Foreword

The Strategic Plan will guide the operations of the Forum for Democratic change for the years 2014-2018. It will be implemented in conformity with the strategic management principle of Tight with the Goal and Loose with the Means. The Strategic goal where energies and capabilities will be aligned is to strengthen the FDC Party and ensure that it is recognised as a party that is committed to ensuring economic and social justice for all.

Conversely, any unforeseen/unanticipated changes in circumstances may call for flexibility in regard to strategies to be adopted. In case of any such circumstances, the Party will remain focused (tight) to the goal but flexible with means (strategies).

Strategically and to contribute to economic and social justice for all Ugandans, FDC will adopt approaches that are focused to strengthening its institutional development, developing a strong support base and positioning itself to radically change the direction of politics and economic development of our country in 2016 and beyond.The process of formulating this strategic plan was consultative and participatory involving international partnership and membership of the Party. We thank the International Republican Institute (IRI) and the Netherlands Institute for Multi-Party Democracy-Interparty Organisation for Democracy (NIMD-IPOD) who, as key partners provided the much needed guidance and funding for the strategy development process. Special recognition is also made to members of the National Executive Committee, MPs and District level leaders, whose participation made it possible for the Party to see a big picture hence able to expand the scope of operation. This strategy document represents the dawn in a new era for the Party and we will bank on your continued support and commitment during the implementation process.

Finally, I would like to extend my thanks to the Secretary General and the Secretariat team for steering and bringing to completion the process of developing the 2014-2018 FDC Strategic Plan. With the team at the Secretariat, let me pledge that we shall do our best to bring this strategy to life in a manner that will fulfill the aspirations of our members and ultimately contribute to realizing the mission of the Forum for Democratic Change.One Uganda, One People

Introduction

This second FDC Strategic plan has drawn lessons and experiences from implementation of the last Strategic Plan (2006-2011). The previous Strategic Plan revealed that the party needs to have specific interventions that seek to influence the context in order to ensure an enabling environment for elections to take place. Secondly preparations for elections need to start years in advance, especially establishing structures. This process requires heavy investment in resources (human and material), consistent follow up and clear division of roles and tasks.

In addition, the party also learnt that there is need to have a strategy to maintain and expand its support base but this cannot be done without a data base of members which details demographics and membership analysis. The party has also learnt that there is a relationship between performance of elected officials and retention of their seats; that is why particular emphasis has been put on research, policy development, messaging and strategy. In particular, this plan places an emphasis on addressing key concerns in the operating environment that call for social and economic justice, in addition to continuous institutional development of the party. Given the dynamic political environment in Uganda, this plan will be reviewed annually and revised where need arises.

Once again we shall call upon the commitment and goodwill from the entire membership if the party is to attain its goal of taking leadership in 2016. This time round, emphasis is put on training so that resources members can mobilize for resources locally and internationally.

STRATEGIC PLAN 2014-2018

The main goal of the FDC over the next five years is to strengthen the FDC party and ensure that it is recognized as a party that is committed to ensuring economic and social justice for all.

FDC will have five strategic directions and goals over the next five year.

GOAL 1: FDC WILL STAND TO PROMOTE SOCIAL & ECONOMIC JUSTICE IN UGANDADespite Government of Ugandas progress in fostering macro-economic stability and providing a national policy framework that could contribute towards social and economic development, any meaningful impact has been hampered by poor implementation, largely due to lack of accountability. This is further exacerbated by the entrenchment of patronage and corruption of public institutions by the ruling NRM party. The advances in recognition and institutionalizing human rights, first through a progressive Constitution and consequently through a plethora of public sector institutions, has also been constrained by the poor performance of the said institutions. The death of efficient public institutions is the core challenge for the delivery of all public goods including access to health, education, water and information.Furthermore, public interest in being part of changing the status quo is minimal, with high levels of apathy and many people having resigned themselves to the status. Those who would like to take action are afraid of government repression as demonstrated during the Walk- to Work rallies. FDC contends that there is need for fundamental changes and shifts in the way government is constituted and doing its business if there is to be social and economic justice for all Ugandans.

