FCPF Consultations/Information sharing with Indigenous Peoples and Forest Dwellers
3 workshops organized and chaired by regional IP organizations. Design followed instructions from the UN Permanent Forum on IIs. Participants selected by regional organizations. Asia: Katmandu – February 28 – 29: 25 IPs Africa: Bujumbura – March 13 – 14, 18 IPs + 9 Forest Dwellers LAC: La Paz – March, 17-19: 33 IPs and 2 Forest Dwellers
Overall, the three regional workshops have been a very fruitful and a positive experience for the FCPF and our engagement and consultation will continue
Workshops unveiled criticism of the climate change agenda; suspicions of the World Bank and international cooperation on the part of IPs, especially in Latin America;
…but also interest to stay engaged and benefit from this unique opportunity.
Key issues
Historically IPs have tense relationships with their Governments – This affects perceptions of the REDD national approach and WB FCPF
How to participate in the very complex REDD debate without receiving training and direct assistance?
How to benefit from future REDD revenues, especially when the Government is in charge?
Concern that Governments might promote conservation of forests without respecting traditional land rights and access to natural resources
Will safeguards apply, and if so will they go far enough?
Summary of comments sent to workshop participants and posted on the web
Three reports submitted by indigenous organizations posted on the web
Most of the comments are integrated in the FCPF procedures and the charter/info memo
Changes to the FCPF Charter, highlighting: traditional knowledge, early involvement and need for information,
stewardship of forests provided by IP
FCPF provides access to all documents and seeks guidance at early stage from IPs Indigenous Peoples integrating the Technical Advisory Panel Observer seat in Participants Committee
Safeguards will apply to the Readiness Mechanism of the FCPF
Each country needs to provide a Consultation and Outreach Plan BEFORE Readiness activities will be funded
How can the Bank/FCPF promote capacity development for REDD in IP communities? Provide small grants to int’l IP organizations to build capacity on
REDD, network and build their own strategy Encourage other partners: NGOs, foundations and bilateral donors
