Introduction The basis for the Terminal Instructions is the Höegh Autoliners Trade Manual and the Höegh Autoliners Cargo Quality Manual. Please note that the content is adjusted in order to be general instructions relevant for all Regions of the world. The instructions apply to all Höegh Autoliners cargo. Please see Appendix for special rules and regulations applicable for the different regions, countries or ports. Local terminal regulations in the Appendix and manufacturers’ regulations supersede the Global Terminal Receiving Instructions. Höegh Autoliners Terminal Instructions 1.0 GENERAL TERMINAL REQUIREMENTS Terminals handling cargo on behalf of Höegh Autoliners’ should as a minimum comply with following:

• ISO compliant according to ISO 9001:2000 or equal • ISPS certified facilities • 24 hours security (by guard and/or surveillance system) • Upon request, be able to provide sheltered storage space for a limited amount of Höegh

equipment (such as lashing equipment or spare parts) • Access for Höegh’s representatives to all areas utilized for Höegh cargo • Key Performance Indicators as agreed upon between Höegh Autoliners and the Terminal • Local HSE (Health, Safety and Environment) polices

All storage area and adjacent road ways utilized for Höegh cargo should be:

• Solid, sufficiently compacted and free of stone chips and other debris • HH area must be solid, sufficiently compacted and surfaced so as to handle HH which are

tracked • Storage area must be fenced, guarded and sufficiently illuminated • Storage areas must be sufficiently drained to avoid flooding • Restricted access and ID verification of all visitors • In close a proximity to the load/discharge berth as is practical • Have sufficient lighting to allow for a safe operation at night

2.0 RECEIVING / REGISTRATION OF CARGO Höegh Autoliners´ representative, booking office or local agent shall keep local terminals continuously updated of cargo bookings through Höegh Autoliners’ booking system “Chain”, integrated terminal systems or other agreed procedures. Cargo can be self driven or delivered by truck, train, barge or vessel to the terminal. Registration of the cargo is to be done either by inserting new/updated information into Höegh Autoliners’ booking system “Chain”, integrated terminal system, or sending the new information to Höegh Autoliners´ representative, booking office or local agent in other agreed format. Each individual cargo unit received (on behalf of Höegh Autoliners) must be mapped against its booking. If the booking is not found, the terminal must clarify with Höegh Autoliners´ representative, booking office or local agent. No cargo must be considered as formally received before booking is inserted, and cargo unit is updated with a receive date. The receive date must be reported timely to Höegh Autoliners. No CARGO shall be accepted into the Terminal without accompanying Shipping Documentation.

2.1 Documentation

Possible discrepancies to the bookings are to be reported to Höegh Autoliners or local agent. All cargo is to be checked to ensure that the correct information is documented on the shipping note / dock receipt. A Proper standard shipping note (Ref. Appendix no.: A.8) shall at least contain information such as:

• Unit VIN (Vehicle Identification Number) / chassis number / ID (to be verified for accuracy) • Booking number and vessel / voyage number • Port of discharge / destination. • Cargo units dimensions and weight • Vehicle description. Year/make/model • Proper documents for dangerous goods, if applicable • Proper ISPM documentation, if applicable

2.2 Cargo condition Only cargo in compliance with Höegh Autoliners cargo acceptance rules shall be accepted. Prior to receiving the cargo, a visual inspection shall be done to identify major damages and non compliant cargo. Damaged or non compliant cargo should be rejected unless pre approval from local agent or Höegh Autoliners has been received. As per definition, Ro/Ro cargo is: Self propelled:

• in drivable condition with sufficient fuel, inflated tyres and brakes in working condition • equipped with steering wheel or other operating control console

Non self propelled:

• equipped with a designated towage appliance • in towable condition with inflated tyres and brakes in working condition.

In addition the following must be adhered to:

• A chassis must have a secure seat and floorboard in the driving compartment. • Ensured to have clear visibility for driving.

