INTRODUCTION:
INCREASE IN GLOBAL UNEMPLOYMENT AND EMPOWERING WOMEN
In the 20th anniversary edition of the Human Development Report,
the United Nations Development Programme’s (UNDP) newly adjusted
Human Development Index (HDI) indicates that with a value of 0.679,
Turkey is listed among countries in the “High Human Development”
category, ranking 83rd out of 169 countries. Turkey’s ranking in
the 2010 Human Development Index (HDI), on the other hand, puts the
country behind all EU member states as well as other EU candidate
countries, and places it below the OECD average ( www.undp.org.tr
).
With a 112% increase in national income in the past 30 years,
Turkey has made noteworthy gains in economic growth, which have
reflected in its Gross National Income. However, calculation
methodology of the Human Development Index uses key data reflecting
health and education levels of countries along with their national
incomes. Turkey needs to focus its efforts in increasing the life
expectancy at birth (72,2 years in 2010) and mean years of
schooling (6,5 years in 2010) to achieve higher ranks in Human
Development Index which will bring the country closer to OECD and
EU standards ( www.undp.org.tr).
Reflecting women’s disadvantages in reproductive health,
empowerment and economic activity, the Gender Inequality Index
(GII) ranks Turkey 77th out of 138 countries, below neighbors like
Armenia and Georgia. While women occupy only 9% of seats in the
parliament in Turkey, they occupy 31.7% of the seats in the Former
Yugoslav Republic of Macedonia. With regard to local authorities,
women hold only 26 Mayorship positions out of 2,903 municipalities,
with only two of those Provincial Municipalities, constituting
0.90% local level representation.
Women’s unemployment is still a problem area that urgently needs
to be considered in Turkey. According to national statistics
(TUIK), the employment rate for women is 27.6 percent in 2010 and
this rate places Turkey behind many other countries. Turkey’s
performance is far behind any OECD/EU country where average is
50-60%. What makes this situation even worse is the fact that out
of those who are employed, 35% of them are unpaid family workers
and 59% work informally.
Unregistered economy in Turkey is also another important
challenge. According to TURKSTAT data, the number of people in
unregistered employment decreased by 1.1% to a rate of 42.8%.
Moreover, according to data of Confederation of Turkish Trade
Unions Research Institute, the rate of women working informally and
under poor conditions was as high as 60 percent. The number of
unregistered self – employed women increased by 177.000 during a
two – year period.
In 2010, unemployment rates were much higher compared to the
period before the financial crisis for many countries. According to
data from TUIK, unemployment rate in November 2010 was 11 percent
compared to the 13.1% unemployment rate of November 2009. For the
same period, youth unemployment (age group 15-24) was calculated as
20.8%. Although unemployment rates tend to normalize after the
economic crisis, informality and low rates of women’s labour force
participation are still important challenges in the forthcoming
period.

According to data from TUIK, the employment rate for women with
primary school or high school diploma is lower than half of the
employment rate for men in September 2010. The participation rate
in labour force is 28 % for women while 70,8 % for men. This
indicates that the discrimination against women is continuing
although women have higher education or they participate in labour
force.
The above figures indicate that Turkey needs to take affirmative
action in strengthening measures to ensure gender equality in
social, economic and political fields (www.undp.org.tr). The
government has from 2007 increased measures to increase female
labor force participation; eg tax exemption on incomes generated
through home-based production of women (although this promotes
women’s home based work as opposed to participating in public
life); and the employment packages of 2008-09 where government pays
the social security premium of newly employed women and young
people for the first 5 years. The laws oblige the workplaces with
more than 150 women to open childcare facilities. This is seen as
an impediment for women’s employment among the employers since
employing more women comes with additional cost of day-care
provision. Overall, there is an acute lack of childcare facilities.
The Prime Ministry Circular of 25 May 2010 on ‘Increasing Women’s
Employment and Ensuring Equal Opportunities for Women’ aims at
gender equality in employment and payments/wages. The Circular
refers to many issues such as including gender aspects in strategy
development, gender based data collection, trainings on gender
equality as well as gender focus on employment programs.
Implementation of this Circular will be monitored by the ‘National
Women’s Employment Monitoring and Coordination Board’, chaired by
the Ministry of Labour and Social Security with from all government
organizations. The Board has met twice since its establishment in
2010.
The government introduced a credit package for artisan and trade
SMEs as well as manufacturing SMEs. This credit has an upper limit
of TL 25,000 for male owned SMEs, whereas the upper limit of
credits for women’s SME’s is TL 30,000. Microcredit projects
targeting women are implemented in over 50 provinces in Turkey.
This project report summarizes the activities implemented during
January– December 2010 within the scope of the ‘Innovations for
Women’s Empowerment in Southeast Anatolia’ Project supported by
Sida which contributed to the efforts for developing women’s social
and economic situations.
OVERALL FRAMEWORK
The Project “Innovations for Women’s Empowerment: A Workable
Model for Women in Turkey’s Southeast Anatolia Region” (hereinafter
referred to as the “Innovations for Women’s Empowerment in the GAP
Region”), a cooperation between GAP Regional Development
Administration (GAP RDA), United Nations Development Programme
(UNDP) and Swedish International Development Cooperation Agency
(Sida), became effective in March 2008 upon signature by GAP RDA,
the Turkish Ministry of Foreign Affairs and UNDP.
