2 -- Garden Valley Guide -- March-April 2014 Issue
Welcome
Check out the Scenic Byway Loop! Great day trip for some outstanding spring wildlife viewing.
To Spring in Garden Valley, the gateway to an authentic Central Idaho Mountains adventure. The grass is greening up and beckoning the wildlife from the surrounding mountains. A true delight for those that venture along the roads, trails and waterways within the Garden Valley Area.
Elk are plentiful and easy to spot along both the Middle Fork and South Fork of the Payette River drainages throughout early spring.
WILDLIFE VIEWING
Wildlife is abundant for viewing this time of year. Deer and elk will remain in the area into April when grasses begin growing and will begin migrating back to higher elevations as the snow-line recedes. Late afternoon hours are best times for visitors to view wildlife; however, many will be visible at any hour. Male (buck) deer will have shed their antlers by this time of year. Male (bull) elk may still have their antlers, as they generally lose them in late March.
Eagles may also be spotted by wildlife enthusiasts. According to a survey bythe Census Bureau for the Fish and wildlife Service, more than 51 million Americans are bird watchers. The pastime is consid-ered one of the fastest growing hobbies in the country. The Bald Eagle population in Garden Valley is centered along the Payette River system where they feed on whitefish in the river and on winter kill big game animals.

FAST FACTS....The community is surrounded in all direc-tions by mountain peaks -- some over 7,000 feet. Two river systems carve valleys covered in the lush green of sum-mer growth along with wildlife, stock and horses.
In 1934 a new post office established the identity of Crouch, now one of the com-mercial districts for Garden Valley. The town was named after Billy Crouch, a miner who homesteaded near the con-fluence of the Middle and South Fork Rivers. In the 1920s, Crouch donated property for a new community hall in Garden Valley.

Area Attractions Early Spring Easily Accessed Hot Springs Along the South Fork Corridor
HOT SPRINGS CAMPGROUND
The spring is located on the South Fork of the Payette River across the road from Hot Springs Campground, 6 miles south-east of Crouch on Hwy 17, and one mile east of the Garden Valley Guard Station. Near milepost 14. There’s a pullout on the bank, and steps lead down to the pool. A comfortable soaker big enough for a fam-ily group has been dug out of the bank well above the river. The shallow pool, dammed with rocks, offers a toasty soak year-round courtesy of a shower pipe that transports the hot water from the 100-degree springs.
PINE FLATS
Hot dips and cliffside showers near a fam-ily campground on the South Fork of the Payette River.
Pine Flats Campground is located below the Banks-Lowman Rd. 5.7 miles west of Lowman and 28 miles east of Banks. The trailhead takes off from the campground and follows the river for approximately 1/4 mile. Hot spring sits 30 feet above the river bed. Look for the hottest pools on paths that wind up the backside of a cliff, and cooler soaks at the bottom. A cascade pouring over a cliff delineates one side of a pool hidden 20 feet above the river. Hot! Cooler pools at the bottom collect the runoff, leading to a large swim-ming hole at the river’s edge.

Area Attractions
KIRKHAM HOT SPRINGS, 4.3 miles east of Lowman on State Hwy 21. Located near the Boise National Forest campground of the same name, it features somewhat shallow rock pools (unimproved) with sand/rock bottoms next to the river. Cross
the bridge to Kirkham Campground and park at the west end. The Forest Service col-lects a day-use fee. Large pools with moderate temperatures. The multiple hot waterfalls are quite a sight! Both the pools and hot waterfalls can be seen from a large pullout off highway 21 on the west side of the campground. Spring soaking can help one avoid the full-house use of the summer and winter seasons. In plain view below the highway, these popular pools are frequently filled with people.
Kirkham additionally serves as an interpretive site for geothermal activity. There is a trail that winds through the seeps and sources which continuously provide the hot springs pools with fresh mineral water. There are signs along the way that describe the hot springs and area history.
BONNEVILLE HOT SPRINGS, is a .25 mile hike and is accessible from the camp-ground of the same name located just off highway 21 north of Lowman. Bonneville features user built rock pools with sand/silt bottoms and a private soak shack that
houses a bathtub.

Area Attractions/History
In 1933 the Forest Service established a Civil-ian Conservation Corps at Gallagher Flat. During the Great Depression, the CCC employed young men on national forest projects to enhance and conserve America’s natural resources.
CCC troops from Camp F-66 built a new guard station at Gallagher and a new ranger station at Garden Valley. They improved the South Fork Payette River Road, and developed ‘public ser-vice sites’ at Hot Springs and Pine Flats Camp-grounds.
In 1939, Gallagher Camp closed and its portable buildings were removed. Today, only the founda-tions of its permanent buildings remain.
Other CCC camps, such as the one at Tie Creek, remained open until 1942.
The CCC was discontinued after America’s entry into World War II, when a booming wartime economy and widespread labor shortages made the program unnecessary.
Civilian Conservation Corps and Garden Valley/Boise County
The CCCs built Scott Mountain road into Deadwood Reservoir, which was constructed in 1931, and the Deadwood and Scott Mountain Lookouts.

