ITI Ltd Palakkad, situated in Palakkad District of Kerala, beside NH 544 leading to Coimbatore, is one among the six manufacturing Plants of ITI Ltd. It was established in 1976 as the Nation’s first Electronic Switching System Manufacturing Unit, for manufacturing of large digital switches and trunk exchanges in collaboration with Alcatel, France.

The Unit is accredited with ISO 9001:2015 and ISO 14001: 2015. In the manufacturing sector, it is engaged in the manufacture of high tech telecom equipments, Smart Cards, Smart Card Readers, Space Electronic Assemblies, Telecom Ducts and Multi-layer Printer Circuit Boards. Most of the control switching equipment related to the public network of BSNL/MTNL has been supplied by the Palakkad Plant.

The Plant has a state-of-the-art Multi-layer PCB manufacturing facility up-to 10 layers, now being upgraded to 30 layers. As a separate business center, it is catering to the captive as well as external market requirements. The facility is approved by LCSO up to 10 layers. The PCBs manufactured in the facility have been approved by DRDO and VSSC too.

The unit has a full-fledged Smart Card manufacturing Facility with level 4 security and has already supplied 35 million SIM cards and 2 million National Identity Cards and Fishermen ID Cards.

The unit has also successfully taken up turnkey projects like Managed Leased Line Network (MLLN), Stand-alone Signal Transfer Point (SSTP) and VOIP Networks for BSNL & MTNL that involved pan India installation and commissioning of the networks.

The unit ventured in to the burgeoning e-Governance sector by taking up government projects of national importance like National Population Register and Socio Economic Caste Census.

The entire operations of the Plant are computerised and integrated with in-house developed software applications. The Integrated Manufacturing Management System Software is a commercially deployable application that integrates the diverse plant functions including Materials Management, Production Planning, Shop Floor Control, Billing, HR and Financials. The Plant provides customised IT solutions in the areas of Networking, ERP& CRM. e-Governance Projects

As a member of the consortium of central public sector undertakings, ITI Limited, Palakkad Plant ventured in to two major e-Goevrnance projects of national importance of the government of India, namely National Population Register (NPR) Project and Socio Economic Caste Census Project(SECC).

The NPR Project intends for the creation of a central database of demographic and biometric information of usual residents of the country and issuance of smart cards for identification. The nodal agency for the project is Registrar General of India under the Ministry of Home Affairs (MHA) and ITI was entrusted with the states of Kerala, West Bengal, Maharashtra, Gujarath, Goa, Uttarakhand, Arunachal Pradesh and 1 district in Delhi, involving 17 crores data entry of census information and 7 crores biometric data with a turnover of rupees 587 crores. The data so collected is used for Aadhaar Generation and also for issuance of chip based NPR Cards for the purpose of identification.

The Socio Economic Caste Census Project belonged to the Ministry of Rural Development

and involved door to door collection of social, economic and caste data, based on the 2009

census information. The electronic data so collected is verified, corrected and uploaded to

a Central NIC Server and the same is printed and published for verification by the general

public. The reconciled data is used for data analysis, planning and various other

requirements of the government. ITI carried out the project for 38 crore population in 12

states of Uttar Pradesh, Madhya Pradesh, Jammu & Kashmir, Himachal Pradesh,

Arunachal Pradesh, Meghalaya, Punjab, Goa, Uttarakhand, New Delhi, Lakshadweep and

Kerala with a cumulative turnover of rupees 665 crores. Successful implementation of the

project in states of difficult terrain, disturbed areas and hostile climate is another testimony

in ITI’s capability in carrying out e-Governance projects even in adverse situations.

Testing& QA

ITI Limited, Palakkad, has a highly sophisticated manufacturing plant equipped with

modern facilities for assembly of Surface Mount Devices (SMD) and for automated

testing to ensure zero defect product. It also has a Printed Circuit Board (PCB)

Facility for manufacturing multi layer PCBs.

ITI has a Component Screening Facility for screening of active/passive components,

Space Electronic Fabrication Centre for the fabrication and testing of high reliability

flight package for ISRO–VSSC, High-tech X-ray inspection system for electronic BGA

Assembly inspection and an automatic power supply testing system (ACO) for testing

of various power supply units. It has got highly skilled and competent manpower for

cable harnessing and precision hand soldering as required for flight standards.

