1.0 INTRODUCTION
The U.S. Army Corps of Engineers (USACE) is currently conducting a Remedial Investigation (RI) / Feasibility Study (FS) at the Former Conway Bombing and Gunnery Range (BGR) in Horry County, South Carolina, under Worldwide Environmental Remediation Services (WERS) Contract No. W912DY-10-D-0023, Task Order (TO) No. 0018 in accordance with the approved work plan (HydroGeoLogic [HGL], 2015a). As part of the RI/FS, a Community Relations Plan (CRP) was developed to promote public awareness and participation concerning the RI/FS at the former Conway BGR (HGL, 2015b). Under the provisions of the CRP, this summary is provided to document the activities USACE and U.S. Army Engineering and Support Center, Huntsville (USAESCH) have conducted to accomplish the CRP objectives. The current RI/FS project is being conducted for the following four munitions response sites (MRS):
MRS-R01, Range II (Formerly Used Defense Site [FUDS] Project No.
I04SC002501R01) MRS-R02, Range III (FUDS Project No. I04SC002501R02) MRS-R03, Range IV (FUDS Project No. I04SC002501R03) MRS-R09, Machine Gun (MG)/Rifle Range (RR) (FUDS Project No.
I04SC002501R09) This summary is provided to describe the activities conducted, document public
attendance, and record any details relevant to the continued CRP goals to increase public participation. The activities described were conducted in November 2015. The USAESCH, USACE Savannah District, and USACE Wilmington District hosted the media day and public workshop on November 5, 2015. Additional details for each public relations event are provided below.
1.1 MEDIA DAY SUMMARY
The USAESCH, USACE Savannah District, and USACE Wilmington District hosted a media day on November 5, 2015. The media day was intended for the interested media outlets and the state regulators to observe data collection efforts during the RI/FS. The media day started at 1 p.m. at the HGL field office, located at 568 George Bishop Parkway, Myrtle Beach, SC 29579. The attendees from the South Carolina Department of Health and Environmental Control (SCDHEC) and the media were invited to see field data collection and ask any questions regarding the field work. The media day was publicized by the USACE Corporate Communications Office in a news release distributed on November 2, 2015 (See Attachment 1).
External attendees include the personnel listed in Table 1. Prior to beginning the
media day demonstration of data collection activities, attendees were required to attend a site-safety briefing provided by contractor personnel. All attendees signed in to demonstrate completion of the site-safety briefing, as shown in Attachment 2. Following

the safety briefing, attendees traveled to a parcel to observe data collection efforts and have the option to ask questions and take photographs. A brief introduction of the purpose of an RI/FS project was given. A description of the equipment and the data to be gathered was provided. The HGL team then collected a transect line of digital geophysical mapping (DGM) data, while invited attendees observed. The HGL team also described the handheld magnetometers used by teams and demonstrated their use. Mr. Allen, a reporter attending on behalf of ABC affiliate WPDE, conducted on camera interviews with Mr. Ray Livermore (USACE Wilmington) and Mr. Neil Feist (HGL). The topics of the interviews included the site history, safety procedures, and the current investigation methods. The WPDE television station website featured the news article provided in Attachment 3, following the media day event. A video featured by the WPDE television station was also provided separately to USACE as an electronic file.
Photographs of the media day activities are provided below. Figure 1 shows the
group receiving a brief introduction and explanation of the field activities to be demonstrated. Figure 2 shows an HGL field team member demonstrating the hand-held White’s All Metals detector operation. Mr. Ray Livermore, USACE Wilmington District, is shown being interviewed on camera in Figure 3.

1.2 PUBLIC WORKSHOP SUMMARY
On November 5, 2015 (the same day as the media day event) USAESCH, USACE Savannah District, and USACE Wilmington District also presented a public workshop. The workshop was designed to present information on the ongoing RI/FS at the former Conway BGR to the general public. The public workshop was held on Thursday, November 5 from 6:30 to 8:30 p.m. at the Carolina Forest Elementary School, located at 285 Carolina Forest Blvd, Myrtle Beach, SC 29579. The public was invited to view displays related to the RI/FS being conducted on the former Conway BGR. These public workshop minutes were prepared to meet the performance objectives for the public workshop task.
The public workshop was advertised in three local papers: the Horry Independent,
the Myrtle Beach Times, and The Sun News. Newspaper publication affidavits are provided in Attachment 4 along with a copy of the notice. Additionally, HGL mailed 19 letters to local city and county officials and 135 letters were mailed to landowners who had either granted right-of-entry (ROE) access to their property, or had not previously responded to mailings. The letters were all mailed on October 13, 2015.
1.3 ATTENDEES
Representatives from the organizations listed in Table 2 were present at both the media day event in the afternoon and at the public workshop in the evening. The role of the government and contractor attendees was to answer questions, provide information, and generally interact with members of the public.

