Speakers’ Guide

Pauline Caumont is the current Executive Secretary of the Atlantic Arc Commission of the Conference of Peripheral Maritime Regions (CPMR), and has held this position since 2011. In this capacity, she is responsible for the coordination of a network of 18 European Regions on the Atlantic coast of mainland

Portugal, Spain, France, the United Kingdom and Ireland. In addition to the preparation and enhancement of technical and political documents concerning the issues common to the Atlantic Regions her job is to defend the involvement and role of the Regions in the preparation and implementation of the European Atlantic Maritime Strategy.

Pauline Caumont is also in charge of the “Macro-Regions” Task Force within the CPMR General Secretariat.

She has also been a part of the representation of Midi-Pyrénées Region in Brussels as Policy Officer for agriculture, cooperation and transport. Ms Caumont then became Acting Director of the Representation of Haute-Normandie in Brussels before joining the CPMR.

Pauline Caumont graduated with a MA in “European Affairs”, obtained in 2009. She also holds a MA in Research in the History of International Relations and an English Degree, obtained at the University of Paris-Sorbonne in 2008 and 2007.

Miguel Correia joined Portos dos Açores in 2013. Portos dos Açores manages all the main seaports and marinas in the Azores. It is a partner in the Costa Project and an Implementing body in the Atlantic, as well as a collaborating member of RETE.

Prior to his nomination, Miguel Correia served as Secretary of Health to the Government of the Azores from 2008 to 2012. Before public service, he held several positions, as executive, within private companies linked to building, real estate and publishing.

Miguel Correia is a graduate of Universidade Nova de Lisboa, with a degree in Economics and he has been a member of the Portuguese Economists Professional Order since 1996.

Patrick Daly is the founder and Managing Director of Alba Consulting and a director of the Irish Exporters Association (IEA). Patrick works with many of the top companies in manufacturing, distribution and logistics services in Europe, Asia and the Americas helping them to achieve dramatic

improvements in their logistics capabilities and performance.

Patrick is an accomplished consultant, speaker and author and has been active in the logistics sector for 25 years. Patrick is married with two children and lives in Dublin, Ireland. He is a fluent speaker of Spanish having lived in Spain for 10 years. He is a great fan of learning foreign languages and has tried his hand at French, Italian, German, Portuguese, Arabic and Mandarin. Patrick is an active sportsman and completed the Dublin marathon in 2011 and regularly plays both rugby and soccer.

Miguel Diaz Abella is Managing Director at ZALIA (Zona de Actividades Logisticas e Industriales de Asturias – Zone for the logistical and Industrial Activities in Asturias). Before that, he was Marketing Director at SEDES during 17 years. He has many years of experience in advising and consulting for emerging

businesses.

Miguel Diaz Abella holds a Master degree in Economic Sciences from the University of Besançon (France). He has pursued throughout his career additional courses, with a main focus in marketing and international business.

José Manuel Díaz Pérez was born in Oviedo, Asturias in Spain, the 3rd of June 1954. He is holder of the following academic and professional certifications: B.A. English Language and Literature, B.A. Roman Philology and Master Mariner, all the three by the University of Oviedo. After 13 years of sailing

as bridge officer in a variety of merchant vessels and after several jobs ashore (from yacht harbor master to University teacher), he joined the SASEMAR (National Agency for Maritime Safety and Rescue) in 1993 as MRCC/VTS operator in Barcelona port, shortly afterwards he moved to MRCC/VTS Gijón and finally to the Maritime Training Centre Jovellanos, as Head of VTS Area and responsible person for all the VTS training in the Centre. At the end of 2007 he was promoted to Training and certification programs manager and he is now responsible for all the training courses delivered at the Jovellanos Centre and for all projects.

Speakers’ Guide

Belen Fernández González is the Regional Minister for Infrastructures, Spatial Planning and Environment for the Principality of Asturias. She has over 20 years’ experience as a senior civil servant with responsibilities in various areas like Public Transports and Spatial Planning.

In 2003 she was appointed Deputy Minister of Environment and Spatial Planning and from July 2007, Minister of Environment and Rural Development in the Asturias Regional Government.

