CHAPTER -I
CENSUS OF EX-SERVICEMEN/WIDOWS AND ISSUE OF ID CARDS 1. For the collection and maintenance of data about Ex-Servicemen/widows population and update the same on a regular basis, a Census of Ex-Servicemen/widows is required to be carried out through the Zila Sainik Boards. The data is considered essential for formulation and implementation of resettlement and welfare schemes in respect of Ex-Servicemen/widows. 2. The Census is envisaged to ensure 100% registration of all retired Defence personnel with their ZSBs so that ultimate objective could be achieved. As per the available feed back a significant number of ex-servicemen have not registered with their ZSBs yet primarily for the reason that they may hardly be interested in any resettlement/welfare benefits for lack of adequate knowledge or just not eligible/not interested in any of the benefits. Even if so, I-Card is a proof of the identity of the holder and is very handy pocket size document, which can be easily carried by the holder with him wherever he goes. Concerted efforts may therefore be made to educate these personnel also about the benefits attached with issue of I-Card which is not only a must for availing any benefits/concessions but is also a proof of their identity and may prove their only savior in isolated, strange unforeseen adverse situations. 3. The Census details, RSB-wise and ZSB- wise summary of ex-servicemen and widows who have been issued I-Cards as on 31 Mar 2004, are shown in subsequent pages.

AMENDMENTS TO RECRUITMENT RULES TO HELP
EX-SERVICEMEN TO FIND A SECOND CAREER
1. The States were to amend their recruitment rules in respect of age and educational qualifications for ex-servicemen especially for such posts where military experience in a given discipline or trade is suitable for a second career. Such provisions for providing relaxation in age/educational qualification for ex-servicemen in Central Govt jobs already exist. Similar provisions have been incorporated by a few States in their recruitment rules. The States had been requested, during various meetings of Kendriya Sainik Board, to amend the Recruitment Rules for providing relaxation in age/educational qualifications for ex-servicemen on the lines adopted by the Central Govt. 2. The benefit of relaxation of upper age limit by the length of military service plus three years, at present available for appointment only to reserved vacancies in Groups ‘C’ and ‘D’ posts should be extended for appointment also against unreserved vacancies in these groups. 3. The details of amendments incorporated by different States are outlined in succeeding pages. 4. State Govts which have not amended their Recruitment Rules on the lines of Central Govt are requested to do so at an early date.

LATERAL INDUCTION INTO GROUP ‘A’ & ‘B’ POSTS
DURING THE LAST YEAR OF SERVICE 1. During the meeting of Kendriya Sainik Board held on 29 May 2003 the issue of reservation to ex-servicemen in jobs was discussed, It was observed that certain States were providing reservation in Govt jobs from 2 to 10% in Gp ‘C’ & ‘D’ posts but majority of the States are not providing reservations in Gp ‘A’ & Gp ‘B’ posts. Also jobs were not being provided against reserved vacancies as the subject of reservation of ESM did not have statutory backing and ban on fresh recruitments by the States was another cause. It is the general opinion that there is requirement of automatic placement of retiring service personnel in suitable civil jobs so that they could continue to be employed in Govt jobs upto the age of 60 years. 2. The details of reservations provided by State/UTs in Groups ‘A’, ‘B’, ‘C’ and ‘D’ posts are shown in succeeding page. 3. The State Govts which have not extended reservation in jobs in Groups ‘A’, ‘B’, ‘C’ and ‘D’ posts are requested to do so at an early date.
CARRY FORWARD OF RESERVED VACANCIES 4. The HLC had recommended that the reserved vacancies of ex-servicemen be kept vacant and carried forward for at least one year before these are de-reserved and filled by others. The Hon’ble Raksha Mantri had also requested the State Govts which did not have any reservations for ex-servicemen to provide for such reservations, introduce regular monitoring system through roster and carry forward unutilized reserved vacancies, at least for one year. The State Govts were requested to implement the ‘Carry Forward’ provision and have an effective monitoring system ensuring optimum utilization of the reserved vacancies. All those/States which have not made provision for carry forward of reserved vacancies are requested to implement the same.
INDUCTION OF EX-SERVICEMEN AT SUITABLE LEVELS IN STATE POLICE FORCE
5. During various meetings of the KSB the point regarding induction of ex-servicemen at suitable levels in State Police, was discussed and the State Govts were requested to make provisions in this regard. The details of induction in the State Police force by different States are given in the succeeding pages. State Govts which do not have the provision for induction in State Police Forces are requested to do so at the earliest.

SELF – EMPLOYMENT
1. The High Level Committee set up under the Chairmanship of then Raksha Rajya Mantri in 1984 had recommended allotment of industrial plots/sheds for Ex-Servicemen to enable them to set up self-employment ventures. During various meetings of KSB including the XXIV meeting held on 24 Aug 96, the States/UTs were requested to make at least 10% reservation of industrial plots/sheds with a view to assist Ex-Servicemen in self-employment ventures. The allotment of industrial plots/sheds will be an incentive to Ex-Servicemen for setting up their own industry and seek assistance from financial institutions. The States/UTs which have not allotted industrial sheds/plots to Ex-Servicemen yet were requested to expedite the matter. The details of various reservations provided by various States/UTs are given in succeeding pages. 2. State Govts which have not made 10% reservation of industrial plots/sheds are requested to expedite the same.