2.0 PUBLIC WORKSHOP MATERIALS
For the purposes of tracking attendance for the workshop, members of the public were greeted by a staff member at a sign in table, and requested to sign in before entering the room. A list of the attendees is provided in Attachment 5. After entry to the room, attendees were greeted and approached by a government representative. If no specific questions were asked, attendees were invited to move among several information booths and/or be seated to watch a slide presentation. The slide presentation (Attachment 6) was repeated throughout the workshop, displaying as a looped presentation which would automatically advance through the slides, from 6:30 pm to 8:30 pm. A group of chairs was provided at the slide presentation area for viewing the presentation. Various booths/tables were also available to the attendees which presented the following information:

As part of the interaction with the public, the previously approved Fact Sheet dated
March 2015 was available for attendees to take with them. As described in the Fact Sheet, there are documents related to the site history available for review in the References Section of the Horry County Memorial Public Library in Conway, South Carolina.
For more information about FUDS in general and the former Conway BGR site, in
particular, the public was invited to view the website: www.ConwayBGR.com on laptops and tablets available in the workshop room for the public to use. Additionally, if the attendee has questions specific to a subdivision or parcel, laptops were available for the planned investigation and historical data to be viewed specific to that parcel. Various questions and concerns from the attendees to the public workshop are summarized in Section 3.

3.0 SUMMARY OF ATTENDEE QUESTIONS
The following sections summarize the conversations that occurred with individual attendees. Based on the questions received from members of the public who attended the workshop, various follow up actions will be taken to respond to the specific questions submitted. All interaction by HGL with the landowners and members of the public was coordinated through the Corporate Communications office and USAESCH. Loy Ballam Eight Bells, LLC (o) 843-884-3473 Parcel ID: 1430001049 and 1430001050 Mr and Mrs. Ballam received the letter inviting them to the public workshop and were worried that HGL had found something on their property. The process of the field effort was explained, and they were happy to participate. They have had the wetlands on their property delineated, and are looking to sell the non-wetland portions for development. Joe Burch, Planning Coordinator Horry County Schools 1160 E. Hwy 501 Conway, SC 29526 (o) 843-488-6712 (c) 843-421-3285 [email protected] Parcel IDs: 1640001101 and 1640001102 Mr. Burch attended the meeting, as well as the meeting in March. Mr. Burch wanted to make sure we had all the documents we needed regarding the parcels that Horry County Schools owns and historical removal actions. He was also interested in the progress of the ongoing RI. The Farm at Carolina Forest HOA Parcel IDs: 1642301479, 1642301252, 1640001059, 1643101125, 1640001124, 1643101171 Ron and Susan Tagliabue attended representing the Farm at Carolina Forest HOA. They asked questions about the types of ordnance that were listed as being previously found in the area. HGL staff answered the questions and then discussed the timeline for upcoming brush clearance plans on the property. Mr. Tagliabue was pleased that HGL assured they would receive a call prior to any work being done on the property.

Horry County Police Department, Bomb Squad Mr. Jeff Hamilton and Mr. Alex Smith attended the meeting from the Horry County Police Department Bomb Squad. Both officers have been in contact with the HGL field team and during the meeting, they discussed other ordnance-related calls from the previous year they were involved in. The team discussed any support the Bomb Squad would be willing to provide to HGL in the future if any demolition activities were performed. James Fowler South Carolina Department of Natural Resources Mr. Fowler attended to ask questions about the land that is owned by the South Carolina Department of Natural Resources. These parcels are between MRS R02 and MRS R03. The parcels are within the MRA, but are outside the current investigation MRSs. Mr. Fowler was given general information about the history of Conway BGR, and a description of the goals of the current RI/FS project. At this time, there is not a pending ROE request for the South Carolina Department of Natural Resources owned parcels. Mr. Fowler was aware that in the past, USACE request for a ROE had been discussed, and would have required longer negotiations. HGL confirmed for Mr. Fowler that at the current time, no ROE requests are pending for those parcels. These landowner concerns and questions have also been documented in the ROE responses database maintained by HGL, for future reference. 4.0 ACTION ITEMS
Interactions with landowners and landowner requests from the workshop will be
documented in the HGL ROE tracking database.
