Panel Participants
Gene A. Conti Jr. was appointed North Carolina Secretary of
Transportation in 2009. He is a nationally recognized expert in
transportation finance, programming, and management issues. He
previously served as Chief Deputy Secretary of NCDOT and was the
Assistant Secretary for Transportation Policy at the United States
Department of Transportation during the Clinton Administration. He
also served as Secretary of the Maryland Department of Labor,
Licensing and Regulation. Robert (Bob) Poole is Director of
Transportation Policy and the Searle Freedom Trust Transportation
Fellow at The Reason Foundation. He has advised the US DOT and half
a dozen state DOTs on transportation policy. Over the past 20
years, he has helped introduce a number of policy ideas into US
transportation, including long-term toll concessions, HOT lanes,
and truck-only toll lanes. A Reason policy paper Bob wrote in 1988
directly inspired the first state PPP law, enacted in California in
1989. That law led directly to the 91 Express Lanes—the first
all-electronic toll road and the first US long-term toll concession
project. John D. Porcari has served as the 19th United States
Deputy Secretary of Transportation since June 1, 2009. As Deputy
Secretary, John serves as the Department of Transportation’s chief
operating officer with responsibility for the day-to-day operations
of 10 modal administrations and the work of more than 55,000 DOT
employees nationwide and overseas. John is focused on
transportation’s key role in economic development and providing the
foundation for America’s future prosperity. James (Jim) Richardson,
Senior Vice President, Forest City Real Estate Services, is
responsible for all development, construction, and entitlement work
for Forest City’s development projects. In addition, Jim works very
closely with local, state and federal agencies for various
financing mechanisms to build Forest City’s projects. Jim’s recent
work has included the successful negotiations with the Federal EPA
on a RECLA site in Virginia. Over the last few years, Jim has been
involved with organizations regarding the planning of Transit
Oriented Developments, and establishing Public Private
Partnerships. Robert (Rob) Zimmer is an INCOSE Certified Systems
Engineering Professional with 20 years of experience at Battelle in
Columbus, Ohio. He has successfully led product development teams
implementing technology solutions on medical devices, Department of
Defense flight hardware, biological warfare sensor systems and
Intelligent Transportation systems. Recently Rob has lead the
integration and test effort on the Vehicle Infrastructure
Integration program and the systems engineering teams for the
Federal Motor Carrier Safety Administration’s Wireless Roadside
Inspection program. Rob is currently the lead System Engineer and
Deputy Program Manager on Minnesota DOT’s Road Fee Test
program.

About the 2012 Annual Speakers Series: This year’s event on
Thursday, April 12, 2012, will mark the tenth consecutive year the
Transportation Founder’s Fund (TFF) has offered the Speaker Series
for our members and students. We have assembled an all-star panel
which will discuss transportation funding issues from multiple
perspectives. The timing of the event is certainly appropriate as
the US Congress begins its deliberations on various options for the
next Transportation Reauthorization.
Registration for the event also coincides with our annual
membership renewal, which reminds us of the very positive impact
TFF has made to the caliber of our transportation program here at
NC State. TFF is the only transportation-dedicated student
scholarship program at NC State. This year we have renamed the TFF
graduate scholarship in memory of C.E. "Ed" Vick Jr., an original
member of TFF, one of the first members of the TFF Executive
Committee and a long-time supporter of NC State and its
transportation programs. Ed’s family has been invited to join us at
the event to present our next TFF graduate scholar with their
award.

Panel Discussion: Future Transportation Funding Options &
Strategies There is very little debate on the critical need for
improving our multimodal transportation infrastructure. However,
how to fund those improvements continues to be a challenge,
especially in this era of tight budgets and focus on the national
deficit. As the US Congress debates the next transportation
reauthorization, we have assembled a prominent panel that brings
together the various stakeholders who are invested in the success
of this process. Our panel includes leaders from the US and NC
Departments of Transportation, from the finance and technology
sectors, and from a think tank. This promises to be a lively panel,
one that will inform our faculty, students and professionals on the
complexity of the issue, the roles various stakeholders will be
playing and how as transportation professionals we can all assist