Lorena García Alonso is a Professor in the Department of Applied Economics of the University of Oviedo (Spain). The main subjects she teaches are Maritime Economics and International Trade.

She obtained her PhD in Applied Economics from the University of Oviedo in 2005, the related subject was Inter-port Competition in Spain. Since then she has presented numerous papers related to this topic in international conferences, and has also published several papers in international journals, such as Maritime Economics and Logistics, Maritime Policy and Management, Transport Reviews, Transportation Journal or International Journal of Shipping and Transport Logistics.

Lorena García Alonso is a member of the International Association of Maritime Economics (IAME), the Regional Science Association International (RSAI), the European Regional Science Association (ERSA), the Spanish Association of Regional Science (AECR) and the Economics Free Association (ALDE), the founding partner of the journal Regional Studies and the founding member of the researching group Regional Economic Analysis Laboratory (REGIOlab).

Mónica González Arenales is a mining Engineer from the University of Oviedo 1998. She is holder of the following academic and professional certifications: a National Award for degree completion 1997-1998 and a Master in Environment.

She has been the Director of Quality and Environment in the Port of Gijón since 2006. In 2005, she was responsible for the Environment in Arcelor. In 2000, she took on the responsibility for the Maintenance of the Energy Plant of Union Fenosa-Endesa.

Ms. González Arenales is also part of the Committee on the Development of the Guides to Good Environmental Practices of Puertos del Estado, a member of the Development Committee of the ROM 5.1 adaptation to the port area of the European Standards on Water Quality and the teaching staff in the Spanish program

“TrainForTrade” of UNCTAD, organization of the United Nations, (United Nations Conference for Trade and Development).

Denis Healy is a Manager in Engineering Services / Deputy Chief Executive with the Port Of Cork Company. He has been assigned with particular responsibility for Strategic Planning and is Project Manager for the implementation of the Port’s Strategic Development Plan to provide new Port Infrastructure to meet

changing trade and logistical demands. Denis Healy is also Project Director for the Port’s TEN-T project which was approved in the 2012 Annual Call.

Dr. Sönke Maatsch studied economics and political sciences in Bremen, New York, and Lille. He is a project manager at ISL’s Maritime Economics and Transport department and has in this position dealt with numerous projects concerning port and hinterland traffic including forecasting. His current research focus is on

modelling container traffic flows.

Charles Nicol is 55 years old and has been the General Secretary of the CAAC for nearly three years. He is in charge of international relations for the territory of Saint-Nazaire, first port of the French Atlantic coast. Within the CAAC, he hosted a special working group on the strategy of port cities.

Charles Nicol also worked as an historian in charge of the animation and communication at the Saint-Nazaire Ecomuseum. He has previously worked in staff of a town hall in Paris as the head manager of the mayor cabinet.

Speakers’ Guide

Carmen Moriyon was born in Gijón in 1966.

Licentiate as a Doctor in medicine, in 1990 she has risen up to become a national reference in breast cancer fighting. She managed the Breast Cancer local hospital unit until 2011. She decided to turn her life around leading a new

political party, called FORO ASTURIAS and she reached the highest local range, Gijón Mayor. Carmen Moriyon has established a new way of making politics, solving the citizen troubles with simplicity and honesty.

Presently she will celebrate the third anniversary in front of the city council.

Sofia Papantoniadou has over 20 year’s professional experience. For the last 10 years, she has been working for the EU institutions in different areas. For the last five years she has worked as a Project Manager in the area of Trans-European Networks (INEA -Innovation and Networks Executive Agency ex TEN-T EA)

focusing on Motorways of the Sea, Ports and Multimodality.

As a lawyer, holding a MA in EU law, Sofia Papantoniadou has been member of Thessaloniki Bar Association since 1994. From 1995-2004 she worked as a researcher at the Centre of International and European Economic Law where she focused on European Law, State aids and development of EU projects.

Denis Plane is a senior adviser at the Société Nationale de Secours en Mer, the French institution in charge of rescuing people at sea by means of lifeboats.