Over the next five years, FDC will continue to promote and advocate for social and economic justice, and work with other stakeholders and mobilize Ugandans to demand for accountability and respect for human rights.Objective 1: Developing one comprehensive legislative agenda, that will include but not limited to restitution of term limits, proper and transparent of public resources like oil and reduction in public spending

Capacity building in advocacy and lobby activities for party membersGOAL 2: FDC WILL DEVELOP A WELL RESOURCED PARTY WITH A VIBRANT AND ACTIVE MEMBERSHIPPolitical parties in Uganda are still in the process of being re-established after an extensive period of being demonized and characterized as divisive. Uganda returned to a multi-party dispensation in 2005 after a referendum, the first multi-party elections were held in 2006 and were characterized by violence and intimidation, especially of opposition leaders and their supporters. This experience did not bode well for political parties because the public perception was (and still is) that opposition parties were enemies and therefore being a member or supporter of an opposition party was considered risky. Nonetheless, political parties continued to organize and specifically seek to build their institutional and membership bases. Most of the opposition political parties do not have strong structures, and many are dealing with internal challenges.

The FDC has been in existence since 2004, and in its ten years of existence, it has participated in two presidential and parliamentary elections, held delegates conferences, established a secretariat and sought to build structures right from the grassroots. However, an assessment of the 2011 election indicates that the lower level structures were not active, partly because previous emphasis has been put on quantity as opposed to quality. Insufficient time to build systems such as intra and extra- communication, disciplinary committees, monitoring and evaluation, and inadequate attempts to ensure that party members are clear about the party ideology are all part of the challenges that the party faced in the run up to the 2011 elections. This was in addition to time and resource constraints. Therefore, learning from past experience, FDC would like over the next 2-5 years, to put structures in place early and continually work to ensure that they are active and vibrant.

Holding regular in-house training for the Secretariat staffs.GOAL 3: FDC WILL ENDEAVOR TO CONSOLIDATE AND EXPAND ITS SUPPORT BASEThe 2011 elections registered a decline in FDC support from 47% and 37% scored in 2006 to 2011 respectively. Since its formation in 2004, the FDC has contested in two presidential and parliamentary elections. Aa The decline in 2011 elections as witnessed was a result of widespread intimidation, election malpractice and rigging. Earlier, a number of concerns had been raised about the ECs performance during the 2006 elections especially its capacity to manage elections efficiently. The courts expressed concern about the disenfranchisement of voters who did not have their names on the voters register, and noted irregularities in the counting and tallying of votes cast. These anomalies have been further confirmed by the admission of the renegade General David Sejusa in exile that the military doctored the results in favor of the incumbent before the electoral commission received them. In addition, a continuous challenge that the party has found, is the perception of Ugandans that the opposition is an enemy of the Government.

During the 2011 elections, the opposition parties had formed an alliance, and invested some resources to develop campaign structures. FDC held a delegates conference and invested in a media campaign in the run up to the elections. The FDC presidential candidate was also able to draw huge crowds that gave the impression of the party gaining support and that its message was resonating with the public. However, when the final results came in, the FDC presidential candidate had got 27% and FDC candidates had decreased from 38 to 34. The key strongholds in the north and eastern parts of Uganda were lost, resulting in a thin spread of victories throughout the country. Research done by Synovate shows that the partys key support was amongst men, with 54% and youth, with 50%

The February 2011 elections, although largely peaceful, were marred by poor preparation by the Electoral Commission, delays in the passing of electoral laws. This was in addition to the monetization of the elections, a culture of impunity, and lack of appreciation of peaceful multi-party competition. All these factors greatly affected the electoral process creating voter apathy amongst the populace and lower voter turnout.

All the above factors affected support for the FDC, however in retrospect; the party realized that there are also internal areas in which it could have done better. Under this goal, the party will carry out initiatives that will seek to ensure that it consolidates and broadens its support Objective 1: Conducting In-Depth Research on Factors That Influenced Voting Patterns during the Last General Elections3.1.1. The party has participated in two elections and in those elections has not been able to take over political power. There is therefore need for electoral reforms such as guidelines for the demarcation of constituencies, , ; different interpretations of freedom of assembly and association; the actions of security agencies; the fusion of the ruling party and the State are all key issues that affect the environment in which elections are held and will need to be addressed if the 2016 elections are to be held on a level playing field. In addition to this, the party is also cognizant of the role that identity and ethnicity play in the politics of Uganda, as well as high levels of voter apathy.The FDC has had reflections on the partys performance during the 2011 elections and discussed the effectiveness of the campaign, the messaging, the late establishment of the campaign bureau, limitation on resources, among others as factors that could have cost them the election. A key lesson is the need to give adequate time and thought to designing the election campaign, and to commence implementation of specific actions leading to the campaign in advance. Under this goal, FDC will seek to implement actions aimed at winning the 2016 elections at all governance levels.Objective 1: To Conduct and Produce a Research Report on the Best Electoral Reforms That Are Applicable and Favorable For the PartyActivities:
