WASHINGTON (AFP) - Re-publican White House hopefulMitt Romney will address for-eign policy and national secu-rity in a major speech Mondayin the key electoral battle-ground of Virginia, his cam-paign said.

A Romney spokespersontold AFP yesterday that the ad-dress will take place at the Vir-ginia Military Institute (VMI),one of the nation's oldest mili-tary colleges.

Romney reinvigorated hisflagging campaign with a com-mand performance in Wednes-day's first presidential debate, aggressively challengingBarack Obama on his eco-nomic record, health care re-form and the national debt.

The VMI appearance willtake place a few weeks beforethe foreign policy-themed thirddebate, and just ahead of thevice presidential showdownbetween Romney's runningmate Paul Ryan and Vice Pres-ident Joe Biden.

The Romney team senses aclear opening against Obamain the wake of simmering in-ternational developments, pri-marily in Libya.

AKCAKALE (AFP) -Turkey's parliament yesterdayauthorised military actionagainst Syria but insisted itwas not a war mandate follow-ing deadly cross-border firethat sent tensions soaring.

The vote came as Turkishartillery hit targets inside Syriain retaliation for the shellingthat killed five Turkish natio -nals a day earlier in the bordertown of Akcakale.

Keith Alexander, director of theNational Security Agency andcommander of the US CyberCommand, told a Washingtonsymposium.

"At times, the governmenthas to look at what you have todo to stop an attack -- stop itbefore it happens. Part of ourdefense has to consider offen-sive measures."

Alexander, who spoke at acybersecurity summit said anyoffensive cyber action wouldneed to follow rules of engage-ment similar to those in othermilitary situations. "We have tohave a discussion on this," hesaid.

Alexander's commentscome as the US military hasstarted studying various strate-gies in cyberspace, includingoffensive weapons.

The Defense Advanced Re-search Projects Agency hasbegun studying building a plat-form for offensive capabilitiesin cyberspace and has calledfor participation from aca-demic and industry experts.

highest possible standards areapplied soon.

"We would expect thesesteps to be taken immediately,"he said as he urged govern-ments to draw up timetables foraction by year's end, with Brus-sels to review in June 2014whether plants have been up-graded by then in line withsafety requirements.

Oettinger also said he hopedto strengthen Brussels' say inthe future on nuclear safety is-sues by tightening up existingrules next year while also call-ing for compulsory civil liabil-ity insurance.

With 111 European reactorslocated in built-up areas -- thatis, with more than 100,000people living within 30 kilome-tres -- Oettinger recognised thata next step would be to alsoevaluate risks to populations.

The stress tests, carried outin 15 EU states plus neighbour-ing Switzerland and theUkraine, aimed to establishwhether plants could resist ex-treme natural disasters such asearthquakes and flooding, aswell as airplane crashes.

They found that seismic in-struments were either lackingor needed improvement in 121

reactors. At 81 of the sites checked,

equipment for use in the case ofsevere accidents was not storedin a protected place where itwould be quickly available incase of a disaster.

Some 32 reactors -- or 22percent of the total -- were notequipped with systems en-abling the reactor to be safelydepressurised in case of an ac-cident.

Looking at risks fromquakes and flooding, the testsfound that more than a third ofthe reactors, 54, did not usemodern standards to calculaterisks of tremors and more than40 percent lacked updated de-vices to measure the risk offloods.

The situation also differedfrom one country to the next.

The French plants wereequipped with hydrogen "re-combiners" to prevent hydro-gen gas explosions, but thiswas not the case at 10 Britishplants and in five of the sixSpanish ones.

The 12 German plants onthe other hand were slammedfor failing to fully implement"severe accident managementguidelines."

BRUSSELS (AFP) - Immedi-ate safety upgrades costing bil-lions of euros (dollars) areneeded in nuclear power plants"nearly everywhere" in Europe, according to the results of EU"stress tests" released yester-day.

Ordered in the aftermath ofJapan's Fukushima disaster inMarch last year, the Europe-wide tests overall showed "sa -tisfactory" safety, with no needfor the immediate closure of asingle European Union reactor, the bloc's Energy Commis-sioner Guenther Oettinger said.

"However nearly every-where there is a major potentialfor improvement," he said at anews conference. "There is noreason for us to be compla-cent."

Saying many of the EU's132 reactors failed even tomeet international safety stan-dards, Oettinger confirmedleaked reports that bringingplants up to scratch could costanywhere between 10 billionand 25 billion euros ($13 bil-lion-$32 billion).

The stress tests, the com-missioner added, were "not ablank cheque" but "an incite-ment to action" to ensure the
