Good Morning, As most of you know; for the last several weeks we have been working on setting the parameters of how we all interact within the FRPD Offices while dealing with the COVID-19 Pandemic. Many controls have been implemented to best protect everyone involved, and we believe that we have made our best effort in preventing the spread of the COVID-19 Virus to the team and our families. In order to support these efforts, I am pleased to present the FRPD COVID-19 Office Protection Plan. This document addresses the controls that have been put in place thus far within the FRPD Offices. 1. PURPOSE
On March 11th, 2020 the World Health Organization (WHO), declaired the COVID-19 outbreak a
pandemic. A pandemic is when an infectious disease spreads across the globe. This is different
than an epidemic which is usually contained within a region or country.
To ensure that FRPD employees have the most up to date information available, FRPD HSEQ
Department and Managment Team will continue to monitor the British Columbia Ministry of
Health, local health authorities and other levels of government to ensure that all FRPD
Employees and their families are kept informed and safe. Local health authorities are closely
monitoring the situation and monitoring throughout B.C., nationally and internationally.
For details on COVID-19; information is available HERE through BC Health.
This action plan aims to build on the guidelines and directions set in place by the BC Ministry of
Health, regarding the monitoring of symptoms of the COVID -19 Virus and on the FRPD
Employee “Office Protection Plan”. This action plan also aims to build on the recommendations
provided by WorkSafe BC in COVID-19 and the Workplace and WHO’s World Health
Organization: Getting your workplace ready for COVID-19.
This document formalizes requirements for FRPD office locations.
We will provide updated information as it becomes known to us and continue to mitigate
impacts by revising this procedure as conditions change.
2. SCOPE
At FRPD our commitment to sustainability reach all our areas of management and action. Thus,
FRPD has established 2 operational guidelines against the spread of the coronavirus disease
(COVID-19), through this Office Protection Plan:
1. To protect FRPD’s employees in the office by striving to guarantee their health and well-
being, by minimizing exposure through education about implementing physical distancing,
hygiene and disinfection.
2. To provide transparent and rigorous communication in terms of health, hygiene, physical

distancing, and prevention, in accordance with provincial experts and with health authorities
and also with respect to all measures that might be implemented during this period.
3. ROLES AND RESPONSIBILITIES

• To notify FRPD Supervision and/or HSEQ Manager once signs of illness are
identified, or if possible, exposure to a person(s) who may be infected by the COVID
-19 virus occurs.
• To immediately remove themselves from the office and worksite if any symptoms
of illness occur.
• If required place themselves in a state of Self-Monitoring or Self-Isolation as
outlined by BC Heath for a minimum of a 10-day period from first report of
Symptoms.
• Practice good hygiene and social distancing.

• Safely monitor your office employees for signs of illness (coughing, sneezing,
disorientation etc.)
• Ensure cleaning supplies are made available and that they are used effectively
when cleaning the Office Work Areas and Common Areas.
• Report any concerns of ill employees or the inability to continue to work safely.
• Communicate all memos and safety information shared by HSEQ and Corporate
Office with the office employee.

• Continued support of all front-line supervision and project management concerning
all health and safety concerns.
• Develop key learnings and communications for all front-line supervision and project
management.
4. PROCEDURE FOR WORKING IN FRPD OFFICES
4.1. FRPD OFFICE LOCATIONS BEHAVIOUR PROTOCAL
This section of the document outlines expected behaviour in FRPD offices, employees are
asked to:
• Monitor office location access points to enable social distancing – do not allow visitors
to enter unless absolutely necessary.
• wash, or sanitize their hands before entering and when leaving the office location,
require visitors to do the same

• Allow plenty of space (two metres) between people waiting to enter and exit the office
location and while moving throughout the office
• To avoid non-essential physical work that requires close contact between employees
• To cease any work requiring skin to skin contact
• To plan all other work to minimize contact between FRPD employees
• Wear suitable respiratory protection such as a N95 disposable respirator or Half Mask
Respirator with P100 Filters will be worn if working with in a 2-meter distance of
another worker.
• Maintain, clean and sanitize their own work station daily. Cleaning materials and
disinfectant is available in the janitor’s closet or through the Yard Warehouse.
o Our contract cleaning service will regularly clean common contact surfaces on:
washrooms, kitchen areas, stationary office equipment, door handles, office
equipment controls, etc.
o Please note they will clean your area as well unless instructed not to with a note.
• Respect the maximum occupancy requirements for the kitchen, meeting rooms,
stairwells etc.
4.2. ACCESS TO FRPD FACILITIES
This section outlines the management of FRPD office facilities.
• FRPD Office Locations will have limited occupancy during the pandemic crisis.
• Occupancy numbers do not include non-essential visitors to the front desk area of all
venues.
• Non-essential visitors will not be permitted into the inner workings of the complex and
must remain at the front desk area.
FRPD Office occupancy for FRPD Employees are set as follows:
FRPD Main Office Complex Maximum 20 Persons
FRPD Dredging Office Maximum 6 Persons
FRPD Equipment and Yard Office Maximum 8 Persons
FRPD Yard Remote Trailer Maximum 3 Persons
• When offloading of supplies in the Yard area; drivers should remain in their vehicles if
offloading the load will allow. If not, drivers must sanitize their hands before unloading
goods and materials at the office location

