is ABSENT or a VACANCY exists-

Assistance in the Preparation of Ballot

A voter is not allowed to vote as illiterate or

disable UNLESS SUCH FACT IS INDICATED in

the EDCVL or VRR or when HIS DISABILITY ISAPPARENT.

The ASSISTOR shall prepare the ballot using aballot secrecy folder in the presence of the

illiterate or disabled person.

1. Set-up/arrange polling place in accordance,

when feasible, with lay-out in Annex “E”

2. Post copy of PCVL of each CLUSTERED

PRECINCT near or at door of polling place.

3. For precincts with PWDs whose polling place isnot on the ground floor but provided with an

accessible polling place, and detainee voters,

the BEI of said regular polling place shall:

a. annotate the PWDs’/DVs’ names in the

EDCVL with “PWD/DV”




b. affix his initial beside the annotation

c. enter in the minutes the number of

PWD/DV and the fact that their names were

annotated with “PWD/DV”

d. in the presence of the SBEI-PWD/DV

support staff, segregate the ballots allocated

for the PWD/DV, and insert the same in thefolder




e. place folder inside envelope, close and seal

envelope using paper seal. Envelope andpaper seal shall be provided by the SBEI-

PWD/SBEI-DV support staff

f. affix their initials on the paper seal

g. turn over envelope containing ballots to the

SBEI-PWD/SBEI-DV, as case may be




4. Show to public that

- PCOS BOX sealed

- BALLOT BOX empty then locked with 4

plastic seals

- package of OFFICIAL BALLOTS sealed andthen break the seals

5. Remove paper seal of PCOS box




6. Open PCOS box

7. Check inside PCOS box for following:

a. checklist of contents

b. PCOS machine

c. power cord

d. 13 rolls of thermal paper

e. 3 security PINs of BEI

f. 1 PIN for re-zeroing (remain inside box)

g. modem/BGAN, if any

h. 2 copies of the Minutes




NOTE:

at least one (1) modem in every polling

center, or one (1) BGAN in every polling place

without local telecommunications signal




8. Retrieve MINUTES

a. check if serial no. of seal used in PCOS

box is same on record in MINUTES

b. enter no. of ballots as indicated inpackage

c. and fact that PCOS box and

package of Ballots

were shown to public with seals intact




9. Retrieve PIN of BEIs and distribute accordingly.

note: re-zero PIN not used on Election Day

10. Retrieve PCOS from box.

11. Show to public that PRINTER COVER of PCOS

and memory card slots are sealed.




12. Place properly PCOS on top of ballot box.

13. Break plastic fixed length seal of printer cover

14. Open printer cover and BEI Chairman shalltake out the iButton security key.

15. Verify that thermal paper is properly installed

and then close printer cover.




16. Plug power adaptor to the electrical outlet and

connect the other end to the PCOS AC power

port.

17. Connect battery to PCOS power port (12VDC). If

there is no power press the RESET button

18. Wait until PCOS displays message “Please insert

security key for authentication”.




19. Chairman shall start the operation process of

the PCOS thru the iButton security key

20. The Operator (or certified IT-capable member of

the BEI) shall then perform the initialization of

the PCOS

21. Affix signatures and thumbprints on the

INITIALIZATION REPORT or zero report (includingreps of political parties, candidates or citizens

arm present)




22. Chairman shall place INITIALIZATION REPORTinside envelope (A18-A) for submission to

Election Officer after voting.

note: iButton security key shall be incustody of Chairman until closing of

voting.




The BEI, in coordination with the DepEdSupervisor, shall designate a room to be used as

holding area, when necessary. The holding area

will be used by the voters waiting for their turn to

vote. The voters shall sit/arrange themselves on afirst come first serve basis.

NOTE: Giving numbers to the voters to determine

their sequence of voting is strictly prohibited.

(CEF No. A15) for submission to the EO, and

belonging to the same

councilor district, where he

The CHAIRMAN OF THE

Chairman of his precinct.

1. RECORD in the Minutes the QUANTITY OF UNUSED

2. TEAR the unused ballots in half LENGTHWISE.

3. PLACE ½ of UNUSED BALLOTS in the envelope (A15),

and submit to the EO for safekeeping.

4. PLACE THE OTHER HALF in another envelope (A15),

and deposit it inside the compartment of the ballot box

for valid ballots.





1. At the end of voting period, the BEI chairmanshall proceed to the CLOSE the VOTING

Regional Board of Canvassers in the case of ARMM;

The Citizens’ Arm PPCRV;

Dominant majority party as determined by theCommission;

Dominant minority party as determined by the

Commission;

One copy shall be posted at the polling place

or counting center;

some documents or articles were not placedtherein --- deliver the same to the ELECTION