All cargo must be clean (free of accumulated materials), with no leaking fluids and no personal effects. Cargo not to be accepted without written pre-approval from Höegh Autoliners representative, as follows:

• Units with welded or otherwise inaccessible areas • Cargo units/parts in a condition which can not be properly stowed and lashed for a sea voyage • Plastic Drums • Palletized bags • Loose pipes • Cartons • Cases/crates/cartons containing vulnerable and expensive cargo, e.g. electronics/glassware • Units not meeting additional policy criteria pertaining to the cargo type, condition, and age. • Non running units greater than 3 mt, unless equipped with designated towing appliance

Drivable units not to be accepted without written pre-approval from Höegh Autoliners representative, as follows:

• Wrecked units (contact Höegh Autoliners Representative for local wrecked unit definition). • Vehicles with personal effects (only manufactured supplied spare tire, jack and tools should be

accepted) • Units with flat tires. • Units without sufficient fuel for Ro/Ro load / discharge. • Units with steering, brakes, hood-latch mechanism, transmission, or ignition components that

are not in a working condition. • Units with obstructed driving conditions (operation or vision). • Units with broken glass, sharp metal edges, or other conditions dangerous to life or property • Units exceeding discharge port age restrictions (Ref. Appendix no.: A.5)

For cargo as below, please refer to details in the appendix:

• High value, sophisticated and non-starting Ro-Ro cargo (Ref. Appendix no.: A.1) • General cargo (static and roll trailer cargo (Ref. Appendix no.: A.2) • Cargo item not part of a cargo unit or vehicle (Ref. Appendix no.: A.3)

All Cargo shall be:

• Subject to a security search according to current ISPS level • Required to have been cleaned to the Australian Quarantine requirements for cargo with a

final destination in Australia • Required to comply with IMO’s ISPM (International Standards for Phytosanitary Measure or

Invasive Species and Pest Management) regulations (Ref. Appendix no.: A.5) for all Wood packing material used

Flares or any kind of pyrotechnic equipment inside vehicles will not be accepted 3.0 TERMINAL PARKING INSTRUCTIONS Local terminal regulations in the Appendix and manufacturers’ regulations always supersede the Terminal Parking Instructions. Parking location • In general cargo should be separated on the terminal by:

o Discharge port o Unit type (Car/SUV/Van) o Model o Right hand and left hand drive

• High & Heavy, Static, and roll trailer cargo shall be segregated from other cargo • Dangerous cargo and military cargo shall be parked in a designated area

Recommended minimum parking distances • Bumper to bumper 20cm • Side to side 30cm • Side to obstruction 50 cm Parking break and gear • The gear shift lever should always be in first gear or reverse • Automatic transmission should always be in “park” position • Parking brake should be applied as per custom of the port and manufacturers requirement Key handling • Keys should be removed from ignition when engine is not running • Key string should be applied during receiving. All units, including high and heavy, should have key

string attached if possible. • Special units

o All Motor home, LIMO, Conv. van, Travel Trailer or similar, to be locked and keys to be in care of Terminal Operator

o Key Tags to be applied Doors and windows • All doors and windows are to be kept closed. Terminal operator should also be prepared to assist

with plastic type cover for windows that become disabled in open position Electric appliances • All electric appliances, including light and wipers to be turned off 4.0 TRANSHIPMENT When handling Höegh Autoliners transhipment cargo, the terminal should ensure that the cargo is handled and stored in compliance with Höegh Autoliners Cargo Quality Manual and Höegh Autoliners Terminal Instruction. Shifting at the terminal should be avoided. 5.0 DELIVERY OF CARGO / CARGO RELEASE Agents at discharge ports are only to give delivery order against original B/L. Deviation from such routine can only be authorised in writing by Höegh Autoliners Oslo.

6.0 ROLL TRAILER CARGO (RT) Static cargo can be stowed on roll trailers or loose on deck in accordance with Höegh Autoliners instructions. Static cargo loaded onto roll trailers, must be registered (each case to be labelled and numbered, and booking number shall coincide with RT number, Ref point 9.0 below) and the ID-number on the roll trailer reported back to Höegh Autoliners´ representative, booking office or local agent. Static cargo loaded to each roll trailer must be identified by number of pieces and weight, in compliance with point 9.0 below. The question of using RT is a matter of stowage planning and handling responsibilities and needs to be pre-cleared with the Höegh Autoliners traffic manager. 6.1 Roll trailer stuffing/lashing Stuffing and lashing of Roll trailers to be done in accordance with requirements and guidelines set forth in Höegh Autoliners’ Cargo Quality Manual. 6.2 Roll trailer inventory • The terminal to keep the local agent updated regarding roll trailer stock and loading status • Höegh Autoliners’ to be notified about damaged roll trailers • Empty roll trailers shipped out shall be clean and free of all old dunnage etc. prior to shipment • Roll trailers are not to leave the terminal area without local agent / Höegh Autoliners being advised 7.0 RECEIVING DANGEROUS GOODS (IMDG CARGO) Goods classified by the IMO as Dangerous Goods in the IMDG code, only to be accepted upon pre approval from Höegh Autoliners’ representative, booking office or local agent. Dangerous goods to be handled in accordance with regulations set forth in the IMDG code, national and local regulations and local terminal requirements. Used portable tanks or road tank vehicles must be equipped with a Gas Free Certificate (issued by a certified body), showing that it is no longer considered to be IMDG cargo. (Ref. Appendix no.: A.9 Gas Free Certificate.) 8.0 MILITARY CARGO Military cargo (rolling or otherwise) destined for a Ministry of Defence, a Police Force, an Air Force, a National Guard etc., may be accepted provided the request is pre-cleared with the Head of Region. (Not required for Alliance New York, Alliance Norfolk and Alliance St. Louis)