ITI also has a state-of-the-art Smart Card Manufacturing and Personalization Centre,

Modern Calibration Lab and the latest test equipments,

ITI Palakkad Plant as a whole is fully networked over a Local Area Network with more

than 200 nodes connecting all the departments, along with connectivity to all the

other manufacturing plants of ITI.

ITI Palakkad has an in-house IT division for the development and delivery of application

oriented software, network management services and for providing web based support

services to customers.

The IT division has successfully developed and implemented IMMS (Integrated

Manufacturing Management System) that integrates the diverse business functions of a

manufacturing industry, including Materials Management, Production Planning, Shop

Floor Control, Integrated Billing, Human Resources & Financials.

The IT division has also developed and implemented web based support system such as

Customer Relation Management (CRM) System that offers online AMC support for all

exchanges installed across the length and breadth of India, and Project Management

System(PMS) that ensures on-line management for countrywide installation projects like

MLLN and SSTP.

The IT division also houses an NPR Data Center with SAN storage and NAS storage

capacity of 320 TB and 400 TB, respectively, which was originally installed for the purpose

of housing NPR data.

The SECCProject SMD Assembly

ITI Palakkad has an exclusive facility dedicated to Surface Mount Device (SMD)

Assembly. With most modern and zero-defect SMD Lines capable of handling even

complex and fine pitch components with better accuracy, superior quality Surface

Mount Device Assemblies could be manufactured, with the ITI seal of quality.

The plant has two latest SMD Lines fully integrated with state-of-the-art equipment

from Siemens and Autotronics respectively. The SMD Assembly Lines are capable of

handling PCB sizes of 50 mm x 50 mm to 610 mm x 510 mm with an accuracy of +/- 30

micron, chip shooter speed range up to 75,000 shots/hour, fine pitch placing speed up

to 17000 cph, auto loader/unloader etc. In addition to catering in-house requirements,

the plant takes up outside contract manufacturing work for SMD Assembly too, based

on availability of the capacity.

SMD Line Handles Components size from 01005 to most modern components like

PLCC, QFP, BGAs, CSP etc. and also SOLTEC Reflow oven Lead free and Nitrogen

capability.

We have facility for X-Ray 3D/Inspection and Zooming capability of up to X100. The

Plant is augmented with flying probe Tester for the analysis of manufacturing aspects

and In circuit tester for testing the functionality of the assembled PCBs.

Component Screening Lab

The Component Screening facility at ITI Palakkad has a fully air conditioned ESD

protected area of 7000 sq.feet exclusively dedicated to the screening and burn-in of

all active and passive electronic components and electronic assemblies set up to

meet the requirements of VSSC as well as other defence organizations like NPOL,

DRDO, BEL, BHEL, ECIL, HAL etc.

This lab is equipped for the burning and screening of ICs, Transistors, Diodes and

other passive components with the following activities.

Temperature cycling: -700C to +1800 C with a ramp of 30 C/minute.

Pre & Post – burn-in functional test.

Burn-in: up to 3000 C.

Thermal shock Chamber: -700C to + 1800C

Humidity controlled ESD Chamber with a ramp of 250C/minute and

150C/minute

Package/Sub Assembly screening facility also established at ITI Palakkad. Screening can be done as per custom requirement.

Component screening facility at ITI Palakkad is accredited by VSSC.

Cable Assembly

ITI Limited, Palakkad, has a Cable Assembly Line with highly sophisticated equipment for

Cable Harnessing based on OCB, MLLN or customised specifications. It is capable of

manufacturing over 50 varieties of colour-coded cables using procedures such as wrapping,

crimping and soldering. Power cables are harnessed by manual crimping. The cables are

subject to Visual Inspection and Continuity Test etc

ITI Palakkad has got well established test facilities for carrying out tests on various

products manufactured in-house.

Telecom Products Testing Facility has highly sophisticated tools and programs to test the

functionality of the card, rack, cables and simulation activity based on the exact site

installation layout. The Manufacturing Automation Protocol (MAP) Test, Integration Test

and Climatic Test ensure a failure rate less than 2%. The facility has been approved by

BSNL with a Self Certification stature. It also has got start-of-the-art generic card testing

facilities, comprising hi-end equipment such as the GenRad In-circuit Tester, Teradyne

and Scorpion Manufacturing Defect Analyser, Glenbrooke X-Ray Inspection System,

ERSA Visual Inspection System, Metcal BGA/CSP Rework System etc.

High quality equipment are available in cable harnessing facility for testing the cables

that underwent wrapping/crimping/soldering.

