EXPRESSION OF INTEREST (EOI) CUM PRE QUALIFICATION OF CONSULTANTS FOR PREPARATION OF DPR TO RESTORE THE TUNGABHADRA DAM TO ITS ORIGINAL CAPACITY BY STUDYING VARIOUS ALTERNATIVES

The Government of Karnataka is seeking to invite “Expression of Interest” from reputed, financially

sound and technically competent bidders (international companies/consultants) or consortium of

business entities who have satisfactorily completed works of similar nature, to study the sedimentation

of Tungabhadra Reservoir, estimate the current capacity and suggest possible alternative

methods/solutions to restore the reservoir to its original design capacity along with techno-economical

feasibility studies.

The Government of Karnataka’s (GoK), Karnataka Neeravari Nigam Limited (KNNL), wishes to take up the

work of preparation of DPR to restore the Tungabhadra dam to its original capacity by studying various

alternatives in the State of Karnataka.

KNNL would be looking for a leading Consulting agency to prepare a Detailed Project Report which would take

in to consideration the requirement of the department namely

Decrease in the capacity of the reservoir due to siltation

Measures to address the issue by way of suggesting alternative solutions

Provide a cost estimate for possible solutions of restoring the design capacity with a timeline of activities

Evaluate cost benefit analysis of the alternatives

Document best practices – global experiences

Suggest best alternative(s)

Prepare a Detailed Project Report (DPR) of global standards

1. Preamble

The Tungabhadra Dam is constructed across the Tungabhadra River, a tributary of the Krishna River. The dam

is near the town of Hospet in Karnataka. It is a multipurpose dam serving irrigation, electricity generation, flood

control, etc. This is a joint project of erstwhile Hyderabad State and erstwhile Madras Presidency when the

construction was started; later it became a joint project of Karnataka and Andhra Pradesh after its completion in

1953. The main architect of the dam was Dr. Thirumalai Iyengar, an engineer from Madras.

The dam creates the biggest reservoir on the Tungabhadra River with 101 TMC of gross storage capacity at full

reservoir level (FRL) 498 m MSL, and water spread area of 378 square kilometres. The dam is 49.5 meters high

above its deepest foundation. The left canals emanating from the reservoir supplies water for irrigation entirely in

Karnataka state. Two right bank canals are constructed , one at low level and the other at high level serving

irrigation in Karnataka and Rayalaseema region of Andhra Pradesh. Hydropower units are installed on canal

drops. The reservoir water is used to supply water to downstream barrages Rajolibanda and Sunkesula located

on the Tungabhadra River. The identified water use from the project is 230 TMCft by the Krishna Water Disputes

Tribunal. Karnataka and Andhra Pradesh got 151 TMCft and 79 TMCft water use entitlement respectively.

2. Problem Identification & Objective

Water Management in a reservoir, among others, calls for a fairly accurate assessment of the capacity of the

reservoir to store water at various levels. Tungabhadra Reservoir with a drainage area of 28,180 sq.km was

designed for storing 133 TMCft. of water and was impounded for the first time in the year 1953. The full reservoir

level (FRL) was fixed at RL 1633 ft. Capacity of the Reservoir at various levels was worked out based on the

regular contour survey conducted in the river basin upstream of the Dam prior to the impounding of water in the

reservoir. The survey was conducted with a contour interval of 10 ft and the capacity of the reservoir computed

for every one-foot interval. According to this the Gross capacity of Tungabhadra Reservoir was taken to be

133.0 TMCft.

(3766.56 MCM) at an FRL of 1633 ft. (497.738 m ).

The Government of Karnataka’s (GoK) Karnataka Neeravari Nigam Limited (KNNL) intends to engage

an international firm or consortium to implement the activities, as described below, to study and provide

innovative/alternative solutions to restore its original design capacity.

3. Scope of Work

The scope of work includes:

Conduct the capacity and sedimentation study of the TB reservoir

Deploy best consultants team to carry out studies and implement the work

Estimate the current capacity of the TB reservoir using latest technical know-how assisted by

differential global positioning system

Estimate the quantity of earth to be desilted from the reservoir to restore to its original design

capacity

Examine various alternatives of restoring the design capacity of TB reservoir and provide

opinion

Evaluate cost benefit analysis of the alternatives

Document best practices – global experiences

Suggest best alternative(s)

Propose a methodology to restore the design capacity using the most appropriate and latest

technologies, strictly adhering to the safety conditions and logistical guidelines stipulated by

GoI laws/acts

Provide a cost estimate for each solution with a timeline of activities

Prepare a Detailed Project Report (DPR) of global standards

Evaluate project implementation and provide a report

4. Design Parameters

At the planning stage it was envisaged that the annual silt deposition in the reservoir would be between 420 to

430 MCft. with about 25% of the silt flowing down the reservoir. The yield from the catchment of 28,180 Sq.Km

so adopted by the planners works out to 4.29 ha.m per 100 sq.km per year (90 acres ft per 100 sq.miles) which

tallies fairly well with the recommendations made by Dr. A.N.Khosla.