AMENDMENT TO RENT CONTROL ACTS
1. To enable the ex-Servicemen to take possession of their house/land for self utilization after retirement from service, it was proposed that States/UTs should amend their Rent Control Act and Land Reforms Acts in favour of ex-Servicemen. The Hon’ble Raksha Mantri, vide his lette r dated 11 Oct 96, addressed to all the State Govts had requested the States/UTs which had not amended the Land Tenancy Acts and Rent Control Acts to do so on a time bound basis. Status of concessions extended by different States is given in succeeding pages. 2. States/UTs which have not amended the Rent Control Act and the Land Tenancy Act in favour of ex-Servicemen are requested to take immediate necessary action in this regard.

EXEMPTION OF HOUSE TAX FOR SELF-OCCUPATION
1. A large number of ex-Servicemen Associations and War Widows Associations had made representation to the Ministry of Defence requesting exemption from taxes on houses owned or rented out by ex-Servicemen, war widows and widows of ex-Servicemen levied by Municipalities and Gram Panchayats. 2. It was brought out that majority of the Defence personnel retire at the age of 32 to 40 years and settle down in or near their hometowns. The process of rehabilitation calls for considerable readjustment in their life styles as they are suddenly deprived of their full salary, ration and other benefits and their earning capacity is more than halved. Considering the resettlement and rehabilitation of these ex-Servicemen a National responsibility, it was felt that their demands for exemption from taxes on salaries, professions and houses deserve sympathetic look. 3. In this regard, the Defence Minister had requested the concerned States/UTs Chief Ministers/Lt Governors; vide his letter dated 11 Oct 96, to sympathetically view the matter of exempting ex-Servicemen of their States/UTs from paying house/property tax. CHAPTER - VI
RESERVATION OF SEATS FOR WARDS OF ESM IN PROFESSIONAL COLLEGES
1. During the last meeting of Kendriya Sainik Board held on 29 May 2003, all the Central and State Universities and professional institutes were requested to make provision for reservation for widows/wives/wards of Armed Forces personnel and ESM and fill up the reserved seats strictly in accordance with priorities laid down by MoD for reservations of seats under the Defence category. It was generally felt that the Central as well as the State Universities and the professional institutes were not making 5% reservations for dependents of Defence personnel and also not filling them up as per under mentioned priorities laid down by MoD for reservation of seats under Defence category: -
(a) Widows/wards of Defence personnel killed in action. (b) Wards of serving personnel and ex-servicemen disabled in action and
boarded out from service. (c) Widows/Wards of Defence personnel who die in service with death
attributable to military service. (d) Wards of Defence personnel disabled in service and boarded out with
disability attributable to military service. (e) Wards of ex-servicemen and serving personnel who are in receipt of
Gallantry Awards. (f) Wards of ex-servicemen. (g) Wards of serving personnel
2. The details of reservations made in professional colleges by different States/UTs are shown in succeeding pages. The States/UTs are requested to ensure provision of at least 5% reservation in their professional institutions and fill them up as per the 7 priorities highlighted above. Only through this the complete benefit of reservation could be extended to the ESM community.

RESERVATION FOR DEPENDENTS OF ESM IN PROFESSIONAL
COLLEGES : REMOVAL OF DOMICILIARY RESTRICTIONS 1. The serving defence personnel and ex-servicemen face serious difficulties in getting their children admitted to professional college owing to varying domiciliary pre-conditions imposed by some States/UTs. 2. During the last meeting Kendriya Sainik Board held on 29 May 2003, the point regarding domiciliary restriction was discussed, it was felt by some of members that due to the service conditions of the parents, the children of Defence personnel should be extended the benefits of reservations in professional and other educational institutions by the respective States. 3. It is recommended that the following criteria may be accepted by the State Governments for the Defence personnel with regard to their domicile and for them to be eligible for various educational and other welfare concessions:-
(a) Proof of permanent residence/immovable property without any specific
period of stay. (b) Proof of his/her posting to the State issued by parent’s Head of the
Department in the State. Additional Secretary, MOD vide their DO letter
No.10(4)/US(WE)/2003/D(Res) dated 07 Oct 2003 has requested State Govts to review the matter in the context of the above recommendations.
4. It is recommended that the States/UTs should immediately lift domiciliary restrictions in favour of the Defence personnel to enable the wards of serving defence personnel and ex-servicemen to seek admission in professional colleges.

CHAPTER – VII
FINANCIAL ASSISTANCE TO WORLD WAR II VETERANS 1. The committee constituted under the Chairmanship of Additional Secretary, Ministry of Defence vide Government of India letter No.18(2)/95/DO-II/D(Res) dated 01 May 95, besides other recommendations had recommended that the WW-II Veterans and their widows deserve financial assistance. 2. Based on the recommendations of the Committee, the Hon’ble Raksha Mantri had requested vide his letter addressed to the Chief Ministers of all the States and Lt Governors of UTs to provide at least Rs.1500/- p.m. to such veterans. 3. The details of grant provided to WW-II Veterans by different States are given in succeeding page. 4. States/UTs which do not provide financial assistance upto Rs.1500/- pm to the WW-II Veterans/their widows are requested to do so at an early date.
CASH GRANTS TO GALLANTRY/NON-GALLANTRY AWARD WINNERS
1. The cash grants being provided by the States/UTs to their Gallantry Award Winners vary widely from State to State. It was felt that the State Govts should consider uniform grant of cash awards to the gallantry award winners so that service personnel hailing from different States but serving in the same Units do not get discriminated in terms of cash grants for the same act of bravery. The point was discussed during the KSB meetings and also the Hon’ble Raksha Mantri had requested the States/UTs vide his letter dated 11 Oct 96, to accept the rates recommended by MOD for grant of cash grants to Gallantry-Non-Gallantry award winners and implement the same at the earliest. 2. The rates of cash grants recommended by MOD are as under:
