they typically worked only 6-12 hours per week. In effect, they
were paid interns. Thus, to the extent there was a numerical
conflict between the renewal applications and the Opposition, the
relevant numbers were not six and fourteen, but six and ten (the
number of full-time hires listed in Table 3 of the Opposition for
the relevant time period) .
38. I discussed the discrepancy in full-time hires with
Paula Zika, and we again reviewed station records. Paula
explained to me that since the renewal applications had asked
about "total hires", she had not counted each hire in the twelve
month period but only those hires in that time period who were
still at the Stations in mid-September 1989 when the renewal
applications were completed. In answering the question on "Job
Hires" in the renewal applications, Paula had examined the
Stations' 1989 employee records (since she did not recall the
hiring of any full-time employees during the last quarter of 1988
included in the twelve-month period) and counted all full-time
employees hired in 1989 that were still employed at the Stations
in mid-September when she was preparing the renewal application.
Since two employees that had been hired in 1989 had already left
the Stations by mid-September 1989, they were not included.
Also, Reverend Schultz was not included because Paula Zika was
not aware at the time she completed the renewal application that
Reverend Schultz was being hired. He did not in fact appear at
the station until after October 1, 1989. When, however, it came
time in January and February 1990 to review the payroll records

to answer the detailed questions about each hire requested by the
FCC, those records indicated that Reverend Schultz was added to
the payroll on September 25 and that was therefore the date used
in Table 3 of the Opposition.
39. The other full-time employee hire that was listed in
Table 3 but not included in the renewal applications was Bob
Thomson, a salesworker hired on October 24, 1988. He was
inadvertently not included in the calculation for the "Job Hires"
in the renewal applications because Paula simply did not recall
that he had been hired during that time period. When Paula and I
later reviewed the 1986, 1987, 1988 and 1989 payroll records to
create Table 3, Bob Thomson was included.
40. The difference between the ten full-time hires reported
in Table 3 versus the six "total hires" reported in the renewal
applications was merely the result of Paula Zika's
interpretations of the questions in the renewal applications and
her not realizing at the time she completed the renewal
applications that the Thomson hire had occurred within the
relevant twelve month period or that Reverend Schultz was being
hired. Moreover, the discrepancy occurred because Paula believed
that in asking for "total hires" the FCC was asking only about
employees who were still at the station. The information
included in Table 3 is accurate with this exception: Angela
Burger was hired on September 18, 1989 as Assistant Director of
Development (AM) . She was listed in Table 3 as a "Professional"
when in fact she was in the "Officials and Managers" category.

Christine Keseman, who was rehired in August of 1989 as a
secretary (office/clerical), shortly thereafter assumed the
duties of the Coordinator of Worship Programming, a position in
which she was in charge of making preparations and arrangements
for the religious programming aired on KFUO(AM). In categorizing
Christine Keseman for the December 29, 1989 "Supplement," I
incorrectly stated that she had been hired as a professional
because of this circumstance. The 1989 Supplement therefore
incorrectly stated that the six hires reported in the 1989
renewal application were all in the top four job category, when
one of the hires was office/clerical. These errors were not
discovered until recently.
41. While the discrepancy between the renewal application
and Table 3 of the Opposition is unfortunate in that it has
caused much confusion and expenditure of effort, it was the
result of Paula Zika's good faith effort to answer the question
that she believed the FCC had posed in the renewal applications.
Similarly, while the explanation for the discrepancy has turned
out to be slightly more complicated that the simple "net gain" of
employees that I originally understood it to be, that
misunderstanding resulted from confusion between me and Paula
Zika as to what was meant by "net gain". It is because of the
very complexity of the events that occurred that this
misunderstanding went undetected until a top to bottom review of
all relevant documents and memories after designation revealed
the facts accurately. Although the information concerning "total

hires" submitted to the FCC in the license renewal applications
may not have been fully accurate, any inaccuracies were entirely
unintentional and the result of a good faith misinterpretation by
the Stations. There was certainly no intent to deceive the FCC
on these or any matters.
