By Cindy Riley CEG CORRESPONDENT The British studio known worldwide for the James Bond franchise is coming to Georgia and building a full-service film studio complex dubbed “Pinewood Atlanta” — a completely funded facility for the production of movies, television, music and video games. Pinewood Shepperton PLC and River’s Rock LLC have joined forces to create the highly anticipated facility. “We began construction May 1 and work should be com- pleted by the first of January, in order to book productions for the 2014 filming season,” said Rick Halbert, general partner of ProMaker Development Group executive’s team. “ProMaker Development Group and Group VI Development are partners in a joint venture for this project. ProMaker Commercial Real Estate will be handling all the transactions such as real estate purchases and tenant leasing.” Phase one involves $30 million worth of construction. There will be five stages totaling 100,000 sq. ft. (9,290.3 sq m), with approximately 38,000 sq. ft. (3,530.3 sq m) of production offices and a 45,000 sq. ft. (4,180.6 sq m) workshop. In addi- tion phase one includes the purchase of an 86,000 sq. ft (7,989.7 sq m) newly built elementary school that will be retro- fitted for secondary education, additional production offices and a catering company. Additionally phase one of the purpose built studio project will feature 200,000 sq. ft. (18,580.6 sq m) in workshops and service provider space. Additional growth phases will include a vocational job skills training component that will produce a qualified workforce to fill the hundreds of new jobs that will be created at the studio. Bond-Famed Movie Studio Coming to Fayette County Brasfield & Gorrie, one of the nation’s largest privately held construction firms, opens the doors to its new office in Columbus, Ga. Although the firm has worked in the area for more than 20 years, this is its first office within the city’s limits. Brasfield & Gorrie expects the office to gen- erate work totaling up to $50 million in its first few years. “Throughout the past few years, Columbus has been a consistent source of economic development for the state of Georgia, and as we’ve continued to become more and more involved in work here, open- ing our own office just made sense. To be local, we truly needed to establish ourselves here with permanent residents and a perma- nent office,” said Keith Johnson, regional vice president of Brasfield & Gorrie. “As the city and surrounding areas continue to expe- rience population and job growth, we are hopeful the need for additional healthcare facilities, retail centers, apartments, office buildings, etc., will continue to grow as well, and we plan to be the local go-to firm for those types of projects.” Since 1986 the company has led construc- tion efforts on Columbus landmarks, includ- ing the Muscogee County School District Public Education Center and Columbus State University Student Recreation Center. The company is currently working on the Columbus Citizens Service Center and the Eagle & Phenix Mill Renovation. In addition to its construction work, the firm has been involved in several local organizations within the Columbus commu- nity. Brasfield & Gorrie is an active member of the Greater Columbus Georgia Chamber of Commerce, MidTown Inc., and Historic Columbus. Last year, a team built a play- house for Girls Inc., and employees fre- quently volunteer at local churches, coach little league baseball, and are active on school PTA boards. Phase two is being drafted with eight45,000 sq. ft. (4,180.6 sq m) office ware-houses totaling 360,000 sq. ft. (33445.1 sqm) for ancillary businesses such as rental,lighting and building materials.The Pinewood project is considered a

major victory for Georgia. AlthoughPinewood Studios has an office in LosAngeles, it opted for the southeast for its firstproduction facility. Officials from through-out the state are applauding the deal becauseit puts the city of Fayetteville in the interna-tional spotlight.Clearing and grading is currently taking

place at the site. Storm pipe and slab prepwork is under way. Crews must install theremaining storm drain, sewer lines and waterlines to complete the underground infra-structure.“We cleared the timber that was on site,

built retention ponds and we mass excavatedthe area where the first five building pads areto be constructed,” said Chris West, safetydirector of grading contractor BrentScarbrough & Company Inc. “We have alsostarted installing the storm drain infrastruc-ture for the project. “The land used to be farm land,” said

West. “The amount of top soil was massive,as farmers have tilled the land for decades.Our grading crew on site has moved 100,000yds. of dirt, and 100,000 yds. of dirt remainthat need to be moved on site. The rightequipment allows us to move the maximumamount of dirt in the shortest amount oftime, in order to meet the schedule and becost-effective.”“We are under a very strict schedule,” said

Halbert. “This project will go from ‘trees tokeys’ in seven months. Production usuallystarts the pre-production work early in theyear to enable filming in early spring. Thesebuildings will be 60 plus tilt-wall construc-tion. T&M Tilt will be the subcontractor, andwe feel very confident of their capabilities.These panels will weigh over 110,000 lbs.and will require a very specialized crane andexpert operators. These stages will carry atlease 70 percent of the construction compo-nents at least 55 ft. in the air with no interiorcolumns.”T&M Tilt is the first Georgia contractor to

specialize in tilt-up construction. Concretewalls are built quickly and economicallywithout the form work necessary for poured-in-place walls. During the two-step process,slabs of concrete are cast horizontally on thebuilding floor slab, or separate casting slab.After attaining proper strength, they are lift-ed by crane and set on prepared foundationsto form the exterior walls. “The average panel constructed today

probably weighs in the range of 80,000 to100,000 lbs.,” said Michael DeLoach, owner

