WHEREAS, Livingston County has a need for installation services for floor covering and supplies; and
WHEREAS, in accordance with the County’s Purchasing Policy, a formal bid process wasperformed and submitted proposals were evaluated; and
WHEREAS, Seeyle Group, Ltd. of Lansing, Michigan submitted a proposal to provide installation services for floor covering and supplies for the (3) three year term beginning January 1, 2017 to December 31, 2020 with the option for an additional (2) two- year renewal for a total contract period not to exceed five (5) years; and
WHEREAS, funding for same has been allocated and approved as part of the Facility Services budget.
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners hereby
authorizes entering into an Agreement with Seeyle Group, Ltd. for installation
services for floor covering and supplies for a three (3) year term commencing on
January 1, 2017 to December 31, 2020 with the option for an additional (2) two-year
renewal for a total contract period not to exceed five (5) years.
BE IT FURTHER RESOLVED that the Chairman of the Livingston County Board of
Commissioners is authorized to sign all forms, assurances, contracts/agreements and
future amendments for monetary and contract language adjustments related to the
above as prepared by Civil Counsel.

The Livingston County Facility Services Department is requesting Board of Commissioners’ approval to contract with Seelye Group, Ltd. to provide installation services for floor covering and supplies. The current contract for this service has expired.
Per the County Purchasing Policy, a competitive bid process was performed in which the bid was posted on the Michigan Inter-governmental Trade Network (MITN), the County Purchasing website, and an ad was placed in the local newspaper. One proposal was received from Seelye Group, Ltd.
The proposal from Seelye Group, Ltd. had a proposed labor rate increase of 22%; however, with negotiation, the revised pricing was reduced to a 5% increase. Previously, the vendor hadmaintained pricing from 2014 and did not request any increases throughout the duration of the previous contract.
Seelye Group, Ltd. has provided exemplary customer service, quality installation services and maintained installation schedules to assist in the timely completion of various County projects. As a result, we are requesting the attached resolution be approved which authorizes a contract with Seelye Group, Ltd. to provide installation services for floor covering and supplies for a period of three (3) years with the option to renew for one (1) additional two-year period.

WHEREAS, Resolution #2016-08-122 authorized a contract with the Michigan Department of Health
and Human Services (MDHHS) to partially reimburse the Livingston County Health
Department (LCHD) for various programs; and
WHEREAS, the Resolution required Board approval for any deletions or additions of programs; and
WHEREAS, LCHD has been approached by MDHHS to conduct mosquito surveillance activities in
response to Zika virus; and
WHEREAS, MDHHS will reimburse LCHD up to $10,000 for surveillance activities; and
WHEREAS, LCHD has past experience with mosquito surveillance and outreach in response to West
Nile Virus; and
WHEREAS, collaborative efforts with state agencies with respect to disease surveillance is one of the
Health Department’s core functions; and
WHEREAS, the funding for surveillance activities will cover the costs to providing the services;
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners hereby
authorizes LCHD participation in the Zika virus mosquito surveillance program from
MDHHS not to exceed $10,000 in 2017.

