    Phn tch h thng mi tr ng l m t mn h c m i, xut pht t nhu c u im i ph ng php gi ng dy ngnh mi tr ng ca nhiu tr ng i hc trn th gi i.Theo xu h ng m i, cn trang b cho ng i hc ph ng php lu n, ph ng php vcng c thay v ch trang b kin thc.

    Cc v n mi tr ng ngy nay bi n i theo qu trnh pht tri n kinh t , snxut v do chnh ho t ng ca con ng i gy ra: nhi m do s n xu t cng nghi p,do cht thi sinh ho t, y t . . . ch khng d ng li cc nhi u lon thin nhin nh bo, lt li, hn hn, m a . . . . . Nh ng vn mi tr ng pht sinh ngy nay ch

Phntch hiu h thng, ci tin n ho c thit k h thng m i nhm lm cho cc h thng ho t ng hu hiu phc v l i ch c a con ng i. Phn tch h thng mitr ng l s vn dng t duy h thng vo l nh vc mi tr ng ti nguyn.

    Mn h c Phn tch h thng mi tr ng c khoa mi tr ng tr ng HBch Khoa HQG-HCM a vo gi ng dy trong ch ng trnh o to k s k thutmi tr ng v qu n l mi tr ng t nm 1999 v trong cc ch ng trnh o to caohc Qun l Mi tr ng ca cc c s o to thuc i hc Quc Gia Tp H ChMinh.     1. KHI NIM V PHN TCH H THNG MI TRNG(ENVIRONMENTAL SYSTEM ANALYSIS = ESA)

    Nhng vn mi tr ng ngy nay khng gi ng nh ng vn t ra giath k th 19, lc m cc nh khoa h c cn ang nghin c u v sinh thi h c, nghincu cc h sinh thi t nhin, m i quan h gia cc qu n th sinh v t (ng thc vt =sinh) v i mi tr ng sng ca chng (mi tr ng sinh - a l-ha = thi).

    Cc v n mi tr ng ngy nay bi n i theo qu trnh pht tri n kinh t , snxut v do chnh ho t ng ca con ng i gy ra: nhi m do s n xu t cng nghi p,do cht thi cng nghi p, sinh ho t, y t. . . ch khng d ng li cc nhi u lon thinnhin nh lt li, hn hn, m a . . . . . Nh ng vn mi tr ng pht sinh ngy naych y u xu t pht t hot ng ca con ng i ngh a l do m i quan h t ng tc

    V vy, nhn thc v qu n l nh m pht tri n bn vng, tm ra nguyn nhngy nhi m ngn chn, nm vng m i quan h t ng tc gia cc thnh ph ntrong h thng, cn thit phi tip cn cc v n mi tr ng (qui ho ch, qu n l, d bo, kh c phc, ng n nga. . .) theo ph ng php lu n ca khoa h c h thng (systemscience), th c hin phn tch cc h thng mi tr ng (ESA).

    su s c c tnh h th ng v nh ng ho t ng c a con ng i tc ng n mi tr ngt nhin , t a ra c cc gi i php h u hiu nh m ng n chn cc nguy c lmsuy thoi mi tr ng t nhin, ng th i lm cho x h i ngy cng pht tri n theoh ng bn vng.

    Khoa h c h thng, iu khin hc c pht tri n t cui th k 19 v ctc dng rt l n lao trong qu trnh pht tri n cc ngnh khoa h c, c bit l khoa h ctruyn thng, my tnh, y khoa, sinh h c v qu n l kinh t .

    Ngy nay, phn tch h thng (system analysis) l m t trong nh ng mn h c c s ca hu ht cc ngnh h c. N trang b cho ng i hc t duy h thng gii quytnhng vn ring c a tng ngnh m i t ng nghin c u l cc h thng. Phn

    tch hi u h th ng, c i ti n n ho c thi t k h th ng m i nh m lm cho cc h th ng ho t ng h u hi u ph c v l i ch c a con ng i. Phn tch h thng mitr ng l s vn dng t duy h thng vo l nh vc mi tr ng ti nguyn. tip thu, ng i hc phi hc theo cch hi u v p d ng vo cc i t ng nghincu khc nhau, khng thu c lng. M c tiu chnh c a mn h c l:

    (1) Trang b cc khi ni m (concepts) v nguyn l (principles) nh n thc cc lo ih thng mi tr ng, vn dng vo th c tin ngnh ngh cng nh cuc sng i th ng cc khi ni m v nguyn l s gip ng i hc trang b t duy vph ng php lu n h thng.

    (2) Rn luy n cho ng i hc 6 k nng h c tp: m rng kin thc bng cch tmkim trn internet cc bi vi t, bo co minh h a cc v n t ra ca mnhc, hiu bit khi ni m, nguyn l, bi t p d ng vo th c tin, bit phn tch,tng h p v nh gi ng dng trong ngnh mi tr ng.