• Arms and ammunition are not accepted. (except Alliance vessels) • Cargo that is not listed as military cargo, but look likes it, shall not be accepted, except

otherwise instructed by Höegh representative. (except Alliance vessels) • Military cargo shall be handled according to local terminal requirements.

9.0 CARGO LABELS Höegh Autoliners’ Port Hangers or Port Stickers shall be used for all cargo (except when in conflict with manufacturer’s requirements). If a Höegh-approved local port sticker satisfies the below required information, the local port sticker can alone replace any other Höegh port sticker or hanger. Höegh Autoliners Port Hanger, Port Sticker or Bar Code Label shall contain following information:

• Load port • Discharge port • Final destination • VIN number • Höegh Autoliners´ booking number • (Cargo weight and dims for high&heavy cargo)

The location of the Bar Code Label should be:

• Passenger cars; in the upper left corner of the left rear window • Trucks etc; lower left corner of the windscreen, easy readable from left side and in reach of

handheld scanners • Other cargo; visible location where it is easy readable from left side

If there are changes in the transport information while the cargo is on the terminal, label to be updated. For easy identification and handling of special units, information stickers, as described in Höegh Autoliners’ Cargo Quality Manual to be used for identification of:

• Non-starters • Non-Runners • Battery • Kill switch • Special lashing positions

10.0 SURVEY All cargo is to be accessible for survey upon request from Höegh Autoliners´ representative, booking office or local agent. Levels of survey: Level 1 – Checklist inspection Level 2 – Standard or commercial inspection Level 3 – Quality in-depth inspection In general, preload survey will be conducted at last point of rest and discharge survey upon first point of rest. Unless otherwise advised by Höegh Autoliners.

11.0 CHANGES IN CARGO POSITION A record of any change in cargo position is to be kept by the terminal. This information must be easy accessible during load operations. This information is not expected to be transferred to Höegh Autoliners. 12.0 CHANGES IN CARGO CONDITION If the cargo is damaged, or defects in vital functions (brakes, steering, gas leakages, flat tires etc.) are discovered during its stay at the terminal, damage reports to be completed and the local agent to be notified immediately. 13.0 CARGO LEAVING THE TERMINAL If cargo, for any reason, leaves the terminal without being loaded, the local agent is to be notified immediately. (I.e. when cargo is cancelled) 14.0 ABANDONED CARGO If any cargo is abandoned, the terminal is responsible to keep Höegh Autoliners´ representative, booking office or local agent updated. 15.0 LOADING/STEVEDORING It is the responsibility of the terminal and the stevedoring company to ensure that the cargo operation is effectively executed in compliance with:

• Pre-plan meeting held prior to vessels arrival • Agreed stowage plan • Final cargo list as per terminal cut-off time. • Agreed Key Performance Indicators • Höegh Autoliners Cargo Quality Manual • Höegh Autoliners lashing standards • Höegh Autoliners Terminal Instruction • Relevant manufacturers’ requirements. • Special instructions

