Accreditation EA-2/13 - EA Cross Border Accreditation Policy and Procedure for Cross Border
Cooperation between EA Members has been published and the document is now
available for download on the EA website: http://www.european-accreditation.org/n1/
doc/EA-2-13.pdf.
EA launched a call for comments regarding the revised version of EA-4/02 Expressions
of the Uncertainty of Measurements in Calibration. The objective of the revision was to
update the terminology used in the document.
The ILAC MRA was extended to include the accreditation of inspection bodies. ILAC has
prepared a press release regarding this issue which can be used by all inspection bodies
in order to spread the news. In addition, four brochures about accreditation of inspection
bodies have been published.
ILAC has submitted the document Proposed voting rules for GA decisions Oct 2012 to all
ILAC members for a 60 days comment period.
The IAF and ILAC Executive Committees are submitting the new document, titled "IECEE-
ILAC-IAF Guidance for the Conduct of Unified Assessments in the Electrotechnical Sec-
tor" to all IAF and ILAC members for a 60 day comment period. This document was devel-
oped to provide guidance for the conduct of unified assessments of certification bodies
and testing laboratories conducted under the auspices of the IEC-ILAC-IAF MOU.
The EA HHC (Horizontal Harmonization Committee) submitted for comments the supple-
ment 1 to EA-2/13 EA Cross Border Accreditation Policy and Procedure for Cross Border
Cooperation between EA Members - Interpretation of terminology used in clause 5.1 and
guidelines to assessment focus.
Through the decisions C 101/2012 and BT143/DG8870/DV, CEN and CENELEC BT’s have
accepted the programming mandate M/509 Mandate on protective textiles and
personal protective clothing and equipment. At the same time, a CEN-CENELEC BT
Working group (BT WG 8) was created with the objective to develop a work programme
in response to this mandate. The secretariat of BT WG 8 was assigned to the NBN
(Belgian standardisation body). The first meeting of CEN CENELEC BTWG 8 will be held on
2013-01-17 at CCMC premises in Brussels. For further information please contact the

EA members have agreed to follow the recommendation made by EA HHC with regards
to the Food Safety System Certification (FSSC) 22000 scheme and PAS 223. This means
that the revised FSSC2200 scheme (PAS 220/22002-1) and the extension of 22000
scheme with PAS 223 will be endorsed by EA.
The European Standardization Committees CEN and CENELEC have launched a new
section on their website as part of their ongoing efforts to promote the use of standards
by small and medium-sized enterprises (SMEs) and facilitate the active participation of
SMEs in standardization. The 'SME Toolbox of Solutions' makes it easier for SMEs to
access information about standards, and find out how they can get involved in
Enterprise Value of approximately 38 million Australian Dollars. Corplab’s current shareholders
will retain 20 percent of the company whilst they remain in executive positions with the
company. Corplab has 420 staff and operations in Peru, Brazil, Argentina and Ecuador.
CSA Group officially announces Canada's first adopted International Organization for
Standardization (ISO) standard on nanotechnologies. CSA Z12885, Nanotechnologies -
Exposure control program for engineered nanomaterials in occupational settings provides
guidance for the safe use of nanomaterials in the workplace.
Intertek announced that its testing laboratory in Fairfield, New Jersey has added energy
efficiency testing to its existing portfolio of services.
TÜV India, subsidiary of TÜV NORD Group, inaugurates its new office premises and
laboratory for the testing of agricultural and processed food, materials, animal feed,
pharmaceutical and cosmetic products, as per national and international standards in Pune,
India.
TÜV Rheinland expands its capacities for softlines testing with a new laboratory in Instanbul,
Turkey. With the investment of 4.6 million US Dollars, TÜV Rheinland aims to meet the
increasing demand by the Turkish industry for quality- and substance-testing of export
products.
TÜV Rheinland AG opens a new rim laboratory in Indonesia. The facility is located in South
Jakarta and operated by PT TÜV Rheinland Indonesia. It is the first privately-owned rim
laboratory in Indonesia. The new test facility offers wheel manufacturers and traders in
Indonesia and overseas tests to comply with international directives..
TUV India (TÜV NORD) inaugurates test laboratory for food and agricultural products in
Pune.
SCS Global Services has announced a new partnership with TÜV Rheinland's Hong Kong
laboratory, which will allow the companies to conduct rapid indoor air quality testing for
manufacturers in Asia.
TÜV Rheinland opens a new softlines testing laboratory in Gurgaon, India. The company
invested $2.5 million into the 16,145 square-foot (1,500 square-meter) laboratory. Another
$1.9 million are being invested in two additional softlines laboratories in Bangalore and
Tirupur, India.
TÜV SÜD has set up a laboratory in Gurgaon, India, equipped to meet requirements across
sectors, from nutritional products and food supplements to leather and toys to jewellery.
SGS India recently announced the inauguration of its largest laboratory and facility in India.