    (3) Thc hnh cc cng c phn tch h thng tng qut v phn tch h thng mitr ng nh: Phn tch SWOT, Phn tch nguyn nhn h qu, nh gi tcng mi tr ng (EIA = Envieonmental Impacts Assessment); nh gi vng i sn phm (LCA = Life cycle Assessment); Phn tch lu ng vt cht(Material Flow analysis = MFA hay SFA = Substance Flow analysis); nh giri ro mi tr ng (Environmental Risk Assessment = ERA), phn tch a tiuch (Multi Criteria Analysis)..; p d ng vo cc tr ng h p nghin c u (casestudy) thch h p v nhm c ng c nhn thc v t duy h thng trong l nh vcmi tr ng.

    1.1. L nh vc nghin cu ca phn tch h thng mi trng

    Trn c s nhn nh n h sinh thi th theo quan im tch h p (bao g m h t nhin, h k thut cng ngh v h x hi), cc nghin c u trong phn tch h thngmi tr ng lin quan n cc l nh vc:

    ESA t trng tm vo vi c pht tri n, s dng v nh gi cc ph ng phpv cng c dng trong vi c nh gi cc tc ng mi tr ng c a cc h

    th ng k thu t . Nghin c u vai tr c a cc ph ng php ny trong vi c ra quy t nh, qu n

    l v giao ti p . Nghin c u cc m i quan h gi a cc cng c khc nhau (s khc bi t, t ng

    t, cc b d kin chia x , lung thng tin gi a cc cng c ..).Hin nay, nh gi vng i (LCA) v cc cng c lin quan, cc ch s b n v ng , nh gi cng ngh mi tr ng v nh gi mi tr ng c a t ch c cc ph ngphp c nghin c u.

    Cc l nh vc nghin c u c th m t trong hnh 1.1 v 1.2, cc v d v cngc c dng, (h p gia) v cc v d v cc d n ch dn vai tr c a chng trongqun l v ra quy t nh. Trong h p th ba, cc l nh vc cng ngh khc nhau, trong, cc nghin c u in hnh c thc hin c lit k ra.

    Cc ph ng php v cng c v s dng chng l tiu im chnh trong nghincu. Ap d ng chng trong m t phm vi r ng cc l nh v c cng ngh s tng kh nngp dng chung. rng trong cc l nh vc cng ngh bao trm ku g i s h p tcv i chuyn gia cng ngh trong nhi u l nh vc khc nhau c ng nh huy ng n ng lctrong nhm t cc l nh vc khc nhau.

    1) Nghin c u pht tri n ph ng php lu n ca nh gi vng i sn phm(LCA), s dng LCA trong cc ngnh cng nghi p khc nhau v nghin c u cc inhnh (case study) nh m xc nh s ri ro ca tc ng mi tr ng gy ra b i sn xut,tiu th sn phm, kim sot cc lu ng n ng l ng v v t cht. Chin l c nghin c ubao gm:+ M rng ph m vi nghin c u cc cng c ESA, bao g m hai quan im:

    - Cng c nhn t bn trong ngh a l nh gi s pht tri n v s dng ccph ng php v cng c nh gi mi tr ng cho nhi u h thng k thut cngngh khc nhau t xy d ng, x h i th n cc h thng cung c p nngl ng. . .

    - Cng c nhn t bn ngoi ngh a l cc cng c v ph ng php mi tr ng c dng trong vi c ra quy t nh v h c tp b i cc thnh ph n khc nhautrong x h i.

    Th hin hai quan im trong cc h ng nghin c u c th nh sau:+ nh gi cng ngh mi tr ng.( Environmental Technology Assessment)+ Nghin c u cc ch th bn vng Sustainability Indicators v cc h thng thngtin v s bn vng (sustainability information systems)+ Cc h thng thng tin mi tr ng ( Environmental Information Systems)+ Ph ng php lu n nh gi chu trnh s n phm LCA (LCA methodology) , c bit li v i cc ch t c vn cha c nghin c u.+ nh gi mi tr ng ca t chc (Environmental Assessment of Organising(EAO)) xem xt nh h ng ca t chc n tc ng mi tr ng.     ESA, chng bao g m cc l a chn k thut hay bao g m s biu th cc kh nngci thin trong m t h thng k thut.

    Cc nghin c u in hnh c ng gi mt vai tr trong pht tri n ph ng php lu n.Mt mt, s hnh thnh khi ni m v cc cng c c kho st trong cc nghincu in hnh. M t khc, cc kinh nghi m t cc nghin c u in hnh c th hnhthnh nh ng c s khi qut ha. V l do , ESA th c hin cc h ng nghincu p dng cc cng c h thng mi tr ng cho nhi u cng ngh khc nhau.

