The decision to implement a green infrastructure often involves different stakeholders at different levels.For this reason it is almost impossible to implement a quantitative decision support system. A qualitative, conceptual approach seems more suitable.This proposal is the implementation of a conceptual model based on the Role Playing Game approach, in a bottom – up vision, to support the decision implementing a green Roof, Wall or Courtyard.The next slides sketch the main ideas of the model, based on five steps.

The second step is to pick the boxes (Driving Forces) that can be filled with relevant quantitative information (if relevant or not it depends by the player)

How to fill the boxes?

- on my own,

- using a consultant,

- asking to a company specialized in a relevant field,

- asking to Universities…

Again it depends on the Player!!!

According to the Role of the Player a Box can be a Driver or a Barrier.

E.g., Incentives are a barrier for the Public Administration (if there are or not economic resource to cover the expenditure) and they are a driver for the owner of the building

ORThe costs are a Barrier for the Owner, but they are a Driver for the Local Administration for the development of Local Economy

According to the Role, the Player must decide the score for each box (e.g. from 0 to 10) and normalize the total score for Drivers and Barriers (e.g. from 0 to 100).

The proposed approach represent a qualitative model based on quantitative information.This is a model that may be used from different stakeholders giving different outputs in function of the player. Using the document prepared by Roma Capitale for WP2.2, it is easily implemented by the player «Manager of Roma Capitale Environmental Dept.»

The approach is “flexible”, i.e. it can be used for other green infrastructures.The model represent the basis to implement a SWOT analysis and it allows a classification of the different Driving Forces into the four pillar of Sustainable Development (Environmental, Economic, Social and Governance)

The effectiveness of the approach strongly depends on the competence of the player.Moreover, to build up the SWOT analysis, it is necessary to have a sufficient numbers of entries from the population of the different classes of players (the Councillor of the City is one, one is the manager director of the Environmental Dept. of the City, thousands the owners or the apartment administrators).

It may be interesting to ask playing to the other TURaS partners to understand the feasibility and the usefulness with different players for different European Countries.