This project aims at women’s empowerment in Southeast Anatolia
in social and economic life through innovative production-marketing
related strategies. The Project supports women’s labor market
participation, branding of the Southeast Anatolia and developing
new sales and marketing opportunities.
The Project is being implemented in the 9 provinces that
comprise the GAP Region, with financial support provided by
Sida.
INNOVATIONS FOR WOMEN’S EMPOWERMENT IN THE GAP REGION
The project aims to empower women both socially and economically
in the GAP region. The implementation strategy is premised on
women’s empowerment and institutional capacity development
targeting women’s own capacity to associate and network for income
generation purposes. The financial support is in the form of supply
of small machinery and material for women-managed ateliers to
produce goods for national and local markets. The technical
assistance will focus on design elements that will add to the
marketability of the goods and will aim to provide market
connections. Assistance will also be given to strenghten
institutional structures and develop institutional capacities
particularly in the form of management skills and business
development.
The project achieves its objective through establishing market
connections for products manufactured by women of the region and
providing women with training programmes in many areas such as
marketing, institutionalization, product design, gender and
reproductive health. In the region, cooperation is ongoing with
Multi-Purpose Community Centers (ÇATOMs) and other nongovernmental
organizations active in the field of women’s empowerment such as
MOKİD, Batman Association for the Social Development of Women,
Mardin Women’s Multi-Purpose Enterprise Cooperative, Besni Active
Women’s Mutual Assistance, Solidarity and Enterprise Cooperative
and Gaziantep Woman University Graduates Cooperative.
In order to monitor the production process, provide the
necessary technical support and coordination as well as develop the
regional, national and international marketing network, the Project
Manager is based in Şanlıurfa, while the Project Assistant works
both in the GAP RDA liaison office and UNDP office in Ankara to
ensure coordination between partners, and assist in
administrational and financial processes.
The project has established professional production facilities
by strengthening the existing textile ateliers and opening new ones
in the region. Production facilities are being strengthened with
design support for the manufacturing of professional products to be
put on the markets through strong marketing and sale networks. The
project provides continuous training and support for women involved
in these organizations for institutionalization and technical
improvement.
I- ACHIEVEMENTS UNDER OUTPUT 1
Output 1 aims at local authorities and commercial actors to have
greater capacity and knowledge to design local employment programs
that favor women’s participation in the labor force.
Establishing Textile Factory
Since the Argande brand textile production is seasonal,
beneficiary women have been engaged in custom manufacturing with
support of one of the biggest textile factories in Istanbul to
ensure a regular income. However, there has been an increasing need
for a larger place to manufacture because of high volume of orders.
As a result of the negotiations, the Batman Governorate donated
approximately 7000sqm of land for factory establishment in order to
increase women’s employment and reduce poverty. Moreover, the
project plans to establish a children daycare facility within the
factory for the beneficiary women in line with the national
legislation.
The factory was set up with factory land support provided by the
Batman Governorate. The factory belongs to the partnership between
Yeseren Dusler (the company of project’s beneficiary women) and the
investor. Although the factory was established two months ago, it
is expected that opening ceremony will be held in the first quarter
of 2011.
In this framework, a protocol was prepared to explain the terms
of partnership for establishment of the factory. The protocol is
expected to be signed by Batman Governorate, Yeseran Düsler, Dorka
Group and GAP RDA.
Establishing Children Daycare Facility
Negotiations were initiated with Batman Governorate in order to
establish a kindergarten in the same area as the factory for the
beneficiary women to leave their children while working. The
Governorate will arrange a place for the children daycare facility
and a protocol will be prepared.
The first study for the children daycare facility was conducted
by an architect. It is expected to meet the expenses of the
kindergarten through sponsorhip. A protocol for the kindergarten
will be prepared and a signing ceremony is expected to be held in
2011. With this implementation, a best practice model of a facility
for women’s employment will have been established.
II- ACHIEVEMENTS UNDER OUTPUT 2
Throughout the reporting period, the project continued to
provide support to strengthen market networks and access to market
channels.
2.1. Strenghtening of Existing Ateliers and Establishing New
Ones
As part of the sustainability strategy, the project has adopted
an approach to strengthen existing production ateliers connected
with non-governmental organizations in the region on one hand,
while establish and extend new production facilities on the other.
The aim is to turn existing ateliers into units that are managed in
a more professional and sustainable manner.
In this context, raw material support in the amount of TL 45.135
(USD 30.090) was provided in 2010 as TL 16.255 (USD 10.484) during
the period of January – June 2010 and TL 28.880 (USD) during the
period of July– December 2010.
2.1.1 Raw Material Support
Aiming at overcoming raw material difficulties faced during
production process and supporting vocational trainings, raw
material support was provided to the women based on needs. In
addition, the project management looks for ways to overcome
challenges with regard to access to raw material.
Sanliurfa:
Raw material support in the amount of TL 292 (USD 188) was given
for the design atelier organized on March and April, 2010.
Yesiltepe of Batman:
Raw material support in the amount of TL 197,5 (USD 127) was
given for the design atelier organized on February and April,
2010.
Şırnak:
Raw material support in the amount of TL 404,5 (USD 260) was
given for the design atelier organized on May, 2010.
Batman:
Fabric support in the amount of TL 44.108,25 (USD 29.405,5) was
given for “Argande” Brand produced in Batman. The sale revenue
during January – December was TL 170.565 (USD 113.710) and 35 women
benefited directly from the revenue.
