DAVID BARR

David Barr is the Vice President for CIMC ENRIC SJZ Gas

Equipment, Inc., the leader in LNG and CNG products in

China. He joined CIMC Enric in 2016 to help them bring

their vast experience and energy technology to North and

South America. David began his career in LNG and

cryogenics industry way back in 1998 when the use of LNG

as a fuel for trucks and buses was just being pioneered. He

formed and was President of Chart’s NexGen Fueling

division where many of today’s LNG products were

designed. Over the past several years he formed an LNG

distribution company for LubeTech and was Vice President

and General Manager of Taylor Wharton’s LNG division

prior to joining CIMC Enric. David holds a BS in Geology

and has two executive MBA’s in leadership and

entrepreneurship.

RANDOLPH BELL Randolph Bell is the Director of the Atlantic Council’s

Global Energy Center (GEC), where he oversees the

Center’s research and programs in Washington and

elsewhere, including the Atlantic Council Global Energy

Forum in Abu Dhabi. He joined the Global Energy Center in

2017 as its Director of Business Strategies. From 2014–

2016, Mr. Bell lead the launch of the Center in his capacity

as Director of Business Development and New Ventures for

the Atlantic Council. From 2011–2014, Mr. Bell was

managing director at the International Institute for Strategic

Studies (IISS)–US, where in addition to holding overall

responsibility for the operations and programming of the

IISS’s Washington, DC office he published extensively on

African, South Asian-, and cyber security issues. From

2010–2011, he was manager of national security at the

Markle Foundation, where he worked on cyber security,

intelligence community information sharing, and technology

policy issues. Mr. Bell has an MPP from the John F.

Kennedy School of Government at Harvard University,

where he was a Public Service and Belfer International and

Global Affairs Fellow, and graduated magna cum laude

from Harvard College.

TIMOTHY BOYLE

Timothy R. Boyle - Director of International Sales &

Business Development

Mr. Boyle has over 40 years of experience in

Compression and the Alternative Fuels industries.

Primarily responsible is for the business development of

CNG/LNG International business plan. Education:

Cleveland State University. Work Experience: Developed

CNG technology since 1976 as President of B&M

Compressor till 1997, designed and built CNG Stations in

the Midwest and Mexico. Worked as a Manufactures

Representative and Consultant for CP Industries, Xebec,

Ultra Filter and Grimmer Industries, mainly in the China,

Mexico and USA markets, joined the ANGI International

team in 1999 as Sales Manager, joining

Hanover/Exterran in January of 2006, and rejoining ANGI

Energy Systems in 2009 till Present.

ROBERT DREWS

ROBERT “RJ”JOHNSTON

Robert ("RJ") Johnston is a senior fellow with the Atlantic

Council’s Global Energy Center. He became chief executive

officer of the Eurasia Group in 2013 after seven years as head

of the firm's Global Energy and Natural Resources Strategy

Group. RJ is responsible for directing firm strategy and leads

oversight of research, sales, and operations teams across five

offices. As the founder of the energy and natural resources

practice, RJ works closely with corporate and institutional

investor clients involved in the commodity and energy sector.

Services range from board presentations to strategic planning,

drawing upon his experience and analytical expertise in energy

geopolitics and commodity markets. RJ also works closely with

leading metals and mining firms and investors, assessing key

trends involving country risk, supply and demand, and

socioeconomic impact on the sector. He is an active public

speaker on issues in the energy and natural resources sector,

for events ranging from GE Ecoimagination “Future of Energy”

to the Blackstone Energy Roundtable.

He is also a Global Fellow at the Canada Institute of the

Woodrow Wilson Center. RJ also initiated Eurasia Group’s

Days of Service community relations program in 2015 and he is

on the board of Junior Achievement of Greater Washington.

Prior to joining Eurasia Group, RJ served as managing director

of equity research at Medley Global Advisors, serving as the

lead analyst for global energy equities. RJ, in addition, was a

research director at UBS Warburg Energy, working directly in

support of energy trading. And he previously directed internal

research teams supporting oil, LNG, metals, and FX trading at

Enron Global Markets. Earlier, at ArmorGroup, RJ directed

political risk research for corporate clients in a variety of

markets including China, Russia, Colombia, and

Indonesia. Recent notable achievements include published

contributions to the World Economic Forum, the World Energy

Council, the National Petroleum Council, the International Gas

Union, and the Canadian Energy Research Institute, as well

participation in the Ca, the Brookings Institution Task Forces on

US Crude Oil and LNG Exports, and PwC Energy Visions,

among numerous other endeavors. RJ holds a doctorate in

international relations from American University.

LYNN LYON

Lynn Lyon is the Vice President of Strategic Marketing at

Hexagon and passionate about the potential for CH4 and H2 to

power energy transformation. Lynn is an influencer and trusted

collaborator with energy, manufacturing and transportation

leaders around the globe with over 200,000 followers on

LinkedIn. She managed a natural gas program for one of the

largest oil and gas producers in Texas, converted light-duty and

heavy-duty fleets to natural gas and led projects with natural

gas-powered drilling and hydraulic fracturing. She

spearheaded the Clean Texas Triangle legislation that was

signed into law by Governor Rick Perry. The initiative spurred

$1.2B in economic investments resulting in the growth of

natural gas as the number one alternative fuel based on

volume and tax revenue in Texas. Lynn has a B.S. from

Shepherd University and an MBA from Southern Methodist

University.

DR JEFFREY M. SEISLER

Dr. Jeffrey Seisler has over 30 years experience as a leader

and advocate in the global NGV industry. He was the founding

director of both the NGV Coalition in Washington (1988-1994)

and the European NGV Association (ENGVA) in the

Netherlands (1994-2007). He was one of the original founders

of NGV Global in 1986, serving as its president from 1998-

2002.

As the CEO of Clean Fuels Consulting based in Washington

and Brussels, Dr. Seisler represents NGV Global and other

clients, doing lobbying, regulatory and commercialization work

at the United Nations and elsewhere where he is a recognized

champion of NGV development.

CHARLES A. SILIO

Charles A. Silio is the VP – Strategy, Corporate

Development, and Marketing for Agility Fuel Solutions, the

leading global manufacturer of clean fuel solutions for

commercial vehicles.

Mr. Silio was previously a Principal at Element Partners,

an energy and industrial technology private equity firm,

where his investments included Agility. He previously

worked as a private equity investor with D. E. Shaw & Co.

and GTCR, and as a technology investment banker at

Lazard.

He is a contributor to the Atlantic Council and Eurasia

Group’s project, Shifting Gears: The Future of

Transportation, Oil Demand, and Energy Geopolitics.

ANTHONY TEO

Anthony Teo brings more than 20 years of maritime

experience and 16 years of experience in DNV GL. His

previous roles in the organization includes: Fleet in

Service Surveyor (Singapore), LNG Carrier New Building

Project Manager (Korea) and Head of Department for

Offshore New-building and Conversion (Singapore).

Currently based in Houston, he is responsible for

business development with a strong focus on new

technology for maritime application, LNG as a marine fuel,

Gas ships, energy efficiency and hybrid ships/ technology.

He received a Naval Architecture (Hons) degree from the

University of Strathclyde (Glasgow) in 1998. When he

finds time, he enjoys golf, archery and running.

WIM VOLMER

Mr. Volmer has been working at NMi in Oil & Gas since

1995; he started out as a Test Engineer of measuring

instruments and systems. He was promoted to Product

Manager and is now active as Business Development

Manager Oil & Gas. His Standardization experience

includes work for Welmec (a European organization), ISO

and OIML.