4.3. OFFICE MEETINGS
In person group meetings will be used minimally and only with physical distancing enforced
while respecting the maximum occupancy limits in the meeting rooms.
Further the attendees should be limited to those that must attend in person. Guidelines for
in person meetings are as follows:
• Attendees should practice social distancing and remain two metres apart from each
other
• Rooms should be well ventilated / windows opened to allow fresh air circulation
• If possible, meetings should be in open areas.
• Abide by the Board Room and Meeting Room maximum occupancy posted on door of
venue.
4.4. HAND WASHING
Guidelines for handwashing and supplies are below:
• Ensure soap and sanitizer is readily available and kept topped up at all times
• Follow steps for efficient hand washing that are posted in each wash area
• Hand washing facilities shall be wiped down after use and check soap and sanitizer
levels to ensure sufficient supply for the next person.
• Provide suitable and sufficient bins for used hand towels with regular removal and
disposal.
• Provide hand sanitizer in strategic locations throughout office complex for additional
use
4.5. GENERAL CLEANING
Our Cleaning Contractor has been employed to perform enhanced cleaning practices in the
offices, with particular attention placed on the communal areas and at touch points
including:
• Taps, washing facilities, toilet flush, and seats
• Door handles, push plates, and hand rails
• Stationary office equipment and equipment controls

• Shared tools
• Food preparation and eating surfaces
Rubbish collection and storage points
4.6. EATING ARRANGEMENTS & KITCHEN FACILITIES
Kitchen facilities within FRPD offices provide a means of heating food and making hot
drinks, these areas must be kept clean and disinfected clean between use. The following
points outline the process for safe use and cleaning of these areas;
• Dedicated eating areas will be identified with seating arrangements established for a
designated number of persons
• Only 3 Persons to be permitted in the kitchen area of the main office at any one time
complying with 2-metre social distancing
• Dredging and Yard kitchen areas will be limited to 2 persons in that area at any one time
complying with 2-meter social distancing.
• FRPD employees should stagger break times to reduce congestion and contact at all
times
• Hand cleaning facilities or hand sanitizer should be available at the entrance of any
room where people eat and should be used by all office employees when entering and
leaving the area
• Employees are encouraged to bring pre-prepared meals and refillable drinking bottles.
• Food preparation and cooking of meals in these areas will not be permitted at this time.
• Microwave controls and the kitchen taps must be cleaned after each usage by the
individual that used them
• Where catering is provided in the office, it should provide pre-prepared and wrapped
food only
• Payments should be taken by contactless card wherever possible
• Crockery, eating utensils, cups etc. should be used only once and placed into the
dishwasher for sanitization after use
• Tables should be cleaned between each use by those who have eaten in that spot
• All rubbish should be put straight in the appropriate bin and not left for someone else to
clear up
• All areas used for eating must be thoroughly cleaned by the user at the end of each
break, including chairs, door handles, coffee machines and payment devices.

4.7. TOILET FACILITIES
The number of people using toilet facilities at any one time with be restricted in order to
comply with 2-meter social distancing
• Limit occupancy of wash room faculties to the number posted on the facility door.
• Wash hands before and after using the facilities
• Our Cleaning Contractor has been employed to perform enhanced cleaning regimes for
toilet facilities particularly door handles, locks and the toilet flush lever
• Please inform the HSEQ representative or Office Administrator if cleaning supplies are
low and need replacing.
• Respect the safety of those coming after you to the facility
4.8. FRPD EMPLOYEE TRAVEL
FRPD does not intend to have employees travel for work purposes during the pandemic
crisis except when absolutely necessary.
If travel is required for work purposes; FRPD employees must be provided with the latest
information on areas where COVID-19 is spreading. You can find this at:

• Based on the latest information, FRPD will assess the benefits and risks related to
upcoming travel plans.
• FRPD will not recommend travel for employees who may be at higher risk of serious
illness (e.g. older employees and those with medical conditions such as diabetes, heart
and lung disease) to areas where COVID-19 is spreading.
4.9. FRPD EMPLOYEES WHO ARE TRAVELING
Encourage all FRPD employees to wash their hands regularly and practice suitable social
distancing
• FRPD employees who are travelling will contact the HSEQ Department if they feel ill
while traveling.
• Ensure that your employees comply with instructions from local authorities where they
are traveling. If, for example, they are told by local authorities not to go somewhere
they should comply with this. Your employees should comply with any local restrictions
on travel, movement or large gatherings.