    1.3. V sao phi ng dng cch tip cn phn tch h thng trong ngnhmi trng

    Theo ngh a thng th ng, "mi tr ng l m t tp h p (aggregate) cc v t th (things), hon c nh (conditions) v nh h ng (influences) bao quanh m t i t ngno ". (The random House College dictionary - USA). Lu t Bo v Mi tr ng caVit nam, 1993 nh ngh a "Mi tr ng bao g m cc y u t t nhin v y u t vtcht nhn t o, quan h mt thit v i nhau, bao quanh con ng i, c nh h ng trctip t i i sng, sn xut, s tn ti v pht tri n ca con ng i v thin nhin"

    Theo cc nh ngh a trn, khoa h c v k thut v mi tr ng c lin quan n i t ng nghin c u l cc h sinh thi t n t i trn a cu. nhn thc nhng vn mi tr ng cn ph i t trong b i cnh phn tch h thng cc h sinh thi-nhnvn (h t nhin v h x hi), v c nh vy chng ta m i nhn thc y cc ph nt ca cc y u t mi tr ng, cc ph n t ca cc h sinh v t, s lin h v t ng tcnhau gi a chng, ng thi (s thay i) ca ton b h thng, t m i c th a racc gi i php iu khin, x l, qu n l cc h sinh thi m t cch ng n theoh ng bn vng, ph c v cho m c tiu pht tri n ca loi ng i.

    Bn c nh , vn mi tr ng ngy nay pht sinh ch yu do cc ho t ngsn xut kinh t k thut thng qua cc h thng sn xut v s pht tri n h thng xhi lm pht sinh ch t thi. V v y, vn mi tr ng khng cn h n ch trong h sinh thi t nhin m lin quan n h th ng ph c h p: k thu t x h i t nhin ,i hi cc gi i php lin ngnh. V th mun nhn thc v gi i quyt c hi u qu vn mi tr ng bt buc phi tip cn bng ph ng php lu n h thng.

    Thm vo , trong ngnh mi tr ng, ng i nghin c u ph i tip cn nhiu tintrnh v th c th d i dng cc h th ng ph c h p:

    Thit k cc ti n trnh x l nhi m (n c, khng kh, ch t thi rn) baogm nhi u cng on khng thu n nht nh l (nghi n, t. ..), ha (ha tan,kh. . .), sinh (s dng vi sinh), xy d ng cc h thng x l n c thi. ..

    Xy d ng cc h thng qun l mi tr ng trong m t doanh nghi p, nmtrong h thng qu n l doanh nghi p.

    Qun l mi tr ng vng, t nh thnh, qu n huy n, l cc h sinh thi th phc tp, nhi u thnh ph n khng thu n nht.

    Qun l cc khu b o tn thin nhin, cc khu du l ch sinh thi l cc h sinhthi ph c h p, khng thu n nht.

    2. PHN BIT CCH TIP CN PHN TCH C IN V CCHTIP CN PHN TCH H THNG2.1. Cc tip cn phn tch c in (analytic approach)

    Nghin c u HT b ng cch chia nh mt h thng thnh cc ph n t c bnnhm mc ch nghin c u chi ti t v nh n bi t cc ki u t ng tc hin hu giacc ph n t. Bng cch thay i mt bin s trong m t th i gian, ph ng php ny c gng rt ra cc quy lu t chung c th cho php ng i ta d bo tnh ch t ca h thngd i nhng iu kin khc nhau. c th d bo, p d ng cc quy lu t c ng tnh

    ch t ca cc ph n t c bn. l tr ng h p ca cc h thng thu n nh t, chngbao gm cc ph n t gi ng nhau v s t ng tc gi a chng v i nhau y u. Cc quylut thng k c p d ng cho php ng i ta nh n thc tp tnh c a cc ph c h pm ng khng c t chc.Cch ti p cn ny th ng p d ng trong cc l nh vc vt l, ha h c nh cc nghincu v c hc, cu to cc nguyn t , phn t , dung d ch. . .

    2.2. Cch tip cn phn tch h thng

    Cc quy lu t cng cc tnh ch t c bn khng p d ng c cho cc h thngphc h p cao, bao g m mt s l ng l n cc ph n t a dng, nhi u kiu, lin h v inhau b i s t ng tc m nh m.

    Cc h thng ny ph i c p d ng bng cc ph ng php m i ca cch ti pcn phn tch h thng. M c ch ca ph ng php m i l xem xt h thng trongtng th v ng thi ring c a n.

    Thng qua m ph ng, ng i ta c th ti hi n h thng v quan st trong th igian th c cc tc ng ca cc lo i t ng tc gi a cc ph n t ca n. S nghin c utp tnh ny theo th i gian xc nh cc quy lu t c th iu ch nh h thng hayh thng thi t k cc h thng khc.

    3.1. Cc kiu h thng tng qut
