P1. Developing a strategic context and perspective.

Learning Outcomes. On completion of this module the learner will be able to;

1.Analyse and assess the strategic context, the drivers, and the authorising environment for policymaking. 2.Understand how to build and manage political and stakeholder relationships. 3.Critically assess the rationale for government intervention, based on reliable evidence and assessment of potential impact.

P2. Developing a policy intervention that works

Learning Outcomes. On completion of this module the learner will be able to;

1.Strategically assess a policy proposal, including evaluation requirements.2.Scope, develop and critically appraise policy proposals and options, including through formal consultation.3.Critically review and finalise proposals, taking full account of consultation outcomes and delivery implications.

Learning Outcomes. On completion of this module the learner will be able to;

1. Plan and organise the transition from approval to implementation of a policy intervention. 2. Scope and develop an Implementation Plan for the delivery of the policy intervention.3. Implement the policy intervention.

Learning Outcomes. On completion of this module the learner will be able to;

1. Critically review the performance and impact of the policy.2. Uphold the current policy position. 3. Manage the delivery and performance of the policy, including change and improvement.

P5. Evaluating policy interventions.

Learning Outcomes.On completion of this module the learner will be able to;

1. Analyse and assess policy evaluation requirements and devise a meaningful and effective policy evaluation framework.2. Define and establish appropriate evaluation criteria and a supporting evidence base.3. Devise a policy evaluation plan.
