1 Working with City & Guilds 1.1 Walled Garden

City & Guilds walled garden is a secure online tool which has been developed to enable City & Guilds centres to carry out a range of day-to-day functions quickly and efficiently. To apply for an account, visit www.walledgarden.com, it is completely free of charge and if you have access to the internet you can use the walled garden to:

register candidates submit dated / on demand entries submit candidate results schedule e-assessment tests transfer EDI files download results down load base data enquire about candidate registrations, examination entries and certification histories find out which qualifications your centre is approved to run order publications and merchandise query invoices view the City & Guilds catalogue of qualifications link to the Learning Aims Database (LAD) and the National database of Accredited

Qualifications (NDAQ) Please note that user accounts should not be shared with other people or colleagues. City & Guilds reserve the right to lock an account if it is used in this way. Other benefits include:

1 Working with City & Guilds 1.2 Electronic data interchange (EDI)

Centres can make registrations and entries, schedule e-assessment tests or submit results as an electronic data interchange (EDI) file, which can be sent to us via the walled garden. EDI files can be created from their Management Information System (MIS) electronically or using an excel form that has been developed to convert data into an EDI file. EDI files can be uploaded via the Data Services section on the walled garden. The major benefits to adopting EDI:

Quicker and more reliable than forms both online and offline Immediate validation and notification of any errors in the file you upload thus reducing delay Reduction in errors caused by double keying No more forms to fill in, less paper Data loaded via the walled garden is in the system the same day Less effort required in examinations office for file creation Data can be returned electronically and downloaded directly back into some MIS

For centres unable to use the walled garden or EDI to submit orders to City & Guilds we offer an alternative solution. The Electronic S Form and Electronic BB Form can be used to submit orders electronically to City & Guilds. These forms should be used only if the above alternative methods are not available. The advantages of using electronic forms over paper forms are:

No postal cost or delay Quicker and more reliable than paper, data is transferred electronically into our systems Reduction of errors caused by re-keying data from paper forms

Electronic S Form The electronic S Form can be used to submit registrations, block registrations, dated and results entries. Electronic BB Form The electronic BB form can be used to make block bookings for on demand qualifications (formerly single subject qualifications). 2 General Administration 2.1 Candidate enrolment numbers and unique learner numbers

(ULNs)

City & Guilds vocational qualifications vary in structure; this means that they may use different entry / registration procedures. General details of how to enter candidates are summarised in this document. Note: Not all steps will be required for all qualifications. Please refer to specific qualification details for information. Candidate enrolment number When candidate details (eg name, date of birth and sex) are supplied to City & Guilds for the first time, a unique candidate enrolment number will be issued. Centres can request this by putting ENR (enrolment number requested) in the enrolment number box on any form. This lifelong identification number should be quoted for all future activities with City & Guilds. Enrolment occurs only once for each candidate. The seven digit (three alpha, four numeric) enrolment number is the primary means by which City & Guilds stores records of achievement. If it is found that a candidate has two enrolment numbers please contact Customer Relations or your local office, in writing. Please note that candidate enrolment numbers cannot be given out to anyone over the telephone, unless the centre requests this information in writing or by email. Unique Learner Number (ULN) – UK centres only A Unique Learner Number (ULN) is a 10-digit identifier that will eventually enable any student over the age of 14 - in England, Northern Ireland and Wales - to build a lifelong record of their learning achievements. ULNs are issued and held by the Learner Registration Service (LRS) visit www.miap.gov.uk/lrs for more information. The ULN will compliment but not replace the City & Guilds enrolment number. It is not mandatory. 14-19 Diplomas Although a ULN is not mandatory to undertake a City & Guilds qualification, it is compulsory for candidates wishing to achieve a 14-19 Diploma. It is required by all the awarding bodies involved for the aggregation of any achievement that will contribute to a Diploma. As a CAB (Component Awarding Body) City & Guilds send Additional and Specialist Learning (ASL) achievement to the Diploma Aggregation Service (DAS). The DAS’s role is to manage each learner's record, notifying the relevant Diploma Awarding Body (DAB) when a learner has completed all the elements required for a full Diploma. The DAB can then issue the final Diploma certificate. Qualifications and Credit Framework (QCF) QCF achievements are aggregated in the central Learner Registration Service, allowing learners to complete units towards a qualification following rules of combinations. City & Guilds will automatically populate it with any QCF achievement if we have the correct ULN. Learners can view their record (LR) online and decide who else can see their record or parts of it. 2 General Administration 2.2 Registration

