Efekty ekologiczne –
ciepłownictwo geotermalne (Podhale)

• Redukcja emisji SO2 (Zakopane):
- średnie roczne stężenie - spadek o 60-70%
• Redukcja emisji CO2 (Podhale):
~ 33,5 tys. ton/2010 r. (sprzedaż ~350 TJ geo-ciepła)

- 1998/1999: launch of gas-fired plant- 2001/2002: 1st „geothermal” heating season in Zakopane
• Podhale: projekt c.o. w rozwoju (wykonany nowy otwór, pogłębienie jednego z chłonnych -> podłączenia nowych odbiorców). Ciepłownictwo – priorytet - budowa 2 nowych ośrodków rekreacyjnych
• Modernizacja, optymalizacja niektórych istniejących geotermalnych c.o. i ośrodków rekreacyjnych. Dalsze plany w tym zakresie (vide nast. slajdy)
• Kilka projektów ukierunkowanych na rekreację/balneoterapię
• Udział niektórych zespołów w projektach UE dot. energii geotermalnej: GEOCOM, 7 FP (ww.geothermalcommunities.eu), GEODH – Promote Geothermal District Heating, IEE (ww.geodh.eu), Life+
Geothermal heating systems:
Podhale R. (PEC Geotermia Podhalanska SA)*:
- Expansion of heating network,
- Expansion of heat generation area (drilling new injection well, installation of heat pumps to increase energy efficiency)
- Restoration and modernization of surface heating infrastructure * Planned investments possible with the involvement of external funds – subsides, loans)
Poddebice geothermal district heating plant:
- Extension of surface grid to supply more clients with geothermal heat
Pyrzyce geothermal district heating plant:
- Geothermal part: drilling new injection and production wells
- Surface part:- Extension of geoDH grid and connecting new clients (additional capacity for DH and warm water)- Replacement the housing estate DH network in one of the housing estates, construction of 0.8 MWth warm water supply network (both networks geothermally-heated)
Uniejów geothermal district heating plant:
- Reconstruction / rehabilitation of two injection wells
- Extension of balneorecreation centre, other geothermal water applications (eg. cosmetics)
Planowane inwestycje - ciepłownictwo geotermalne, in. dziedziny
(wg informacji z 2014 r.)
Investments planned – heating, some other (information gained in 2014)
Other possible investment projects, eg.:
Skierniewice Municipality:possible rehabilitation / stimulation of 2 deep wells. Design / apply efficient anti-corrosion and anti-scaling methods (wells planned to serve balneotherapeutical centre (heat, water) in new health resort (under organization) and, possibly, for greenhousing
Piotrków Trybunalski County : technical and feasibility studies and projects of geothermal heat / water
uses for recreation/healing treatment and heat uses (in hybrid systems with other RES)
Poręba Wlk (S-Poland): investments to construct surface facilities for geothermal recreation/spa center
Inne perspektywiczne projekty: m.in. Gorlice, Sękowa, Jaworze
Other activities proposed (among others):
- Comprehensive study conc. geothermal development in Polish cities (with existing DHs –heating, other uses) - such work suggested by PSG shall limit the risk and ease selection of the best projects for funding (several dozen of cities potentially prospective for geoDH and related uses)
one of most recent R+D project concepts including „geothermal element”
”Research and feasibility study „Perspective of groundwater's uses in regards to energetic recreational and curative potential in the central part of Morainic-Lacustrine Kaszubian Land in the municipality of Chmielno
(N-Poland)”

Geological & Mining Law (new, since 2012):
proper legal basis for geoDH development aimed to ease formal / administrative procedures:
• Transfer the licenses, permits and other procedures to regional administration level
• One-step licensing system (for exploitation drillings, for geothermal water exploitation)
• Limited number of fees (no license fee, no fee for geological information used for project purposes, no royalty for geothermal water exploitation, reduced fee for the use
of geological information in order to exploit geothermal water (up to 1% of its value to 31/12/2020, than 5%), no contract for mining operation
• Shortening the exploitation license procedures by reduction of the duties of cooperation with other bodies while issuing the decision on concession
(in some cases still long procedures (3-4 months in practise) to agree EIA report with local/regionalentities (incl. Regional Environment Inspection Agendas) before issuing environmental decision(attachment to application for issuing geothermal drilling/geoth. exploitation license)
Legislation – the positives
• No RES Law so far (Sep 2014): when introduced it will not facilitate geoDH deployment giving role for RES heat/cold (oriented for RES electricity, co-incineration, small installations)
• NREAP – minor role of geothermal heat by 2020
Economic / financial barriers (resulting from the lack of proper provisions in main legal acts):
• No public support for drillings (since 2012) – key elements of each geothermal project (geoDH in particular) (some support is available for surface infrastructure)
• No Geological / Drilling Risk Insurance Fund
(so far) No cohesive, stable, long-term legal / financial s y s t e m for local authorities /investors to develop geoDH
(heat supply in responsibilities of LAs having no sufficient own funds to start such projects)
(specially when coal/ gas are strong competitors, and coal-based heat prices do not contain externalities)
Good provisions of Geological & Mining Law are not able to work alone!
Legislation – the negatives
Stan w końcu 2011 r.:
