tht Charles George Land Reclamation Trust Landfill Site (Charles George Sill)

2.0 BACKGROUND INFORMATION

The Charles George Site is a privately-owned, recently closed munir:ipal and

lnduatrial waste landfill located on approximately 63 teres In the southwtt1 corner

of tht town of Tyngsboro, Massachusetts and on 7 adjoining acru in the

neighboring town of Ounstablt. Tyngsboro. MuSichusetts Is loceted in

northeutern Musachusens In MlddltstK County. along the Messachusens-New

Htmpshlrt border. at 42.40' North latitude tnd 11•2s· West longitude. The sltt tnd

surrounding erea ere shown on Figure 2-1. which Is 1 portion of the U.S.G.S. 7.5'

The altt currently occupied by the 11ndfill hl!:f been used tor dlspoul of domestic

rttu" tinct 1955. when 1 privately-owned dump wa11 opened on the northw..t

portion of the existing landfill at the corner of Dunattble end Cummings Aotd.

Disposal of wuttl during this period inv ...tved open burning. After 1817. the site

wu u"d u 1 stnlttrv ltndfill. Tht landfill tccepttd anq disposed of chemical

waste between 1873 and 1875 under 1 hazardous Willi diapoul permtt from the ) Mtutchultttl DEOE Division of Wtttr Pollution Control. Thert Ia evidence that

b1rrel1 of chemicals are dlapoatd on alta. Former employees have lttttd thtt

blrrtll wert buried in 1 trtnch bttw..n two hills at 1t1e western end of the landfill.

Atrili photographs taken of the property In 1973 and 1875 show the preaence of

trenches in which such burltl would have b ..n pouiblt. The hlstorlcll photographs

do not show evidence of drums on site.

3.0 HAZARD EVALUATION

Two luchate collaction system pumping stations are located on site. These

stations consist of fenced areas w1th manholes inside for access. These treu will

be considered u a source of inhalation exposure in the event thet entrance Is

necessary. Entrance Into those areas is restricted 10 personnel .vurlng supplied air

respirators and appropriate dermel prollction 11 outlined In Section 8.0.

Onslte luchtte strums exist elong the toe of the lendflll. All conttct with this

source of contamlnetlon must be avoided through the use of proper sampling

technlqull and personel protective equipment. There Is also a large onslte pond

located In the nonheast corner of the site; this surface water should ba treated the

same u the leachltl ttreams.

Availtble antlytlcel data show surface waters on site and surface waters flowing

ott site near the Floute 3 culvert trea to be contaminated with metals u wall u

volatile organics. Arsanlc was found at tavels u high u 400 perts per billion (ppb)

while Iron, mangenua and aluminum wart also found above normal levels.

Organics including btnzana (2.510 ppb). toluene {4.040 ppb). and 1,2-trtns­

dlchloroathylane (1.680 ppb) wart tlso found In various sampling tasks at the

Charlts George Sill. Tha presence of these compounds warrants the use of

parsontl protective equipment during any umpllng task..

Because of the pruance of the tbova contaminants. the possibility ,,, 1 more

concentrlttd sample from subsurface mvestlgatlons a~~:ists. This is evidenced by

the datt on both shallow and deep wall samples. For e~~:ampla. acetone was

dtttcted at 70,000 ~o~ gll In the E&£ wells while mtthyl ethyl ketone was found at

110.000 ~o~g/1 In the landfill walls.

Also found on tht site art twelve gu vents installed during tht recent capping ol

the site. These vents should be considered a definite source of organic vapors tnd

a pottntitl problem from an inhalation point of view. Although monitoring using •

photo- Ionization dtttctor showed no organic vapors above background in tht aru

of the vents during the site reconnaissance, a recent air sampling task performed

by the Environmental Protection Agency's Environmtntel Strvicts Division did

show elevated ltvtls of v~rlous organic co mpounds within tht cuing of vent

number twtlvt The concentretlons found during this study are ldtntlfltd In

Ttblt &-1 .

Although only one compound (vinyl chloride 7 ppm) identified in tht elr 11mpllng

wu found In a concentration above the Occupational Safety tnd H111th

Adminiatration's (OSHA) Permlasible Exposure Level (PEL), the poasiblllty dOll

exist tor chengu In ambient elr contaminant levels In r11ponst to Wllthtr

) conditions. Blcaust of this poaslbillty, constant elr monitoring using a photo­

4.0 PERSONNEL HEALTH EXAMINATIONS

All personnel working on th e Charles George Site must have a cu rrent medica l

certlficlte. NUS employees are required to participate in the corporate medical

monitoring program in order to perform field act ivit ies . Subcontractors and NUS

employees not involved in the corporate med ical monitoring program are al so

required to obtlin from a phySIC ian a certificate of ability to perlorm thtlr

assigned tasks . Tht NUS medical cons ultants (Univers ity of Pittsburgh) will make

the final review of all NUS med ical records to determine If additional testing Is

requ ired.

NUS ....111 provide site background informttlon for the physician's u11. The

physician will 111 all re"uirtments lor physical condition of the worlcer'a with

reapect to their tblli ty to perlorm their assigned taalcs. The physician wilt also

dttermine the ability of the ind ivi dual to wear respiretory protection during the

pertormtnct of work. A copy of the medical certificate muat be 11nt to the

Project Manager for Inclusion In the project filii prior to commencing work.

anelyzers is required to auure that conditions do not change. In order to provide

edequate respiratory protection from orgtnlc vapors the following procedures will

be followed at the Chlrlts George Site.

chloride 0.5/ t . These ere the two worse cue compounds known to be

present on tht site from an inhalltlon stendpolnt. These tubes will be

Oecontamlnetion during the field investig1t1on will consist of 1 detergent and

water solution wash followed by 1 cl11n water rinse. This selection ot solution 11

J btlltviCI to be adequete for those chemicals known to be on thl site. In order tO

supply enough water for this operation, a 55·glllon drum capable of being used tor

clten wettr will have to be avlillblt during the field tasks.

All 11mpling equipment 1nd umple contllnen will be decontemlnated using the

umt type of solution. No umpl11 will be permitted put the hot lint until

completely decontemineted.

Any vehicles entering the r11tricted zone for the purpose of trensportlng sempling