Atelier Work
Under Output 2, workshops are being conducted on a frequent
basis in order to strengthen existing ateliers through providing
technical support on design and production. In this context,
following workshop has been realized during the period of January –
December 2010.
Şanlıurfa
Parmaksız ÇATOM Shawl and Bag Atelier
Shawls with needlework, needle knitting bags, kitchen aprons and
patterns were produced during the two-day atelier work on March 31
and April 1, 2010. Accessory production has been started. 12 women
participated to the atelier and are producing these products for
sale through various channels.
Şırnak
Idil Gift Atelier
An atelier on gift production was organized in Idil, Sırnak
CATOM on April 5 - 6, 2010. 38 women participated to the atelier.
Necklaces, brooches, rings, lavender bags, shawls and pareos were
produced during the atelier work.
Mardin
Dying Atelier
Quality controls of productions produced at previous atelier
were made in Mardin Central CATOM on April 2, 2010. Bags (net,
pliable and dyed bags) and lavender bags were produced in this
atelier. 24 women attended the atelier work. The products produced
were bought by the trainer and exhibited at Galatamoda festival
organized in Istanbul in June.
Batman
Yesiltepe ÇATOM Gift Atelier
Products such as shawls with needlework, beach – dresses and
bags were produced at the atelier organized on May 13, 2010. 19
women participated to the atelier work and produce on a regular
basis for sale through various channels.
Diyarbakır
Cermik Gift Atelier
Production samples of stationary materials for the 2010 new –
year’s day ordered by a big firm were produced in the atelier
organized on June 15 – 16 - 17, 2010. 19 women attended to the
atelier work and produced for the order received by the
project.
2.1.2 Strengthened Atelier – Equipment Support
While carrying out an atelier work organized in Idil, Sırnak
CATOM in April, it was observed that sewing machines were broken.
In order to meet the needs of the establishment, two sewing
machines were repared. A total of TL 203 (USD 130) were spent for
repair.
Two automatic sewing machines were purchased to meet the needs
of the atelier work organized in Sanliurfa in May and to carry out
the atelier work in an efficient way. A total of TL 2.400 (USD
1.548) was spent for the purchasing.
2.1.3 Mardin Gift Sale Stand
Considering the increase in the number of tourists in Mardin,
Mardin Governorate donated a land to build gift sale stands. One
(1) stand was constructed by GAP RDA while the other one was
constructed by the Project. Gifts made by the women living in
Mardin and neighbour cities are being sold at these stands.
However, the stands were moved to the CATOM’s garden by the
Governorate due to restoration works in the city. After completion
of the restoration, the stands will be moved again to tourist
places in Mardin.
III- ACHIEVEMENTS UNDER OUTPUT 3
Through training programs, the capacities of targeted
beneficiary women are strengthened with a view to enter the labor
market and be socially integrated in the activities of their
communities.
2.2. Sales and Marketing
The existence of sales channels for high value-added products
manufactured in ateliers is one of the most important elements to
ensure the sustainability of the project. For this reason, sales
and marketing have a very significant place and play a very
important role in the project. The sales process begins after the
storage and distribution are arranged for the product network.
In this context, the project initiated an economic feasibility
assessment. A local expert on business support was recruited with
the aim of undertaking evaluation and feasibility work of ateliers
established within the scope of the project and a report was
produced by the expert after completion of ten-day field visit.
Some conclusions mentioned in the report are summarized as
follows;
· Difficulties exist in document recording and coordination with
accountants. A closer working relationship should be established
with accountants.
· Training on book keeping should be given to the managers. This
training will help the managers to find a common language with
their accountants and coordinate more effectively with them.
· Testimonies of participating women indicate that they gained a
high level of self confidence through the project activities. As an
example, they started to more easily communicate with the project
manager and the Consultants.
A local expert on textile business support was also recruited
with the aim of ensuring sustainability and feasibility work of the
textile atelier established for custom manufacturing and Argande
production in Batman. A report was produced by the expert and some
additional conclusions of the report are as follows;
· Company’s articles to be updated, a protocol to include shared
income base for all women workers and protection of their interest
should be prepared.
· Actual hiring of teams to manage operations should be in place
in coordination with customer entity at the factory location.
· International marketing of products should be initiated
following the Istanbul Fashion Week.
3.1.1 Direct Marketing:
3.1.1.1 Mardin Dying Atelier Sales:
Mardin dying atelier, under Mardin Central ÇATOM, was provided
with technical (design training, counseling) and marketing
(building network for sales) support by the Project. The atelier
realized a total of TL 21.747 (USD 14.498) sales during January –
December period and 48 women benefited from the sales revenue.
Sales was TL 19.643 (USD 13.095) the previous year.
Design training has been provided to this atelier since the
beginning of the Project and quality products have been produced by
the beneficiary women. Even the senior instructor was inspired by
the designs and started to create his own designs for the atelier.
One of the aims of the project is to strengthen designs with regard
to sustainability.
3.1.1.2 Dargeçit Needlework Atelier Sales:
As a result of needlework atelier work by a famous designer in
Dargeçit ÇATOM, modern designed lags were applied on scarves in
different way. A total of 200 scarves were produced.The revenue
generated from the first quarter of 2010 sales was TL 2.300 (USD
1.533) and this income was shared by 12 women.
