45 Raynes Avenue (the “Property”) is located approximately 40 kilometers east of the City of Toronto, in the community of Bowmanville, in the municipality of Clarington. The Property is located 1.5 kilometers north of Highway 401 and situated just south of the Bowmanville East Town Centre which serves as a focal point of activity, interest, and identity for locals.
The Property is vacant and consists of multiple manufacturing buildings totalling approximately 384,692 sf situated on 38.6 acres of land. To the east, west, and south are established low-density residential single-detached homes. To the north is Bowmanville’s Town Centre and main street for retail shopping, restaurants and entertainment. Bowmanville Creek runs along the western border of the property from the northwest corner of the property to the southwest and contains a fish ladder; a portion of these lands are currently leased to the Town of Clarington. There is a walking trail that runs along the western border of the creek.
The Property is the former Goodyear Tire and Rubber Company plant that has operated since 1906 under different ownerships, most recently ContiTech (Continental AG). The closure of the plant provides the opportunity for redevelopment of the site for non-industrial uses. The redevelopment area shall be planned as a mixed-use residential area offering a combination of higher density uses, and the integration of residential, employment, cultural and community uses, taking full advantage of its proximity to downtown Bowmanville and the Bowmanville Creek.
DEVELOPMENTS 105 Queen Street, (abutting the northwest portion of the Property) is a recently built seniors residence, which consists of two buildings, one that is 5 storeys in height at the south end of the property and one that is 4-storey’s located along Queen Street. There is a vacant piece of land on the neighboring parcel (no active application), but with previously obtained zoning for a 9-storey building.
The two properties located to the south of the Subject Site are owned by Fairhaven Investments Inc., which are Blocks in a Plan of Subdivision. PARKSThe property is surrounded by an abundance of parks, including the Rotary Park, Edna Mode Park, the Bowmanville Dam and Fish Ladder (which form part of 45 Raynes Avenue) and proximity to Darlington Provincial Park and Enniskillen Conservation Area.
RETAILThe Property is located within a 5 minute walking distance to King Street, which is Bowmanville’s main street for retail shopping, restaurants, entertainment and businesses. Additionally a 5 minute drive takes you to Waverley Road and several “Big Box” retail stores.
TRANSPORTATIONThe main bus route in the town runs along King Street, a 5 minute walk from 45 Raynes Ave. The bus runs every 30 minutes, including to the GO Bus Station, an additional 10 minute walk. Go Transit Rail has been approved and 45 Raynes is located within a 10 minute drive to the planned station.

The Biglieri Group Ltd. was engaged to provide a site investigation and planning overview for the property. As per the report, it is believed that the property would be appropriate for mixed-use redevelopment incorporating medium and high-density residential with commercial, retail and office space. Parks and open spaces are proposed to complement the residential areas and provide recreational space including a conceptual trail system to connect the property with the Bowmanville Creek and the existing trail system on the west side.
A total of 645 residential units are proposed which includes townhouses, stacked townhouses, and apartment dwellings with approximately 51,000 sq. ft. of commercial, retail, and office space. The concept also proposes the potential retention of two existing buildings and the smokestack. The buildings can be repurposed as commercial and/or community facilities.