For the majority of qualifications, registration is required. Registration falls into two categories, named registrations, and on-demand registration. Registration (where required) should preferably be completed just after a candidate has commenced the course programme. Walled garden and EDI should be used as the primary method of submitting registration data, where walled garden is not available electronic forms should be used. Named registration To submit a named registration for a qualification you will require the following details for each candidate:

enrolment number unique learner number (if applicable) full name (candidate titles eg. Mr., Mrs., Lord etc., or post-nominal letters eg. BSc or Phd.

etc. are not allowed) date of birth gender

On-demand registration Some qualifications allow you to provide the candidates’ details at a later date. Where this applies, register unnamed candidates for a qualification. Examples of Forms are provided in Examination stationery and entry forms which can be found at www.cityandguilds.com/centreadmin in the form guidance section. Responsibility for registration/entry The approved centre has sole responsibility for the registration/entry of candidates and for the submission of fees. Instructions on registering candidates using walled garden, EDI or electronic forms can be found at www.cityandguilds.com/centreadmin in the candidate registration section. Cancellation of registration Registrations will not normally be deleted, or fees refunded, once registrations have been submitted. Please refer to Section 9.1 Refund of fees. A new student cannot replace an individual who has been registered and subsequently left the programme. Logbooks received on registration should be returned to City & Guilds if the registration is cancelled. Validity of registration The period that a qualification registration is valid is listed in the Catalogue (usually three years), provided the claim for certification is still within the certification end date for the qualification. When a candidate’s registration has expired the centre will need to re-register the candidate again using the same Enrolment Number – an extension to a candidate’s registration is no longer available.

2 General Administration 2.3 Entry deadlines

Dated Entries Dated entries for the specified processing period should be received before the 1st day of the previous month for paper forms and before 15.00 on the 7th day of the previous month for all Electronic methods of entry (walled garden, EDI and Electronic Forms. Walled garden entries are accepted up to 23.59. Paper Forms: A late entry is an entry that has been received by City & Guilds from the 1st of the previous month to the exam series, eg from 1 May for the June series. Electronic entry methods (WG/EDI/electronic forms) - a late entry is an entry that has been received by City & Guilds from the 8th of the previous month to the exam series, eg from 8 May for the June series. From this date entries will be considered late and therefore incur late fees. This fee will vary depending on method of transaction and the date the entry is made. Entries will not be accepted within the 14 calendar days prior to the exam date. On Demand Orders placed 14 full calendar days or less before the exam date will not be accepted (eg the 1st of the month for the 15th). e-assessment Candidates registered for a qualification where there is an e-assessment test will automatically be eligible for testing with our e-assessment platform. Tests (including re-sits) are scheduled directly on the Walled Garden and can be booked at least one hour after registrations made or within seven working days of receipt of electronic S Form (registration). For more details on e-assessment scheduling, please refer to our specific e-assessment platform documentation. International Entries For International locally managed centres please obtain late entry deadlines from your local branch, as they may be earlier than the deadlines above based on local sales processing times.

2 General Administration 2.4 Result submission

Centres wishing to enter candidate results for non-timetabled assessments, eg where results are supplied by the centre, must do so using walled garden, EDI or electronic Form S. Result entries must show qualification order code and assessment numbers with the mark or grade as appropriate. Instructions on submitting results using the walled garden, EDI or electronic forms can be found at www.cityandguilds.com/centreadmin Results Claimed in Error (RCE) after results and certificates are issued – all certificates and results must be returned to Customer Relations using the certificate results amendment pro-forma from our walled garden, so that they can be invalidated and amended where necessary.

