The training program is designed for Leaders or project managers of local or national NGOs engaged in rural1 community development projectslprograms in their countries. Government staff engaged in programs in partnership with NGOs might be selected, considering the ratio of NGO staff and government staff. 3. The course aims at facilitating its participants' acquiring ideas and skills for more effective implementation of participatory development projects and at contributing to community empowerment and sustainable and equitable community development. 4. The candidates should have at least three years of field experience working for rural/comrnunity development projectsIprograms; be preferably currently engaged in rurallcommunity development with prospects of continuous involvement in the future; be proficient in English; be in good health, both physically and mentally, to undergo the training; and not be serving in the military. 5. The fellowship award covers a Round-trip air ticket between an international airport designated by JlCA and Japan; Allowances for (accommodation, living expenses, and ouffit); expenses for JlCA study tours, free medical care for participants who may fall ill after reaching Japan. Preface The Japanese Government extends official development assistance (ODA) to developing countries

to support their self-help efforts that will lead to economic progress and a better life for their citizens of those countries.

Since its foundation in 1974, the Japan International Cooperation Agency (JICA) has implemerlted

'Technical Traini&@%f Overseas Participants is offend to key administrators, technicians and researchers in developing countries and areas. It includes the transfer of knowledge and technologies necessary for development through training conducted both at home and abroad. This is one of the most fundamental "human resource development" programs implemented by JICA.

Those who have received such technical training are now contributing in many ways to the development of their home countries and areas. Many have gone on to become national leaders, high-ranking administrators and researchers while others are now imparting their acquired skills nationwide.

Background ofthe Course Osaka International Centre has been canying out the group training course on JICA-NGO

Partnership Training Course on Participatory Rural Development since 1998 in partnership with Kansai NGO Council. The follow-up survey, implemented in September 2002 after the end of the five-year project, showed that most of the ex-participants had started up new initiatives utilizing what they have learnt during the training, which indicates the high fruitfulness of the course. In addition, the . survey pointed out that in developing countries general as well as two countries where survey has been - implemented, there are increasing needs of providing local staff with training for p&icipatory development in order to accelerate-smooth ~iaisbn between NGOs and government-agencies as NGOS are playing an increasing role in development.

Against this background and built on the past experiences, the course aims at facilitating i _ l ~ --

activities and experiences of Japanese NGOs and ODA officials will play an important role in this training course. Effective linkages among local governments, ODA (JICA), Japanese/lntemational NGOs, locullnational NGOs, and cotnmunity are expected to be fostered as a result of the course.

I . Background t

Various types of development projectslprograrns using the community participatory , method have becn tried and tested in developing countries. In recent years, the important role of local NGOs, which have better understanding of the needs and reality of local con~munitics, has bcen widely recognizcd. Donor agencies, as wcll as local governments in developing countries, are rccognizing the irnportancc of working with local NGOs to cffectivcly implement participatory community development projectslprograrns

JICA is also sccking ways to strengthen its partncrship with local NGOs to implement community development projectslprograrns in areas such as povcrty alleviation, health, agriculturc and social forestry.

On the other hand, local NGOs arc struggling for acquiring practical and effectivc techniqucs for organizing people and managing projectslprograms for participatory con~lnunity dcveloprnent. -.

The course aims at facilitating its participants' acquiring ideas and skills for effective implementation of community development projects/programs and at contributing to community empowerment and sustainable and equitable community development.

Effective linkages among local governments, ODA (JICA in particular), Japancse/International NGOs, local NGOs, and communities are expected to be fostered as a result of the course.

Participants are also expected to establish networks with Japanese participants for smooth liaison with JICA and Japanese NGOs.

3. Training Methodology

(1) The course will be conducted using the participatory training method (PTM), where' participants share their own ideas and experiences and learn from others to build the course together. Case studies, demonstrations, presentations, workshops, learning '

exercises, dialogues, small group discussions and role-playing will be employed for mutual learning and empowermcnt. Details of the course will be developed by participants and facilitators during the coursc.

(2) Staff of Japanese NGOs and JICA will join the course on a pcr module basis.

I . A government desiring to nominate applicants for the course should forward one ( I ) original and thrcc (3) copies of the Nomination Form (Form A2A3) and the Organization and Personal Profile fillcd in by each applicant to thc JICA OfTicc (or the Embassy of Japan) by Aurust 3 1,2007.

2. The JICA office (or the Embassy of Japan) will inform the applying government whcthcr or not the application has been accepted no later than October 4,2007.

3 . Organization and Pcrsonal Profile Applicants are required to f i l l in the Organization and Pcrsonal Profile with the format

indicated in the ANNEX I and submit it to the JICA office togcthcr with thc nomination form (Form A2A3). The profile will be used for screening of applicants as well as for basic database for the training course.

After the application is admitted by JICA, the selected participant is required to write a Report on hislher activities and communities in English, in accordance with the format attached in this GI (Annex 2). There will be a presentation on hislher report at the early stage of the training course. Wherever possible, electronic submission of the Report by email etc. is advised to be made to the following e-mail addresses.

1 . Pre-departure orientation is held at the JICA office (or the Embassy of Japan) to provide the selected participant with travel details to Japan, conditions of training, and other matters. Participants will see a video, "TRAINING IN JAPAN", and will receive a textbook and cassette tape "SIMPLE CONVERSATION IN JAPANESE". A brochure, "GUIDE TO TRAINING IN JAPAN" will be handed to each selected participant before (or at ) the orientation.

2. Participants who successfully complete thc course will be awarded a certificate by JICA.

3. Allo\vances, such as for accommodation, living, outfits will be paid on the second day of the course schedule, which is Novernbcr 6, 2007. I'articipants are kindly advised to bring sorrle money to cover their pcrsonal cxpcnscs beforc that date as JICA only provides transportation and accommodation facilities.

4. Participants should visit the JICA Counter upon arrival at Kansai International Airport. the designated airport of arrival in Japan. The JICA Counter is located at the south-end corner o f the arrival hall on thc 1st floor. A JfCA-designated Travel Agent will provide participants with instructions and tickcts to get to their designated accommodation.

Those who are admitted to the training course as a participant(s) by JICA overseas ofice or

Embassy of Japan wit[ be required to make a report on hidher own activities and communities in

accordance with the following instructions.

This report should be typewritten in English in double space either on letter-size or A4-size paper

within eight (8) pagcs in volume.

Welcome to JlCA Osaka

Osaka International Center of Japan International Cooperation Agency (JICA Osaka) extends a hearty welcome to all JlCA participants.

1. Location of the center in the Kansai region JlCA Osaka is located in lbaraki C i . Osaka prefecture, in the heart of the Kansai region. lbaraki lies dose to the ancient cultural centers of Kyoto and Nara, and to the commercial, industrial and economic center of Osaka, and the city of Kobe.

2. Orientation Program & Japanese Language Course (1) The four days after amval at JlCA Osaka are dedicated to an orientation program,

during which participants are introduced to JlCA Osaka and its facilities, attend lectures on Japan's economy, society and culture, and participate in an international exchange program with local communities.

(2) It is desirable that participants acquire basic Japanese daily conversation for use in communication with training instihAin personnel and in other situations outside the scope of their technical training. JlCA Osaka therefore offers: @ an intensive Japanese language course as an integral part of the training

program in designated courses @ an optional Japanese language course held in the evenings

3. Recreational Program Occasionally, JlCA Osaka, in concert with community groups, organizes a program of recreational activities and exchange events, including introductions to flower arrangement, tea ceremony and visits to Japanese homes.
