Foster-Powell is a neighborhood Southeast of Portland, Oregon. The triangular neighborhood is bounded by three major transit arteries: Powell Boulevard to the north, Foster Road to the south, and 82nd Avenue to the east.
Foster-Powell has gained a reputation as an ethnically diverse neighborhood, with growth in the neighborhood’s Russian, Vietnamese, Chinese, and Hispanic populations.
Starting 2016, a new streetscape plan has been approved by the city of Portland. In the upcoming years, Foster Road will experience a major facelift which will promote safer traffic speeds, provide more pedestrian crossings, improve sidewalks, and add valuable bike lanes. Undoubtedly, this will increase business traffic and give shoppers additional incentive to support Foster’s great businesses.
There are many major transportation arteries that border Foster, giving the neighborhood easy automobile access to the city center: westbound Foster can be accessed via Powell Blvd at 50th Ave. Eastbound Foster can be accessed via 82nd Ave, or the i-205 interstate at exit 17.
Foster has access to frequent service Trimet bus lines: the 14 links Foster to Hawthorne and downtown; the 9 links Powell Blvd. with downtown and Northeast Portland, and the 72 runs on 82nd from Clackamas Town Center to North Killingsworth Avenue. Additionally, the 17 runs down Holgate Avenue to downtown and North Portland.

Foster Road was one of the easternmost routes on Portland’s original Streetcar system in the 1800s. Our sidewalks were built extra-wide in 1912 to accommodate the crowds going to and from downtown.
The Foster Powell Community Garden has no running water. All plants are grown from water collected in on-site cisterns.
Since they opened their doors in 2000, Performance Works North West has hosted more than 700 performances of artists or ensembles in dance, theater music, or media artists. These talented individuals are not only Portland-based – many are from around the country and around the world!