November 28, 2016 To: Health Officers, Environmental Health Directors, Michigan Local Health Departments From: Kimberly Signs, DVM, Zoonotic & Vectorborne Disease Epidemiologist Erik Foster, MS, Medical Entomologist Emerging and Zoonotic Infectious Disease (EZID) Section SUBJECT: New Opportunity for Funding; Comprehensive Agreement, New Program-Zika Virus Mosquito
Surveillance and Community Support A new opportunity is available for eligible local health departments through the Michigan Department of Health and Human Services Comprehensive Agreement with Michigan Local Health Departments (LHD) for a program titled “Zika Virus Mosquito Surveillance and Community Support.” These funds have been awarded to the MDHHS EZID Section through a competitive grant from the Centers for Disease Control and Prevention (CDC). The intent of this new program is to support development of a low-cost surveillance system geared toward identifying populations of Aedes species mosquitoes (Aedes aegypti and Aedes albopictus) that are capable of transmitting the Zika virus, and/or support community projects aimed at educating the public, reducing mosquito breeding, and/or supporting the development of local mosquito control. Currently, through limited surveillance in ten counties, Michigan has not detected any of these species. However, recent detections of Aedes albopictus and Aedes aegypti mosquitoes in the region raises questions of potential Zika vector survival in Michigan. Developing a systematic mosquito surveillance system amongst Michigan local health departments will help to better prepare communities if local mosquito-borne transmission risk is present. County eligibility for funding is determined first on geographic proximity to known or reported populations of Zika vectors. Based upon the currently known distribution of Zika virus vectors in the U.S., southern tier counties in Michigan may be the first to see the expansion of these species. There have also been recent reports of Zika vector species collections in Windsor, Ontario, Canada, and Chicago, IL, increasing the need for surveillance in southeastern and southwestern Lower Michigan. Secondly, the MDHHS is interested in surveillance for Aedes species vectors in counties with high concentration of migrant and seasonal farm workers (click for 2013 map) that may travel from Zika affected areas in Florida, South & Central America, Mexico, and the Caribbean. Based upon these two factors, a full list of eligible counties is listed in Appendix A. Funds available through this opportunity will support LHD staff time, equipment, and travel costs associated with mosquito surveillance. Additional funds will also be available for community projects such as breeding site elimination, scrap tire drives, educational campaigns, and targeted mosquito control efforts. It is anticipated that this funding will be available to eligible local health departments through mosquito season 2017 with an option to renew through mosquito season 2018. Information from this surveillance will be collated with national data to systematically map the distribution of Zika vectors by county. This information can then be utilized by participating local health departments and the MDHHS to conduct appropriate and timely intervention activities for its citizens if the species are discovered. A total of $20,000 ($10,000 surveillance/$10,000 community projects) will be allocated to the listed Michigan local health departments located in counties with potential risk for the introduction of Aedes species Zika vectors, and counties with historically high populations of migrant workers from areas with ongoing Zika transmission. The funds will be available through the Comprehensive Planning, Budgeting, and Contracting for Michigan Local Health Departments (CPBC) program for the period of March 1, 2017 to September 30, 2017, with an option to renew in 2018. Funds may be used according to the guidelines provided in Appendix A.

The Michigan Department of Health and Human Services (MDHHS) will provide: specialized mosquito traps (BG Sentinel 2 or Ovicups) to those health departments that need them, and a comprehensive training session in the Spring of 2017 for staff on mosquito sorting, identification, and trap operation and placement. To assure success of the program, the MDHHS will also provide GIS mapping support and face-to-face consultation and support to counties, as needed. Participating Health Departments will be required to submit weekly tables of project surveillance data to the MDHHS, and plan to utilize the information to target Zika prevention activities within their communities. Please submit a brief letter of intent if your health jurisdiction is interested in participating in Zika mosquito surveillance and/or Zika community support projects (see potential activities outlined in Appendix A). The letter of intent should include the following: Jurisdiction name, key points of contact (Health Officer, environmental health staff, financial officers), and whether jurisdiction intends to participate in mosquito surveillance, community support projects, or both. Special Requirements
BUDGET AND AGREEMENT REQUIREMENTS
This agreement is intended to support the development of a low cost surveillance system for the early detection of
Zika virus vectors at the community level, for the purpose of preventing potential local Zika virus transmission. This
information can be utilized by participating local health departments to notify its citizens of any local transmission risk
using education campaigns, and to potentially work with local municipalities to conduct mosquito population mitigation
activities such as drain management, scrap-tire campaigns, breeding site removal, larviciding, and adulticiding.
Requirements for participation in this program include providing for the placement of a minimum number of mosquito
traps, operating for at least two “trap nights” per week, identifying mosquitoes, and weekly reporting to MDHHS of
surveillance results ($10,000). Local health departments may also propose or develop community-level projects
aimed at reducing mosquito populations through scrap-tire drives and other “cleanup” campaigns, developing
targeted educational campaigns, or helping communities develop mosquito control programs ($10,000).

County eligibility is determined on geographic proximity to known or reported populations of Zika vectors, and
concentration of migrant and seasonal farm workers that may travel from Zika affected areas in Florida, South &

Each local health department as a sub-recipient of the Centers for Disease Control and Prevention (CDC)
Epidemiology and Laboratory Capacity Cooperative Agreement shall conduct activities for the purposes of Zika virus
vector surveillance among mosquito populations in their jurisdiction. For mosquito surveillance, funds may be used to
support personnel, to purchase equipment and supplies related to conducting mosquito surveillance in areas of
historically high incidence of WNV, and to produce and/or distribute educational and other materials related to
mosquito-borne disease prevention and control. For community-level mosquito education/abatement projects, funds
may be used to support the development of targeted educational materials, fund community “cleanup” projects to
reduce mosquito breeding, and assisting communities develop vector-control plans and programs.