2 General Administration 2.5 Qualification documentation

Order confirmation Orders submitted via the walled garden shopping basket and EDI upload will not receive paper order confirmations, instead these will be available online; all other entry methods will be acknowledged by paper order confirmations. Upon receipt please check entries carefully as you will be advised of any errors. Order rejection report City & Guilds make every effort to correct erroneous data, however where an order cannot be corrected the order will be rejected and a paper order rejection report will be produced. Order rejection reports are printed on yellow paper and will provide details of what has been rejected and why. Order rejection reports are sent to centres using Royal Mail for UK centres and DHL Mail for non-UK centres. Any queries should be directed to [email protected] email address. Results and certificates Certificates of unit credit, certificates, notification of candidate results and results lists are issued in accordance with the regulations of the qualification, and are all sent directly to the centre co-ordinator. International locally managed centres will receive the documentation via the local branch. Certification Certificates will only be issued for newly approved centres after the external verifier has made a satisfactory follow up visit and the visit report has been processed at City & Guilds. City & Guilds will not accept requests for certificates from the centre until the external verifier has conducted a satisfactory visit which includes the sampling of assessment evidence and the adherence to any recommendations made in the ‘Action Plan(s)’ at the time of approval. For full certification in NVQ and SVQ qualifications covered by the UK regulatory framework there must be at least a 10-week period between receipt of named registration and a claim for certification at City & Guilds. Certificates unclaimed by candidates should be retained by centres for a minimum of 12 months and can either be destroyed after that time or returned to City & Guilds for disposal.

2 General Administration 2.6 Late charges

For paper entries 1st to the 7th of the month prior to the exam month: £45 administration fee plus £10 per

assessment 8th of the month prior to the exam month up to 14 days before the exam date: £45

administration fee plus £20 per assessment (in addition to the normal entry fee). Please note that paper entries must be with us before 15:00 on the previous working day before the deadline date.

For walled garden, EDI files and electronic S Form 1st to the 7th of the month prior to the exam month: Free of Charge. 8th of the month to 14 days before Monday of exam week: £45 administration fee plus £10 per

assessment. Processing of Electronic Forms and EDI upload orders stop at 15:00 whilst walled garden entries stop at 11:59 on the previous working day before the deadline date.

International locally managed centres - late entry deadlines and fees may vary due to local sales processing, please check with your local branch. Entries will not be accepted within the 14 calendar days prior to the exam date; (applies to both On- Demand and Dated Entries) Additional candidates At our discretion, City & Guilds may permit a centre to add additional candidates to a pre-existing entry after the entry deadline for the assessment. In these circumstances City & Guilds cannot guarantee that the additional pre-printed stationery will arrive in time for the assessment. In this case, additional candidates should be added to the bottom of an existing invigilation certificate, using the space provided. For multiple choice assessments the candidates should use the special multiple choice answer sheet available from City & Guilds (labelled ‘Multiple Choice Answer Sheet (Additional)’). Full details of the assessment, your centre and the candidate must be entered on these forms. For examiner marked assessments candidates should use a standard answer booklet. Additional candidate fees – Dated Examinations/On Demand Candidates added to the Invigilation Certificate on the day of the examination without a valid entry: £45 administration fee plus £20 per assessment (in addition to the normal entry fee). Appeals against late entry invoice charges Centres who feel that they have been incorrectly charged late entry fees should make an appeal in writing or via email direct to Customer Relations, providing evidence or proof as to why they believe the late entry charges should be waived. Appeals are investigated and once a decision has been made centres are informed of the outcome. If an appeal is upheld then confirmation and a credit note will be provided.

2 General Administration 2.7 Fees invoices

Fees are payable in full on receipt of invoices. An invoice will be sent with the order confirmation and is due for settlement within 30 days. International locally managed centres will be invoiced via their local branch. Please liaise with your branch for terms and arrangements.

3 Examination Stationery 3.1 Generic documents

Individual candidate timetables (timetabled assessments) Timetables for dated entry assessments are sent to centres for distribution. The timetable is single page A4 size document printed on white paper. The centre number and name, candidate name and enrolment number are printed on the timetable. The timetable lists each assessment for which the candidate has been entered. Any approved alterations to timetable arrangements must be entered on the individual candidate timetable by the centre co-ordinator.

