Call to Order, Monday, April 19, 2010

The meeting was called to order at 3:00 p.m. by Barbara Monahan, CCIM the Committee Chair. Therewere introductions by committee members and guests.

A MOTION was duly made and seconded to accept the Designation Committee minutes of themeeting on October 14, 2009 in Honolulu, Hawaii.

The motion was PASSED.

Monahan referred to the Conflict of Interest Policy for all committee members.

International Activities

Aida Wahmann requested that the Designation Committee allow Senior Instructors that are insponsored countries teaching courses the authority to proctor a Comprehensive Examination if thecountry had followed the guidelines and meet the criteria to host a Comp Exam.

A MOTION was duly made and seconded to allow CCIM Senior instructors the authority to proctorapproved countries the Comp Exam as needed. The motion was PASSED.

Comprehensive Exam

Monahan reported that there were two sessions of the CCR and two sessions of the Comp Exam dueto the increase of candidates interested in completing or were held over from Hawaii.

A MOTION was duly made and seconded to approve the 286 exam candidates on Tuesday, April 20,2010 and the retake on Wednesday, April 21, 2010, contingent on the candidates passing thecomprehensive examination

A MOTION was duly made and seconded to approve Life Member Status for the followingapplicants:

CCIM Merchandise/Apparel Work group Report

A MOTION was duly made and seconded to approve the new guidelines for use of CCIMmerchandise and apparel.

The Motion was PASSED

Portfolio

Monahan reported that a workgroup consisting of her, Tom Wallin, CCIM, Rhonda West, CCIM andGail Collins had been working consistently for the past two months to develop a platform that wouldstreamline the Portfolio submission process that would make the online submission process moreefficient.

A MOTION was duly made and seconded to approve the Online Resume Submission requirementsfor all candidates effective immediately. The candidates must commit to the online resume submissionby July 1, 2010. Candidates must complete the Online Portfolio process by the published deadline.(See addendums)

The motion was PASSED

Wallin reported that there were additional changes needed in the current portfolio process to furtherclarify several categories and the grading process.

A Motion was duly made and seconded to approve the revision and amendments to Portfoliorequirements. (See addendums)

ONLINE RESUME OF QUALIFYING EXPERIENCE BETA TEST WHITE PAPER 

The Online Resume of Qualifying Experience Beta Test will serve to: 

 

Test the software & other components for Online 

Submissions  ss Give graders the opportunity to review & improve an Online Grading ProceBring current Non‐Members back to the Institute 

ily Give experienced commercial professionals an opportunity to more easovercome the hurtle of assembling the portfolio 

Most Importantly: it may lay the foundation for streamlining the entire designation process for all candidates 

 *Please be advised that websites, email addresses and return addresses in the documents are 

at this point merely “placeholders”.  Once approved, correct information will be inserted.    *Some questions will be answered by going through the forms.   I. The Beta Test Group will be comprised of approximately 3,000 of our candidates (current 

and recently non‐current) who have not submitted a portfolio. 2,500 have completed all four core courses and about 500 have completed 3 courses.                     

                     The Beta Test will:

B. Give hesitant candidates an alternative for qualification to reach the comprehensive exam.  The current portfolio requirements are a road block for many candidates 

C. Present an incentive for those who took 3 classes to take the 4th course within a e year and take their exam within the next 3 national meetings.  A plus for both th

Institute and Chapters D. Candidates will be “asked” if they are a member of a Chapter and will be asked for a 

recommendation from a CCIM Designee and a Chapter Representative.        (1)  Although not mandating Chapter membership, these requests will give the candidate    2 opportunities to learn more about the designation and chapter benefits on a   personal basis and the chapter will have direct contact with the candidate. 

E. The Beta will give us a test to streamline the designation process and accomplish on‐line submission which will make the process more efficient and reduce grading costs.  (Working through this procedure will allow us to work out the kinks & present a well thought out plan for all candidates in October)

A. They must commit to participating in the Beta by July 1, 2010 B. Their commitment will be made with a $100 application fee C. The commitment will allow us to better plan and budget for grading, exams and

A. Candidates may submit at any time after they commit, but must be in before the portfolio deadline to sit for the next exam (see Beta Test Agreement) 

B. Most of the early grading will be done at the August grading session. However, if there are early submissions, the taskforce may grade some to review the process. 

C. Grading future Beta Test Online submissions will be discussed and a procedure for grading off site will be put in place.

CCIM Institute Beta Test  

Application for Online Resume of Qualifying Experience   Application Process: CCIM is conducting a beta test for online submittal of a Resume of Qualifying Experience in lieu of the standard process to submit a Portfolio of Qualifying Experience. The application procedure, conducted pursuant to the terms of CCIM’s Bylaws, seeks to assure that applicants for CCIM Designation are fully and fairly evaluated in terms of qualification criteria stated in the Policy Manual. Designation will be conferred upon all persons demonstrating achievement of the applicable criteria.  