New sale networks for this atelier are being built by the
project team. The products were purchased by the designer and they
were offered for sale at the boutique of Midnight Express in
Istanbul. On the other hand, some of the products were sold at
Galata Moda Festival. The design product group will be extended to
different versions in 2011.
3.1.1.3 Dargeçit Knitting Atelier Sales:
The revenue generated at the atelier from the first half of 2010
sales was TL 4.235 (USD 2.732) and the last half of 2010 sales was
TL 3.643 (2.429) and a total of TL 7.948 (USD 5.298) was sales
income in 2010. Products consisted of foot paths, clew shawls and
baby clothes. These products were made by the women living not only
in Dargeçit of Mardin but other districts of the province. 15 women
benefited from the sales.
3.1.1.4 Idil, Sirnak Needlework Atelier Sales
The project team negotiated with some companies in Istanbul in
order to create market places for samples produced at gift and
needlework ateliers organized in Idil CATOM. As a result of the
negotiations, one of the important companies in Grand Bazaar in
Istanbul gave needlework order and 200 – needlework order is being
produced by 12 women. TL 2.196 was realized during July–December
2010. 18 women benefited from the sales. Negotiations were held
with an American designer and the designer gave needlework orders
in December 2010. The orders were prepared and delivered to the
designer. It is expected to get new orders from abroad in the
following days.
3.1.1.5 Cermik/Diyarbakır Gift Atelier Sales
A gift atelier established by Cermik CATOM in Diyarbakir
realized a total of TL 3.184 (USD 2.123) sales in 2010. In amount
of TL 747 (USD 498) was generated through an internet – based
company, Estet Promosyon, and it is expected that the sales will
continue through this company.
3.1.1.6 Mardin Latifiye Soap Atelier Sales
Bıttım Soap Atelier established under Mardin Latifiye ÇATOM and
supported by the project produced soap for the value of TL 2.523
(USD 1.682) in 2010. 5 women benefited from the sales.
Due to a fire that took place at the atelier in September 2010,
the boiler used for soap production was damaged and went out of
order and production stopped in September 2010. Additionally, the
building of CATOM was demolished by the Mardin Governorate within
the scope of urban transformation plan and the building was moved
to another place. The materials of the ateliers were also moved to
the storage of the Mardin Governorate Special Provincial
Administration.
Production of handmade soap will be started again once the
necessary materials are provided.
Meetings were held with an authority from private sector on the
issues of soap production, packing, design and marketing in
November and December 2010 in Mardin. A joint study for
sustainability of the production will be carried out in February
2011. To ensure that soap production continues, a private
entrepreneur was engaged with the atelier in November/December
2010, and it was agreed that further analysis will be conducted to
see if it will be a profitable and sustainable business for the
investor.
3.1.2 Cafe and Restaurant Sales:
3.1.2.1 Besni Dough and Bakery Products Atelier
During the period of January – March 2010 total sales was TL
4.500 (USD 2.903). The second quarter of the year, total sales was
TL 6.835 (April TL 2.485 (USD 1.603), May TL 1.700 (USD 1.096) and
June TL 2.650 (USD 1.709)). Total sales was TL 9.000 (USD 6.000)
during July – December 2010 and a total of TL 19.885 (USD 13.257)
sales revenue was generated in 2010. 5 women are employed for this
atelier.
3.1.2.2 Batman Café Airport
The “Airport Café”, which received support of this Project,
realized sales figures of TL 3.205 in January, TL 2.422 (USD 1.615)
in February, TL 3.695 (USD 2.463) in March, TL 4.165 (USD 2.777) in
April, 4.240 (USD 2.827) in May, TL 3.808 (USD 2.539) in June, TL
240 (USD 160) in September, 2.025 (USD 1.350) in October, 2.070
(USD 1.380) in November and TL 3.050 (USD 2.033) in December and a
total of TL 28.740 (USD 19.160) was realized during this period.
The total sale rate was TL 38.654 (USD 25.769) same period last
year.
Due to closure of Batman Airport and high rental rates in the
new airport, the sales revenues in July, August and September are
decreased.
The Café will give service at the factory established for
Argande production and custom manufacturing as of 2011. Ten (10)
new textile companies have also attempted to open establishments in
the same region. Therefore, it is expected the sales of Café
Airport will increase in the middle and long term.
2 women work at the Café and 50 women benefited from the sales
during 2010.
3.1.2.3 Mardin Kişniş Restaurant
Mardin Kisnis Restaurant realized sales numbers of TL 800 (USD
516) in January, TL 700 ( USD 451) in February, TL 1.220 (USD 787)
in March, TL 3.300 (USD 2.129) in April, TL 870 (USD 561) in May
and TL 7.500 ( USD 4.838) in June, TL 19.150 (USD 12.767) in July
5.250 (USD 2.500) in August, TL 106 (USD 71) in October, TL 130
(USD 87) in November, TL 190 (USD 127) in December and a total of
TL 37.996 ( USD 25.330) was realized during this period. The sales
was realized TL 55.780 (USD 37.187) in 2009.
This income was shared by 10 women in January, 7 women in
February, 8 women in March, 11 women in April, 7 women in May, 20
women in June, 20 women in July, 9 women in August, 4 women in
October, 3 women in November, and 3 women in December. The number
of women benefited from the sales in June and July was high since
the Mardin Governorate implemented a project which aimed at giving
three – courses a day to poor people. These meals were given at
Kisnis Restaurant and two (2) hostels for girl students.
