• The environment in which SMEs operate proves to be a major handicap for their expansion and growth
• Firms consider electricity and transport to be among the biggest constraints to their business.
In Cameroon as well as Gabon, the roads as well as railway transport that link production centers and markets are in a bad condition and hamper industrial development in general and SME competitiveness in particular. Access to finance remains a major problem in the majority of African countries. In some African countries there does not seem to be an institutional network providing technology-related support services to SMEs. This appears to be the case in Gabon

Africa is, and will continue to be, one of the fastes growing economic regions in the world.
Rapidly expanding Gabon’s youthful workforce, will be a key advantage.
Telecoms, banking, retailing, manufacturing and even agriculture will be the region’s fastest growing sectors.
Housing is traditionally an economic and social booster also for other sectors of the economy.
Consumer market will account for the region’s largest growth.
Smart phones, M-commerce will flourish. Gabon is well positioned to profit from natural resources. Energy production from renewable sources: New chances for SMEs.

The Millennium Villages project is led and executed by the communities on the ground in Africa. The project is based on the findings of the UN Millennim Project and is led by the science, policy and planning teams at The Earth Institute, Millennium Promise and the United Nations Development Programme.
Outcomes: Increased self-financing of agricultural inputs Growth in local business and entrepreneurship Greater access to energy, improved transport and information and communication technologies (ICT) Make progress towards reducing child and maternal mortality, improving education, environment, health, gender equality and water.

WUSME MILLENNIUM REGION OF ECONOMIC, SOCIAL AND ENVIRONMENTAL EXCELLENCE – WMR
The proposed WMR in Gabon shall be a territory which the Government and the local Authorities declare as an area of infrastructural development to be set up in pleasant sites served by internationaltransport and communication infrastructure; nearby Research/Training centers and Universities.
The WMR shall comprise all key activities and facilities of UN Millennium Villages and additional elements favorable for new Micro- Small- and Medium Enterprises (MSMEs),

Structure of a Technology Park – Center of Competence
The Park’s main role shall be to attract Foreign Direct Investment (FDI) and Technology Champions to Gabon.
Energy SupplyThe WMR shall use the following renewable sources for generating energy, particularly electricity:•Hydro Water Power Plants•Biomass Power Plants•Solar energy, e.g. Photovoltaic•Wind Parks•Energy from organic waste
The Park’s main Role
Waste to Energy Management: Gas Plasma Technology. For polluted plastic waste and old car tires we propose to implement thermo-catalytic treatment (low temperature conversion).
Telecommunication : Building wireless infrastructure across
Gabon, e.g. High Altitude Platform Station (HAPS).

Existing Institutions, e.g.:• UN Organizations, e.g. UNDP, UNIDO, OECD• IFC International Finance Corporation of the World Bank• EIB – European Investment Bank of the EU• Melinda and Bill Gates Foundation• Soros Foundation
New Institutions, e.g.:• MUTUAL FUND FOR CRISES • PREVENTION AND ECONOMIC DEVELOPMENT - ECOFUND, FINANCE TRANSACTION LEVY („Tobin Tax”) of 0,05% on all cross boarder transactions, particularly Currency Transaction, WUSME debit cards as a mean to raise financial resources for the new innovative Institutions and provide advanced services to WUSME members
FUNDRAISING
The Government of Gabon shall be requested to to: Host the 2nd General Assembly of WUSME in Libreville in June 2011 Constitute a national COMMISSION FOR THE PLANNING AND IMPLEMENTATION OF THE MILLENNIUM REGION OF ECONOMIC- , SOCIAL- AND ENVIRONMENTAL EXCELLENCE with participation of WUSME Experts. Undertake a SWOT Study for the introduction of the FTL- Finance Transaction Levy with the assistance of WUSME.
