DEPARTMENT OF AGRICULTURE
Washington,
D.C.
November 9, 1931
Hon. Eugene Meyer,
Governor
of the
Federal Reserve Board,
Washington,
D. C.
Dear Mr. Meyer:
For
some time
I
have "been emphasizing
t h e
fact that
in the
long run a sound policy of land u t i l i z a t i on i s a necessary basis
of a prosperous ag ri cu lt ur e. Emergency condi tions of the past
several years, due in considerable part to the lack of an adequate
land policy, have strengthened my conviction.
After due consideration I have decided to c a l l a conference
where I may discuss this subject with members of the Association of
Land Grant Colleges and Univers i t ies , S ta te of f i c i a l s , representa t ives
of
farm organizations, railways, mortgage
and
insurance companies,
banks,
and
other organizations primarily concerned with
t h e
land.
I
believe
i t
possible
t o
make substantial progress toward
th e
develop-
ment of a long-time policy of land u t i l i z a t i on , and also t o consider
helpfully some of the immediate land problems growing out of the present
emergency.
The
three days, November
19 to 21
in cl us iv e, immediately
following t h e meetings of the Association of Land Grant Colleges
and Universities appear to be a favorable time t o hold th e conference.
The Executive Committee of the Association h as expressed approval of
th e
proposal
and has
authorized
t h e
collaborat ion
of the
Association
i n
ca l l ing
th e
conference, which w i l l convene
a t t h e
Stevens Hotel,
Chicago.
I am
wri t ing
to say
that
we
shal l
be
very glad
t o
have
you
or any of
your colleagues
of the
Federal Reserve Board present
a t
th e conference, and I shall also appreciate i t i f you wil l bring the
conference to the a t t en t ion of the o f f i c i a l s of each of the Federal
Reserve Banks. You wi ll understand, of course, that t h e United States
Department
of
Agriculture does
no t
have funds available
f o r
paying
the
expenses of those who may at tend.
For your information I am inclosing a copy of the tenta t ive
program.
Sincerely yours,
Inclosure
(S) Arthur M. Hyde
Secretary.