The attached resolution would enable LCHD to engage in mosquito monitoring activities through a partnership with the Michigan Department of Health and Human Services (MDHHS). The funding for surveillance activities is limited to $10,000 and will cover the costs for activities related to the program. If supported, this program will be added to our Comprehensive Health Services agreement that was approved on August 8, 2016; Resolution #2016-08-122. LCHD has historically worked with MDHHS monitoring mosquitoes for potential human viruses, most recently West Nile Virus. Currently, the species of mosquitoes that have been identified as capable of transmitting Zika virus have not been found in Michigan. However, there have been reports of them found in areas as close as Windsor and Chicago. LCHD, along with a few other Michigan health departments, will provide this mosquito monitoring data to MDHHS as part of a surveillance system that will better prepare our community if local mosquito-borne risk of transmission is present. Re: Renewal of Commercial Appraisal Contract
I have attached a resolution to renew the contract for the commercial appraisals with Landmark Appraisal Company. Current cost analysis has proven this is the most cost effective, both comparing to a full time employee and other commercial appraisers. Landmark has a good work relationship with the county and produces a high quality product, in a timely manner. They have continued to build the county data vase including sales activities both improve and vacant parcels, provided income information and appraisals using the three approaches to value when appropriate.I have asked Landmark for a three year contract proposal for 2017, 2018 and 2019 consisting of 180 appraisals. The proposed fee is for year 2017 is $37,852 ($210 per appraisal), year 2018 $39,745 ($220 per appraisal) and 2019 $41,732 ($232 per appraisal). This will be a five percent increase annually. Landmark lowered their pricing in 2009 to assist the County during the economic downturn. However this will only exceed the 2009 contract by 2.5% in the final year. I have investigated other counties that contract commercial appraisal work. For the three approaches to value received from Landmark, this figure is considerably less than comparable appraisal cost, Ingham County is currently paying $300 an appraisal for the three approaches. In discussions with Purchasing they also concur and recommend this contract. It is my request that the resolution be adopted for the multi-year contract.

The Equalization Department has been very conscientious regarding the county’s budgetary constraints over the past several years. We have downsized and eliminated positions during the down turn in the economy; however our output and quality of our studies, which is one of the most in depth in the state, has not diminished. To accomplish this we all wear several hats and work above and beyond the job descriptions of each classification.
Currently one Appraiser does both the personal property review and processed the deeds for the sales study, which eliminated a Senior Appraiser position. Our sales have quadrupled in the past six years and now most of her time is processing the deeds for the studies, making it difficult to spend the correct amount of time on the personal property review. The personal property review is the minimal study the State Tax Commission recommends for personal property class.
Late in 2014 we hired a Senior Appraiser which has currently resigned the position do to family obligations. One of the appraisers has completed the required certification for an upgrade to the Senior Appraiser position, and will fill that position. However, with the limited number of people within the department the people we have must work beyond a simple capacity. The need for another qualified person that understands the appraisal process must be addressed. We use the three approaches to value when determining the ratios for the studies. This means the applicant must understand the cost approach, sales comparison approach and the income approach, along with the ability to find the information for each approach. This process will require a MAAO (3) certification, which is a Senior Appraiser. This additional position will cost the County an additional $68,717 for benefits and salary.
This profession is an older profession; the average age for someone taking the MMAO (3) courses is 48. The courses take several years to accomplish. With our last department job opening it took 12 months to fill the position. Therefore, I am asking not to eliminate the Appraiser position and hiring someone to work in this capacity to help insure a smooth transition in a session plan.

This resolution needs to accompany the Application to be considered for Federal and State of Michigan Act 51of the Public Act of 1951, as amended reimbursement funding.
The Operating grant application is similar to last year’s except for a request for an additional $125,000 in expenditures to provide a new regional partnership project with Mass Transportation Authority (MTA) from Flint providing transit services for employees from the Flint area to Livingston County employers. L.E.T.S. is actively searching the Hartland area for (MTA and L.E.T.S.) bus transfer location. Operating revenues are based on reimbursements from Federal, State, and fare box/local funds.
The proposed FY 2017 State application operating budget and funding sources consists of estimated Federal Funds – $1,293,179; estimated State Funds – $918,344; estimated Fare Box/Local Funds $509,246; estimated non-transit revenues - $19,000; for a Total Estimated Revenues of $2,739,769 and total Estimated eligible Expenditures of $2,739,769.
In addition to the Operating Application Budget, L.E.T.S. is requesting $257,314 in Capital funds for two (2) replacement buses and replacement of Mobile Data Terminls with new tablet computers in the buses.
Please note that there is no “Local Contribution” (General Fund) monies being requested in the FY 2017 budget. I anticipate that State of Michigan funding and Federal funding will cover