5. Periodic Hydrographic Surveys

In order to assess the rate of siltation in the reservoir, Mysore Engineering Research Station (MERS),

K.R.Sagara was entrusted with hydrographic surveys of the reservoir in 1963 for the first time under CBIP

programme for scientific hydrographic surveys of eleven important reservoirs in the country. In order to carry

sedimentation surveys regularly, 133 permanent range pillars were established on the periphery of the reservoir

for positioning the sounding points. The location of these permanent range pillars was fixed by MERS by

triangulation surveys using the straight portion of the main dam measuring 1689.735 m, as base line.

Necessary benchmarks along the periphery of the reservoir at suitable intervals were also established.

Subsequently, hydrographic surveys were conducted during the years 1972, 1978, 1981, 1985 and 1993 using

these range pillars. Capacity of the reservoir worked out on the basis of hydrographic surveys in the past are as

follows.

6. Hydrographic Surveys of 1993

Under UNDP sponsored programme, Tungabhadra Reservoir was also included, along with Bhakra and Hirakud

reservoirs, to carry hydrographic surveys using HYDAC 2000 system. This system comprises of Digital Distance

Measuring Unit (DDMU) along with transponders for positioning the boat; DESO echo-sounder for measuring

depths and one HP computer for plotting the grid of reservoir bed and carrying areas and capacities calculations

at different intervals. These components were housed in a high speed Jet Boat purchased for the purpose.

As per the directions of the Board given in 143rd meeting, the positioning equipment and echo-sounder were

used in a joint survey conducted by Karnataka Engineering Research Station (KERS) and Andhra Pradesh

Engineering Research Laboratories (APERL). The joint survey was completed by the two organisations in

association with the Board Engineers in 1992-93. The report submitted by KERS and APERL was approved by

the Board in its 152nd meeting held on 23-11-94 for adoption of capacity elevation tables obtained from 1993

sedimentation surveys with effect from the water year 1995-96, superseding the capacity elevation tables of

1981 surveys. As per 1993 surveys, the capacity of Tungabhadra Reservoir at FRL, 1633 ft. is assessed as

111.508 TMCft, which is presently being adopted.

7. Trends of Siltation

On review of various hydrographic surveys conducted from 1963 to 1993, it can be observed that the rate of

siltation of Tungabhadra Reservoir was of the order of 1.78 TMCft per year during the first 10 years. However,

from 1981 to 1993, the rate of siltation has come down to the order of 0.41 TMCft per year. For the last 40

years, the siltation rate works out to an average of 0.52 TMCft per year. However, the ground fact is that due to

siltation, Tungabhadra Reservoir has, as on date lost about 30 to 35 TMCft of its useful storage. This has

contributed to reduction in the irrigation utilisation from the reservoir to about 180 TMCft in recent years against

212 TMCft. of water allocated to the project by Krishna Water Dispute Tribunal excluding evaporation losses.

8. Feasibility of desiltation

An attempt was made by the Board to study the possibility of desiltation of reservoir economically by dredging in

1989. As per the preliminary feasibility report of the Dredging Corporation of India, Visakhapatnam “On the

desilting of Tungabhadra Reservoir by way of Dredging" the cost of dredging worked out to Rs.100 crores per 1

TMCft, according to 1989 rates. The cost of removal of 21.5 TMCft of silt involves a huge expenditure of Rs.

2,150 crores excluding other charges of transportation of silt to safer zones and setting up of required

infrastructural facilities. In addition to the economic aspects of desiltation, the problem of removed silt without

affecting downstream projects in the river basin needs to be addressed. Keeping in view all the aspects it was

considered that desilting is not techno-economically feasible and is environmentally detrimental.

9. Soil Conservation Works

To combat the menace of soil erosion, Government of India, Ministry of Agriculture, Department of Agriculture &

Co-operation has initiated soil conservation programmes in the catchments of River Valley Projects (RVPS) and

Flood Prone Rivers (FPRS). From beginning of 3rd Five Year Plan, a total of 27 catchments were identified

assisted by Ministry of Agriculture, Government of India (Ministry of Agriculture and Cooperation, 1992).

The All India Soil & Land Use Survey (AIS & LUS) organisation has been entrusted with the task of conducting

rapid reconnaissance surveys in the catchments of RVPs and FRPS for prioritizing sub watersheds based on

adjusted sediment yield/runoff potential for planning programmes. Under this programme, the Government of

Karnataka has selected 93 sub watersheds in Tungabhadra catchments.

10. Options needs to be considered while preparing DPR

On award of the work to the Consultant, has to study the various options for restoring the TB dam to its Original

capacity, which shall include but not limited to the following;

10.1 Increasing the live storage of the existing reservoirs by increasing the height of the dam and also the waste weir or the spill way.

What are the major impacts on account of this would be

In terms of Stability of the Dam,

Additional submergence of Forest land, Villages, Agricultural land and

Also affecting the environment including endangered species.