A well-established test facility is available for ensuring quality of Hand Held Devices

used for reading of ID Cards.

Smart Card Test Facility is provided with high quality card readers and application software for test/approval. An established Quality Management system is implemented and maintained to continually improve the company's performance with regards to quality of products and services offered to the customers and enhance customer satisfaction. Stringent Vendor qualification system, Vendor rating, Component traceability and

Customer satisfaction monitoring are established.

Smart Card Assembly

Testing & QA

The Smart Card Facility in ITI Limited, Palakkad, is equipped with world-class state of

the art machinery for milling, embedding, automatic plug-in, glue tape lamination,

signature panel and hologram hot stamping, graphic/electronic data personalization

etc. The machinery are from world renowned smart card machinery manufacturers

namely, Data Card (USA), Ruhlamat (Germany), Muehlbauer (Germany), Malahide

(Canada) etc. The smart card personalization facility supports personalization of SIM

Cards as well as ID Cards. The Smart Card Personalisation machine has in-built

facility for pasting of personalized ID cards to any printed communication to the

addressee and enveloping the same along with additional inserts, as per requirement.

The facility has a well-equipped Quality Control Lab with imported machinery for bend

test, torsion test, pull test etc. which ensure the quality of smart cards produced.

The Facility has so far supplied 35 million SIM cards and 2.5 million ID cards for NPR

and MFID. 7.5 million milled and embedded cards have been supplied on outside

customer orders.

In order to meet security requirements, the facility is provided with Level 4 Security.

ITI Limited Palakkad has a full-fledged and fully air conditioned PCB Plant spread over

a carpet area of 4000 sq. Mtrs. The Plant was set up with the technical collaboration

with M/s. Alcatel, France and is one of the best in India with delivery capacity of 12,000

Sq.Mtrs. per annum of high end double side and multi-layer PCB with SMOBC and

ENIG finish.

The Plant is equipped with the Industry’s latest and best machinery. The Quality

Control Department of the plant is bestowed with latest Flying probe Testing facilities

from ATG, Germany and Seica Italy, in addition to conventional Bare Board Tester.The

plant is committed to environmental friendly process in all the manufacturing stages of

printed circuit boards and as part of the ODS phase out program, the plant has

switched over to Aqueous process from the Solvent Process.

The plant is accredited with LCSO Defence approval for manufacture of Double Side &

Multilayer PCBs. The Plant carry the qualification approval for Flight Grade Double

Side PCB of VSSC for its space project requirements.

To meet the Industry’s high quality PCB requirements, the plant is all set for switching

over to ENIG finish, in addition to the existing HAL finish. The Plant utilize induction

welding process in the inner layer preparation for Multilayer Manufacturing.

The technical infrastructure of our Plant is being upgraded to cater to the multilayer

PCB requirements up to 30 layers

Printed Circuit Board Plant

ITI Palakkad has state of the art machinery for manufacturing HDPE Pipe. The plant is intended for manufacturing of permanently lubricated High Density Poly Ethylene(PLB-HDPE) Pipe of size 40/33 mm known as Telecom Duct used for drawing optical fiber cables for high speed data transfer. The PLB HDPE DUCT consists of two concentric layers, the outer layer being HDPE, co-extruded with an inner layer of silicon permanent lubricant to reduce the internal coefficient of friction (ICF). The raw materials include HDPE resin, silicon granules, white and colour master batch. Three extruder lines of machinery, each of individual plastizisation capacity of 350Kg/hr have been installed with a capacity of 12000 km of HDPE Pipe per annum. The plant has got a well-equipped Quality Control Lab with high quality test equipment to test and ensure the quality of raw materials as well as finished product. Major customers for the Telecom duct include ARMY, BSNL, BBNL, NFS etc. in the Government Sector and all other private players in the field like Reliance, Bharathi Airtel, Vodafone etc. With the government decision to provide broadband connectivity in all panchayats and villages, the market segment is quite luring and offers scope for wide growth and capacity enhancement.

Internet of Things (IoT)

With the arrival of Internet of Things (IoT) leading to internetworking of physical

devices, vehicles, buildings etc. embedded with electronics, software, sensors and

actuators for exchange of data serving various objectives, ITI Palakkad was quick to

grab the opportunity through its various products like Aadhaar Enabled Biometric

Handheld Terminal, Smart Energy Meter etc.