The building of Kisnis Restaurant was damaged and therefore the
restaurant has been closed since September 2010. Authorities are
now looking for a new building for the restaurant.
3.1.2.4 Siirt Yağmur Catering Company
Established by the former Project, Yagmur Catering Company was
provided with institutional support for establishing Yagmur Ltd Sti
and it has been active since July 2009.
The company realized sales figures of TL 27.600 ( USD 17.806)
during February – June and a sales figure of TL 12.600 (USD 8.400)
during July – December. In 2010, a total of TL 40.200 (USD 26.800)
sales was realized. The amount was TL 25.000 (USD 16.129) same
period last year.
4 women and 1 man are currently working for the firm and benefit
from the sales revenue.
3.1.3 Argande Sales:
Created under “9 Designers for 9 Provinces” sub –Project and
under supervision of one of the most prestigious Turkish designers,
production of Argande Brand was prepared by the ateliers
established in Batman and Omerli of Mardin and was offered for
sale, with the voluntary support of Mudo, at the biggest 15 Mudo
shops in 7 provinces.
In 2010 period, TL 125.154 (USD 83.435 ) sales was realized. The
sales was TL 126.952 (USD 84.634) during July – December in 2009.
2010 sales realized through Mudo shops, Markofoni and Trendyol
internet channel sales, and private label production sales. The
income received from the sales cover the monthly salaries of 200
women working at the Argande atelier. On the other hand, raw
material expenses will be fully covered by the sales revenues
starting with 2011.
Since Argande production is made on a seasonal basis, custom
manufacturing arrangements were made to continue atelier activity.
The atelier is also making custom manufacturing for Dorka Group,
which provides textile production for big supermarket chains such
as Migros and Tansas.
3.1.4 Yeşeren Düşler Dorsa Textile Factory Sales:
Although small – scale custom manufacturing was started at the
atelier, with the increasing volumes of received orders, the
production facility had to be expanded. In this context, a land for
the new factory was donated by the Batman Governorate and the
production was started at the factory since the last quarter of
2010. The production is now being made for big chain stores such as
Migros, Tansas and Carrefour. Official opening ceremony for the
factory has not yet been organized. A total of TL 451.000 (USD
300.000) sales revenue was generated during this period. . 60 % of
the sales were realized through export marketing while 40 % of them
were realized through domestic marketing. 215 women are working at
the factory.
3.1.5 Fair Sales:
Fair and exhibition sales that are within the sales channel,
constitute a higly important role in the marketing of the
productions.
3.1.5.1 Istanbul Fair:
Istanbul Taksim Fair, which has been held since 2005, was
organized by Istanbul Metropolitan Municipality. CATOMs ( Multi
Purpose Community Centers) in 9 provinces participated in the fair,
which was situated in tents provided by the Municipality in Taksim
Square in May 26-31 2010. A total of TL 82.304 (USD 55.000) sales
income was generated by 350 women.
3.1.5.2 Diyarbakır Gift Fair:
A gift stand for new year has been established at the Diyarbakır
Babil Shopping Center again with the participation of five (5)
CATOMs in Diyarbakır. The opening ceremony was held by the Governor
of Diyarbakır on December 24, 2010 and the exhibition was open
until January 9, 2011. A total of TL 8.229 (USD 5.486) sales income
was generated by 94 women.
3.1.5.3 Christmas Bazaar:
A total of TL 1.755 (USD 1.170) sales was realized through the
gifts produced by Cermik CATOM within the scope of the
International Christmas Bazaar in November 30, 2010 in
Istanbul.
A total of TL 833.000 (SD 555.000) was achieved in 2010 while
the total sales were TL 389.000 (USD 259.000) in 2009.
Establishment of Yeseren Düsler Textile Factory undoubtfully plays
an important role in increased sales.
3.2 Trainings
Strengthened skills and increased knowledge are important
elements to achieve human development and women’s empowerment. For
this reason, training and education activities form an integral
part of the project and its goals. Trainings within the scope of
the project are provided on sales and marketing, communication,
gender equality, design, human and woman’s rights, cooperatives and
management. The project helps to build an integrated capacity by
combining production-related technical skills training with
awareness-raising training on subjects concerning women’s
rights.
3.2.1 Gender and Reproductive Health Trainings for Men
One - day seminars were organized in Gaziantep province on March
12, 2010 in order to strengthen women’s participation in social
life. A total of 26 people from CATOMs and state institutions
participated in the seminars and a total of 275 women attended all
seminars organized in nine (9) GAP Provinces.
On the other hand, in response to the demand from the region,
seminars were held for men in the 9 provinces that comprise the GAP
region to strengthen women’s participation in social life within
the scope of the project.
The seminars were given in Batman, Siirt, Şırnak and Mardin on
October 25 – 28, 2010 and given in Diyarbakır, Sanliurfa, Adıyaman,
Gaziantep and Kilis on December 6 – 10, 2010.
The contents of these seminars were similar to the contents of
previous seminars given for women in November – December 2009 in
the GAP provinces. The contents were prepared in line with the aims
of the project and the project activities.
Representatives from state institutions and various NGOs
participated in the seminars.