WHEREAS, at that time ARC of Livingston, Community Mental Health, and the Livingston Transportation Coalition on September 23, 2010 gathered together a Forum and conducted a review of the original Public Transportation coordination plan including area transportation providers, citizens at large, senior centers, a SEMCOG representative, Livingston County United Way, local government leaders, and others were in attendance; and
WHEREAS, a coordination plan was adopted at that time and is reviewed annually and there have been no major changes to the original coordination plan with the most needed transportation was for extended weekday hours to get low income and the elderly passengers to work and back home; and
WHEREAS, the county of Livingston has reviewed and approved the proposed FY 2018 Transportation to Work budget and funding sources consisting of State funds of $77,670 and fare box and local funds of $14,928 for total revenue sources of $92,598 and total expenditures of $92,598; and
WHEREAS, the grant if approved will run from October 1, 2017 through September 30, 2018 and if successful LETS can continue to apply every year until the grant is no longer available at which time the expenses will if available will be incorporated into regular transit service.

WHEREAS, for L.E.T.S. to provide this service L.E.T.S. will need to purchase five (5) vehicles at a cost of $150,000 each for a total of $750,000; and
WHEREAS it is L.E.T.S. intent to apply for a Congestion Mitigation and Air Quality (CMAQ) Grant to cover the cost of the vehicles with the Federal portion being 80% and the State portion being 20% reimbursements with no local funding necessary, and
WHEREAS, if L.E.T.S. is successful in obtaining the CMAQ grant, operating funds will come from fare box revenue, FTA Section 5307 and MDOT Public Act 51.

Attached for your review and consideration is a resolution authorizing a contract between MDOT and Livingston County - L.E.T.S. for Specialized Services Grant for FY 2018 including the authorization and signature of Board Chair of the 3rd party contracts to the sub-recipients. Once again, we are asking for $59,862.which the same amount as last years’ allocation. This is what MDOT anticipates will be available for Livingston County. All allocated monies come through L.E.T.S. as the “pass through” agent and are distributed to the sub-recipients named in the resolution.
L.E.T.S. has the fiduciary responsibility to apply for funding and to report on activity to MDOT including the distribution of funds to qualified Specialized Service participants. The Specialized Services recipients are the Hartland Senior Center, Brighton Community Education, Livingston County Mental Health, Catholic Social Services, and Special Ministries of Livingston County.
This is strictly a “pass through” from MDOT to the five (5) sub-recipients. We receive a quarterly check from MDOT and immediately have checks issued to the sub-recipients. There are no local dollars expended for these services as Specialized Services is only a State of Michigan program.

WHEREAS, the county’s current chart of accounts includes the Septage Receiving Station Fund identified as Fund 577, which is used to track all financial activity of the Septage Receiving Station; and
WHEREAS, this fund (577) was originally created in 2007 with one fund balance account comprised of five different categories of revenues and expenditures including 1) Operating & Maintenance, 2) Debt, 3) Replacement Reserve, 4) Capital Reserve and 5) Road Maintenance; and
WHEREAS, the format of this fund (577) does not provide necessary reporting of true fund balance figures for each specific category; and
WHEREAS, the Munis Software provides functionality that would give us the categorical financial reports we are needing; and
WHEREAS, in order to utilize this functionality we would need to establish a brand new fund within our chart of accounts, and transfer all prior history from the old fund to the appropriate category within the new fund;
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners hereby
authorizes the Livingston County Treasurer to establish a new “Septage Receiving
Station Fund” (Fund 578) effective 1/1/2017.

SEPTAGE RECEIVING STATION FUND
Fund 577, “The Septage Receiving Station Fund” was established in 2007 to record the financial activity of the County’s Septage Receiving Station. The fund was originally set up with one fund balance account which holds all activity for the five main activities/categories within the fund.
These categories include:1) Operating & Maintenance2) Debt3) Replacement Reserve4) Capital Reserve5) Road Maintenance
We have come to a point where the original set up of the fund, with one fund balance account for all activity, is no longer providing us with the necessary true picture of balance sheet, and revenue/expense activity for each of these categories.
The good news is we CAN get the level of financial reporting that we need through the Munis Software by way of its “sub-fund” functionality, but it requires us to create a new fund and move all historical activity from the old fund to the new fund.
In short, we are requesting the creation of a new fund (578-Septage Receiving Station) for all financial transactions beginning with 1/1/2017. Once all 2016 transactions have posted to the old fund (577), we will work to identify proper historical balances and move those balances to the proper categories / sub-funds within the new fund and ultimately close out the old fund.