of T&M Tilt. “The average height of a panelis probably between 40 to 45 ft. tall. Thesepanels will, for the most part, be in excess of50 ft. tall, and the tallest will be almost 72 ft.tall. The tallest single lift panel we have evererected is slightly over 76 ft. “The heaviest panel we have ever lifted

weighed over 200,000 pounds,” saidDeLoach. “Special cable and rigging isrequired because of the height. We will beusing TMC Cranes. All of their operators areCCL certified.”Halbert said the project will solidify the

state’s reputation as a premiere location formovie making. The “007” connection isonly one aspect.“Pinewood Studios has been in operation

for over 80 years and has filmed over 1,600productions,” said Halbert. “This projectwill be a game changer in the industry herein Georgia. It will result in the first purpose-build sound stages using the newest technol-ogy. All the present stages here are retro-fit-ted buildings, warehouses or older stages.” Equipment used on the project includes

four Volvo 35 ton off road trucks; four Cat621 F scrapers; two Komatsu D155 dozers;a Cat D6N dozer with GPS controls; aKomatsu PC600 excavator; a Volvo 460excavator; a Cat 345 excavator; a Cat 815compactor; a Cat 953 track loader; and awater truck.Phases two and three for the Pinewood

Atlanta film and entertainment complexconsist of an additional 600,000 sq. ft.(55,741.8 sq m) of stages over 70 acres ofadditional managed back lot space, addition-al office and warehouse space for productioncompanies and service providers, as well asthe educational component encompassing asmuch as 74 acres.Halbert said the project is also sensitive to

environmental issues.“This 288 acres has a considerable

amount of wetlands, buffers, setback and a

historical cemetery. Group VI has beenextremely careful in making sure this projectexceeds the attention necessary to make surenone of these conditions are compromised.”As for the economic impact, the direct

benefits of film production in Georgia cameto nearly $3 billion in 2012. It reportedlyboosted the bottom line of countless hotels,restaurants, hardware stores, lumber yardsand heavy equipment rentals. Historical Concepts LLC and Foley

Design Associates Architects, Inc. wereselected to design the project. The perimeterwill maintain the integrity of the character ofthe surrounding area using landscaping, out-door natural areas, maintaining naturalwooded areas and design elements such asfencing. Veterans Parkway and Sandy CreekRoad, a 10 ft. (3 m) wide multi-use path forpublic use was included in the landscapedesign. Within the secured set areas, the buildings

and surroundings will have the ability tochange facades in order to meet the produc-tion companies’ changing needs. The visualseclusion of the secured set area also pro-vides for the control of outside noises neces-sary for the productions. The sound stagesare constructed with soundproofing materi-als. “We’ve never seen the State of Georgia,

county governments and city governmentswork together as they have for this project,”said Bill Foley, managing partner of FoleyDesign Associates Architects. “From adream in February to already be in construc-tion is amazing.” Foley praised the educational aspect of

the new studios. A training ground forinterns and production crews in every aspectof the industry will be within walking dis-tance. “New job creation has already started,”

said Foley. “Local but nationally experi-enced team members are all involved with

the design and construction, which will mul-tiply over the next few months, then grow asproductions and services begin. The growthfor the local area and Georgia is projected tohave a billion dollar impact.”An independent economic study based on

Georgia Tech’s LOCI economic impactmodel shows as many as 3,400 jobs will becreated at Pinewood Atlanta, with Phase onecreating a direct financial impact of $10.4million to Fayette County. Depending onfinalization of future plans, the phase twoand three annual economic impact is fore-cast to be as much as $378 million per year.Ivan Dunleavy, CEO of Pinewood, said

the agreement was another step forward forthe Pinewood brand internationally. “This new studio will target U.S. produc-

tions. Georgia has excellent fiscal and taxcredit incentives, as well as a great crewbase. With River’s Rock, we have a wellresourced partner that is committed to build-ing a first class studio facility,” saidDunleavy. Studio developers building sound stages

are not eligible for the state’s tax credit pro-gram, but the production companies arequalified. Georgia provides a 20 percent taxcredit for companies that spend $500,000 ormore on production and post-production inthe state, either in a single production or onmultiple projects. River’s Rock LLC a locally based group

of private investors considers the construc-tion project a win-win prospect. “We are tremendously excited to be creat-

ing a world class studio in the state ofGeorgia and are looking forward to workingwith Pinewood in the many years to come.The Pinewood brand is so well recognized inthe global film industry, and together there isa great opportunity to build an excellentfacility that will attract the very best produc-ers,” said Jim Pace, managing partner ofRiver’s Rock LLC. The Fayette County Development

Authority (FCDA) was involved in the proj-ect early on. The FCDA, which globallymarkets Fayette County as a top location forbusiness, encourages investment and trade inthe county by working with local and region-al partners to bring advanced manufacturing,film and corporate headquarters to the area. “The team behind the project is an incred-

ible assemblage of designers, architects,engineers, developers, contractors and sub-contractors beautifully blended with local,state and national politicians from local com-missioners to the state capitol,” said Halbert.“It feels good to be back to work, smellingfresh dirt churning.”