4.10. FRPD EMPLOYEES RETURNING FROM TRAVELING
• Employees who have returned from a trip requiring air travel will be required to self-
isolate for; 10 days if travelling domestically and 14 days in returning from out of
country.
5. DEFINITIONS
A COVID-19 glossary: What the terms mean and some subtle differences:
Community transmission:
When referring to how a disease is spread, one of the methods is community transmission.
In the case of COVID-19, it means that an infected person has not come into known contact
with anyone who is infected and that the source of infection is unknown.
Contact tracing:
Contact tracing is what doctors use to track a virus's spread. It involves three steps:
First, is contact identification? Once a person is infected and symptomatic with a disease, the
person is asked about their activities and their interactions with others.
That's followed by contact listing. Once contacts with the infected person are identified, they're
informed of their status and advised to get early care if they begin to develop symptoms. If they
are considered high risk, they may also be advised to isolate themselves.
Finally, there is contact follow-up, where doctors get in touch with people who came into
contact with the infected person to see if they begin to develop symptoms.
Coronavirus, COVID-19 and SARS-CoV-2:
Coronaviruses are a common cause of colds and other upper respiratory infections, but this
pandemic involves a strain of coronavirus that is new to the world's human population.
Coronavirus is used as a kind of shorthand these days in some media reports, and the new
strain is more accurately called the novel coronavirus. The illness caused by the virus is called
COVID-19, also referred to by the World Health Organization (WHO) as coronavirus disease
2019.

Some articles in medical journals use a lesser-known term for the virus: SARS-CoV-2 (severe
acute respiratory syndrome coronavirus 2). The WHO says it's avoiding that term, since it could
be confused with the SARS outbreak in 2003.
Endemic, epidemic and pandemic:
A disease that is endemic is one that re-emerges on a seasonal basis, occurring at a predictable
rate in a certain area or among a set population, such as malaria.
Epidemic is used when the number of infections rises above what is normally expected in a
certain population or region. An outbreak is basically the same thing as an epidemic, although
the term is often used to cover a more limited geographic area, according to the Centers for
Disease Control and Prevention (CDC).
Pandemic relates to the geographic spread of a disease. The WHO designated COVID-19 as a
pandemic on March 11, citing the spread of the new virus to several countries.
Epicentre
A city or country where an outbreak is most pronounced.
Flattening the curve
Flattening the curve refers to a graph that illustrates the spread of a disease and the ability of
health systems to cope.
If a large number of people become infected and require medical care, it can overwhelm the
overall health-care system. This can result in shortages of protective equipment, hospital beds
or even doctors and nurses.
If adequate measures are taken to avoid the spread of infection and fewer patients require
medical care, the curve on the graph isn't as sharp, and there would be a better chance that
patients can receive the necessary care. This is referred to as "flattening the curve."
Nasopharyngeal vs. oropharyngeal swabs
To be tested for the virus, health-care professionals need to collect samples. This can be done
one of two ways.
A nasopharyngeal swab can look like an extra-long Q-Tip or a plastic wand with a collection
surface on the end. It is inserted up the nose, far back where the health-care professional

collects a sample by swabbing. This is the method preferred by the World Health Organization
in testing for COVID-19.
However, there is another method of collection available to health-care professionals: an
oropharyngeal swab. Instead of going up a patient's nose, the sample is collected orally at the
back of a patient's throat.
PPE
This is shorthand for personal protective equipment, and for health-care workers on the front
line, it includes isolation gowns, foot covers, eye gear, face masks and gloves.
R0
R0, pronounced "R-naught" is a measurement used to describe the intensity of an outbreak.
R0 is only used when everyone is vulnerable to a disease, meaning no one has had the disease
before, and therefore has not been vaccinated. As a result, there is no way to control the
spread. An R0 value of 1 means that each infection will cause one new infection. If it's greater
than 1, each infection will cause more than one new infection. This could create a potential
epidemic. The outbreak in China had an early R0 value estimate of 1.4 to 3.9.
Presumptive and confirmed cases
A presumptive case means that a local health agency has received a positive test result from a
patient. But the test needs to be validated with a second test. Some provincial labs, such as
those in Ontario, British Columbia, Quebec and Alberta, conduct the second test whereas other
provinces need to send a sample to the National Microbiology Lab in Winnipeg.
Once two tests have come back positive, it is a confirmed case.
Resolved
An infection case is considered resolved when a person is no longer infected with the virus.
Self-isolation vs. quarantine vs. shelter-in-place
The terms are often used interchangeably. But health officials sometimes distinguish between
"quarantine" and "isolation," which can be both voluntary and mandatory.
Self-isolation applies only to people who are known to be infected, according to some experts.
Others use self-isolation as a synonym for quarantine. In both cases, those isolated need to stay
at home and keep away from people who are not sick.

Quarantine describes separating and restricting the movement of people who may have been
exposed to a contagious disease to see if they become sick. People who are quarantined could
be healthy and are not necessarily infected.
Shelter-in-place is used in some parts of the U.S. and broadly means to quarantine. People are
asked to stay at home with only limited exceptions, such as briefly shopping for essentials or
going outside for exercise while still staying away from others.
Social distancing versus physical distancing
The World Health Organization stressed on March 25 that it is no longer using "social
distancing" in its updates. It now prefers the term "physical distancing" to remind people to
stay in touch with the elderly and other vulnerable groups.
The terms are interchangeable, and according to top health experts, distancing means keeping
at least two metres away from others.