3 Examination Stationery 3.2 Dated examination documents (paper)

Candidate details are provided at the time of entry for dated examinations, all stationery will have examination and candidate details pre printed on them. Examples of forms are provided in Examination stationery and entry forms which can be found at www.cityandguilds.com/centreadmin in the form guidance section. Multiple choice exams Invigilation certificate (IC) The invigilation certificate is compiled of two copies, white and yellow. Candidates details will be pre printed on the IC, the centre must indicate for all candidates listed if they were present or absent for the examination. The yellow copy should be retained for centre records and the white copy returned to City & Guilds with the MAs used by candidates during the examination. Please also return any unused MAs. Multiple choice answer sheet (MA) Each candidate will receive a personalised MA; the MA is a single page A4 document. The examination details will also be printed on the MA and must not be altered. Examiner marked exams Invigilation certificate (IC) The invigilation certificate is made up of three copies for examiner marked exams, one white and two yellow. Candidates details will be pre printed on the IC, the centre must indicate for all candidates listed if they were present or absent for the examination. The white and first yellow copy should be returned with the completed candidate answer booklets to the address printed on the bottom right corner of the IC. The second yellow copy should be retained for centre records. Candidate answer booklet For examiner marked assessments each candidate will receive an answer booklet. These are not personalised and candidate details must be completed on the front cover. Pre-printed details on any examination stationery must not be altered. Otherwise there may be a delay in processing centre results.

On demand examinations do not require candidate details at the time of entry. Multiple choice exams Invigilation certificate (IC) The invigilation certificate is made up of two copies, white and yellow. You will receive one or more invigilation certificates pre-printed with details of the assessment and your centre. There will be space to enter candidate details for the number of candidates entered, alongside a set of boxes to mark them present for the assessment. At a minimum name, date of birth and sex are required for each candidate present for the exam. If the candidate has already been allocated a City & Guilds enrolment number, this must also be entered. The yellow copy should be retained for centre records and the white copy returned to City & Guilds with the MAs used by candidates during the examination. Please also return any unused MAs. Multiple choice answer sheet (MA) Each candidate will receive a multiple choice answer sheet pre-printed with details of the assessment and centre. The MA must be completed with the candidate’s details prior to the start of the exam. At a minimum name, date of birth and sex are required for each candidate present for the exam. If the candidate has already been allocated a City & Guilds enrolment number, this must also be entered. Examiner marked exams Invigilation certificate (IC) The invigilation certificate is made up of three copies, one white and two yellow. 5 Results Review 5.1 Appeals

An enquiry or an appeal against an exam result can be made by a centre using Form CENEX. A candidate can appeal directly using Form CANEX. The appeal form (CANEX or CENEX) should be addressed to: Appeals – Policy City & Guilds 1 Giltspur Street London EC1A 9DD Appeals must be made within 60 working days of the date of notification of the result. Results of assessments made by centres The procedure for making an appeal against decisions concerning certification where the qualification is centre assessed is detailed below. 1 Within seven days of completing the internal appeals procedure, the appeal should be made in

writing to the appropriate City & Guilds regional office. Appeals must be made within three months of the official receipt of results.

2 The reasons for opposing the decision should be outlined in the appeal letter. The appeal letter should also include: name and number of the centre name(s), enrolment number(s) and date(s) of birth of the candidate(s) qualification name and number

3 City & Guilds will appoint an independent external verifier to review the centre’s internal appeals process review the original assessment and internal verifiers’ records check on the latest verification report

Centres and candidates will be notified of the outcome in a report outlining the findings of the review and the candidate’s result. If the original decision is upheld, the centre will be charged for any visits made by the independent external verifier as part of the appeals process. If the original decision is reversed, no charge will be made for such visits. Note: results or grades for any of our qualifications cannot be given out to anyone over the telephone.

5 Results Review 5.2 Appeal fees For details of current fees please see Enquiries and Appeals – Policy and Procedures, which is currently available on our website. The following information is required when making an appeal using the form(s) available:

the name and number of the centre the name(s), enrolment number(s) and date(s) of birth of the candidate(s) the qualification name and assessment number the processing period or date of examination the candidate keycode (for online tests only) the centre installation ID (for online tests only) the reason for the appeal

Appeals must be made within 60 working days of the date of notification of the result.

6 Complaints

If you have a complaint or general feedback about one of our products or an aspect of our service, then we would like you to tell us. All complaints are monitored, so the information you provide will enable us to improve our service to you. We aim to acknowledge all complaints within two days of receipt and, wherever possible, to resolve them or to provide an action plan within 10 working days. City & Guilds will not process a complaint unless this procedure has been exhausted.

7 Access to Assessment For candidates who are eligible for adjustments in assessment, full details can be found in Access to Assessment and Qualifications, available from the City & Guilds website. The centre coordinator/local examinations officer must establish individual candidates' needs before starting a course and help the candidate choose the most appropriate qualification and options within it.

