TENDER NOTICE
Sub: Quotation for Annual Maintenance Contract for Repair /Renovation of Wooden /Steel Furniture Items and allied miscellaneous work.
Sealed tenders are invited under Two Bid System i.e. (Part-I Technical Bid and Part-II Financial Bid) from reputed, experienced and specialized firms in the field of Repair /Renovation of Wooden /Steel Furniture Items and allied miscellaneous work for the Head Office, Employees' Provident Fund Organization (EPFO) who fulfill the following conditions:-
1. In case of dispute of any kind, the Service Provider shall abide by the decision of the Competent Authority, E.P.F.O. In case the dispute is required to be referred to Arbitration, it shall be referred to the sole arbitrator under Arbitration and Conciliation Act 1996. The place of settlement of dispute shall be in case the settlement of dispute is in the court, it will be in the jurisdiction of courts at Delhi.
2. All entries in the Tender Form should be legible and filled clearly. If the space for furnishing information is insufficient, a separate sheet duly signed by the authorized signatory may be attached. No overwriting or cutting is permitted in the Financial Bid Form. In no case, there should be any change in the format of the Financial Bid. In such cases, the Tender shall be summarily rejected. However, the cuttings, if any, in the Technical Bid application must be attested by the person authorizedto sign the tender bids.
3. In case of partnership firms, a copy of the partnership agreement, or general power of attorney duly attested by a Notary Public, should be furnished on stamped paper duly sworn or affirmed by all the partners admitting execution of the partnership agreement or the general power of attorney. The attested copy of the certificate of registration of firm should also be enclosed along with the tender alogwith the name of authorized partner to interact with E.P.F.O.
4. Each page of the tender document as well as annexure should be signed by the Tenderer or by authorized signatories with seal of the firm.
No bidding firm will be allowed to withdraw its bids after technical bids have been opened. If any firm intends to withdraw after opening of technical bids, the EMD amount will be forfeited.
6. If after award of the contract, the successful bidder (L-1) fails to provide required services the contract is liable to be cancelled alongwith forfeiture of EMD/Performance Security and other consequential action such as blacklisting as deemed appropriate.
7. The contract will be valid for a period of one year from the date of awarding of the contract which may be extended for a further period of one year on review of the performance and also depending upon the requirement and administrative convenience of E.P.F.O.
8. Technical bid of the Service Providers must necessarily be accompanied with Earnest Money Deposit (EMD) of Rs.10,000/- (Rupees Ten thousand only) refundable without interest, in the form of Demand Draft/Pay Order drawn in favour of "C.P.F.C, New Delhi" failing which the Tender shall be rejected summarily.
9. The successful Tenderer will have to furnish Performance Security as Bank Guarantee in the name of "C.P.F.C, New Delhi" for an amount of 10% of the annual contract value within 15 days of the award of contract, which will be released to the Service Provider on satisfactory completion of the contract.
10. The competent authority in the EPFO reserves the right to cancel the tender at any time or amend/withdraw any of the terms and conditions contained in the tender document without assigning any reason, thereof.
11 . It will be the responsibility of the Service Provider to comply with all statutory obligations Labour Laws on his part arising out of this contract.
12. The contract can be short closed on account of unsatisfactory services upon performance review by the Competent Authority in Employees' Provident Fund Organisation (Head Office). The unsatisfactory services shall mean and include noncompliance and non-fulfillment of any of the contractual obligations by the terms and conditions of the tender/contract and failure on its part to correct the discrepancies/shortcomings brought to its notice in writing by the competent authority of Employees' Provident Fund Organisation (Head Office).
13. The contract can be terminated earlier by either party after servicing 45 days advance written notice on the other party.
14 The Contractor/Firms should have the following documents attached with the tender/quotation without these the tender/quotation will be rejected out rightly.
15. Proof of Registration of Firm in the similar type of work/ category with any Govt. Deptts. / PSU Organization. The firm should be registered / empanelled at least with the three reputed govt. Departments/ organizations (photocopy of registration should be enclosed).
16. Bidder should have its own workshop facility with address .The competent authority can physically inspect the manufacturing unit, workshop & office before awarding the supply/ work order, if considered necessary.
17. The firm should have at least last Three Years Continuous experience of working in Government Sector/PSUs etc; (self attested copies of Certificates/work orders to be enclosed) and Firm should have minimum Three Work Orders / Performance Certificates for the Similar Nature of Work value of Rupees not less than 40.00 Lakhs ( One work) or Rs.20 lakhs( Two works) or Rs. Ten lakhs ( Three works) against a single order / work performance certificate for the last Five Years.
Interested parties/agencies which are fulfilling the above criteria in repair/renovation of Wooden/Steel Furniture items and allied miscellaneous work, may submit the quotation in two separate Performa i.e.(1) Technical Bid, (2) Financial Bid in two separate envelops. The quotation duly sealed and super-scribed "Technical Bid for (AMC) for Repair/Renovation of Wooden /Steel Furniture and "Financial Bid for (AMC) for Repair/Renovation of Wooden /Steel Furniture may be dropped in the Tender Box placed at Lower Ground Floor of this office on any working day between 10.00 A.M to 5.00 P.M. In any case the quotation should reach this office latest by 2.00 P.M on 12.08.2015.
The quotations shall be opened on the same day at 3.00 P.M by a Tender Committee constituted for this purpose and Tenderer or his representative may present at the time of opening of the quotations.
Committee shall open the financial bids of only those bidders who have been declared technically qualified by the Tender Committee.
The undersigned reserved the right to reject any or all of the tenders without assigning any reason(s) thereof.