13 men from Governorates, 173 men ( 44.8 %) from Provincial
Directorates of National Education, 33 men ( 8,6 %) from Provincial
Directorates of Health, 27 men (7 %) from Provincial Offices of
Muftîs, 17 men from Provincial Directorates of Agriculture, 13 men
each from Provincial Directorates of Youth and Sport and Provincial
Directorates of Social Services and Child Protection, 11 men from
Provincial Directorates of Police, 3 men from Provincial
Directorates of Culture and Tourism, 1 man each from Provincial
Directorate of Environment and Forest, Provincial Directorate of
Public Works, Provincial Directorate of Population and Directorate
of National Employment, 2 men from Provincial Library, 5 men from
Universities, 9 men from Offices of Village Headmen, 7 men from
Provincial Gendarmerie Commanders, 8 men from Municipalities, 7 men
from CATOMs, 4 men from Youth and Culture Houses, 23 men from GAP
RDA and 13 men from various NGOs, a total of 384 men, participated
in the seminars.
Gaziantep province had the highest rate in terms of the number
of participants with 99 men while Batman province had the second
highest rate with 98 men. The rate of participants from Provincial
Directorate of National Education was 64 % in Gaziantep and 88 % in
Batman. Diyarbakir and Sirnak provinces had the lowest rates with
15 participants. Moreover, 15 establishments were represented in
Sanlıurfa, 8 establishments were represented in Sirnak, 7
establishments were represented in Diyarbakır and 6 establishments
were represented in Batman. On the other hand, 172 participants
represented education sector, 33 participants represented health
sector, 27 participants represented religious affairs, 23
participants represented development sector and 17 participants
represented agriculture sector.
The general aim of these seminars is to raise men’s awareness as
fathers, husbands, sons, brothers as well as proffessionals in
order to increase women’s participation in social life and in
decision making processes and to increase their accessibility to
resources.
Some findings and suggestions can be summarized as follows.
· The target group is still in need of getting much information
on the seminar’s main subjects such as Women’s Rights, Gender
equality, Women’s/Reproductive Health. However, the participants
were all tired of taking theoretical trainings within the scope of
the various projects and requested more concrete hands on trainings
relevant to their realities. Hence tackling issues in relation with
their situations at the local level attracts the participants’
attention and helps them to internalize the content and promote
positive attitudes. In other words, the seminar’s results were
successful because the issues were selected to respond to the need
of the local stakeholders in their daily lives.
· Use of locally available resources is beneficial with a view
to facilitate participants’ understanding and promotes attitudinal
change.
· Participatory training methods such as brainstorming,
team-work and ‘question&answer’ are critical to keep
participants’ attention and achieve positive results of the
training. These participatory, interactive methods are also used
for collecting data related to the target group and beneficiary
groups.
· The participants expressed clearly their readiness to engage
actively in similar projects. Therefore, there is need for
preparation of an “Action Plan” to sustain the positive effects of
the trainings, to achieve tangible results through
state-institutions and to ensure clear follow - up.
The seminars organized for men were very satisfactory. The
project team had valuable information on the target group and new
ideas to shape the Act Plan. It can be clearly seen that the
results of the seminars were much positive than expected and
aimed.
3.2.2 Quality Control Training
Quality control training was given by a senior expert to the
young women working for Argande atelier in May 2010. During this
3–day practical training, issues of building self–control system,
and main components of quality control were covered. 35 women
participated to the atelier.
IV – ACHIEVEMENTS UNDER OUTPUT 4
The aim is the creation of new fashion and embroidery designs
for each of the nine provinces by nine well-known fashion designers
in Turkey and the establishment of market connections.
4.1 9 Fashion Designers for 9 Provinces - ARGANDE
Under this component, Turkey’s most recognized fashion designers
in close cooperation with women in the region prepared products to
be sold in big stores. In addition, by making the cultural heritage
visible, the Project helps the perception of the region to grow in
a more positive way based on local cultural treasures, diversity
and women’s income generating activities.
The project also has a branding externality, based on the above
mentioned points, with emphasis on strong regional features such as
people from the region, human diversity and the efforts of women to
integrate their cultural and social values into global knowledge
and commercial markets. The products coming out of women’s atelier
are now being marketed with a visibility program that combines the
creativity of Southeast women with fashion designers and their
activities in Istanbul and elsewhere in Turkey. The activities
carried out during 2010 can be summarized as follows;
· Argande’s first fashion show was put on at the “ Istanbul
Fashion Week” (IFW) jointly organized by ITKIB, MTD and BMD. The
fashion show took place on 4 February 2011 at 18:00 hrs in Hall A.

· All choreography, art directorate, the choise of music and
lighting was supported by volunteers. Besides the 21 models agreed
to participate in the show free of charge .
· The 2011 Fall / Winter Collection’s catalogue shootings were
done on 16 January 2010 in the old Sümerbank Building in Istanbul.
The building owner became a sponsor for the Project.
· The 2011 Fall / Winter collection was prepared with the
addition of new designers. The designers of the Winter collection
were as follows: Alex Akimoğlu, Hatice Gökçe, Hakan Yıldırım,Özgür
Masur, Rojin Aslı Polat, Simay Bülbül,Gamze Saraçoğlu, Mehtap
Elaidi, Berna Canok, Rana Canok, Ezra Tuba Çetin, Zeynep Tosun,
Günseli Türkay, Aida Pekin. The selection of models was made at the
Istanbul Art Academy together with the model’s outfit rehearsal was
made at the Istanbul Art Academy in one (1) full day.