APPENDIX

A: HÖEGH AUTOLINERS GENERAL TERMINAL RULES A.1 High value, sophisticated and non-starting Ro-Ro cargo Sophisticated Ro/Ro cargo is defined as high- tech, remote controlled, special equipped, and computer controlled machinery or vehicles which require specific operating procedures outside the norm of everyday equipment. If sophisticated cargo and also second-hand Ro/Ro units require special technicians and drivers to start up and to manoeuvre, these people should attend during operation. When booking cargo which requires high technical and special know-how to operate, units must have handling instructions located within or around the operating / driving area. The terminal/stevedore driver and vessel command shall get instructions on how to start/stop, and how to operate wheel brakes on such units. The instructions shall, at a minimum, contain: a. QUICK GUIDE: Starting, stopping and Driving + master / battery switch location (English language). b. BATTERY HANDLING CARE: i.e. jump start / hot wiring warning or instructions. c. 24 HOUR PHONE # for cargo representative / technician in load and discharge ports in case operating assistance or repair is necessary. Units shall also be marked, with for example non-starters, non-runner, battery, kill-switch, etc., as necessary, and Lashing points on units shall be marked properly. The agent/booking offices are responsible for making the driving instructions available for the terminals (loading and discharging). If cargo arrives at the terminal or is loaded in an apparent bad or unsafe condition, or not meeting the vessels specifications, the responsible local agent/ Höegh Autoliners regional office must be contacted immediately. Höegh Autoliners representative/local agent is to decide whether cargo can be accepted or not, and if necessary repairs/safety measures can be arranged for shipper’s account.

Immediately after parking the unit at the terminal, the local agent should be alerted and be given the relevant information, such as parking area and equipment required in order to operate the unit.

The shipper/receiver should prepare and assist when necessary, to ease operation and avoid delays on vessel in port.

It is the duty of the booking offices to ensure that the “Cargo Stowage and Securing Declaration” is completed (by the forwarder or shipper) prior to accepting the booking. This is applicable for all non- self propelled units with a weight exceeding 50 metric tonnes.

A.2 General cargo - Crated, boxed and other static cargo In order to ensure safe stowage and lashing, all created, boxed and other static cargo should be in compliance with following: 1. Non rolling (static) cargo shall have/include:

a) Static cargo inside a box / crate shall be adequately secured to prevent any movement or loose items during cargo operation and sea transportation. b) Marking of each piece's weight c) Marking of each piece's center of gravity. For recommended marking view please see following link: http://www.export911.com/e911/prod/caution2.htm d) Marking of sling and fork lift points e) Capable to be lashed at a height at or above the center of gravity f) Lashing capacity which is capable to withstand forces of at least equal to the total weight of the cargo on each side (2 sides - port and starboard) and allow for equal distribution of such forces from at least 4 points g) Marking of lashing points h) Marking of safe stacking loads i) Packing, designed and capable of sustaining sea transportation and cargo handling. j) All contents inside box / crate to be accounted for, and packing list to be attached. k) Delivered and available for terminal preparation according to Höegh Autoliners local requirements. Crane hire or other preparation needs may require earlier delivery. It is recommended Höegh Autoliners representative is contacted for coordination

NON PACKAGED equipment accessories, less than 6 mt. (small excavator buckets, small counter weights, fork lifts forks, etc): Items B, C, F, G are not applicable. 2. PACKAGED (CRATED) cargoes (above 10 mt) shall additionally have:

a) Direct access to the packed unit for lashing (at or above center of gravity) b) Crate to be of sufficient strength to allow forklift handling c) Each crate/box to have inspection hatch d) Shipper's Cargo Stowage and Securing Declaration provided to Höegh Autoliners

Representative prior to booking

3. OVERSIZED cargoes (above 50 mt) shall additionally have:

a) All movable parts secured mechanically. b) Equipment design / drawing plan. Plan shall contain markings for lashing point's location and

mean safe load. 4. NON PACKAGED equipment accessories, less than 6 mt. (small excavator buckets, small

counter weights, fork lifts forks, etc)

a) Item 1b, 1c, 1d & 1e; regarding marking and receiving is not applicable for NON PACKAGED equipment accessories.

Failure to satisfy the requirements above may, in the interest of safety, result in rejection prior to booking of cargo, before entering the terminal or before loading the cargo onboard.

A.3 Acceptance of item not part of the cargo unit (vehicle) Höegh Autoliners will only accept cargo units/parts that are accessible (countable and available for inspection). and otherwise in accordance with other SOLAS rules. Items stowed on vehicles must be clearly visible for inspection and not possible to construe as concealing any other items. Personal effects in vehicles are not accepted. (Höegh Autoliners will NOT accept any vehicle with welded or otherwise not accessible areas) A schedule or list of all cargo parts shall be stated on the shipping note, manifest and B/L. It is not sufficient to mention parts only. Manifest and B/L to read: "Cargo parts shipped at Shipper's risk, Shipper's load, stow and count. No claims accepted." Höegh Autoliners can accept Motor homes/yachts as long as following requirements are followed: Standard equipment and limited items of kitchen utensils are acceptable only for Motor homes and similar vehicles. Standard factory fitted equipment of motor homes/yachts (e.g. awnings), are acceptable. Vehicle emergency flares or any other kind of pyrotechnic equipment in vehicles are not accepted. In addition the following general requirements have to be followed:

a) Approved by Höegh Autoliners or local agent. b) Cargo units/parts to be properly stowed and lashed for the sea voyage. c) If sealed, sealing must be done in presence of customs (seal to be numbered).

