TABLE OF CONTENTS Changes in the Building Regulations recently announced by the Office of the Deputy Prime Minister (ODPM), mean that from the 1st January 2005, for the first time, electrical work carried out in ‘Dwellings’ must be notified to your local Building Control Officer. The notification must be made before work starts, unless it is to be carried out by a ‘Competent Person’, who is on an Approved Register and who is therefore capable of ‘self certifying’ their own work. Although Building Control Officers may undertake a ‘Visual Check’ of the installed cables etc, a Competent Person will be required to undertake the final Inspection, Test and Verification. The changes to the Building Regulations are contained in an Approved Document P, which is called ‘Electrical Safety’, and compliance with it will be achieved, if the standard of the electrical work is such, that it complies with the ‘Fundamental Requirements’ of Chapter 13 of BS7671:2001 There will be 3 different categories of ‘Competent Persons’, Level A (Electricians) and Level B or C who will be allowed to do just a limited amount of electrical work that must be necessary for and associated with other non - electrical work i.e. a Gas, Bathroom or Kitchen Fitter. The requirements of Part P are: Section P1 states that; “Reasonable provision shall be made in the design, installation, inspection and testing of electrical installations in order to protect persons from fire and injury” Section P2 states that; “Sufficient information shall be provided so that persons wishing to operate, maintain or alter an electrical installation can do so with reasonable safety” And the ‘Limitations on Application’ are that; “The requirements of this Part apply only to electrical installations that are intended to operate at low or extra-low voltage and are:- A. in a dwelling B. in the common parts of a building serving one or more dwellings, but excluding power supplies to lifts; C. in a building that receives its electricity from a source located within or shared with a dwelling; and D. in a garden or in or on land associated with a building where the electricity is from a source located within or shared with a dwelling”

To Summarise: Part P applies to electrical installations in buildings or parts of buildings comprising:

• Dwelling houses and flats; • Dwellings and business premises that have a common supply, for example

shops and public houses with a flat above; • Common access areas in blocks of flats such as corridors and staircases; • Shared amenities of blocks of flats such as laundries and gymnasiums. • Part P applies also to parts of the above electrical installations: • In or on land associated with the buildings - for example Part P applies to

fixed lighting and pond pumps in gardens; • In outbuildings such as sheds, detached garages and greenhouses.

Note 1: The Workplace (Health, Safety and Welfare) Regulations (1992) apply in common parts of flats and similar buildings if people such as cleaners and caretakers are employed to work in them. Note 2: The Electricity at Work Regulations (1989) covers all electrical work carried out professionally (i.e. at work) and the competence of the individuals carrying out that work. Note 3: Part P is concerned with safety and does not directly cover system functionality. Note 4: Part P does not specifically cover Dwellings in places of work normally covered by the Electricity at Work Regulations (1989), such as Caretakers Flats in Schools, Student Halls of Residence, MOD Barracks etc. For more information or guidance visit our website at:

REGISTRATION REQUIREMENTS

To join the Full Scope Scheme (called Level A), which is for competent electricians working in dwellings you need:

1. An Electricians Qualification or the NAPIT Certificate of Competence NA-A1A5 or an interim on site technical assessment, which will be carried out by your Regional Officer. You will have 12 months to gain an appropriate qualification.

2. An up to date qualification on BS7671:2001 i.e. NA2381 or C&G 2381, or an interim on site technical assessment

3. An up to date qualification on Inspection & Testing to BS7671:2001 i.e. the C&G2391, or C&G2400, or an interim on site technical assessment.

4. £2m of Public Liability Insurance. 5. Relevant publications i.e. BS7671:2001 (£49), The On-site Guide (£17) both

available from the IEE (01438 767328), Memorandum of Guidance on the Electricity at Work Regulations 1989 (£4) from the HSE (01787 881165) and the Approved Document for Part P (free from our web site).

6. A full set of Test Instruments. For the Defined Scope Scheme (called Level B [new circuits] and Level C [adding to existing circuits]), which is for non-electricians working in dwellings and carrying out electrical work as part of their non-electrical work activity, you need:

1. An appropriate Certificate of Competence i.e. the NAPIT Certificate NA-L1L4 or the EAL Domestic Installers qualification, or an interim on site technical assessment, which will be carried out by your Regional Officer. The assessment will check that you are working safely and you will be given 12 months to gain an appropriate qualification.

2. An up to date qualification on BS7671:2001 i.e. NA-2381 or the 2381, or an interim on site technical assessment

3. £2m of Public Liability Insurance. 4. Relevant publications i.e. BS7671:2001 (£49), Memorandum of Guidance on

5. A full set of Test Instruments. Remember, your Regional Officers are there to help you in meeting the requirements for complying with Part P and for any electrical technical advice or questions you may have. The annual membership fee is £300 (zero vat). Prices correct at time of going to press.

Your Local Officer will verify that you have the correct qualifications, test equipment & Regs. books. He will also check the standard of your workmanship by visit ing a recent installation.

If you already have the relevant qualifications and have paid the full fee, your application can be fast-tracked, placing you on the register immediately, which you can use once you have b e e n s u c c e s s f u l l y assessed on site

If you do not have all the qualifications yet you can still apply but you will need to have an on-site assessment and will be given 12 months to gain them

Don’t worry if you do not h a v e a l l t h e qualifications yet, you can still apply but you will need to have an on-site assessment. If you are successful when assessed you will placed onto the register on a provisional basis and will be given up to 12 months to gain your qualifications.

The on-site assessment will check that you are working safely and comprise of a short multi-choice written test, and a practical check on the standard of your workmanship. He will also check that you can isolate safely and can select the correct size of cable, etc.

*Applicants must still meet the minimum technical requirements as defined by Part P. You will also need £2m of public liability insurance if you undertake work on a commercial basis.

just8 - a new Part-P Membership Scheme from NAPIT

The NAPIT just8 scheme has been designed for qualified electricians & engineers wishing to carry out a limited amount of domestic electrical work. just8 is open to anyone suitably qualified* and is ideal for those wishing to carry out a limited amount of electrical work in their own home or for friends and family, as scheme members can self-certify their own work for up to eight notifications per year. (notifications exceeding eight per year will require full membership)

just8 is ideal for College Lecturers, Members of the IIE, JIB Gold Card holders, etc, and is available at the reduced rate of only £185p.a. (plus £55 assessment fee 1st year only) saving you £240 in the 1st year of membership. The annual registration fee also includes the price of eight notifications per year.
