The state’s Strategic Highway Safety Plan (SHSP) influences the decisions for investment planning.SHSP emphasis areas guide problem identification in the Highway Safety Improvement Program(HSIP). The Crash Reduction Program (CRP) is a comprehensive program of safety improvementsdesigned to improve conditions at locations identified by the HSIP. These enhancements mayinclude; pavement improvements, protection or removal of fixed objects, and utility pole relocationor replacement. Rail Highway Grade Crossing Program, State

This comprehensive Statewide Traffic Operations and support strategies program focuses onreducing non recurring delays due to incidents, work zones, weather emergencies, poor signaltimings, special events, etc. The program includes a Statewide Traffic Management Center (STMC),a Traffic Operations Center South (TOCS), a Safety Service Patrol (SSP), a NJDOT/NJSP TrafficIncident Management (TIM) Unit and a Central Dispatch Unit (CDU). The 24/7 Statewide TrafficManagement Center (STMC) serves three primary functions: (1) It is the Traffic Operations Center(TOC) for the northern half of the state, (2) It provides for evening/weekend/holiday operationscoverage for the entire state and (3) NJDOT is co located with the New Jersey State Police and theNew Jersey Turnpike Authority at the STMC to provide for a coordinated approach to handlingtraffic operations statewide. The 16/5 Traffic Operations Center South (TOCS) is responsible forcoverage for the southern half of the state and monitors the Route 29 tunnel. The STMC handlescoverage for TOCS during week nights (after 8:30 pm) and on weekends and holidays. The SafetyService Patrol (SSP) is deployed on congested corridors statewide to rapidly detect and clearincidents by providing safety for first responders and motorists. SSP also provides emergencyassistance to disabled motorists. The 24/7 Central Dispatch Unit (CDU) is NJDOT s Emergency CallCenter. The Traffic Incident Management (TIM) program is aimed at reducing delays due to trafficincidents. It provides for: (1) equipment and training for NJDOT s Incident Management ResponseTeam (IMRT); (2) training and outreach for county and local emergency responders on methods toreduce traffic delays caused by incidents; (3) developing, printing and distributing diversion routemanuals; (4) developing partnerships and outreach with local and state law enforcementorganizations; and (5) maintaining a State Police Traffic Incident Management Unit.