Evidence is necessary for all candidates and must be retained at the centre (in case of an audit) for one year after the examination.

All candidates needing access arrangements must be identified on dated entries and results submissions, using the category code appropriate to the special arrangement (a full list of the category codes can be found in the above publication).

Certain arrangements such as readers and scribes require permission from City & Guilds. Notice period may vary depending on your request, further details can be found in Access to

Assessment and Qualifications, available from the City & Guilds website.

8 Equality of opportunity in access to qualifications and assessment This document sets out the City & Guilds policy for ensuring equal opportunities in terms of access to qualifications and assessment. Commitment We support equal opportunities in education, training and employment and are committed to ensuring that anyone who wants to gain one of our qualifications or awards faces no unnecessary barriers in doing so. Particular characteristics For the purpose of this policy, we want to ensure we do not discriminate against learners because of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, sexual orientation and/or political opinion. Aims To meet our commitment we will:

• develop and offer qualifications and assessments that are based only on occupational, technical, professional or statutory requirements and do not unnecessarily discriminate against anyone on the basis of the particular characteristics mentioned in this policy.

• ensure equality principles are embedded in the development process and training of internal staff and consultants and will consult with relevant individuals and organisations to ensure there are no unnecessary barriers to our qualifications and awards.

• review all units, qualifications and assessments to ensure that they comply with our equality policy.

• facilitate access to assessment by having in place clear arrangements for making reasonable adjustments in relation to our qualifications and awards. These will reflect the needs of individual learners and ensure the assessment remains valid, reliable and consistent where adjustments are approved.

• ensure our centres are familiar with this policy and their own obligations to equality law.

• ensure our centres have their own equal opportunities policy that work together with ours, and that they have systems and procedures in place to implement policy effectively

• ensure our centres maintain an effective appeals and complaints procedure and tell candidates how to find and use this, and how or when to appeal or complain to City & Guilds.

Putting this policy into practice To put this policy into practice successfully we will:

• make it available to all staff, consultants and centres, and anyone who requests it, and publicise it clearly on our website

• organise development activities for all staff and consultants involved in the development and quality assurance of our qualifications and assessments

• refer explicitly to the aims of this policy when we develop and review our qualifications, awards and assessment guidance

• maintain a working party to monitor, review and improve the effectiveness of this policy on a regular basis.

9 Fees 9.1 Replacement certificates Replacement certificates requested within the first three months of a certificate being awarded are free if requested by the centre; all requests should be directed to our Customer Relations team or for International via your local branch office. After three months all requests will be subject to a charge via our Archive Services. Visit the website to place your application on-line or email it, with payment details, to ASapplication@cityandguilds,com Replacement certificates for City & Guilds qualifications fees are £34. Information required for searching our records:-

• Centre number and name

• Candidate name and date of birth

• Qualification title and programme number, if known

• Year and month of qualification For more information about replacement certificates over three months old please see our website, www.cityandguilds.com/replacement Late Entry City & Guilds reserves the right to charge an additional fee for entries received after the published closing date. Late entry fees vary depending on timing and method of entry but are detailed above. City & Guilds reserves the right to raise an administration charge under special circumstances. The fee for provision of unscheduled question papers is £500.00 per paper.

9 Fees 9.2 Refund of fees Dated examination fees due to City & Guilds will be refunded before or after an examination has taken place only when the candidate:

is prevented by accident or illness from taking an examination (medical certificate required) dies before the examination in HM Forces is prevented by the exigencies of the service from taking an examination is moved at short notice from one HM Prison to another

Applications for the refund of fees must be made by the City & Guilds centre co-ordinator (local examinations officer) and must be accompanied by a medical certificate of incapacity to take an assessment in the case of accident or illness. Applications must be received by City & Guilds within one calendar month of the date of the examination. Registration/Certification fees will only be refunded where they have been incurred as a result of a clerical error on behalf of City & Guilds. Applications for a refund must be received by City & Guilds within one calendar month of the date of the Order Confirmation. Logbooks received on registrations should be returned under these circumstances. Consideration to cancel and refund registration fees may be given to requests where registrations have been made incorrectly on a different level or qualification. For approved refunds City & Guilds will issue a credit note direct to the centre and not to the candidate. The centre is therefore responsible for paying the refund to the candidate. The value of the credit note may be deducted by the centre from the next payment to City & Guilds.