RESOLUTION AUTHORIZING AN ADVANCE FROM THE DELINQUENT TAX REVOLVING FUNDS TO SNYDER-SHERWOOD DRAINAGE DISTRICT FOR THE PURPOSE OF FINANCING IMPROVEMENT COSTS – TREASURER / GENERAL
GOVERNMENT / FINANCE / BOARD
WHEREAS, the Livingston County Drain Commissioner has received a petition from Conway Township requesting improvements to the Snyder-Sherwood Drain; and
WHEREAS, the Livingston County Drain Commissioner has completed all required due diligence; and
WHEREAS, the Drain Commissioner has requested a six year advance from the Delinquent tax Revolving Funds in order to finance the improvement costs for the Snyder-Sherwood Drain; and
WHEREAS, the Livingston County Drain Commissioner and Livingston County Treasurer have structured a six year advance in an amount not to exceed $106,000 from the Delinquent Tax Revolving Funds to the Snyder-Sherwood Drainage District; and
WHEREAS, the Drain Commissioner has pledged any early payments received through 1/31/2017 to be used to reduce the amount advanced; and
WHEREAS, the advance will be repaid in installments beginning with an initial interest payment due on June 1, 2017, and initial principal payment due on June 1, 2018 with final payment due on June 1, 2023; and
WHEREAS, interest on the advance shall be charged at an annual rate of 2.5%; and
WHEREAS, this financing mechanism will allow the interest and fees charged to the special assessment district to be less costly and will earn interest earnings to the Delinquent Tax Revolving Funds in an amount equivalent to the current market yield on a sic year investment.

The Livingston County Drain Commissioner has received a petition from Conway Township for improvements to the drainage district known as Snyder-Sherwood. The Drain Commissioner has completed all required due diligence including notice and public hearings.
In an effort to reduce costs to the district, the Drain Commissioner and Treasurer have structured a six year loan from the Delinquent Tax Revolving Funds to the Drainage District in an amount not to exceed $106,000 at the annual rate of 2.5%. This results in an overall savings to the district of approximately $10,000 for what would otherwise be normal financing costs. While at the same time provides interest revenue to the DTRF at an equivalent market rate of a six year investment.
Any payments received from the landowners between now and 1/31/2017 will be used to reduce the actual amount advanced.
The payment of the loan will be made via the levying of a special assessment on each parcel within the district. The district consists of 19 parcels owned by 11 different land owners. We have thoroughly vetted each parcel. The property taxes on all parcels within the district have historically been paid timely with no history of delinquency. The annual assessment for this drain will range from $70 to $1,460 per year. Given all of this information, I am recommending the approval of the requested advance.

RESOLUTION AUTHORIZING AN ADVANCE FROM THE DELINQUENT TAX REVOLVING FUNDS TO CONWAY NO. 23 DRAINAGE DISTRICT FOR THE PURPOSE OF FINANCING CONSTRUCTION OF THE CONWAY NO. 23 DRAIN-TREASURER / GENERAL GOVERNMENT / FINANCE / BOARD
WHEREAS, the Livingston County Drain Commissioner has received a petition from land owners requesting the establishment and construction of a new drainage district titled Conway #23; and
WHEREAS, the Livingston County Drain Commissioner has completed all required due diligence necessary to create the drainage district; and
WHEREAS, the Drain Commissioner has requested a ten year advance from the Delinquent tax Revolving Funds in order to finance construction of the new Conway No. 23 Drain; and
WHEREAS, the Livingston County Drain Commissioner and Livingston County Treasurer have structured a ten year advance in an amount not to exceed $200,000 from the Delinquent Tax Revolving Funds to the Conway No. 23 Drainage District; and
WHEREAS, the Drain Commissioner has pledged any early payments received through 1/31/2017 to be used to reduce the amount advanced; and
WHEREAS, the advance will be repaid in installments beginning with an initial interest payment due on June 1, 2017, and initial principal payment due on June 1, 2018 with final payment due on June 1, 2027; and
WHEREAS, interest on the advance shall be charged at an annual rate of 3.5%; and
WHEREAS, this financing mechanism will allow the interest and fees charged to the special assessment district to be less costly and will earn interest earnings to the Delinquent Tax Revolving Funds in an amount equivalent to the current market yield on a ten year investment.