Garden Valley Guide -- March-April 2014 Issue -- 7
The CCC program opened new vistas for many young men. Recruits came from all over the United States, although a small proportion of each camp was from the local area. Most of the young men who served in the CCC remember their experiences as one of the best of their lives. They learned carpentry skills and how to operate heavy equipment. The first aid, typing, photography, and journalism courses taught in the CCC camps also served them well. The usual period of duty was 6 months, but many boys reenlisted and many later made Idaho their permanent home. Charles Enlow came to Idaho in 1931, joined the CCC in 1935, and stayed to make a career in the USFS in Lowman.
Mrs. Walter Berry recalls the camp on Crooked River when most of the enrollees were of Italian descent and from the Bronx. One boy asked permission to move out of the tent and sleep under the stars because, he said, “I have never seen the stars before.” Permission was granted. Nellie Hirt, who ran the Last Chance store on the Middle Fork of the Boise River, acted as banker (and mother) for many of the CCC boys in her area, keeping their money until they could send it home or take it when they left.
Donald Tanasoca, who was from New Jersey, kept a journal of his six months in the CCC:
Area Attractions/History
‘All day we travelled thru picturesque southern Idaho. We were excited knowing that our journey was almost at an end….
At four next morning we were awakened by the porter. We had reached our destination. Banks, Idaho!...I could hardly wait for the dawn in or-der to see what kind of country we were in ….I climbed off the train…it was unusually cold…I could see the outline of mountains on all sides…I heard the roar of a river below…We were in tim-ber country….we got into three trucks with seats built around the edge. We huddled together in the open vehicles for it was cold….This journey from Banks to our camp, a distance of about twenty miles was the coldest ride I’ve ever experienced….Suddenly we beheld the camp….It was astonishing to see as we alighted …the group of boys standing about with only shirt and pants on, gazing curiously at us. They manifested no sign of being cold while we were dressed heavily and still felt it. I wondered if I would ever be able to do the same. One thing I was certain about was a tremendous appetite…I never enjoyed food more than on that morning…the camp had a beautiful site….Beautiful mountains adorned with majestic pines rose at the other side of a clear and cold flowing stream just below the edge of comp. This stream…was the Payette River.
…We were glad to learn that starting the first of the week we would be assigned to work crews. Most of us were eager to begin….The old-timers laughed and predicted that we would soon regret ever beginning work….We had to listen to several lectures on camp regulations, safety, and the proper use of tools…”
8 -- Garden Valley Guide -- March-April 2014 Issue
Area Attractions/History “…We made advancement in our road build-ing work, and the job became more interest-ing as we saw what we were accomplishing…I was becoming harder, more rugged. I could actually feel my muscles expanding. I attri-bute this to working on the saw…
All in all this life seemed to agree with me. It was lonely, yet peaceful and soothing. It was a good change from the noisy city life. I realize that not everybody felt the same. My friend was one. He couldn’t reconcile himself to this quiet existence. He missed the New York atmosphere tremendously. I missed it also, but liked the change, too….Our job paid thirty dollars a month. Out of this we received eight for ourselves; twenty two dollars went to our parents, guardians or other allotees. However, a few of the enrollees had their money put on deposit for themselves, and received this money at the end of their enrollment….
The Army and Forestry Service…ran the camp. The Army under the commanding officer handled the food, shelter and clothing affairs. They also had charge of the finances. The Forestry Service, the other governing body, had charge of most of the work projects…Forest conservation and road work constituted most of the work…Classes were held in first aid, clerk training, leader training, typing, journalism, photography, forestry, blue-print reading, surveying, road construction, eighth grade subjects, as well as other actual demonstrations in handling the jackhammer, tractor, caterpil-lar and trucks…If a person was interested and determined he could advance himself in six months time. And in many instances less. When a person became rated he received more pay and had the benefit of certain privileges…”
“Now that I’m home again and look back at those six months…I don’t think I could have spent six months of my life more profitably anywhere. It’s an indelible experience in a young man’s life. The physical benefits alone were worth my enrollment. I emerged stronger, hardier and proud of a better body….A city boy learns that the world is larger than just the city…CC life teaches a person to be independent and shows the value of money. It gives boys time to think and plan a career in their minds. The C’s had its faults too, but its virtues far out-weigh them. I sincerely believe that the C‘s has done more to rehabilitate and re-store confidence in American youth than any other organization ever existing….”

Finding reliable and professional help in Garden Valley has historically been a hit and miss game. However, help is here through the newly established Garden Valley (licensed) Contractors Association. This area of Idaho has long needed a method of differentiating professional contractors from others in the building trades. People need to know when they hire a contractor to perform work on their most valuable investments, namely their homes or businesses, that they will receive only the finest of workmanship and materials for the job.
OUR MISSION STATEMENT The Garden Valley Contractors Association, as a volunteer trade organization, shall engage in the non-profit activities of supporting and promoting the economic interest of Garden Valley construction contractors, subcontractors, and suppliers. We will assist members by defining and encouraging the maintenance of professional construction standards in order to enhance the reputation and quality of construction in the Garden Valley area. This mission statement sets out our goals to not only help home and business owners find reliable contractors, but also to help licensed contractors, who specialize in all building professions, including but not limited to, plumbing, electrical, carpentry, excavation, landscaping, painting, and HVAC, find work through referrals of the association. For more information, please contact our President, Steve Pedersen at 208-949-5216.
