Dear Sir:
We, the alumni/alumnae, students, faculty, staffs, administrators and well-wishers
of Bengal Engineering & Science University (erstwhile BEC/BECDU), a 157-year
old institution of international repute and 2nd oldest engineering college in India,
would like to draw your kind attention to the issue of transformation of this institute.
Please note that BESU, in 2005, was one of the seven institutes short-listed by the
Joshi Committee and then recommended by the Anandakrishnan Committee (both
MHRD-appointed) for transforming it to an IIT-type institution in the form of an
Indian Institutes of Engineering Science and Technology (IIEST). Anandakrishnan
committee chose five of those institutes and put BESU at the top, while putting IT-
BHU in the second place for the transformation.
Your Cabinet, in its meeting held on 12th October, 2010, approved the proposal of
the Ministry of Human Resources Development to take over Bengal Engineering
and Science University (BESU), Shibpur after its transformation to Indian Institute
of Engineering Science and Technology (IIEST), Shibpur with an announcement of
five years’ expenditure plan for non–recurring and recurring expenses.
After a long delay, on March 4, 2013, The National Institutes of Technology,
Science Education and Research (NITSER) Amendment Bill, 2013 (No. 30 of
2013), through which the transformation of BESU, Shibpur into IIEST, Shibpur has
been proposed, was introduced in the Lok Sabha. In spite of being listed for
consideration on several occasions during the budget session, the bill,
unfortunately, was not taken up for discussion and approval, while BHU has
already been transformed to an IIT in 2012.
We found out from the official website of Lok Sabha & Rajya Sabha that Hon’ble
Speaker referred the Bill to the HRD Standing Committee on 17th May 2013
despite unanimous support for the Bill. The aforesaid Standing Committee had
been asked to examine the Bill and report within a period of three months i.e. by
16th August. Although, the schedule slipped due to the resignation of previous
chairman, we now understand that the HRD Standing Committee will be meeting
on 17th of September under the new Chairman, Shri Birender Singh.
We believe it has been quite unfair to BESU (the top choice of the Anandakrishnan
Committee) in unnecessarily dragging its transformation from the beginning of the
Eleventh Plan i.e. 2007-08 while BHU, the second choice, has been transformed to
an IIT some time back. To bring attention to this injustice, faculty and students of
this institution have again started to publicize its cause.
Under these circumstances, we request your kind attention and active support in
getting the NITSER Amendment bill passed in the Winter Session of the
Parliament so that BESU gets its long-deserved status of an IIEST. This
transformation is urgently needed not only for retaining the meaningful existence of
this institution but also to train students in engineering research and teaching to
meet India’s growing demand in the 21st century as envisaged by the
Anandakrishnan Commission. We request you to take necessary steps to get
(NITSER) Amendment Bill, 2013 (No. 30 of 2013) passed in the coming session
and remedy the injustice done to our institute. We are depending on you.

has a great heritage and alumni of this institution have been contributing to the
field of engineering successfully. It has been a premier enginerring institute of
India. Central Govt. has declared long back in 2010 to give it the status of a
Central Govt. institute (Institute of National Importance). But due to the delay,
institute is suffering from fund crunch.
Ayan Ghosh Calcutta, India 2013-08-19 The apathy and neglect with which the Government of India has been treating
BESU for the past 10 years is quite appalling. In fact we were in college when
this entire movement began and I guess its not a surprise why the plight of
higher education in India has been in tatters. As somebody pointed out, BESU
has been the framework for many IIT's with many of our alumni working as
faculties and in the administration of these IIT's. I would go ahead and say that
BESU boasts of a brand and quality comparable to the seven older IIT's and
unmatchable to the new IIT's. I don't understand the point of running ad
campaigns for opening up new IIT's while treating great institutions like BESU
(which can easily be upgraded to an IIT) with mockery and contempt. After all
GOI should realize that, even after being converted to an IIEST (as these
would be relatively unbranded), a lot would have to be done in branding them
at par with the IIT's, NIT's and IISER's, and if the first step itself takes so long,
the pertinent question to be asked from the GOI is, what can we expect in the
long run. Would request the supporters of the movement to build on the
requisite administrative pressures to get this bill out of the standing committee,
pass it through the ordinance route and pass it in the parliament in the winter
session probably, if not now. I know its easier said than done and everything
that's possible is being done. Lastly would like to add that, am really thankful to
all my teachers of BESUTA, students and alumni who are taking this campaign
forward and have been directly been associated with the movement. Cheers,

the premier institutes. Not only that, comparing with other academic
excellences across the country, till date BESU's per capita product is definitely
at the top (Though during the stay @besu, I learnt not to compare.... I am
begging pardon to my professors).
I believe, India doesn't have proper post-graduate schools other than few like
IISc, TIFR, maybe three-four IITs can be included. BESU was a pioneer in
graduate studies in engineering in India. No idea, how this institute suffered
from funding. One center of excellence cannot be built by depriving an
established one. I think, our government thinks that the value of the institute
depreciates as it grows old. It is also possible, they don't believe in evolution
theory. Anyway, my points are:
1.This institute journyed a long way and handeled many situations very smartly.
Even knows how to run a system with lowest co-operation of the goverment
(never lowering quality). I think institute evolved in a right direction (Though I
have no idea what our education-managers think....). And BESU deserves to
recieve more funding and right status.
2. BESU has immense potential to enrich post-graduate education of the
country and become world leader in tecnology. For that our government needs
to be positive enough towards conversion of BESU to IIEST.