Aadhar Enabled Biometric Handheld Terminal

Aadhaar authentication is an online process of submitting Aadhaar number along with other attributes, including biometrics to the CIDR (Central Identification Data Repository) of UIDAI. The Aadhar Enabled Biometric Handheld Terminal which is manufactured at ITI Palakkad consists of a System-in-Package (SiP) module and associated PCB, a display module, a Fingerprint module, Camera and a battery which runs in secured Android OS and has the capability for on-line Aadhar authentication.

SMART ENERGY METER

ITI Palakkad is in the process of manufacturing Smart Energy Meters as per AMI standards based on the technology transfer from M/s Centre for Development of Advanced Computing (C-DAC), Trivandrum which can be used in single/three phase connections as a replacement of the existing electro mechanical /electronic meters with additional features of remote monitoring reading & control, theft detection , power outage, load connect/disconnect and to a communication utility.

Supporting mobile application in Android also has been developed.

Business with Space Sector

ITI Palakkad plant is an approved work Centre for the contract manufacturing

activities for Space segments. The plant has a exclusive Space Electronics fabrication

Centre to manufacture Space and Military grade electronic packages. Highly skilled

trained manpower is available. Various flight packages of different types of Data

Acquisition Units, Power modules, Transmission and Receiver modules, Remote

Mount Safe Arms etc., are realized at ITI Palakkad.

ITI Palakkad is specialized in the flight quality harness of cables with relay hook wiring

and Turret wiring.

ITI Palakkad can realize complex flight packages to its customers with Military/space

quality standards.

Seica Flying Probe Tester is installed to meet the testing requirements of any type

packages to the customers for electronic assemblies.

A full fledged lab is available for screening of electronic components, both active &

passive and alos screening of sub assemblies.

ITI Palakkad is equipped with a testing facility of RF packages to cater the customer

requirement of testing of any type of RF packages.

The esteemed customers are VSSC Thiruvanathapuram sections like Avionics,

PRSO, MVIT , LPSC Valiamala and IISU in the space sector. Any customer specific

requirement can be addressed with these facilities.

Wiring Analyser (WA)

It is a PC based test equipment for testing the connectivity between two points. This

equipment has been designed taking into consideration of all the requirements

necessary for the maintenance of a sophisticated electronics system like sonar at much

faster rate. Cables of more than 100 Mtrs length , simultaneously 192 connections

shall be analysed at a time. The equipment is handy and user friendly.

The system is highly useful for checking the continuity of Wiring Harness used by

Aerospace, Aircrafts, Sonar systems, Military armor vehicles and LAN network.

Array Calibration Unit (ACU)

Array calibration unit is purely a sonar test equipment used in navigation in deep seas

by Indian navy. Array calibration and Periodic Array measurements of Sonar systems

are conducted with the help of a calibrated test Hydrophone – HO-5. The Array

Calibration Unit will generate required signals for the measurements and has a built in

power amplifier to drive the HO-5 Transducer for desired acoustic levels. The HO-5

Interface Unit has a pre-amplifier and necessary signal conditioning blocks to receive

the signal from HO-5. The received signal is sampled using a built in data acquisition

unit and the data will be available in Ethernet format for processing in a Laptop PC.

The system shall be upgraded to use for Avionics application also.

Biometric Hand Held Device (BHHD)

BHHD is device used for biometric authentication against the smart card supplied as a part of NPR/MFID project The devices are supplied to customers such as Navy , Coast Guard, Costal Police and Fisheries departtment. all over the country

Over Voltage Protection Unit (OVP)

ITI Palakkad has undertaken manufacturing of Over Voltage Protection (OVP) unit

used as a protection mechanism in 25KW RRU (Rectifier cum Regulation Unit) in AC

coaches by Indian Railways with the design and technology of BHEL Kasaragod.

Over Voltage Relay Unit (OVR)

Over Voltage Relay unit (OVR) used in power car DG SET by Indian Railways to

protect the control circuit from over voltage generated in the Alternator, with the

design and technology of BHEL Kasaragod.

Automatic Test Equipment (ATE)

Automatic Test equipment (ATE) is a general purpose test system for testing and

repair of any PCB or electronic assembly by simulating the hardware using PC

based test equipment.

ATE systems are manufactured and marketed by ITI Palakakd with the design and

technology of NPOL (DRDO) Kochi against the requirements of the Indian Navy ,

other defense establishments like BEL, Naval Dockyards and Keltron.