10.2 Construction of new Dam/Dams either up-stream or down-stream or at any other suitable locations: This study may have to be evaluated in terms of

economic viability,

environmental issues and

Also time required for commissioning including integration with the present system, land

acquisition etc.

10.3Diverting the floods during the peak monsoon by having a flood channel and creating additional storage in the adjoining areas.

This point needs to be studied in terms of

additional land required for construction of reservoir,

financial issues,

linking to the existing infrastructure such as, distribution, power generation, in-take structure,

etc.,

10.4Desilting of reservoirs: Desilting of the reservoir has to be considered as a multi-pronged strategy, which

shall include but not limited to

Study of the catchment area including the treatment.

Construction of series of check dams

Desilting of the reservoir and identifying a suitable location to deposit the silt and also other

options like auctioning of the same, filling abandoned mines etc.

10.5Identification of Natural storage site U/S of TB dam with minimum submergence of landRestoring the TB dam to its original capacity, without land acquisition is ruled out. But efforts should be

made to reduce the land requirement to bare minimum and at the same time all the existing

infrastructure should be utilized to its fullest potential.

10.6Other Options: Consultant is free to suggest any other most feasible solution/solutions, and should justify

the option in terms of economic viability which will meet the desired objective with least impact on the

environment and also the present water users.

11. Pre-Qualifications & Selection of Consultants

11.1 A three-stage procedure will be adopted in evaluating the proposals.

11.2 Eligible firms are invited to express their interest to provide the services. Consultant/firm may associate with another consultant/firm(s) to enhance their qualifications. The EOIs received will be evaluated on the basis of a three stage selection process. The first stage involves invitation to submit the Expression of Interest (EOI). A Committee constituted by the Government will evaluate the technical, management and financial competence of the bidder. The bidder should be ready to make a presentation before the Committee if called upon to do so.

11.3 In the first stage, eligibility of the Consultants will be ascertained on the basis of following qualifying requirements (to be submitted as per formats enclosed ):

The firm/consortia must have successfully carried out or implementing two similar works in two or more countries

Should have carried out atleast two mathematical model studies of measuring and predicting sediment volume change, its distribution in reservoirs using an established and internationally accepted mathematical model studies.

Should have an annual turnover of minimum INR 100 Crores or equivalent in foreign currency

Should be a profit earning company for the preceding three years. Should never have been black listed by Government / PSU / CIL / reputed

company. Joint Ventures are acceptable

11.4 A proposal deficient in any of the above mentioned qualifying requirements will not be considered for further evaluation. The following information should be furnished for evaluation of eligibility (as per Proof of Eligibility Forms):

• Brief profile of the Consultant/company showcasing the expertise available with them for undertaking the assignment along with information about their legal status, ownership and organizational structure. (Eligibility Criteria Form 2)

• An abstract showing year wise Total Financial Turnover for the preceding 3 (three) years ending last day of the previous financial year along with the Audited Balance Sheets, Profit & Loss Account and other financial statement for the same period. (Eligibility Criteria Form 3)

• Details of similar assignment(s) undertaken by the Consultant along with the experience certificate(s) from client(s) clearly indicating the scope of the services rendered by the Consultant in support of having completed the assignment(s) or Work Order(s) along with Self Certificate(s) of Completion (Certified by Statutory Auditor) of the assignment(s). (Eligibility Criteria Form 4)

• Key Professionals: Giving Name, Qualifications & Experience in the relevant sectors. (Eligibility Criteria Form 5)

11.5 Pre-Qualification Criteria for the First stage:The EOI submitted by the consultants shall be evaluated as based on the following Criteria, sub-criteria and point system:(i) Financial : 10 Marks(ii) Specific experience of the Consultant relevant to the assignment:

11.6 In the second stage, the shortlisted Consultants shall be asked to submit their Technical & Financial proposals with reference to the Terms of References(TOR) and Request for Proposal ( RFP)Evaluation of the Technical Proposals of only those consultants, who qualify the eligibility requirements stated above, will be carried out. Evaluation of Technical proposals will be done on the basis of their responsiveness to the Terms of Reference and by applying the evaluation criteria, sub-criteria as specified in this RFP Document which also involves Technical Presentation by all eligible Consultants to the Evaluation Committee on their understanding of the assignment along with proposed approach & methodology. At this stage, evaluators shall have no access to the Financial Proposals.

11.7 The consultants have to make a presentation before the Employer on a date intimated by the employer. The presentation shall be focused on Technical Approach and Work Plan. The consultants shall also correlate in the presentation its past experience of the relevant project executed by them and experience and skills of the key personnel proposed to be deployed to prove its capability and preparedness to execute work adhering planned technical approach and work plan.

11.8 In the third stage, financial proposals of those Consultants who are technically qualified in the second stage evaluations, shall be opened publicly on the date & time to be intimated later after evaluation of Technical Bid.

11.9 Finally, a Consultant will be selected under a transparent bidding process based on Combined Quality Cum Cost Based System (CQCCBS) and as per the procedures described in the RFP document.

11.10 KNNL reserves the right to reject any or all applications for pre-qualification without assigning any reason.
