I From the Gavel As the placard American President, Harry Truman, had set upon his desk in the Oval Office, "The Buck Stops Here" As the summer unfolds I see a few Great Issues that will be the main thrust of the business of Conference for the year. First we will be deciding one way or the other if we want to adopt a transponder system for timing and scoring for the millennium. I have been in contact with one of the major players that supply the hardware and software for such a system and I will have the Executive Board have a look at it when they meet at the Mid-Year meeting at the August race in Seattle. I know its weird to have a mid-year meeting at the end of August, but no more so than the Spring Meeting at the beginning of January. At least the fall meeting is in November, which is a pretty close approach. For those of you lurking in the garages of Conference make your wishes known to your club reps prior to the meeting. A transponder system is going to cost a lot of money, both to purchase and to run in that it will take a new official to travel with the hardware and boxes of transponders to each of the races and to ensure that all the cables go into the proper sockets at all of the races. We can either be on the cutting edge, or the trailing land but we can only do what the members want. The second issue will most likely be a rule change proposal to re-institute the bottom up points system. I have not heard anything for sure but in my heart and soul I know it. We have the choice of two great points systems, the top down as we have now where you get a fixed block of points starting at the top and counting down, or the bottom up where you start at last place and give points for each car beaten thereafter. The problem is that we can only run one. Neither is all good, nor all bad, but the vote split each time we choose is close enough that the next time one club changing its vote will carry it the other way. We do need to select a system, good or bad depending on your point of view, and stay with it for a while. Switching back and forth only adds to the confusion. May I modestly propose that a covenant be added to the points system in the Competition Regulations to allow for substitution of the points system only after a fixed period of time has elapsed to allow the kinks in the system in effect to be worked out. Just an idea, this page, after all, is my soap-box, not the meeting agenda. The third and the BIG one is the schedule. (That's pronounced with a shhhh). As the summer unfolds I see a few Great Issues that will be the main thrust of the business of Conference for the year.

First we will be deciding one way or the other if we want to adopt a transponder system for timing and scoring for the millennium. I only chair the meetings and I can't throw the Rep's out into the hall if their motions, submissions and race date proposals aren't politically correct.

The first morning after the Province of Quebec had first elected the separatist Parti Quebecios, the newspaper Le Devoir had a cartoon by Anslin on the editorial page showing Rene Levee accepting the handshake of the dismayed and shocked outgoing premier but his face was turned towards the reader and the caption read (In English) "O-kay, everybody take a Valium".

O-kay everybody take a democracy pill. Get to your meetings, inform your representative on theE-Board, on the C-Board, on both. Let them know what your thoughts are and they will bring them to the meetings.

When we, the directors, don't get in-put it looks like we're being elitist, or exclusionary, or cliquish. That's how lack of information to act upon looks.

Steward's Report 6th Stewards Report

The silence is/has been deafening. I think that is a good thing about our traditional early summer racing hiatus. A quiet time to collect ourselves up and make those needed improvements to our multifaceted personal re­lationships.

The usual questions have come via email and postal ser­vice regarding various, generally illegal modifications, you are dreaming up for your race cars. I would love to share some of those ideas with the collective group; but the multi-day, intensive, psychologically altering secret initiation rituals associated with becoming Race Steward has embued in me a priest and penitent sense of secrecy of the confessional. Besides I think innova­tion should be rewarded through performance gains. So, I will maintain the silence of the shroud. If nothing else, you are an innovative group.

I am anxious to return to the hubris generally associated with our race weekends. Hope you are also.

Since there is nothing of real substance I will say, that is what I will do.

SUPPLEMENTAL REGULATIONS

1. Open to cars eligible under I.C.S.C.C. and S.C.C.A. current regulations. 2. There will be no starting of any race engines prior to 9:00a.m. 3. No late entries will be accepted on Sunday. 4. No class changes after 1:00 p.m. on Saturday. 5. Drivers are responsible for properly and completely filling out their entry registration form(s). 6. Multiple Entries: A driver entering the same car in more than one event shall indicate on each entry form

whether the entry is for the driver's "primary" or "additional" event. If the entries are oversubscribed for a particular event (entries exceed the number of cars allowed on the track) drivers and cars entered as an "additional" event will be restricted from participating, on a first come, first served priority based on the date entries received, in order to allow participation by all drivers and cars for whom the event is their primary event including novices upgrading to a championship event on that week-end.

7. Consumption of any alcoholic beverage at any time during the racing event is NOT allowed, with the exception of the area covered by the liquor permit issued by the Washington State Liquor Control Board, the time and location is a condition of operation of the track and is enforced by track officials, ICSCC, and IRDC officials or law enforcement authorities. If you violate this condition, you may be charged with a crime and may be responsible for the closing of S.I.R. VIOLATION OF THIS REGULATION WILL RESULT IN DISQUALIFICATION AND REMOVAL FROM THE FACILITY.

