.520 and response is available for public review on the premises of the Hospital if a public hearing isrequested.