SGS Ltd. and houses multiple state of the art laboratories along with inspections and audit

Chemicals
The European Commission has presented a proposal to significantly reduce emissions of fluorinated gases (F-gases) and thus taken an important step towards achieving the long-term climate goals. The European Commission is supporting a new project for energy efficiency in chemical SMEs: the Sectoral Platform Chemicals for Energy Efficiency Excellence (SPiCE3). This project will start in the spring of 2013 and includes an online platform, workshops, customized training for SMEs, and a European overview of news on energy efficiency topics.
According to The European Chemical Industry Council (Cefic) the European chemical industry has produced this year 2% less than in 2011, and is thus 8% below its pre-recession level in 2007. Late last year it was still expected that production in 2012 would grow by just 1.5%. 2013 also provides a growth forecast of 0.5% no light at the end of the tunnel. According to estimates released by Eurostat, the statistical office of the European
Union the industrial production of October 2012 compared with September 2012 fell
by 1.4% in the euro area (EA17) and by 1.0% in the EU27.

Single supervisory mechanism (SSM): At the Council meeting on 12 December the EU finance
ministers agreed on the general approach on the legislative package that establishes single
supervisory mechanism (SSM) for the oversight of credit institutions, which is a key element in
the EU's plan to establish a banking union. The agreement in the Council will enable its rotating
presidency (currently – Cyprus) to negotiate the package with the European Parliament, the aim
being to adopt the legislation by the end of the year. The legislative proposal on the SSM
contains two regulations: one confers supervisory tasks on the European Central Bank (ECB),
while the other modifies the existing regulation on the European Banking .

A public consultation has been launched on the future direction of European metrology research under Horizon 2020, the European framework programme for research and innovation. The consultation offers individuals and organisations the opportunity to give their views on the current state of play of metrology research in Europe and the challenges it faces.

A team of chemists at Imperial College London has found a way to quickly detect trace amounts of chemicals, including pollutants, explosives or illeagal drugs. The method, recently presented in the journal Nature Materials, gives scientist the means to isolate a single target molecule from 10.000 trillion water molecules within milliseconds. They do this by trapping the target molecules on a self-assembling single layer of golf nanoparticles. The study was funded in part vy a European Research Council (ECR) grant.
Nobel Peace Prize 2012 awarded to European Union. The
EU has received the 2012 award for advancing the causes
of peace, reconciliation, democracy and human rights in
Europe. In its announcement on 12 October, the
Norwegian Nobel Committee said its decision was based on the stabilising role the EU has
played in transforming most of Europe from a continent of war to a continent of peace.

EUROLAB president Jiří Sobola participated in the ILAC/ IAF General Assembly and
Annual Conference 2012 in Rio de Janeiro. He reported about the ILAC Laboratory
Committee, the ILAC Executive committee, the ILAC and IAF General Assembly as well as
about the joint IAF/ILAC Assembly. EUROLAB is now also a member of the ILAC
Inspection Committee. EUROLAB’s position on ILAC P10 regarding the hierarchy of
alternatives for achieving and demonstrating traceability. For further details please see

José Luis Sánchez Álvarez-Campana participated on behalf of EUROLAB in the 29th EA
Advisory Board (EAAB) meeting in Brussels. A new three year term has started for the
EAAB members. Michael Nitsche (NA College) was unanimously elected as the EAAB
Chairman, Martin Stadler (Industry College) and Christian Priller (CAB College) were
elected as vice-chairs. The following topics were discussed: what does EA expect from
EAAB?; reports on EA MAC and EA HHC; ILAC P10; report on the implementation of EC
Regulation 765/2008; PTT and MR accreditation under the EA MLA; Assessing scopes of
CAB´s during the accreditation cycle; Enhancement of peer-evaluation; European organi-
zations competing with NABS; and EA membership for scheme owners. For further de-

EUROLAB president Jiří Sobola attended the EA General Assembly in Bratislava. Thomas
Facklam from Danak was elected as new EA chairman taking over from Graham Talbot. In
the future there will be a newly establish position of EA Executive Manager, who will be
located in Brussels. During the meeting all EA committees reported about their activities.
The new EA HHC Chairman comes from ENAC. Presentations were given on projects con-
ducted together with various EU DGs, i.e. with DG CLIMA, DG SANCO and DG ENVIRON-
MENT. The participants were also informed that EA 2/17 will be revised and the SOGS
Group will become an advisory committee on accreditation. For further details please