8. All Entrants for this event shall present at tech inspection an empty sealable container or containers, marked with driver's name and license number, capable of holding 2 gallons of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc., from S.I.R. Anyone caught dumping oil at the raceway will be fined and banned from Seattle International Raceway.

9. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. Any damage to any equipment or devices utilized by the sanctioning body (ICSCC) or sponsoring club (IRDC) to conduct this race, regardless of cause, will be charged to the driver responsible.

10. NOISE RULE I.C.S.C.C. 1112 enforced! 1 05db @ 50 ft. No exceptions. 11. All persons in pre-grid or in racing hot pits shall wear long pants, shirts that cover their shoulders and no open­

toed shoes during all practices, qualifying and races. 12. A Minor Release form is required for ALL minors upon entry to the track (NO EXCEPTIONS) .

. 13. All cars will be off trailers for tech inspection. 14. There will be no refunds on prepaid pit passes. 15. No minors, under 18 years of age, are allowed in hot pits or pre-grid. 16. If crew member is not listed on registration form, driver must appear in person at registration, to add name to

list. 17. All participants are required to have in his/her possession, the appropriate pit, crew, guest or worker pass

issued for this event. It must be displayed at all times and will be required for reentry to Seattle International Raceway during this event.

18. There will be a $10.00 per tire charge imposed by the track for the improper disposal of tires. 19. No overnight camping at the track on Sunday night without the consent of S.l. R. management. 20. There will be no refueling in the grid area unless accompanied by a fire extinguisher and operator. 21. No motorized tow or support vehicles allowed on pre-grid unless authorized by the Grid Marshall or Race

Chairman. 22. No open fires in the paddock, pre-grid or within track in-field. 23. All gates will be closed and locked at 11 :00 PM Friday and Saturday nights, the main gate will open at 7:00 AM. 24. Only one support vehicle or trailer will be allowed in your pit per competition car regardless of the

number of drivers or classes entered. 25. There will be no saving of pit or paddock areas except as required by I.C.S.C.C. regulations. All pit and

paddock areas are on a first come, first served basis. Violators of this regulation will be subject to disqualification and removal from S.I.R.

26. The length of scheduled events may be altered due to emergency conditions beyond the control of I.R.D.C. personnel. 27. I.R.D.C. reserves the right to refuse entry to this event to anyone. 28. Line formation to enter the track on Friday afternoon shall start at the registration booth. 29. All participants in this event are required to have a good time. Each participant shall display at least one public

smile per day.

Here comes Round Two! Northwest Motorsports would like to thank everyone who attended the

Memorial Weekend race at Spokane Raceway Park. Thanks to all the workers and the large turnout of drivers who came, this was a first-class event.

To all ~THANK YOU!

Now, we're gearing up to do it all over again. On August 7th & 8th, we will be holding our second weekend event on the schedule for this year. Many race officials have volunteered to be on hand but workers are needed

in every specialty. Experienced or non-experienced- you can make a difference! As we have done in the past, we will be providing double occupancy lodging for pre-registered workers.

Letter to the Editor The Northern Alberta Sports car Club (NASCC) organizes the support races for the CASCAR race event held in Edmonton Aug 13, 14& 15. The event is held on a temporary 2.88Km road course at the Edmonton City Centre Airport. The layout is very good with lots of areas for passing. We run three groups of races a GT/IP 1&2,GTIIP 3-5 and Vintage Competition (sorry no open wheel cars this year). We currently have 53 cars registered and expect 100 sports cars to be entered in this event. We are looking at including Sports Car Lapping sessions for non race prepared cars if our schdule will permit and we can overcome the liability issues.

This is the fourth year for this event and spectator attendance is excellent with approx 10,000 people attending the weekend. Thursday and Friday morning is registration, Tech and track setup, Friday afternoon is practice and Saturday I Sunday will be practice and race. Sunday afternoon is the CASCAR main event.

Where is Edmonton: 3hrs North of Calgary, 12 hours NE of Vancouver and 15 Hours from Seattle. We have two hotels very close to the airport (3 or 5 minute walk)and have special room rates arranged. and there is lots of parking.

Letter to the Editor: MESSAGE FROM THE MEMBERS OF TEAM CONTINENTAL

The intent of this letter is to inform all Conference drivers, workers, and participants of Team Continental's racing future and to show our appreciation for your support over the past six years at the Port Orford Grand Prix.

The members of Team Continental regretfully will not be hosting a race for Conference participants in 1999. After all attempts to host our traditional Port Orford Labor Day Weekend event once again in '99, our efforts were unsuccessful. Each year it became more and more difficult to comply with additional State regulations concerning auto racing on airports. It reached a point where it would be impossible to race there again.

In December of last year the State of Oregon notified Team Continental that a race would not be possible at the airport in 1999. At that point, the Team Continental Race Committee began working on an alternative location for Labor Day '99.

