The Gary Andrews Academy is established by the International Association of Gerontology
Asia/Oceania Region in recognition of the contribution of the Late Professor Gary Andrews effort
in promoting research and education in the Asia/Oceania Region especially for the less developed
region. The Academy aims to set up regular training workshops for participants from member
countries of the Asia/Oceania Region in promoting the training and education on areas of health,
social science, psychology and basic sciences related to ageing societies.
The present workshop is the first one to be launched with funding support from Gary
Andrews Academy and is organized by Hong Kong Association of Gerontology. The Workshop
aims to update participants from members countries on the advances in ageing policy and its
development in the region. The Workshop will be beneficial to government officials, academics,
social work, health care practitioners working in the field of ageing and public policy.
By attending this Workshop, participants will:
Appreciate the current international trends in population ageing and the related policy developments
Understand the various kinds of policy response to ageing population including Pension System,
Healthcare, public health response and Long Term Care Development
Appreciate the multidisciplinary roles in policy development

Professor Byles has research interests in risk determination, health assessment, health care evaluation, and measurement of
health outcomes. As a Gerontologist and Fellow of the Australian Association of Gerontology, Professor Byles research interests in
ageing include the role of health services, preventive activities, and treatments in maintaining quality of life for older people, and in
determining physical, psychological and social factors associated with optimal physical and mental health of men and women as they
age. Her work has included health assessment, medications used by older people, sleep disturbance, health effects of alcohol,
nutrition screening and interventions, health and retirement, and prevention of falls in residential care.
Professor Byles is a Director of the Australian Longitudinal Study on Womens Health (ALSWH). Her main interest is in the
cohorts of 12432 women born 1921-26 and 13,715 women born 1946-51. In 2015, ALSWH was awarded the Council of Academic
Public Health Institutes of Australia Award for Excellence in Team Research.
Professor Byles is a member of the board of the Sax Institute. She is also closely involved with the NSW Sax Institute 45 and
Up Study which includes over 266,000 men and women across New South Wales, and is a co-investigator on an NHMRC funded
project to follow-up the first 100,000 participants to determine social, environmental and economic factors and their relationships
with health and ageing.
Professor Byles is a Fellow and Presidential Life member of the Australian Association of Gerontology. She is head of the
International Longevity Centre - Australia (ILC-Aus), Secretary to the International Association of Gerontology Asia/Oceania
region, and a founding Director of the Gary Andrews Geriatrics and Gerontology Academy. She leads the WHO Collaborating
Centre for International Longitudinal Studies of Gender Ageing and Health. She has been an advisor to WHO Western Pacific
Region, and Department of Ageing and Lifecourse (Geneva), assisting with translation of evidence on health and ageing.
Professor Byles has earned over $30 million dollars in external research grants including the ALSWH. She has authored
over 200 publications in peer reviewed refereed journals as well as numerous book chapters, official reports to government and other
agencies. She has also delivered over 150 conference presentations, and numerous interactive conference workshops.
Professor Byles has excellent experience in training researchers at doctoral level. Under her supervision, 20 students have
completed research higher degrees at PhD level, six students have completed Masters level and 14 PhD candidates are completing
their studies.
In October 2015, Professor Byles was recognised for her outstanding achievement and significant contribution to the field of
public health and health services research by being elected as a Fellow of the Australian Academy of Health and Medical Sciences;
and in November 2015 she was presented with the Hunter Medical Research Institute Award for Research Excellence.

include vice-president, Gerontological Society of China, president of Beijing Gerontological Society; He has been the member ofExperts Committee the Ministry of Civil Affairs (Since 2006), board member of HelpAge International(since 2008) and board
member of United Nations International Institute on Ageing(since 2008),he served as the chair of International Association of
Gerontology and Geriatrics Asia/Oceania Region from 2009 to 2013, His research interests are population ageing and ageing

Dr Leung is currently President of Hong Kong Association of Gerontology and Director of Geriatric
Medicine Centre (Healthy Ageing) Hong Hong Sanatorium and Hospital. He has been actively involved in
practice and research in areas of Geriatric Medicine and Gerontology. His area of interest include
Epidemiology of Old Age, Falls, Healthy Ageing, Long Term Care and End of Life Care

Prof. Nelson Chow has retired from Chair Professor of the Department of Social Work and Social
Administration of the University of Hong Kong in 2013. He is the Emeritus Professor of the University now.

I am currently working as a senior research fellow at the ANU Research School of Population. My
background is in economics with a PhD in epidemiology and population health. I have worked on equity
assessment of universal health care and for the past 8 years been involved in a large longitudinal study of Thai
adults leading analyses on health-risk transitions, morbidity, and mortality outcomes.
Since 2014, I was awarded a Fellowship supported but Asia-Pacific Observatory on Health Systems and
Policies (World Health organization, Western Pacific Regional office). The study is entitled Health system
responses to population ageing and non-communicable diseases in Asia hosted by the ANU with input
from Study Advisory Team (ANUHal Kendig, Judith Healy; University of NewcastleJulie Byles; and
University of MelbourneAlan Lopez).
We are currently completing the comparative report and I look forward to presenting our findings at theworkshop. As well, during this process I have worked closely with our in-country experts from Ministries of
Health (Sri Lanka, Thailand, Singapore) and would be keen to share experience on coordination and policy
dissemination from this regional study.

Prof. Chan is both an academic in social gerontology and a practitioner in welfare services for the elderly.
Starting his career as a nurse and later on as a social worker serving the elderly, Prof. Chan is strongly
experienced in health and social care services as well as policy-making in related areas. He is now the Director
of Asia-Pacific Institute of Ageing Studies, Lingnan University.
Prof. Chan has served in many advisory bodies of the Hong Kong SAR Government and he is currently
the Chairman of the Elderly Commission, Member of Independent Police Complaints Council (IPCC),
Member of Statistics Advisory Board, Census and Statistics Department, Member of Minimum Wage
Commission, Member of Population Expert Group of Central Policy Unit, and Chairman of Elderly Care
Service Industry Training Advisory Committee (ITAC) of Qualifications Framework, Education Bureau. He
is also a member of the Hong Kong World Health Organisation Quality of Life Instruments (Elderly) Study
Team, and a consultant on ageing and social development issues for the United Nations Economics and
Social Commission for Asia and the Pacific (UNESCAP). He has recently been appointed by Tsaos
Foundation of Singapore and National University of Singapore (NUS) to be the Advisor for their
International Longevity Centre (ILC) from June 2011.
In recognition of Prof Chans invaluable contributions to the community, he was appointed as Justice of
Peace (JP) in 2001, and was awarded the Silver Bauhinia Star (SBS) by the HKSAR Government in 2015.

Professor Lai is Chair Professor of Social Work and Gerontology and Head of the Department of Applied
Social Science, and Director of Institute of Active Ageing at the Hong Kong Polytechnic University. He has
over 25 years of social work teaching, research, and academic administrative experience. Before joining the
academy, he worked in family services, senior services, and non-profit fund raising organizations in Hong
Kong and Canada.
He is an internationally renowned scholar in the field of social work and gerontology, health and aging,
culture and immigration, and outcome evaluation. A prolific scholar with an impressive publication record,
he has obtained numerous competitive research grants as principal investigator from various gold standard
national and international grant councils including the Social Sciences and Humanities Research Council of
Canada and the Canadian Institutes of Health Research. He previously acted as the Social Policy and Practice
Section Editor for the Canadian Journal on Aging, and is currently on the editorial board of Research on
Aging. In recognition of his academic contributions, Professor Lai was named Alberta Heritage Health
Scholar for 2003-2009 and Killam Annual Professor for 2014-2015.
