Program OverviewTo facilitate the development of national fusion process capabilities, the U.S. Department of Homeland Security (DHS) and the U.S. Department of Justice (DOJ) partnered in 2007 to develop the Fusion Process Technical Assistance Program. This program has been developed in support of the DHS Office of Intelligence and Analysis (I&A) and in coordination with the Office of the Director of National Intelligence (ODNI); the Office of the Program Manager, Information Sharing Environment (PM-ISE); the Federal Bureau of Investigation (FBI); DOJ’s Bureau of Justice Assistance (BJA); the Federal Emergency Management Agency (FEMA); and experts from the state and local community—including the Global Justice Information Sharing Initiative (Global), the Criminal Intelligence Coordinating Council (CICC), and the Global Intelligence Working Group (GIWG).

The Fusion Process Technical Assistance Program consists of the following components:

In an effort to accelerate the implementation of baseline capabilities within all state and major urban area fusion centers, DHS and DOJ have partnered to develop targeted Fusion Process Technical Assistance Services.

Fusion Center Exchange ProgramThe Fusion Center Exchange Program facilitates the exchanges of operational best practices and lessons learned between fusion center personnel—including analysts, managers, and directors—in an effort to strengthen the National Network of Fusion Centers. Visiting personnel work with the host center on a variety of issues, such as exploring common operational or analytical issues and developing regional connectivity between fusion centers. Exchanges also have the ability to connect fusion centers in need of operational support with subject-matter experts from experienced fusion centers to help address specific operational topics in a workshop setting.

Fusion Center Fellowship ProgramDHS is sponsoring the Fusion Center Fellowship Program, which is available for mid- to senior-level state and major urban area fusion center officials and is intended to support the National Network of Fusion Centers. Fellows will work out of Washington, DC, and will support the development of national-level policies, programs, or projects related to information sharing and strengthening the National Network of Fusion Centers.

Online Fusion Process ResourcesThe Lessons Learned Information Sharing (LLIS) system (www.llis.gov) hosts the Fusion Process Technical Assistance Program Resource Center, which serves as a secure and restricted database for fusion process-related documents—such as plans, policies, and guidebooks—that help foster information sharing and networking through a detailed member directory, secure messaging, and message boards. The Resource Center also contains fusion center best practices and success stories.

The secured National Criminal Intelligence Resource Center (NCIRC) Web site (www.ncirc.gov) contains additional training materials and information resources available through the Fusion Process Technical Assistance Program.

DHS/DOJ Fusion Process Technical Assistance Program and Services Activity OverviewThe DHS/DOJ Fusion Process Technical Assistance Program and Services Activity Overview is produced quarterly (or as needed) and provides a brief overview of the Fusion Process Technical Assistance Program. Included in the Activity Overview is a summary of current services available through the program and program deliveries that have occurred during the given quarter. Additionally, the overview notes recent and upcoming service deliveries and outlines new services available. Furthermore, each Activity Overview contains highlights of several deliveries in order to provide the reader with a more in-depth view of what those services entailed.

Customized Videos for Fusion CentersThe Fusion Process Technical Assistance Program team offers two customizable videos for designated state or major urban area fusion centers: “If You See Something, Say Something™” public awareness video and “Fusion Centers: Enabling Information Sharing Between the Federal Government and State, Local, Tribal, and Territorial Partners.” A fusion center can request a customized video, which includes the center’s name, logo, and contact information inserted at the end of the video.

Customized Trifold for Fusion CentersThe Fusion Process Technical Assistance Program offers a customized trifold pamphlet for fusion centers to distribute as needed. The trifolds include general information about fusion centers, with a significant amount of space available to customize with the fusion center’s accomplishments and services. All of the graphics and formatting of the trifold are provided by the Fusion Process Technical Assistance Program. The Fusion Process Program will provide the first 1,000 copies of the trifold and will then make the print-quality PDF available upon request. Each designated state or major urban area fusion center is eligible to receive this service one time.