· All the necessary information for the preparation of
catalogues to be handed out in the show were forwarded to one of
the PR company. Furthermore gift packages were made for the show.
The DVD including information on Argande and Bıttım Soap was
included and the packages were distributed to the guests.
· The Argande stand was prepared where Argande’s collections
were exhibited during the Istanbul Fashion Week event in February.
The stand arrangement was made by Mudo.
· The 2010 Spring / Summer collection was manufactured and
delivered to Mudo.
· The catalogues for 2010 Spring / Summer and 2011 Fall / Winter
collections were published and the 2010 Fall / Winter collection
was delivered to Mudo to receive their quotation and order.
Production was made and the products have been offered for
sale.
· A meeting was held with the make up and hair design team which
was essential for the show and catalogue shoot.
· Meetings were held with the designers for preparation of the
Argande 2011 spring / summer collection. The concept of the
collection and fabrics were presented to the designers.
· Argande’s second fashion show, Argande 2011 spring / summer
collection, was put on at the IFW on August 27, 2010. This
collection was coordinated by Hatice Gökce and four (4) well –
known designers, Rojin Aslı Polat, Alex Akimoğlu, Günseli Türkay
and Bihter Ayda Pekin, gave volunteer support. The choreography was
prepared again by Bilge Tuğsuz.

· The 2011 Spring / Summer Collection’s catalogue shoots were
done by the volunteer team in November 2010 in the GAP region.
· Orders for Argande 2011 spring / summer collection were taken
in December 2010. Due to lack of preparation time, the fashion show
for Argande 2012 Autumn / Winter collection will not take place
within the scope of IFW on February 4-6 2010. However, a stand will
be prepared where Argande’s collections were exhibited during CPI
Premier within the scope of IFW. On the other hand, the project
team decided to apply to IFW to be held in August 2011 for taking
place for Argande brand.
· The ÇATOM Stories book has been published for distribution to
the guests and an exhibition booth has been set up for the hand
craft exhibition jointly organized by Directorate General on the
Status of Women and GAP administration in accordance with 8 March
World Women’s Day.
· An expert on fashion design and production has been recruited
together with a short term expert on textile business support to
give assistance on issues of organization of structure of the
company, following-up the procedures of the new factory to be
established and monitoring market connections.
· With the support of Istanbul Municipality, Argande billboards
decorated the streets of Istanbul for a third time on May 30 and
June 6, 2010.
· Argande stand was showcased at the “MDG + 10 Regional
Conference Europe & CIS” in Istanbul on June 8-9, 2010
organized by UNDP, UNECE and the Turkish Government with more than
250 participants including at Ministerial level, from 20 countries
in the region and opened by the Turkish Prime Minister.

interest of participants from local and international
institutions.
· A director and a cameraman came to Batman in November 2010 to
prepare a short – documentary of Argande project.
· A stand was prepared where Argande’s collections were
exhibited within the scope of “WomanIst” which was an international
women meeting helded in November in Istanbul.
In summary, all establishments and individuals have supported
Argande Brand voluntarily, with the sense of social responsibility.
Argande products have been offered for sale with the voluntary
support of Mudo, at the biggest 15 Mudo shops in 7 provinces. Demir
Design volunteered to contribute to the creation of Argande brand
in general and prepare printed and visual materials. Production of
the collection was made by ateliers established in Batman ÇATOM and
Mardin Ömerli ÇATOM and Istanbul Textile and Apparel Exporter
Associations (ITKIB) provided training support. MAC and volunteer
professionals, Bilge Tuğsuz, Ahu Yağtu, Beril Kayar, Gencer Bavbek
supervised on brand styling, artistic work and photography. Models,
volunteered for the fashion show. Hatice Gökce and well – known
fashion designers in Turkey gave great support for the brand.
V – ACHIEVEMENTS UNDER OUTPUT V
5.1 Project Monitoring
The Project Steering Committee meeting was held on 28 January
2010 with the participation of GAP Region Development
Administration (RDA), UNDP, Swedish Embassy, State Planning
Organization, General Directorate of Social Services and Child
Protection and General Directorate of Women’s Status. The meeting
started with a general update on the project progress and in the
discussions session, sustained cooperation between institutions was
emphasized.
VI. CONCLUSION
The women of the region face the multiple barriers that exclude
them to exercise their basic rights to participate in the
meaningful life of their community. This fact is also identified by
the 2010 MDG Report of Turkey

specifically mentions the economic and social rights of women with
special focus on domestic violence, honour killings, forced
marriages, barriers to girls’ education. Furthermore, the region’s
economy is not growing fast enough to create employment
opportunities for women nor men. In this context, women’s entry
into the labor force can be promoted through remedial action aimed
at strengthening women’s capacity to establish economic enterprises
and skills training.
Improvement of conditions for women will at the same time
contribute to reducing gender inequalities, enhance human resources
and embrace the social development in Turkey. Supporting women in
the region will inevitably play a significant role in granting them
an economic freedom that will enhance their life conditions,
opportunities, and achievements.
The Project integrates key dimensions of meeting women’s needs
in order to increase their ability to involve more actively and
productively in social and economic life. In this project context,
by taking important steps within output 1, output 2, output 3 and
output 4, concrete developments can be seen in women’s lives and
livelihoods.
OUTPUT 1: Local authorities and commercial actors will have
greater capacity and knowledge to design local employment programs
that favor women’s participation in the labor force.