Thunderhill Raceway Park was chosen as Team Continental's new racing venue for Conference. With the support of the other clubs in Conference, Thunderhill in 1999 almost happened. A last minute scheduling conflict made the track unavailable for Labor Day weekend. Team Continental is working very hard to secure this date for 2000, before the '99 ICSCC Fall Meeting. If racing at Thunderhill sounds like a good idea, and you support this new venue, contact your Executive Board and Contest Board Representatives. Today!

Team Continental wishes to thank everyone in Conference for your loyal support of our racing program. We will never give up our pursuit of hosting some of the best races around. With our number one goal in mind, Team Continental would like to make sure everyone attending a T.C. race has a FUN & SAFE weekend.

In an effort to show our appreciation towards ICSCC participants supporting six years of Port Orford, Cascade Sports Car Club has agreed to let Team Continental host a "Conference Appreciation Party" during the Doernbecher Weekend coming up on September 11-12 at P.I.R. Please join the fun on Saturday night with the entertainment of the T.C. Racer's Blues Band and plenty of food for everyone.

SUPPLEMENTAL REGULATIONS Infractions will result in penalties assessed to the driver.

1. Open to cars eligible under ICSCC or SCCA current regulations. 2. THIS EVENT IS ORGANIZED UNDER 1999 ICSCC COMPETITION REGULATIONS AND ALL

WHO ENTER P.I.R. ARE SUBJECT TO THEM. CASCADE SPORTS CAR CLUB RESERVES THE RIGHT TO REFUSE ANYONE ENTRY TO THIS EVENT OR TO P.I.R. !!!

3. ALCOHOLIC BEVERAGES ALLOWED IN BEER GARDEN AREA ONLY! AND ONLY AFTER THE TRACK CLOSES. YOU MAY NOT BRING ALCOHOL INTO P.I.R.!!!! THIS IS AN OREGON LIQUOR CONTROL COMMISSION REQUIREMENT. ANY PERSON CAUGHT BRINGING ALCOHOL INTO PIR WILL BE BANNED FROM THE RACEWAY.

4. Passes required at all times and MUST be displayed. 5. Registration closes at 2:00pm Sat. and 10:00 for drivers, 12:00 Sun. for crews. NO PIT PASSES after

these hours. Don't even ask. No spectator passes sold after 5:00pm Saturday. 6. Competition numbers must be readable. Section 1106 enforced. 7. Late entries handled according to ICSCC rules. Entries received through Friday will be charged $40.00

& Saturday will be charged $60.00. 8. UNDER 18yr old not allowed in hot pits, victory laps or pregrid. Under 12 must have direct Adult

supervision at all times. 9. The scales will be open Sat. from noon & Sun. all day. 10. NO ONE ALLOWED PAST (WEST) OF START FINISH. 11. No skateboards. Bicycles and small motorized vehicles allowed by special pass ONLY. See Race Chair

man. NO ONE UNDER 18 ALLOWED TO OPERATE. 12. Refueling not allowed in pregrid. Fueling in the HOT PITS requires a crew member assigned only to

manning a fire bottle. Excess spillage will result in a penalty. 13. NO SMOKING allowed in Hot Pits, pregrid or ANY P.I.R. building. 14. Only one support vehicle allowed in paddock. Pit and pregrid roads must remain clear. 15. NOISE RULE ICSCC 1112 enforced! 105db@ 50ft. NO EXCEPTIONS 16. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible.

Also, damage to any equipment or devices utilized by the sanctioning body(ICSCC) or sponsoring club(CSCC) to conduct this race, regardless of cause, will be charged to the driver responsible.

17. Family and crew members of drivers are to contact the land line communication person at pre-grid with any questions regarding their driver or car.

18. All entrants for this event shall present at tech inspection an empty sealable container or containers, marked with drivers name and license number, capable of holding 2 gallons ofliquids. These are to be used to remove all oil, cleaners, brake fluid, etc from P .I.R. There will be no oil drums provided.

19. Anyone caught dumping oil at the raceway will be fined and banned from the raceway. This is a P.I.R. regulation.

20. If entries exceed the number of cars allowed on the track for a particular event, drivers and cars entered as an "additional event" will be restricted from participating, on a first come, first served priority based on the date the entries were received. This is in order to allow participation by all drivers and cars for whom the event is their primary event including novices upgrading to a championship event.

21. NO REFUND ON PRE-PAID PIT PASSES. IF YOU TECH FRIDAY NIGHT YOU RECEIVE ONE FREE PIT PASS.

22. NSF checks will be charged an additional $40.00 fee. 23. Payment by Visa/Mastercard must include the name as it appears on the card, account number, card

type(Visa/MC) and expiration date. Visa/Mastercard payment entries without that information will be assessed a late charge.

Doembecher Dash Donation Pledge This pledge form is an opportunity for drivers and their crews to directly make a difference in the fundraising effort for Doem­becher Children's Hospital. Take this form to your friends, neighbors, employers, or people you do business with and get them to pledge a fixed amount for each lap you run during your Doembecher Dash Cascade race.