He graduated in 1971 in naval engineering, and spent 25 years in technical services of the

ministry of defense: research on electronic equipments, software development, system integration on board of major units of the Navy. Within procurement directorate of the ministry of defense he headed the departments of naval engineering and of strategic technical policy. In 2000 he was designated director in charge of major programmes management, contracts, finance, quality control and operational support. He then spent six years as a senior auditor of the MoD in industrial policy. He retired as a major general (armament corps) and gives lectures on system engineering, programme management and economics.

Isaac Pola Alonso is a Senior Mining Engineer at the University of Oviedo in Spain. He has a MA of Superior Mechanical Design, a Master of Business Audit and Management and Business Administration (MBA) from the Polytechnic University of Madrid. He also has additional training in energy management systems, quality

management systems, environmental management systems, and Project Management.

Isaac Pola Alonso has been the General Director of Mining and Energy of the Government of the Principality of Asturias since 2007. Prior to that, he was Director of Infrastructure Industrial Area at the Economic Development Institute of the Principality of Asturias.

From 1992 to 2005, M. Alonso was a Technical Advisor for Infrastructure Industrial Areas, Incentives and Innovation, and Business Projects at the Economic Development Institute of the Principality of Asturias. Between 1990 and 1992, he was Associate Professor of Applied Mathematics at the University of Oviedo.

François Potier is R&D Manager at SA B.A.I - Brittany Ferries. He is In charge of development project studies, market intelligence, European projects, relations with port operators and institutional organizations. He also is the Company representative for BP2S, the French Short Sea and Intermodality Promotion Center. He holds the following academic and

professional certifications: a Master of Economy in International Transport from the University of Paris I (Pantheon-Sorbonne) and a Merchant Navy Master License (unlimited).

François Potier has had previous experience in the transport sector for the Logistic department – Saint-Gobain / Paris, as a forwarding agent (TPI / Paris) and as a Chief officer on Container ships. He has cooperated with European bodies such as Marco Polo “GULFSTREAM.MOS” (Motorways of the sea project – 2010 call) (Person in charge) and TEN-T 2012 “SEAGAS” Motorways Of the Sea project (Coordinator).

Eugenio Quintieri is a Policy Advisor at ESPO, the European Sea Ports Organisation. Eugenio has a BA and an MSc in Political Science from the University of Calabria (Venice) and a MA in European Interdisciplinary Studies from the College of Europe (Warsaw). Before joining ESPO, he had a short-term work experience at

the European Commission in the Directorat-General Transports & Mobility (Unit B3 – Ports and Inland Navigation).

María José Rodríguez Carbajal was born in 1966 in Asturias, Spain. She holds a Law Degree and Postgraduate Courses on Public Law and Busines Management at Oviedo University. She is European Affairs Coordinator for the Regional Government of Asturias in Brussels. She worked as an Expert for the

OECD on the project entitled “Promoting Growth in all regions” (2011), was Coordinator of the 3rd European Maritime Day in Gijón, Asturias (2010), and Technical coordinator of the Atlantic Arc Commission (2006-2008). She also was Project manager for the Asturias Integrated Maritime Strategy (2007). From 2007 to 2011 she was appointed Head of Department for European Affairs and previously worked as European Union Adviser for the Public Administration of Asturias in Oviedo and in Brussels (1999-2007). Prior to that, she was Legal and Economic Adviser on entrepreneurship and companies, Economy Minister of the Asturias Regional Administration (1991-1999).

Juan José Ronco Zapatero was born in 1959 in Zaragoza, Spain. He holds a degree in International and Monetary Economics from the Catholic University of Louvain (KU Leuven), Belgium. He is Policy Officer at the European Commission, Directorate General Maritime Affairs and Fisheries. His main responsibilities

are in Integrated Maritime Policy (Atlantic and Outermost Regions). Prior to that, he was with the Directorate General Education and Culture (1994-1998), and Research and Technology (1992-1993). He has also worked in the private sector, with UNISYS Belgium and with S.W.I.F.T., the worldwide banking network.