· A textile factory was established in order to increase women’s
participation in the labour force in the last quarter of 2010. 200
women have been employed at the factory.
OUTPUT 2: Women’s production capacity will be advanced through
increased market links.
· A total of TL 45.135 (USD 30.090) raw material support was
given to four ateliers in Urfa, Batman and Sirnak.
· 112 women participated in several atelier works were organized
in Urfa, Şırnak, Mardin, Batman and Diyarbakir.
OUTPUT 3: The targeted beneficiary women will have strengthened
capacity to enter labor markets and the social lives of their
communities.
· A total TL 39.878 (USD 26.586) was achieved as sales income
through direct marketing. 98 women benefited from the sales
income.
· Supported ateliers had sales revenues during 2010 as: Besni
Dough Atelier TL 19.885 (USD 13.257), Mardin Kisnis Restaurant TL
37.996 (USD 25.331), Batman Airport Cafe TL 28.740 (USD 19.160),
Siirt Catering TL 40.200 (USD 26.800). 161 women and 1 man
benefited from the sales income.
· TL 451.000 (USD 300.000) sales were realized through custom
manufacturing made at Yeseren Dusler Dorsa Textile Factory. 215
women benefited from the income.
· TL 90.533 (USD 60.486) worth sales were realized through
several fairs. 444 women benefited from the sales income.
· Trainings on quality control and gender and reproductive
health were given. A total of 694 people participated in the
trainings, 384 of them were men.
· TL 125.124 (USD 83.435) sales revenue achieved through Argande
Brand. 200 women benefited from the sales income.
OUTPUT 4: The commercial image of the region will be improved
strongly towards women’s productivity through the innovative
subproject “Nine Fashion Designers for Nine Provinces”.
· Argande 2010 Fall/Winter Collection was prepared by 15
designers and the collection was offered for sale in 15 Mudo shops
in 7 provinces.
· Argande 2011 Spring/Summer Collection was prepared by 4
designers and the production has been started.
During the year of 2010, a total of 10 experts contributed to
the Project, 3 of them on design and product development, 2 of them
are visual documentation, 4 of them on financial corporate
technical support and 1 expert was on gender and reproductive
health.
Next Steps
-The Steering Committee Meeting will be held in February
2011.
- The project will continue to provide design support, technical
support for quality assurance, as well as marketing support to find
diverse sales channels to sell the products. Supported ateliers are
located in various provinces and these ateliers are mainly run by
the CATOM focal points, and cooperative partners as relevant, in
close consultation with and guidance of the project manager. The
training and sales activities will be closely monitored by the
project management to ensure quality and equitable access to all
target women.
- Production (design) workshops will be organized with the
participation of a total of 90 women in 9 GAP Provinces.
-Trainings on sales and marketing, interpersonal communication
and management will be organized with the participation of 750
women.
-Studies on possibilities and opportunities of exporting
products shall be carried out to achieve concrete sales
results.
-A two – day study tour regarding design and marketing with a
NGO from Syria will be conducted with the participation of 9 – 12
representatives from each GAP provinces.
-Studies on fair trade shall be carried out with a view to
result in sales agreements.
-Opening ceremony of the textile factory will be organized.
- A children daycare facility will be established within the
textile factory, to build a model.
-An event will be organized in Sırnak within the scope of
International Women’s Day.
-The Argande 2011/2012 Autumn/Winter Collection’s catalogue
shoots will be done by the volunteer team in the GAP region.
-A video with duration of approx. 60 min. of the atelier Works
and interviews with beneficiary women of the project in the region
will be prepared.
The project and the generated income through production ateliers
and the Argande brand are fully owned by the women of the region.
The project also looks into alternative institutional models for
implementation with a view to increase the number of participants
and to ensure equitable distribution of project benefits among
women.
Future
The ongoing “Innovations for Women’s Empowerment in the GAP
Region” project has been proceeding with sound steps and began to
deliver significant improvements to the lives of the beneficiary
women and their societies. Considering the level of economic
engagement that women were engaged in, the progress is significant.
This change and impact created on women’s lives can be observed
through interviews and testimonies of women. The institutional
structures are available to include as much women as possible and
to ensure that as much women benefit from the generated sales as
possible.
On the other hand, as mentioned in the previous sustainability
note presented to Sida, the project attaches priority in ensuring
that the established companies and institutional structures are
sustainable both in terms of management and finance. While the
technical support provided focuses on design and marketing aspects,
the project puts efforts to develop capacities within the companies
and cooperatives to ensure that the members can also establish
business networks and generate incomes themselves. Similarly, the
marketing channels should further be diversified to ensure as
secure financial flow as possible. Strengthened structures will
also include strengthened brand identity.
In addition to sustainability of the social and economic impact
created, the replicability prospect is also important for the
project. There are a number of local initiatives across the country
aiming at supporting women’s entrepreneurship, most of which face
challenges with regards to marketing of the women’s products. In
this sense, the experience of the project is valuable for the
government for replication in the approach, as mentioned in various
platforms. Therefore, upscaling the results of the project for
policy purposes will also be an area that needs to be focused
on.
These issues are some of the areas that the project will focus
in the remaining periods, while strengthening and sustaining
achieved results would need further technical and marketing
support.

a value of 0.679, Turkey is listed among countries in the “High
Human Development” category, ranking 83rd out of 169 countries.