To earn the CCIM Designation through the general candidacy program, you must complete the following requirements: 

• Become a Candidate of the Institute (The only requirement for Candidacy is to enroll in a course). • Successfully complete all four Designation Courses (CI101, CI102, CI103, and CI104). • Successfully complete the online CCIM Ethics Course • Earn two elective credits. Elective credits can be earned through multiple sources including completing 

the Introduction course, attending the Course Concepts Review program, attending a CCIM Networking Event, attending a CCIM Conference or Symposium, Candidacy (one credit for every year of continuous candidacy up to three credits), completing a CCIM Online Education course, or Transfer Elective Credits (pdf). 

• Submit the Portfolio of Qualifying Experience before taking the final exam. The Portfolio may be submitted any time after the completion of CI101. Volume requirements may be met in one of three ways:  

1. One or more qualifying activities totaling a minimum of $30 million. OR; 2. Exactly 10 qualifying activities that must total $5 million or more; OR; 3. In the event you're not able to provide 10 qualifying activities that total $5 million or more, you 

must submit 20 qualifying activities without regard to total volume;  • Successfully pass the Comprehensive Exam presented twice a year. Registration for the Comprehensive 

Examination will only be accepted if the designation class requirements are met, elective credit requirement fulfilled and the Portfolio of Qualifying Experience has been approved by the Designation Committee. 

Please note that in order to take part in this beta test of the online Resume of Qualifying Experience  (which will replace the need to submit the standard Portfolio of Qualifying Experience), you MUST  commit in writing by July 1, 2010.  You will also need to complete the above remaining items in order to earn the CCIM Designation. 

Your commitment requires: 

a. Completed online Resume of Qualifying Experience beta test agreement 

b. Commit to attend Course Concepts Review and take the CCIM Comprehensive Exam within 18 months 

c. If you are not already a CCIM Candidate, you must apply for Candidacy and pay in full by July 1, 2010.  As a Beta Test applicant you  must be a CCIM Candidate in good standing until you earn your CCIM Designation

REVISIONS/AMENDMENTS TO CURRENT PORTFOLIO REQUIREMENTS

As CCIMs, we profess to be EXPERIENCED PROFESSIONALS. Both of these requiretime and training in a commercial profession. Our Core Courses give the Educationcomponent and when candidates are at the threshold of attaining the designation,we should be asking “Do you have experience?” “Have you had time to hone yourskills at working with your clients?

1. ELIMINATE THE REQUIREMENT TO DISCUSS AND DEMONSTRATE CCIMSKILLS FROM THE PORTFOLIO REQUIREMENTS

This has been the stumbling block for many years and has prevented many qualifiedcandidates from continuing on to the designation. Many qualified commercialprofessionals are stymied by this element. Compelling reasons to eliminate thisrequire are:

CCIM Skills are already tested in the Comp. Exam.

Many of the activities submitted in Portfolios did not require real use of CCIMSkills

Eliminate un-necessary time, effort, and portfolio bulk caused by preparationof the CCIM Skills narrative and worksheets.

Eliminate the cause of many initial Portfolio disqualifications.

Save time and effort in the Portfolio grading process.

Spend more of our limited time on verifying their actual qualifications ascommercial real estate professional.

2. ELIMINATE THE 1 OR MORE ACTIVITY AT FOR 30 MILLION DOLLAR OPTIONThis will leave THE 10 AND 20 ACTIVITY OPTIONS AS THEY ARE NOW. (Submit 10Activities with any volume over $5 million and 20 if they don’t have $5 million involume over the past 5 years)

Very few Candidates apply under this category. However, many (perhaps most) thatdo apply are stating that their role was “part of a team” that caused the activityhappen. Problems arise because:

Often difficult to determine true “material participation in the activity.

Many “assistants, interns, and administrative personnel” are applying andoccasionally slipping by the Graders.

Requires a great deal more time on the part of a Grader to investigate the twopoints above.

Often Candidates with very little length of time in the “business” arequalifying because they were extremely lucky to land one big activity, whichdoes not make them experiences real estate professionals.

Requiring a minimum number of 10 Activities ensures the greater chance theCandidate has real experience in commercial real estate.

3. ADD FIVE (5) YEAR EXPERIENCE REQUIREMENT FOR NON-TRANSACTIONAL CANDIDATES into our present Requirements.

Although we have been designating non-transactional (generally corporate)commercial professionals for 15 years, we have not done a good job at reaching outto them nor at clarifying what they have to do in submitting their portfolios.

Even though we have made a multitude of changes and improvements to our formsand information, it is still a murky trail for those in these professions. We haveactually named many of these professions clearly on the Online Submission form,but for those still submitting under the present process, it will assist them. Becausethere was no clear classification for these professions, they were stuck in theConsulting Category and the things they were asked to do did not conform withtheir daily responsibilities.

Suggested Category : Non-Transactional Commercial Professionals.This category is made up of those full time commercial professionals whoseprimary function is a substantial contribution to commercial property, but whichdoes not include brokering an actual transaction.

Requirement: Non-Transactional Commercial Professionals would need to provethat they have held their position for at least five (5) years.

Example: An Asset Manager that can’t prove material participation in transactionswould have to provide documentation that they have held the title of “AssetManager” for the past five (5) years, along with a full description of their job duties.