National Members
On the 24th of October the founding meeting for the Fenelab Sector Electro took
place at VSL, Delft, The Netherlands. 27 Companies were invited to this meeting, both
members and non-members of Fenelab. The chairman of Fenelab, René Dijkstra,
showed in his presentation the benefits of Fenelab membership, like being represented
in the User Council of the Dutch Accreditation Council (RvA) and the Council of Advice
of the Dutch Institute for Normalization. The chairman also mentioned the benefits and
importance of the European contacts (EUROLAB) and several other commissions of
Fenelab.
RELACRE was accepted as member of UILI (International Union of Independent Labor-atories). RELACRE was accepted as member of UILI (International Union of Independent Laboratories) during the UILI BoA Lisbon meeting, hosted by RELACRE, on 19th of Octo-ber. In the previous day, UILI President Dr. D. Manahén Alonso and UILI Vice-President Dr. Toru Matsumura were both Invited Speakers during the RELACRE-FELAB Symposium also held in Lisbon.
Turklab Is Supporting National Proficiency Testing Programs and Providers.
Strengthening the Quality Infrastructure in Turkey as part of the EU-funded project held
Profiency Testing Programme Closing Meeting on June 20, 2012 in Istanbul. TURKLAB
supported this Programme from the beginning. At this Programme TURKLAB members
performed 5 PT programs in food, feed, packaging and calibration areas.

RELACRE and FELAB had a joint organization of a symposium aiming to discuss “Globalization
and International Trade – Perspectives and Opportunities”.
It was held in Lisbon in the National Laboratory of Energy
and Geology facilities, on the 18th of October. These
periodic meetings are organized in order to allow
Portuguese and Spanish entities to discuss cooperation,
strategies and joint opportunities. This event was shared
by about 120 participants related to both Associates top
management.
The Invited Speakers were: Dr. Jeff Llewellyn (Vice-President of EUROLAB), Dr. D. Manahén Alonso (President of UILI), Dr. Drewin Nieuwenhuis (General Secretary of CEOC International), Dr. D. Fernando Ferrer Margalef (Director of CEM - Centro Español de Metrología), Dr. Toru Matsumura (IDEA Consultants In., Japan), Inmaculada Lorente García (Director of Operations of ENAC - Entidad Nacional de Acreditación) and Dr. Paulo Tavares (IPAC – Portuguese NAB). Álvaro Silva Ribeiro (President of RELACRE) and José Luis Sánchez Álvarez-Campana (President of EUROLAB – Spain) were representing the EUROLAB Host members.

EUROLAB member TURKLAB, the Association for Turkish Calibration and Test Laboratories organizing laboratory quality conferences for Turkish laboratory sector since 2010. TURKLAB hosted the 4th Laboratory Quality Conference at 19th September 2012 in Istanbul.
The Conference was attended by 150 guests from Turkish privat and public laboratory sector. It was a unique opportunity for all parties, customers, exporting and importing companies, national accredited laboratories, supplier companies, and local authorities to share the issues of quality in laboratory with international experts. The conference was also a good possibility to discuss the local problems of laboratories related to quality issue, proficiency testing programs and accreditation.

Recruitment and Personnel Matters President Changes of TURKLAB. TURKLAB Turkish
Calibration and Test Laboratories Association is an
associated member of EUROLAB since 2004. In the
General Assembly of TURKLAB at January 26, 2012,
Dr. Ömer GÜZEL handed over the presidency to Dr.
Can Demir. In the time, Dr. Can Demir left his
laboratory tasks and focused on educational
affairs. At 9th October Mrs. Aliye KIYICI took the
president task of TURKLAB.

EUROLAB National Members’ Meeting 2012
National Members’ Meeting, 09th October 2012, NPL, Teddington
The European Federation of National Associations of Measurement, Testing
and Analytical Laboratories (EUROLAB) held its well-attended National Mem-
bers’ Meeting on 09th October 2012 at the National Physical Laboratory in
Teddington, UK.
The delegates from 19 countries gathered at the EUROLAB National Members’ Meeting to
discuss current developments within the Federation and laboratory area.
Jiří Sobola, EUROLAB president, outlined the main achievements in the last couple of years
with reference to the EUROLAB strategy 2009 – 2013. The President highlighted the efforts of
the EUROLAB Technical Committee for Quality Assurance in Testing and Calibration, chaired by
Manfred Golze, in its support for the technical work of the Federation. In addition he empha-
sised the improvement of communications as well as the increase of EUROLAB’s international
influence through vital cooperation with other stakeholders.

Market Surveillance”
The British Measurement and Testing Association (BMTA), organiser of the National Members’
Meeting and EUROLAB seminar represents the interests of the measurement and testing indus-