A.4 Clean cargo and no leaking fluids In general; all cargo shall be clean and no leaking fluids will be accepted (clean as new).

A.4.1 Australia

Australia has among the strongest quarantine measures in the world.

Break-bulk, Ro/Ro machinery, or vehicles shipments to Australia are subject to regulations of Australian Quarantine and Inspection Services (AQIS).

All cargo shipped to Australia will be inspected by AQIS upon discharge from the vessel and in order to be imported the cargo must pass this inspection. AQIS require cargo to be presented in a clean condition whereby “clean” is defined “as new”. Please note, AQIS inspections are arranged by the consignee and at their expense.

Höegh Autoliners reserves the right to reject cargo for shipment not presented in a clean state. We do not, however, take responsibility for cargo that is declined import into Australia by AQIS as this remains the responsibility of the shipper/consignee.

Any vehicle must be thoroughly clean from soil and road grime, plant matter and seeds. Important points to check are:

• Wheels, wheel guards, mud guards • Spare tyre and boot • Engine bay - remove water from windshield reservoir and ensure the radiator is clean

and free of debris in the cooling fins • The underside of the vehicle must be clean • The vehicle must be vacuumed to be clean of soil, food, sand and gravel • Above and around fuel tank • Inside chassis rails • Under seats

A.4.2 US Terminal operator should maintain 24/7 hr contact available in case of US cargo, under regulation of 24 hr rule, has Do Not Load (DNL) status communication received by Höegh agent or representative. A.5 ISPM Standards (International Standards for Phytosanitary Measure or Invasive Species and Pest Management) The regulation indicates that:

1. All wood packaging material with a thickness or more than 5 med. mer., including dunnage, must be manufactured and treated in the country of origin as follows:

a. Heat Treatment (HT). Wood packaging material should be heated in accordance with specific time/temperature schedule that achieves a minimum wood core temperature of plus 56 degrees Celsius for a minimum of 30 minutes. Kiln-drying (KD) and Chemical Pressure Impregnation (CPI) may be considered HT treatments to the extent that these meet HT specifications. Methyl bromide (MB) fumigation for wood packaging material. The wood packaging material should be fumigated with Methyl bromide. There are various standards to dosage/temperature etc.

2. All wood material should be marked in black, blue or dark brown colours. The mark shall include at minimum:

a. Symbol. b. ISO (International Organization for Standardization) two letter country code, here

A.6 Age restrictions The following countries have implemented age restriction for importation of motor vehicles. Suriname Vehicles must not exceed 8 years. Busses must not exceed 10 years. Trinidad and Tobago Vehicles must not exceed 5 years. Trucks and heavy equipment must not exceed 8 years. Barbados General age restriction 12 years. Jamaica Vehicles, SUVs and vans must not exceed 3 years. Dominican Republic General age restriction is 5 years. Cyprus All Ro/Ro cargo must not exceed 5 years. China Not permitted to import any second-hand vehicle. South-Africa Not permitted to import any second-hand vehicle unless a specific import permit is given i.e. SABS (South African Bureau Standards). Second hand vehicles may be imported to SA via car carriers to Neighbouring countries only. There is no age restrictions indicated.

Australia There are 3 schemes under which a motor vehicle can be imported;

1. Personal Import 2. Specialist and enthusiast vehicles (SEV), compliance done through a Registered Automotive

Workshop (RAW) 3. Vehicles manufactured prior 1st January 1989

Please refer to following Government website, outlining different schemes for vehicle imports to Australia: http://www.infrastructure.gov.au/roads/vehicle_regulation/bulletin/importing_vehicles/general/EligibilityCriteria_2.aspx In addition to the above please note that for any “used” machinery imported (some of which that maybe designed to be driven on road) that may require vehicle import approval they would also require a Quarantine Import permit. Australia exercises strict quarantine measures designed to protect plant and animal health.

• AQIS has the power to re-export contaminated machinery from Australia at the expense of the importer

• Most used imported machinery requires a permit to import issued by AQIS • It is a condition of the permit that used machinery arrives in a clean state, i.e. clean as new.
